Utkal University, Bhubaneswar
From 2026-27, degree marks no longer count toward a state-allotted master's seat at Utkal University. Odisha dropped the old 80:20 mix of Common PG Entrance Test (CPET) and career marks, so its state admission portal, SAMS, now ranks applicants for the Vani Vihar and Chandikhole departments on the test score alone and publishes the closing mark for each subject.
The agribusiness MBA sits outside that system, and its route ends in a personal interview. Odisha's oldest university, running since 1943, stood 48th in NIRF's 2025 ranking of state-run universities, and no other Odisha name made that list.
Overview
The Odisha Legislative Assembly passed the Utkal University Bill on 30th June 1943, the Governor assented on 2nd August 1943, and the university was founded on 27th November 1943 in room number 15 of Ravenshaw College, Cuttack, its history page records. Dr. Pranakrushna Parija, then Principal of Ravenshaw College, was its first Vice-Chancellor. Before 1936, the same page records, the colleges in the region answered to Patna University or Andhra University.
The move to Bhubaneswar took two decades. The campus foundation stone went down on 1st January 1958 and Dr. S. Radhakrishnan inaugurated the Vani Vihar campus on 2nd January 1963, per the Information Bulletin 2025-26. Mathematics, Physics, Chemistry, Botany, Oriya and English opened there during 1966-69, and Geology, which had been housed at Ravenshaw College, did not shift until 1977.

Three Laws, One University
Utkal has been governed by three statutes. The original Utkal University Act, 1943 did not clearly specify a territory; an amendment in 1947 defined one, and it was extended to the whole state in 1950, per the history page. When Sambalpur and Berhampur universities opened with effect from 1st January 1967, a new Utkal University Act came into force on the same date and redrew Utkal's area.
That 1966 Act no longer stands. Section 33 of the Orissa Universities Act, 1989, assented to on the 3rd April, 1989, repeals the Utkal, Berhampur and Sambalpur University Acts of 1966, and section 3 deems Utkal to be established under the new law. The university's ACT page lists that 1989 Act as the only statute on file. Its own bulletin has not fully caught up: the library rules printed there still cite a section of the Utkal University Act 1966.
Is It Really India's Seventeenth-Oldest University?
Two Utkal documents make the claim. The Information Bulletin 2025-26 calls Utkal the seventeenth oldest University in India, and its AQAR 2023-24 repeats it as "the first university of Odisha and the 17th oldest university in India". Neither prints the list it counted from, which leaves the ordinal as Utkal's own arithmetic.
The narrower claim is the one its records support. The history page shows a committee appointed on 2nd March 1938 to examine a separate university for Odisha, after years in which the region's colleges sat under universities based in other provinces. Utkal was the answer to that committee, which is why "Odisha's first university" holds up better than any national ranking by age.
Vani Vihar, Chandikhole and the Affiliated Colleges
The AQAR 2023-24 counts 4204 students in the university's own classes, 30 departments offering programmes, and a second campus at Chandikhole, 70 kms from Bhubaneswar. The bulletin places the MBA in Rural Management, Master of Public Health, Master of Social Work and the teacher education degrees there, and the Chandikhole campus page adds a B.Sc. Nursing. Every fee, seat, placement and faculty figure below belongs to these campus programmes unless a line says otherwise.
Utkal's college count changes between documents. The bulletin gives 447 colleges, made up of 298 +3 degree and 149 professional colleges with 16 autonomous among them, while the AQAR 2023-24 gives 381. The bulletin also records transfers out: 73 medical and paramedical colleges moved to the Odisha University of Health Science from 2023-24, and 08 law colleges to Madhusudan Law University, Cuttack, from 2020-21, though it does not say whether its own count of 447 is taken before or after them.
The College Development Council page has not been updated to match. It still describes colleges teaching medical and paramedical sciences and seats the Principal of S.C.B. Medical College, Cuttack on the council. The history page names the university's territory as nine districts: Angul, Cuttack, Dhenkanal, Jajpur, Jagatsinghpur, Kendrapara, Khurda, Nayagarh and Puri.
