Indira Gandhi National Open University
The national ranking framework treats open universities as a category of their own, and in 2025 it published a table with only three names on it. Indira Gandhi National Open University sits first on that table, ahead of Karnataka State Open University and U.P. Rajarshi Tandon Open University, and no score is printed against any of the three. That is the whole competitive field a prospective learner is choosing inside, which makes two practical questions more useful than the rank itself: what a year costs, and whether anyone is turned away.
Overview
Indira Gandhi National Open University, IGNOU in daily use, is a central open university at Maidan Garhi in south Delhi. It was set up by an Act of Parliament in 1985, Act No. 50 of 1985, with a founding brief its own prospectus still states plainly: democratising higher education by taking it to the doorsteps of the learners, irrespective of age, region, religion and gender.
Two legal facts decide whether an IGNOU qualification will be accepted where a learner wants to use it. First, the university has been exempted from the University Grants Commission's Open and Distance Learning and Online Programme regulations, under letters dated 9 August 2019 and 17 March 2020, and the same page states that its programmes are at par with programmes approved by the UGC Distance Education Bureau. Second, its degrees, diplomas and certificates are recognised by all member institutions of the Association of Indian Universities and are treated as equivalent to the corresponding conventional awards. Employers and admission offices that ask for an equivalence letter are asking about that clause.
The prospectus also carries the claim most people know IGNOU for, listing among the university's achievements the emergence of IGNOU as the largest open university in the world. No dated enrolment total is published behind that phrase in the prospectus or on the university's front page, so it belongs on this page as IGNOU's own claim and not as a counted figure. The current Vice Chancellor is Prof. Uma Kanjilal.
Courses & Fees
The catalogue is unusually wide. The university's own count is 325 programmes, of which 45 are online programmes taught through its learning management system, with the rest running in open and distance learning mode. Fees are printed per programme in the Common Prospectus and are charged either year wise or semester wise, so the instalment, yearly on most of the arts and commerce degrees and per semester on the computing ones, is the number to compare rather than a lump figure.
| Programme | Code | Minimum duration | Fee |
|---|---|---|---|
| Bachelor of Arts | BAM | 3 years | Rs 5,000 per year |
| Bachelor of Commerce (Major/FYUP Hons.) | BCOMF | 3 or 4 years | Rs 5,000 per year |
| Bachelor of Science | BSCM | 3 years | Rs 6,500 per year |
| Bachelor of Computer Applications | BCA_NEW | 3 years | Rs 8,300 per semester |
| Bachelor of Library and Information Science | BLIS | 1 year | Rs 9,000 for the programme |
| Master of Arts (English) | MAEG | 2 years | Rs 8,200 per year |
| Master of Social Work | MSW | 2 years | Rs 18,500 per year |
| Master of Computer Applications | MCA_NEW | 2 years | Rs 13,000 per semester |
| Master of Library and Information Science | MLIS | 1 year | Rs 12,000 for the programme |
| Post Graduate Diploma in Rural Development | PGDRD | 1 year | Rs 4,500 for the year |
Read the billing column before comparing any two rows, because the arts and commerce degrees are priced by the year and the computing ones by the semester, which makes the gap wider than the numbers look. Across a whole programme the BCA comes to Rs 49,800 and the MCA to Rs 52,000, against Rs 5,000 a year for the B.A.
The printed fee is not the whole bill. Two compulsory charges are added at admission: a University development fee of Rs 400, and a non-refundable registration fee of Rs 300 on the programmes flagged for it in the summary list, which rises to Rs 500, payable at the time of application, on the six fixed learner intake programmes. The one provision that cuts the fee at this stage is the study-material option: a learner who takes soft copy instead of printed blocks gets a 15 per cent concession on the programme fee, chosen while filling the admission form. And the term-end examination is billed separately at Rs 200 per theory course, with project evaluation at Rs 300 up to four credits and Rs 500 above that, payable every time a learner sits the exam.
What a programme asks of a learner is measured in credits rather than in classroom hours. Each credit is defined as 30 hours of learner study covering every activity, so a four-credit course means 120 hours and a six-credit course 180, and assessment runs on tutor-marked assignments plus a term-end examination held twice a year, in June and December, with the assignments compulsory before the examination.
