Lala Lajpat Rai University Of Veterinary And Animal Sciences

Hisar, Haryana Est. 2010 Official site Updated

Lala Lajpat Rai University of Veterinary and Animal Sciences runs one veterinary college of its own at Hisar and affiliates seven private veterinary colleges elsewhere in Haryana. Its own college holds 75 seats for Haryana residents, and no affiliate holds more than 48. All of them fill from the same NEET (UG) merit list apart from their NRI seats, and the university's own prospectus prices them nothing like each other: tuition is 28,000 rupees a year at Hisar and 5,00,000 rupees on a state-quota seat at an affiliate. One queue covers the lot, because Haryana runs a single centralised counselling for every college teaching this degree in the state, and it runs from the Hisar campus.

Overview

Veterinary science, animal science and dairy technology are the whole of what this university teaches, and it exists because the first two were pulled out of an agricultural university and given a statute of their own. Fisheries sits in the objects that statute hands it, to impart education in different branches of Veterinary, animal sciences, fishery sciences and allied sciences, but no fisheries degree is on offer. An independent University of Veterinary and Animal Sciences has been established w.e.f. 1.12.2010 in pursuance of the Haryana Act No. 7 of 2010 notified on 7th April, 2010. Nothing was built from scratch on that date. Two colleges the agricultural university had already been running, one veterinary and one in animal sciences, were incorporated in this newly established University, and the older institution kept the rest. The two still sit in the same city on the same campus, and this is the younger of them.

The teaching college it inherited is older than either statute. Its prospectus traces it to a veterinary college at Lahore which was established in 1882, then to a camp veterinary college set up at Hisar in 1948 that became part of the agricultural university in 1970. So the qualification traces to a college founded before Partition, while the university that now confers it dates only from 2010.

Three teaching units sit under it: the College of Veterinary Sciences, the College of Dairy Science and Technology, and the Institute of Para Veterinary Sciences. The dairy college started from the academic year 2016-17 with the approval of Government and is described by the university as the first college of Dairy Science and Technology in Haryana state, so that one was built here rather than inherited. Research and extension run through Haryana Pashu Vigyan Kendras at Mahendergarh, Uchani in Karnal, Makhosarani in Sirsa, Lakaria, Bahal and Keorak in Kaithal.

Its address is still a gate number on somebody else's campus, and it has been for a while. The Government of Haryana has allotted a piece of land measuring more than 1000 acres on Hisar - Chandigarh National Highway (4 km from Hisar town) for a campus of its own, and the foundation stone has already been laid on the auspicious day of 15th August, 2011. Teaching is still at Gate No. 1.

Courses & Fees

Five degrees are on offer and they are priced on four different scales. The veterinary degree is the expensive one to run and the cheapest one to buy, so long as the seat is a state-quota seat at Hisar.

The veterinary bill is not flat: the fourth year costs most and the internship year least.

Tuition disappears entirely for two groups, and the exclusion list matters as much as the concession. There is no tuition fee for Haryana resident female students or for Persons with Physical Disability of either gender of Haryana residents, but the waiver stops at the state quota: it does not reach a candidate holding a VCI-nominated, NRI, self-financed, J&K, Kashmiri migrant or foreign-national seat. A Haryana woman admitted through the Veterinary Council nomination therefore pays what everyone else pays.

Two prices sit far above the rest. A self-financed seat at Hisar, created only when an NRI seat goes unfilled, carries tuition of Rs. 2,67,500/- a year and Rs. 4,01,250/- in the fourth. At the affiliated private colleges the state government fixes the bill: tuition of 5,00,000 on a state-quota seat and 7,00,000 on a management seat, taking the annual totals to 5,67,720 and 7,67,720. A student enrolled at one of those colleges shall continue to pay same fee as prescribed till completion of degree programme, so the entry price is the price for all five and a half years.

Admissions

There is no single door here. Four of the five degrees run on four different national examinations, and the fifth runs on no examination at all.