Distance learners belong to another unit again. The Centre for Distance and Online Education, formerly the Directorate of Distance and Continuing Education, runs its own admission portal and is filed as a separate institution in the AISHE higher education survey, so none of its enrolment is counted here. Utkal University of Culture, also in Bhubaneswar, is a different state university despite the shared name.
Courses & Fees
Regular master's fees at Vani Vihar are set per month and are tiny. The Information Bulletin 2025-26 charges tuition of Rs.12 per month (Rs.144 a year) in non-practical subjects, Rs.14 per month (Rs.168) in subjects with practicals and Rs.15 per month (Rs.180) for the LL.M., and exempts women students from tuition altogether. Most of the first bill is other heads: a one-time Rs.700 Department Development fee, a Rs.380 insurance fee and a Rs 300 electricity charge are the largest of the general heads.
A few regular departments add a course fee on top. The bulletin sets Rs.25,000 per annum for the MBA and MCA, a one-time Rs.15,000 for PMIR and Rs.17,000 for the first year of M.Sc. Biotechnology, and laboratory subjects carry a one-time development fee of Rs.1,500 or Rs.2,500.
| Self-financing or sponsored programme | Where it runs | Course fee as printed |
|---|---|---|
| MBA (Agribusiness), PPP mode | Business Administration | Rs.4,00,000 for two years |
| M.Tech. Information Technology | Statistics | Rs 1,50,000 for two years, in four instalments |
| M.Tech. Computer Science | Computer Science and Applications | Rs.65,000 a year |
| MBA (Financial Management) | Commerce | Rs.100,000 for two years |
| M.Sc. Environmental Science; M.Sc. Applied Microbiology | Botany | Rs.60,000 a year; Rs.60,000 with no period stated |
| 5-Year Integrated MBA | Business Administration | Rs.40,000 a year for three years, Rs.50,000 for two, Rs.2,20,000 in all |
| 5-Year Integrated MCA | Computer Science and Applications | Rs 50,000 a year |
| P.G. Diploma in Remote Sensing and GIS | Geography | Rs.50,000 |
| B.Pharm; M.Pharm | Pharmaceutical Sciences | Rs 40,000 and Rs 35,000 per semester |
| M.Sc. Computer Science | Computer Science and Applications | Rs.45,000 a year |
| MPH; MBA Rural Management; MSW | Chandikhole campus | Rs 35,000 a year each |
| Master of Journalism and Mass Communication | Public Administration | Rs.25,000 a year |
| M.A. Women's Studies; M.A. Hindi | Women's Studies; Sanskrit | Rs.15,000 a year |
Two 2026 notices show what those rates look like at the counter. Candidates picked in the September spot round for the self-financing M.Tech. in Computer Science were told to bring a Rs 65,000 draft for the annual course fee plus Rs 1535 in admission fees, per the selection notice. MCA candidates picked from the SAMS waiting list were asked for a Rs 25000 draft, matching the bulletin, per the MCA admission notice.
Not every page agrees. The Chandikhole campus page still lists 25,000/- per year for the rural MBA and public health degrees and names CPET-2021 as the route, figures the bulletin has since replaced. For the B.Ed., the bulletin prints Rs.48,000/- per annum, while the 2026 B.Ed. selection notice asks candidates who had not paid through SAMS for a Rs 45,000 draft, or only the differential amount.
Fee waivers are written into the rules. Under a Higher Education Department order, all academic fees except mess charges are waived for students with disabilities of 40% or more in regular courses, though the bulletin states that the waiver does not reach self-financing courses or their hostel fees.
Admissions
Most Utkal seats are allotted by the Odisha government's Student Academic Management System (SAMS), not by the university. The route depends on level and programme, and CUET does not appear anywhere in the Information Bulletin 2025-26.