Admissions
There is no admission contest for the great majority of IGNOU programmes, but the eligibility line is not one line. The B.A. and the B.Com. ask for 10+2 or its equivalent and the M.A. in English for a bachelor's degree or a higher degree from a recognised university, while a subject condition attaches wherever the discipline needs one: the B.Sc. wants 10+2 with science subjects, and the MCA takes either a BCA or a computer-science bachelor's degree, or a B.Sc., B.Com. or B.A. with mathematics at 10+2 or graduation level, the second group carrying two extra first-semester courses and Rs 2000 more in fee. Clearing the line is what admits a learner, though the prospectus is blunt that admission to any programme is provisional and subject to fulfilment of the eligibility criteria, verification of documents and approval by the competent authority. Admission runs on two cycles a year, January and July, and the closing date for each is notified separately on the university website rather than fixed in the prospectus.
Applications are filed on the Samarth system, and picking the wrong door is the commonest way an IGNOU application stalls, because there is one portal per mode rather than one for the university. The prospectus lists them together: ODL programmes at ignouadmission.samarth.edu.in, online programmes at ignouiop.samarth.edu.in, fixed learner intake programmes at ignouflip.samarth.edu.in, and a separate student portal at ignou.samarth.edu.in to register on after admission is confirmed. The main admission system covers every programme in the Common Prospectus except the entrance-test-based ones; the printed form does not have to be posted to the regional centre afterwards, and the fee is paid by net banking, card or UPI on the same screen. The fixed learner intake door is the only one with a closed list behind it, and the prospectus prints that list: PGDMCH, PGDGM, PGCMDM, CESEIVI, CESEIHI and CESEIID. Foreign nationals living outside India join the online programmes and file at ignouforeigniop.samarth.edu.in.
Doctoral study is the one route that leaves the prospectus altogether. Ph.D. applications run on their own portal at ignou-phd.samarth.edu.in, under the University Grants Commission's Minimum Standards and Procedure for Award of Ph.D. Degree Regulations 2022, and selection goes through a Ph.D. entrance test notified on that portal against its own published list of exam centres, with an interview stage where the discipline runs one. Both the full-time and the part-time category then owe time in Delhi that no other IGNOU route asks for: course work held only at the IGNOU campus in New Delhi, during the first six months after admission, with a minimum of 80 per cent attendance mandatory. A part-time applicant already in a job must produce an employer's no-objection certificate at the interview, and the programme itself runs a minimum of three years and a maximum of six, with two further years allowed to women candidates and to candidates with 40 per cent or more disability.
Two structural rules are worth knowing before choosing a programme rather than after. The undergraduate programmes built on the four-year framework, the B.A., B.Com. and B.Sc. among them, run under multiple entry and multiple exit from the July 2025 admission session, with an undergraduate certificate at 44 credits, an undergraduate diploma at 84, a bachelor's degree at 120 and an honours degree at 160, so leaving early produces a qualification instead of nothing. And a learner with a disability of 40 per cent or more gets two extra years beyond the maximum duration of any programme, along with a scribe and extra time in the examination hall.
Cutoff
An open university does not produce a cutoff: admission is by eligibility, not by rank, so there is no closing score to publish for a B.A., an M.A. or a BCA. The exceptions are the handful of programmes with capped seats, where a merit line does form. The Post Graduate Diploma in Rehabilitation Psychology selects on an entrance test for 200 seats, and takes either a bachelor's degree in regular mode carrying general psychology courses in all three years or a master's degree in any branch of psychology or in counselling psychology, at 55 per cent in aggregate and 50 per cent for Scheduled Caste, Scheduled Tribe and Other Backward Classes candidates, under Rehabilitation Council of India norms. The nurse manager qualification pack caps its intake at 50 seats per study centre and ranks applicants on GNM or B.Sc. Nursing marks wherever more than 50 apply at one centre. Reservation follows the same logic: the university applies it for admission to programmes in which there are a limited number of seats and admission is through a merit list, which is a small slice of the catalogue.