ProgrammeSelection basisConducted by
B.V.Sc. & A.H.All India Rank in NEET (UG)-2026National Testing Agency

Ph.D.NTA score in ICAR AICE-JRF/SRF (Ph.D.)-2026ICAR through NTA
M.Tech.No entrance testLUVAS

For the veterinary degree the rule is short. Every candidate other than a foreign national or an NRI must have qualified in the NEET (UG)-2026 conducted by National Testing Agency (NTA), and the merit list for admission would be decided on the basis of All India Ranking given in the NEET (UG)-2026 score card. The NRI exemption is wider than the printed prospectus says: a Registrar's corrigendum issued after it deleted the clause that still made an NRI who had passed 10+2 in India sit the paper, leaving the admission will be made on merit of 10+2 examination without requirement of appearing in the NEET (UG)-2026 standing alone. Nothing is added to that rank at the undergraduate stage: no interview, no board-marks weighting, no university paper. Eligibility is 10+2 with English, Physics, Chemistry and Biology or Biotechnology at 50% in aggregate, 47.5% for Scheduled Caste candidates, with the candidate 17 years old by 31 December 2026.

The private colleges do not run their own admissions. The prospectus provides that there will be centralized counselling for all the Universities/colleges which are imparting B.V.Sc. & A.H. degree programme in Haryana, and it happens in the Auditorium of College of Veterinary Sciences, LUVAS, Hisar. Candidates bring originals and two sets of self-attested copies, are medically examined the same day, and shall have to pay fees and other charges then and there, otherwise the seat will be declared vacant. One obligation follows admission that few applicants expect: every B.V.Sc. & A.H. student at the Hisar college other than a foreign national, an NRI or a person with disability has to register in R&V Squadron NCC.

At master's level the arithmetic reopens, and only there. Weightages of up to 5 per cent each for sport, co-curricular achievement and NCC apply to the M.V.Sc./M.Tech. programme only, added to the AIEEA score in one case and to the qualifying percentage in the other. They do not stack: a candidate may claim only one weightage (highest weightage) out of those three. A separate institutional weightage rewards staying put: 5% for an M.V.Sc. applicant whose qualifying degree came from this university or the agricultural university next door, and on the doctoral list 3% for a B.V.Sc. from either plus 2% for an M.V.Sc. A zero or negative ICAR score bars counselling outright.

Cutoff

No closing rank is published, by the university or by the counselling authority, because the two are the same body here and it releases a schedule rather than a cut-off list. Allotment runs on the All India Rank printed on the NEET score card, applied inside the Haryana reservation roster category by category.

What does change a candidate's arithmetic is the mop-up round, and three rules govern it. Seats left vacant under either quota at an affiliated college are inter-transferable in Mop-Up Counselling, so a management seat can turn into a state-quota seat late in the process. No sliding will be done in Mop-up (Final) counselling, so a college chosen there is final. And a candidate who has already taken admission at the Hisar college or any affiliate will not be allowed to participate in Mop-Up Counselling. Accepting an early seat therefore costs a candidate the one round in which the private-college seats reshuffle.

Placements

The placement record separates cleanly by programme, and it is the postgraduate cohort that earns most.

Cohort, 2023-24Graduated in minimum timePlacedMedian salary (Rs)Higher study
B.V.Sc. & A.H. (5 year)791772000050
B.Tech. Dairy Technology (4 year)24550000019
Postgraduate (2 year)3523120000012

Read the table for the inversion in it. The two-year postgraduate cohort reports 23 of 35 graduates placed and the highest median at 1200000 rupees, against 17 of 79 on the veterinary degree, where 50 graduates went to further study instead.

LUVAS publishes no destination record alongside that return, so there is nothing to set against the placement count for a degree whose completion entitles the graduate for registration with the Haryana State Veterinary Council / Veterinary Council of India as a registered practitioner. The one signal the university does give is what its counselling and placement cell spends its time on: alongside job information it conducts trainings/coaching classes for the entrance examinations.

Seat Matrix

Only 75 of the veterinary seats at Hisar are reachable through the Haryana merit list.