| Level or programme | Route | What decides the seat |
|---|---|---|
| M.A., M.Sc., M.Com., MBA, MCA and most self-financing PG | SAMS PG portal, 2026-27 | CPET score only |
| First-year UG (+3) in affiliated colleges; Integrated MBA and MCA | SAMS UG portal, 2026-27 | Class 12 marks with weightage, choices in the CAF |
| B.Ed. at the University Department of Teacher Education | SAMS waiting and spot rounds, 2026-27 | SAMS merit and waiting lists |
| B.Pharm, M.Pharm | Odisha JEE (OJEE), per the 2025-26 bulletin | OJEE rank |
| M.Tech. Computer Science | OJEE-2026 | OJEE rank |
| MBA (Agribusiness), 2026-28 batch | Centre for Agri-Management (CAM) | A 2026 CAT, MAT, XAT, CMAT, GMAT, ATMA, ICAR-AIEEA PG or TISSNET score, or CAM's written test, plus a personal interview |
| M.Tech. Information Technology | Entrance test, per the 2025-26 bulletin | Test |
| P.G. Diploma in Remote Sensing and GIS | Direct application to Geography, 2026-27 | Academic career weightage |
| Ph.D. | University application and viva, per the 2025-26 bulletin | NET category and interview |
| Compiled from the SAMS PG FAQ, the SAMS UG FAQ, the bulletin, the M.Tech. spot notice, the B.Ed. selection notice, CAM's revised 2026 admission procedure and the RS and GIS advertisement. |
Of the master's routes in that table, only the agribusiness MBA adds a face-to-face stage. CAM's 2026 procedure decides the final list on the test score and the personal interview score, and scheduled its written test and interview for the same day in two phases, 15.05.2026 and 20.06.2026. The 2025-26 bulletin had also counted career marks.
CPET and the SAMS PG Rounds
The biggest change for 2026-27 is on the scoring. The state's PG FAQ states that admissions will be based solely on the scores obtained in CPET and that the 80:20 ratio of CPET marks to career marks has been discontinued. An applicant may list up to five PG subjects and three entrance subjects, and then lock between one and ten institution choices; the form costs ₹.500/- per subject for general candidates and ₹.300/- for SC and ST candidates.
The 2026 calendar ran long. Per the SAMS key dates page, the form opened on 27-Feb-2026, CPET-2026 was tentatively set for 05-May-2026 to 18-May-2026 under the State Selection Board, and the first provisional allotment was due on 07-Aug-2026. First-year classes were timetabled for 21-Aug-2026, while second-round reporting ran until 25-Aug-2026.
Every allotted candidate picks Freeze, Slide or Float and pays the admission fee online; skipping that step cancels the seat and ends the candidate's run, per the PG FAQ. Freeze keeps the seat, Slide keeps it while waiting for a higher choice at any institution, and Float waits for a higher choice inside the same one.
What Happens to Seats Left After Round Two
Vacancies go back to the departments, but only for people already on the SAMS list. After seats remaining on 25-Aug-2026 were published, waitlisted applicants had to report in person at the institutions they wanted between 29-Aug-2026 and 31-Aug-2026, and those institutions were to post merit lists on 02-Sep-2026, according to the key dates page. A fresh choice-locking window for left-out applicants opened on 12-Sept-2026 and closes on 21-Sept-2026.
Utkal's own notices follow that script. For its remaining 02 (two) vacant M.A. seats, the Department of Public Administration put WL-2 and WL-8 from the SAMS waiting list in its admission merit order, drawing only on candidates who reported between 29 and 31 August 2026, per its notice of 01/09/2026. A candidate who takes a seat anywhere in Phase-I cannot enter Phase-II or spot rounds, per the PG FAQ.
Undergraduate, Pharmacy, Engineering and Doctoral Routes
Utkal's campus has few undergraduate seats, and the state portal handles them along with first-year places in every affiliated +3 college. The SAMS UG FAQ lists Integrated MBA and Integrated MCA among the non-NEP courses shown in the same application form, charges a CAF fee of Rs 300/- for General and SEBC applicants and Rs 200/- for SC and ST applicants, and breaks ties on English marks before other subjects. The bulletin names CPET as the route for the Integrated MCA; the state's 2026 form treats it as an undergraduate course.
Pharmacy and one engineering master's use Odisha's joint entrance instead. The bulletin sends B.Pharm and M.Pharm applicants to OJEE, and the September spot round for the M.Tech. in Computer Science accepted only candidates with a valid OJEE-2026 score card, per the spot admission notice. The bulletin still lists a University Entrance test for that M.Tech., so the 2026 notice is the better guide.
For the Ph.D., candidates with a fellowship-qualifying score are ranked on the interview alone, while NET candidates without JRF are scored 70% on NET and 30% on the interview, per the bulletin's Ph.D. regulations. The application costs Rs.1800 and the coursework fee is Rs.10,000.