Placements
IGNOU publishes no placement statistics, and the reason is structural rather than evasive. Its learners are spread across the country, most are already working, and the open university category in the national ranking framework carries no scores or outcome data at all for the institutions it lists, so there is no filed dataset to read either. What exists is a service, not a record: the university runs a Campus Placement Cell that circulates job opportunities to learners who send their resume to campusplacement@ignou.ac.in. Any median-salary or placement-percentage figure quoted for IGNOU should be treated as unsourced until the university itself publishes one.
Seat Matrix
For almost the entire catalogue there is no seat matrix, because there is no seat limit to divide. Exceptions exist in two shapes, and only one of them carries a printed number. The rehabilitation psychology diploma publishes 200 seats and the nurse manager pack 50 per study centre. The six fixed learner intake programmes are capped by definition, since that is what the category means, but the July 2026 prospectus prints no seat figure against any of them, only the separate application portal and the higher registration fee they attract. Where a programme is capped, the seat and category breakdown appears in that cycle's admission notification rather than in a standing table.
Rankings
IGNOU's ranking record is short because the category it competes in is short. The prospectus states that it has been ranked No. 1 among open universities in the national rankings of the Ministry of Education for 2024 and 2025, and the 2025 table confirms the position.
| Ranking table | Year | Position |
|---|---|---|
| Open University | 2025 | 1 of 3 institutions listed |
The university also reports being placed in the 151 to 300 band of the NIRF innovation rating for 2023, a separate exercise from the open university table. Because no scores are published in the open university category, the rank carries no margin with it, and it says nothing about how a specific programme is taught or assessed.
Departments
IGNOU is organised into schools rather than departments, and each school is headed by a director who organises its academic programmes and courses. Twenty-one are in operation, and the code in the second column is the one that appears against every programme in the prospectus, so it is worth reading as a lookup rather than a list.
| School of Studies | Code |
|---|---|
| Humanities | SOH |
| Social Sciences | SOSS |
| Sciences | SOS |
| Education | SOE |
| Continuing Education | SOCE |
| Engineering and Technology | SOET |
| Management Studies | SOMS |
| Health Sciences | SOHS |

| Social Work | SOSW |
| Vocational Education and Training | SOVET |
| Extension and Development Studies | SOEDS |
| Foreign Languages | SOFL |
| Translation Studies and Training | SOTST |
| Performing and Visual Arts | SOPVA |
The spread explains a lot about who enrols. Alongside the conventional arts, science and commerce schools sit ones built around learners already in a job, in vocational education and training, translation studies, gender and development, and extension work, where the qualification formalises something the learner is already doing.
Facilities & Infrastructure
The infrastructure that matters at an open university is delivery, not buildings, and IGNOU's is built in three layers. Learner support centres across the country are coordinated by 67 regional centres and recognised regional centres in the July 2026 prospectus, against a larger current network on the university's own front page of over 69 regional centres and more than 2,000 learner support centres, plus 25 overseas study centres in 15 countries. A learner attends a support centre for counselling sessions, practicals and library access, not for daily classes.
The second layer is print and digital study material. The library holds 1,80,647 printed books at headquarters and about 2.5 lakh across the regional and support centre libraries, with access to over 13,000 e-journals through 35 databases and membership of DELNET, the Developing Library Network, for inter-library loan and document delivery across more than 9,924 member libraries. The digital repository eGyanKosh carries the self-learning material of over 3,923 courses across 384 programmes, free to the public as well as to enrolled learners.
The third layer is broadcast, and it is the part of IGNOU that reaches beyond its own rolls. The university is national coordinator for four Swayam Prabha direct-to-home channels, numbers 17 to 20, telecasting recorded and live programmes around the clock. Gyan Vani FM stations, each covering a radius of about 60 km, carry interactive radio counselling, and Gyan Dhara streams the same live session over the internet, so a learner can join it on 105.6 MHz on the radio or on a weblink, and put a question on the toll-free line 1800112347.
Hostel
There is no hostel, and the university says so in the one place where a learner is actually required to be in Delhi. Doctoral candidates owe six months of course work on the Maidan Garhi campus, and the Ph.D. admission portal states that IGNOU does not at present provide hostel facilities for Ph.D. students and that candidates must make their own arrangements for accommodation and stay in Delhi. For everyone else the question never arises: a learner is attached to a support centre near home and attends it only for counselling sessions, practicals and examinations, so there is no residential term to house, and the July 2026 Common Prospectus carries no hostel or residential provision in its admission, fee or student-services chapters. Learners moving city do not apply for a hostel but for a transfer of regional centre, requested in writing to the centre they are leaving.
