With a Karnataka State Open University certificate, the year a learner enrolled matters as much as the subject printed on it. The University Grants Commission's distance education bureau has told the university in writing that it was not recognised from 2013-14 to 2017-18, and a Delhi High Court judgment has since refused degrees to three learners who studied a KSOU course through an institute outside Karnataka.

Overview

KSOU is Karnataka's state open university, run from the Mukthagangothri campus in Mysuru. It was created by the Karnataka State Open University Act, 1992 (Karnataka Act No. 46 of 1994), which covers the whole State of Karnataka and came into force on 1.6.1996. The university's own account traces it to the Institute of Correspondence Courses and Continuing Education of the University of Mysore, established in 1969, from which it was carved out, with the Governor of Karnataka as ex-officio Chancellor and the state's Minister for Higher Education as ex-officio Pro-Chancellor.

Recognition History: What the UGC Record Establishes

The recognition question has a documented answer for most years, and it comes from the regulator rather than from the university's publicity. On 18 August 2021 the UGC Distance Education Bureau wrote to KSOU's Vice Chancellor about degree certificates for learners taught through academic collaborative institutions outside the state, and that letter is reproduced in full in a Delhi High Court judgment of 16 January 2024. The bureau's own words set out the timeline below.

Academic yearsStatus stated by UGCWhat it covered
2007-08 to 2012-13Institutional recognition by the erstwhile Distance Education Council of IGNOUProgrammes approved by the university's statutory bodies, with regulator approval where required
2013-2014 to 2017-2018Not recognisedNo recognition granted for these years
2018-19 to 2022-23RecognisedODL programmes
July 2021 (revised as November 2021) to 2025-26 (up to January 2026)Recognised under the 2020 ODL and online regulationsODL programme

The UGC made the break public in a notice dated 16 June 2015, headed as a discontinuation of recognition of KSOU's programmes through ODL mode. It says KSOU had run distance programmes with private institutions and coaching centres across the country and abroad, and that recognition was withheld after a show cause notice of 10 June 2011, as the court summarised it and as the public notice itself states. The notice adds that KSOU kept offering programmes in breach of the territorial jurisdiction notice of 27 June 2013, ran professional and technical programmes without the approval of their regulators and had started online programmes the UGC did not recognise, and it warned that taking admission could jeopardise a student's career.

KSOU's own records match the 2018 restoration. It publishes a UGC order, F.No 14-5/2018 (DEB-I) dated 14th August 2018, recognising it for the period from 2018-19 to 2022-23, and its own history page refers to the re-recognition of KSOU by UGC from 2018-19.

Three further points are on the primary record:

  • Out-of-state study centres were never a valid route. The bureau's letter says a state open university can operate within its state only, that UGC has not granted KSOU approval to open an off-campus or study centre anywhere, and it directs KSOU not to issue any degree for the years for which either the University was not recognized or territorial jurisdiction has not been complied.
  • A court has refused degrees on that basis. Three learners who completed a B.Sc. in hospitality and catering management through an institute outside Karnataka that held itself out as affiliated to KSOU were refused degrees, and the court instead ordered the entire fees refunded, 75% by the institute and 25% by KSOU.
  • The partner network was wound up in 2017. The judgment records that KSOU issued a Public Notice on 16 June 2017 terminating its memoranda of understanding with academic collaborative institutions.

Two things stay open. Neither the bureau's letter nor the judgment gives a count of learners enrolled during 2013-2014 to 2017-2018, and neither mentions any later decision regularising learners who studied inside Karnataka in those years. A learner holding a certificate from those years should ask the UGC Distance Education Bureau in writing whether it is recognised, before an employer or a public service commission raises the question.

For current learners, the bureau's programme list shows KSOU entries for 2025-26 in both Open and Distance Learning (ODL) and Online(OL) mode, and the university advertises its July 2026 intake as UGC approved ODL programmes. The list's 2026-27 rows are still almost empty for every university, not only KSOU, so a missing KSOU line for that session is not yet evidence of a lapse, but it is the entry to look for before a fee is paid.

Courses & Fees

The July 2026 notification lists degrees, postgraduate certificates, diplomas and short certificates, all in ODL mode. Check the medium of instruction: the B.A. and most M.A. subjects are offered in Kannada and English, while the B.Com., the science degrees, the MBA and the MCA are English only.