Cutoff
Closing marks for every Vani Vihar and Chandikhole master's subject are published by the state, not by the university. Choose Utkal University, Vanivihar as the institution on the SAMS cut-off marks page and it returns, subject by subject, the last mark admitted in each selection round for the general, SC, ST, SEBC and other reservation categories, for the current session and for earlier years.
That page is a lookup form rather than a document, so the marks have to be read off it one subject at a time. In the general category for the current session, English closed highest of Utkal's subjects in the first selection, Hindi's second selection closed lowest, and the rural MBA fell furthest between the two selections. Earlier sessions' marks predate the switch to the test score alone, so they do not compare directly with this year's.
Department notices show how far down the later lists went. In the Phase-I third-round spot list for Mathematics, the names run from a total mark of 24.25 at WL-31 to 21.75 at WL-63, per the department's notice. Geography's waiting list opens at 50.25 for WL-12 and runs down to WL-149, and neither notice says what the marks are out of. Most of the other merit and spot lists that departments posted in September 2026 are scans with no text layer. For the self-financing M.Tech. in Computer Science, which admits on OJEE rather than CPET, the spot round selected OJEE branch ranks from 65 to 562, per the selection notice.
Placements
Utkal's latest NIRF return enters 1744 on-time finishers from its two-year master's programmes for 2024-25, of whom 1250 were placed on a median of Rs 5,20,000 and 407 moved on to further study. These rows, from the NIRF 2026 data submission, cover campus programmes only.
| Graduating 2024-25 | Graduated on time | Placed | Median salary | Higher studies |
|---|---|---|---|---|
| PG, two-year | 1744 | 1250 | Rs 5,20,000 | 407 |
| PG, one-year | 20 | 13 | Rs 4,00,000 | 5 |
| UG, five-year | 125 | 105 | Rs 4,00,000 | 16 |
| UG, four-year | 111 | 38 | Rs 3,60,000 | 32 |
For 2021-22 the NIRF 2025 data logged 805 master's graduates in jobs on a Rs 4,00,000 median. Two batches later the 2026 data shows 925 and then 1050 in jobs, their medians Rs 4,50,000 and Rs 4,70,000. One entry deserves caution. The 2024-25 row records 1744 students admitted and 1744 graduating in minimum time, meaning no one in a batch of that size left, failed or took longer.
The University's Other Placement Counts
Utkal's placement cell reports far smaller numbers. Its placement page lists 198 selections from 75 visiting companies in 2022-23, 197 in 2021-22 and 224 in 2017-18, and names recruiters from ICICI Bank and TCS to Infosys and Amul without saying which department each hired from.
The quality report sent to NAAC is smaller again. The AQAR 2023-24 records 152 placements of outgoing students and 1222 outgoing students in the year, while the NIRF return for the same batch year counts 1050 master's graduates in jobs. No Utkal document reconciles the three counts.
Seat Matrix
The sanctioned intake Utkal reports to NIRF has not moved on the master's line. The NIRF 2026 data puts two-year PG intake at 1744 in both 2023-24 and 2024-25, with 120 in five-year UG programmes, 117 in four-year UG and 20 in one-year PG.
Department by department, the PG programmes page gives these intakes.
| Department (Vani Vihar) | Programme | Seats |
|---|---|---|
| Analytical and Applied Economics | M.A. | 88 |
| History; Odia; Philosophy; Political Science; Sanskrit; Mathematics | M.A. | 64 each |
| Mathematics | M.Sc. | 64 |
| Commerce | M.Com. | 56 |
| Psychology; Sociology | M.A. | 48 each |
| English; Computer Science | M.A.; M.Sc. (CS) | 40 each |
| Biotechnology | M.Sc. | 33 |
| Botany; Chemistry; Physics; Statistics; Zoology; Business Administration | M.Sc.; M.B.A. | 32 each |
| Ancient Indian History, Culture and Archaeology; Public Administration; Statistics | M.A. | 32 each |
| Geology | M.Sc. (Applied Geology) | 28 |
| Anthropology | M.A. | 26 |
| Geography; Library and Information Science | M.A.; M.Lib. | 24 each |
The self-financing list adds its own blocks. The MBA (Agribusiness) has 68 seats, the Integrated MBA and Integrated MCA 60 each, B.Pharm 60+03 including tuition fee waiver seats, and M.Pharm 21 split across four specialisations, per the bulletin. The University Department of Teacher Education takes 50 each in B.Ed., M.Ed. and the integrated B.A. B.Ed. The same bulletin lets a department admit foreign and NRI students up to 10% of sanctioned strength, above the regular seats.