Faculty
Teaching at IGNOU is divided between two groups, and neither of them is the lecturer a campus learner would picture. Course material is prepared by teams of experts drawn from universities and specialised institutions across the country together with in-house faculty, then scrutinised by content experts and edited by language experts before printing. Contact teaching is done by academic counsellors at the support centres, whom learners meet for counselling sessions usually held outside the host institution's regular working hours.
The university does not publish a consolidated faculty strength, and the open university ranking table carries none either, so no headcount or student-to-teacher figure can be quoted honestly here. What is published is the academic chain of command: each of the twenty-one schools has a director, and questions about academic content go to the director of the school concerned.
Notable Alumni
No verified list of notable IGNOU alumni is published by the university, and its scale makes an informal one worthless: with 325 programmes currently on offer and entry open since 1985 to anyone who clears the eligibility line, a name that appears in a media compilation cannot be tied to a specific programme or year through any public register. IGNOU does run its own alumni portal, but it is a login-gated service for members rather than a public directory. Names stay off this section until a traceable record exists, rather than being repeated from secondary compilations.

Contact & Location
The headquarters campus is at Maidan Garhi in south Delhi, and routine matters split between a learner's own regional centre, which handles the identity card, the bonafide certificate and a change of elective, and a handful of headquarters divisions that own everything else.

The switchboard published on the university's own front page is 011-29572513 and 011-29572514, and a pre-admission query goes there rather than to a school. Grievances go through iGRAM, the university's online grievance redress and management portal, where a learner can submit a complaint and track the response. One warning in the prospectus is worth repeating: applicants are advised to deal directly with IGNOU headquarters or its regional centres, and anyone dealing through an intermediary does so at their own risk and cost.
Verified
Approvals & Accreditation
Statutory approvals and accreditation grades from official bodies.
The accreditation mark that separates IGNOU from the rest of its own category is the National Assessment and Accreditation Council grade, which the prospectus records as the only open university in the country accredited with the highest A++ grade by NAAC. That grade is institutional, and it is not what governs a licence to practise.
Programme-level approval is the one to check, because several IGNOU qualifications answer to a regulator rather than to the university. The rehabilitation psychology diploma is recognised by the Rehabilitation Council of India and framed to RCI norms and guidelines, and the early childhood special education certificates are approved by the RCI, with successful candidates able to register under Category B. The nurse manager pack sits under the skills regulator instead, as a Level 5.5 qualification pack built to NCVET guidelines, approved by the National Skills Qualification Committee on 22 October 2024 and issued an NQR code. For those programmes it is the regulator's register, not the NAAC grade, that an employer will look up.
Aid
Scholarships
IGNOU funds no scholarship of its own. What it does is point learners at the government schemes they already qualify for: the prospectus states that enrolled learners are eligible for Government of India scholarships and should apply online through the National Scholarship Portal, with Scheduled Caste and Scheduled Tribe learners applying under the centrally sponsored post-matric scholarship schemes. The forms themselves are handled by the learner's own regional centre rather than by headquarters.
The concession the university does fund is a fee waiver, not an award. Scheduled Caste and Scheduled Tribe learners may claim an exemption from the programme fee, reviewed every admission cycle, allowed for one programme only and conditional on an income certificate from an authorised government agency. It stops where the programme fee stops: late fee, term-end examination fee, convocation fee, registration fee and development fee stay payable.
One waiver follows directly from where IGNOU can teach and a campus cannot. Inmates lodged in prisons are exempted from the programme fee, including the registration fee, and under-trial and short-term prisoners get the same benefit. The waiver is narrow by design: it covers only programmes with no project, practical, workshop, field work or seminar component, excludes the regulated professional programmes such as MBA, MCA, B.Ed and B.Sc Nursing, allows one application per session, and ends on release, after which the learner pays examination and re-registration fees like anyone else.
For anything larger than a waiver the prospectus points at borrowing rather than at aid, naming the Vidya Lakshmi portal as the single window through which a student applies for an education loan and tracks it to sanction.