Quota, B.V.Sc. & A.H. at HisarSeats
Haryana residents75
Veterinary Council of India15
Kashmiri migrants01
Jammu and Kashmir residents01
NRI08

Inside that block the state roster applies. Scheduled Castes take 15 seats split as DSC-8 for deprived Scheduled Castes and OSC-7 for the rest, Backward Classes (A) 12, Backward Classes (B) 08, the Economically Weaker Sections 03 and persons with disability 02, leaving the Haryana general category with 34 seats plus one held on the roster for an ex-serviceman or freedom fighter dependant.

No affiliate is larger than the Hisar college on the Haryana list, but there are seven of them and one of it, and five of the seven are conditional for this session.

Read that last column before locking an option order. At three colleges the admissions in these colleges will be made only after grant of affiliation by the University for the academic year 2026-27, and at two more only after receipt of "Letter of Permission" from the Central Govt.. Those seat blocks are printed in the notice but are not yet certain to open.

The dairy degree is smaller and, on one point, more open than the veterinary one.

Quota, B.Tech. (Dairy Technology)Seats
Haryana residents26
ICAR, all India basis04
Kashmiri migrants01
Jammu and Kashmir residents01

That single ICAR row is the structural difference between the two undergraduate degrees. A candidate from outside Haryana can reach the dairy degree through seats filled on an all-India basis; the veterinary degree at Hisar has no such row. What it has instead are the Veterinary Council nominations, the NRI block, one seat held for a Kashmiri migrant and one for a Jammu and Kashmir resident, and, off campus, a management-quota seat at an affiliate. The dairy roster also runs differently inside the Haryana block, with Scheduled Castes at 05, Backward Classes (A) at 04, Backward Classes (B) at 02, the Economically Weaker Sections at 01 and the general category at 14, while persons with disability get NIL.

Rankings

In India Rankings 2025 this university is placed 37 in Agriculture and Allied Sectors on a total of 48.03, and the five columns behind that total do not point the same way.

ParameterScore
Teaching, Learning and Resources78.31
Research and Professional Practice24.96
Graduation Outcomes58.49
Outreach and Inclusivity35.09
Perception18.43
Total48.03

The teaching column is the one to notice, because on that parameter alone this university sits above the two veterinary universities ranked ahead of it. Its 78.31 is higher than the 77.57 recorded by the Punjab veterinary university at rank 30 and the 76.68 recorded by the Tamil Nadu one at rank 26. What pulls the total down is the far end of the row: perception, at 18.43, is the lowest of its own five columns and sits well under the 29.29 and 60.25 of those two, with research and professional practice next weakest at 24.96. A rank of 37 here describes reputation and research output, not classroom resources.

Within Haryana it is the last of four institutions on that table, behind the dairy research institute at Karnal at rank 2, the agricultural university in the same city at rank 10 and the food technology institute at Sonipat at rank 22.

Facilities & Infrastructure

A good deal of student life here belongs to the university next door, and the prospectus says so directly: this university is also sharing the facilities of Nehru library of CCS HAU, Hisar, and its Directorate of Students' Welfare, with its own hostels, is also sharing the students' welfare facilities of CCS HAU, Hisar. The sports facility is the agricultural university's Giri Centre, an outstanding feature being shared by the university.

Its own library is small and specialised. It holds about 2997 hard bound books across the veterinary, animal and dairy disciplines, subscribes to 694 e-books and 154 e-journals, and keeps 787 masters' and doctoral theses that are also uploaded on KrishiKosh. There are 42 computers with internet and room for about 80 readers at a time.

The facility that matters most to a veterinary undergraduate is the clinic, because that is where the teaching material walks in. A spacious Veterinary Clinical Complex is providing round the clock services for treatment and care of sick animals including referral services. No annual caseload figure is published for it, so there is no number here to set against other veterinary colleges.

Hostels are named and few: Aravali and Shivalik for boys, Godavari for girls, with the mess run on co-operative basis. First-year hostel dues on the veterinary degree come to 12400 including the refundable security, with mess security of 6000 once and cooler charges of 2800 a year on top. A campus hospital with a Senior Medical Officer, physiotherapist, dentist and nursing staff covers medical care.