Demand is heavy. The AQAR 2023-24 records 15967 eligible applications for 1900 seats in that year. Women make up 2049 of the 3488 students in two-year master's programmes, and just 165 on that roll come from outside Odisha, per the NIRF 2026 data.
Rankings
Utkal was the only Odisha university in both editions of the NIRF state public university table, and it slid from 42nd to 48th between them even though its total rose.
| NIRF State Public University parameter | 2024 | 2025 |
|---|---|---|
| Teaching, Learning and Resources | 57.92 | 62.05 |
| Research and Professional Practice | 22.78 | 22.73 |
| Graduation Outcomes | 84.79 | 81.37 |
| Outreach and Inclusivity | 55.58 | 55.39 |
| Perception | 35.25 | 32.80 |
| Total | 50.27 | 50.53 |
| Rank | 42 | 48 |
Teaching resources gained about four points between the two years, while graduation outcomes lost more than three. In the 2025 table Utkal sat between Sri Venkateswara University at 47th and Devi Ahilya Vishwavidyalaya at 49th, and its research score of 22.73 was the weakest of its five parameters.
A Stale Claim About the Top 100
The bulletin credits Utkal with an NIRF ranking within 100 for the last four consecutive years. Utkal did hold numbered places on NIRF's all-university table from 2020 through 2023, at 96th in 2020, 87th in 2021, 88th in 2022 and 93rd in 2023. In both 2024 and 2025 it appears only in the unnumbered 101-150 band, so the 2025-26 bulletin repeats a streak that had already ended. NIRF's rankings pages for 2026 were not yet online in mid-September 2026, which leaves 2025 as the latest edition.
Departments
Facilities & Infrastructure
The Parija Library, named after the first Vice-Chancellor, was set up in 1946 in Cuttack and moved to Bhubaneswar in 1962. It holds 274024 books, 5800 manuscripts and 5778 Ph.D. theses, and opens 9:00 AM to 7:00 PM on working days, per the Information Bulletin 2025-26. An adjoining e-library adds a 76 seated digital library, and the library's special collection includes a rare bamboo leaf manuscript and a photolithographic copy of the Constitution.
The campus size depends on the document. The bulletin gives 399.9 acres, the AQAR 2023-24 nearly 399, and the current Vice-Chancellor's message a 458-acre campus. The AQAR's data sheet counts 145 classrooms and seminar halls, which its facilities narrative calls smart classrooms even though another answer in the same report puts smart classrooms at 86. It also lists 58 laboratory facilities, 442 Wi-Fi access points and the Biju Patnaik Sports Complex with 15 acres for outdoor games.
Spending has shifted. Laboratory equipment took Rs 1,86,51,628 of capital spending in 2024-25 against Rs 2,79,73,319 a year earlier, and the library's share roughly halved to Rs 1,29,55,946, per the NIRF 2026 data. The engineering workshops line, Rs 1,62,51,238 a year earlier, fell to 0.
Hostel
Hostel rent for a regular master's student is almost nominal. Hostel dues come to Rs 3400 a year for a single room or Rs 2990 for a shared one, and the mess side adds Rs 2900 in establishment charge, caution money and one month's advance, per the bulletin's hostel fee tables. Self-financing students pay 11400 in hostel charges plus 3700 for the mess, and are normally housed in Gents Hostel VI or Ladies Hostel V.
The rules are stricter than the fees. Seats go on a merit-cum-distance basis through department quotas, every boarder must pay for at least 44 meals a month or face a Rs 500 fine, and the ladies' hostels close at 7.00 P.M. against 10 P.M. for men, per the bulletin. Integrated law students and distance-education students are not given campus hostel seats.
The count of hostels is inconsistent. The bulletin gives 14 hostels, 07 for men and 07 for women, with Gents Hostel-IV non-functional, while the hostel details page says thirteen, six for men and seven for women, then tabulates seven gents' hostels. That page lists Ladies Hostel No 5 at 502 places and Gopabandhu Chhatrabasa at 371.
Hostel
Faculty
Utkal's teaching strength falls well short of its sanctioned posts. Only 185 of 257 sanctioned teaching posts were held by full-time teachers in 2023-24, and 141 of those teachers had a doctorate, per the AQAR 2023-24. The faculty roll in the NIRF 2026 data runs to 205 names, many still carrying the older titles Reader and Lecturer.
Sponsored research income is small. Utkal ran 61 sponsored projects in 2022-23 and 21 in 2024-25, but the money hardly changed: Rs 1,40,41,282 arrived in the later year, per the NIRF 2026 data. Patents granted fell from 10 in 2022 to 4 in 2024, and consultancy earned Rs 93,54,202 from 4 projects in 2024-25.
The doctoral side is larger. Its Ph.D. register holds 1059 full-time scholars, with 164 degrees conferred in 2024-25 against 122 in 2023-24 and 169 in 2022-23, per the same filing. It also shows the salary bill for teaching and non-teaching staff at Rs 63,12,70,372 in 2024-25, about half of the Rs 1,24,79,82,553 entered for 2023-24, with no explanation given.

NAAC's third-cycle visit left Utkal with an A+ on 3.26. Validity, as the AQAR 2023-24 enters it, runs 01/06/2023 to 31/05/2028. That validity ends around the time a two-year master's batch admitted in August 2026 is due to finish.
The letter grade hides a lower score. The university's IIQA filing lists cycle 1 on 08/01/2004 at B++ with 80.10 and cycle 2 on 12/02/2016 at A+ with 3.53. The third cycle, per the AQAR 2023-24, kept the A+ but on a CGPA of 3.26.
The same IIQA lists programmes recognised by AICTE, NCTE, PCI, INC and the UGC's Distance Education Bureau, and the bulletin describes the B.Pharm and M.Pharm as approved by the Pharmacy Council of India. The AQAR adds a UGC Special Autonomy Status from 2020.
Aid
Scholarships
Utkal's own aid is old and modest. The Information Bulletin 2025-26 offers free studentship to 12.5% of the students on the rolls, as full or half tuition exemption judged on merit and poverty, and open to students other than SC and ST students. Each student pays Rs 7.00 to the Social Service Guild, matched by the university, and Rs.2.00 to the Students' Aid Fund, matched by the UGC, and both funds are paid out as grants to students the departments recommend.
The state schemes are larger. The bulletin lists the Gopabandhu Sikhya Sahayata Yojana at Rs 20,000 per annum for students from households such as those without shelter, of manual scavengers or of particularly vulnerable tribal groups, alongside the Medhabruti merit scholarship, the Post-Matric Scholarship for SC and ST students, and the Vayasakabi Fakir Mohan Bhasabruti for Odia honours graduates with 60% or above in Odia.
The SAMS PG FAQ warns that anyone wanting Higher Education Department scholarships must upload residence, income and caste certificates with the application form.
Reimbursement reaches most of the master's roll. Government money covered the entire tuition of 2465 students on the 3488-strong two-year PG roll, Utkal's own funds did so for 62, and 317 got no full waiver, per the NIRF 2026 data. One figure does not add up. Scholarship and freeship beneficiaries number 5732 in the AQAR 2023-24, above the 4204 students that same report puts on the rolls, with no note on who else is counted.

Student Reviews
Utkal has not put its own student survey where a reader can find it. The NAAC template asks for the results of a Student Satisfaction Survey as a web link, and the AQAR 2023-24 answers with the university's home page address and nothing more. Nor does the report record any pushback on marking: revaluation applications and evaluation grievances are both entered as 0, against 1412 examinees.
Anyone weighing an outside rating should check where its writer studied, since Utkal's name also covers Chandikhole, the distance learning centre and colleges across its nine districts. Utkal's NIRF perception mark, drawn from peer and employer surveys, went down from 35.25 in 2024 to 32.80 in 2025.