Faculty

Teaching is organised by clinical discipline rather than by school. The veterinary college carries 18 Departments and the dairy college carries 5 departments viz; Dairy Technology, Dairy Engineering, Dairy Chemistry, Dairy Microbiology and Dairy Business Management. The postgraduate seat table is not organised by department, though: M.V.Sc. and Ph.D. seats are allotted inside the Major Subject-Groups of Animal Biotechnology, Animal Sciences and Veterinary Science.

What that body is measurably doing is external work.

The sponsored research book ran to 43 projects worth 108883569 rupees from 9 funding agencies in 2023-24, against 14 projects worth 21946266 rupees the year before, and consultancy brought 16546840 rupees. The consultancy line is broader than it is deep: 9 projects served those 34 client organisations in 2023-24, and the client count has barely moved, at 34 in 2022-23 and 32 the year before that.

The campus sits about 172 KM North-West of Delhi, inside the agricultural university's grounds rather than on a road of its own, which is why the postal address is a gate number and every office publishes its own line instead of one switchboard.

Verified

Approvals & Accreditation

Statutory approvals and accreditation grades from official bodies.

What governs this degree is a registration standard, not a grade. The university enforces the Minimum Standard of Veterinary Education Degree Course (B.V.Sc. & A.H.) Regulations, 2016 and amendments thereof of the Veterinary Council of India (VCI), and that is what makes the degree registrable. For the dairy and postgraduate side it applies the Minimum Standards of Dairy Science Degree Course (B.Tech.-Dairy Technology) and Post Graduate Degree in Dairy Science, Veterinary and Animal Sciences proposed by Indian Council of Agricultural Research (ICAR).

Two of those rules reach individual candidates. Where Scheduled Caste seats cannot be filled for want of qualifying candidates, such vacancies shall be filled up on all India basis with students belonging to the Scheduled Castes obtaining not less than the minimum prescribed pass percentage. And foreign nationals are admitted against additional seats only subject to approval by the Veterinary Council of India, not by the university alone.

There is no NAAC letter anywhere in this picture. The university's own website carries no grade, cycle or validity date, and the national accreditation records hold no entry for it either, so that assurance has to come from the Registrar's office directly. It does publish self study reports for itself and for both teaching colleges, which is the paperwork an assessment begins from, but nothing graded follows them.

Scholarships

Money here is conditional on residence, and the conditions are written tightly enough to catch people out. Scholarships and stipends shall be awarded only to the candidates possessing Haryana Resident Certificate admitted only in COVS, LUVAS, Hisar except admission against VCI quota. At postgraduate level the same rule is stated from the other direction: the stipend will not be awarded to a Haryana Resident of either sex admitted against ICAR/ICCR/NRI seat. A Haryana student who takes the all-India route into their own state university gives up the stipend by doing so.

On the dairy degree the award is narrow and merit-ranked. The university pays a monthly merit scholarship to Haryana-resident students only, ranked on JEE (Main) merit, and it is offered on merit basis to only 25% of those students who have been admitted against the Haryana Resident seats.

The largest single relief is a deferral rather than a scholarship. Scheduled Caste candidates eligible for the state Post Matric Scholarship are not charged seven heads at admission, among them the College Development Fund, the examination fee, the laboratory fee and the tuition fee itself. The conditions are a Haryana domicile certificate, an income certificate up to 2.5 Lakhs per annum, and an undertaking to deposit those amounts within 15 days of the scholarship reaching the student's account. Securities and the remaining charges are still payable on the day. Beyond that the prospectus points students at the PM-Vidhya Laxmi Scheme has been launched on 06.11.2024, which enables collateral free, guarantor free education loans by banks.

Student Reviews

Nobody has surveyed this student body in a way worth quoting, so no score appears here. One question beats any score on this campus, and the Dean of the College of Veterinary Sciences can answer it on the line published below: how much of the clinical timetable actually sits inside the Veterinary Clinical Complex. No caseload figure is published for that complex, and it is the whole of the clinical training asset.