  • Undergraduate degrees: B.A. and B.Com. on the annual scheme; B.Lib.I.Sc., B.Sc. General with five subject combinations, B.Sc. (Hons) Information Technology, BCA, BBA and BSW by semester.
  • Master's degrees: M.A. in Kannada, English, Hindi, Sanskrit, Urdu, Telugu, History, Economics, Political Science, Public Administration, Sociology, Ancient History and Archaeology, Journalism and Mass Communication, and Education; M.Com. with a dual specialisation; an MBA with eight specialisations; MSW, MCA and M.Lib.I.Sc.; M.Sc. in Physics, Chemistry, Mathematics, Data Science, Computer Science, Information Technology, Environmental Science, Geography, Botany, Zoology and Life Science.
  • Short programmes: one-year postgraduate certificates for graduates, among them Kuvempu Sahithya and Ambedkar Studies; one-year diplomas after Class 12, including Translation Studies and three in astrology (Predictive, Mundane and Vastu); and six-month certificates in Panchayat Raj, Information Communication Technology and Translation Studies.

The psychology, microbiology and nutrition master's degrees are missing from that list. KSOU's admissions page carries a notice as per the UGC Public Notice regarding the cancellation of admission in ODL and Online mode for courses and specialization programmes in Health Services and allied disciplines from July Cycle 2025-26, and the bureau's list matches it: M.Sc. Psychology, Microbiology, Biotechnology, Biochemistry, Food and Nutrition Science and Clinical Nutrition and Dietetics appear against KSOU for 2024-25 and are not listed for 2025-26.

A separate, smaller catalogue runs in online mode through its own portal, the Centre for Online Education's programme site. For 2025-26 the bureau lists B.A. (History, Economics, Political Science), B.Com., M.A. in Economics, English, Hindi, Kannada and Sanskrit, the MBA, M.Com. and M.Sc. Mathematics as KSOU's Online(OL) programmes.

Fees are fixed in a single office order for the whole academic year, which the admission portal lists as the 2026-27 July Cycle fee Structure. The order gives a separate total for each year of each programme rather than one course fee, and the later-year totals are lower even though later-year tuition is higher, because the one-time charges collected at entry are not repeated. A learner entering directly into a second or third year pays those entry charges on top of the later-year tuition, so direct entry costs more at the counter than continuing does.

The same order prints a concessional tuition column for women holding BPL cards, defence personnel and ex-servicemen, auto and cab drivers and their families, and staff of the KSRTC, BMTC, NWKRTC and KKRTC transport corporations, per the fee order itself. No concessional figure is printed against the B.Ed., the postgraduate certificates, the diplomas or the six-month certificates. Exact rupee amounts for each programme are not reproduced here and should be read from that order before applying.

The university also states that fees are notified on its website and paid only online, and that it is not responsible for any excess fee paid by the student or parents.

Admissions

Apart from the B.Ed. and the Ph.D., the July 2026 notification sets no entrance test: eligibility decides admission, and the application runs through the KSOU admission portal, with the undergraduate programmes open to aspirants having completed 10 + 2 years of education or equivalent and the master's degrees to graduate aspirants. The portal describes the sequence, in this order:

  1. Register on ksouportal.com, which issues a user name and password by SMS.
  2. Fill in the form and upload a photograph, a signature and self-attested SSLC, PUC and degree marks cards.
  3. Pay the programme fee online by card or net banking.
  4. Attend document verification at a regional centre, where study material (lessons) is also collected.

The notification is strict about where admission happens. It says candidates must get the admission only from KSOU Head Office, Mysuru or from the nearest designated KSOU Regional Centre in the state, and that learner support centres may give pre-admission counselling only, with no provision for admission there. The same notice instructs support centre coordinators not to make admissions with a login ID or collect fees on a student's behalf, so an agent or centre offering to do either is acting outside the university's own rules.

The July 2026 portal banner shows 13-Oct-2026 as the last day for 2026-27 July Cycle Admissions, later than the date first notified. Before admission, each learner also needs an ABC ID and a DEB ID opened through DigiLocker. The DEB ID matters because, per the university's fee order, each learner's details are uploaded under it to the UGC Distance Education Bureau's portal after admission. Learners who finished the first or second year of a UG or PG programme and then discontinued can seek direct admission to the next year, under the university's guidelines for direct or lateral entry to second or third year UG and PG programmes.

Two programmes do select on merit. The B.Ed. runs through a university entrance test, with a B.Ed. CET provisional rank list followed by rounds of counselling and provisional selection lists, four rounds of them for the 2025-26 July cycle. The Ph.D. has its own entrance test, departmental interviews and department-wise lists of provisionally selected candidates, and it is offered in regular mode rather than by distance.

Cutoff

KSOU's selection stages are the B.Ed. and the Ph.D., and for both the university posts CET results, rank lists and round-wise selection lists as documents on its admissions page rather than a closing-rank table on the page itself. A B.Ed. applicant therefore reads their own CET rank against the provisional selection list of the round they are waiting on.

Placements

KSOU does not publish placement numbers. The university lists campus recruitment drives, a Skill Development Center and a Training Center for competitive examinations among its student services, but attaches no figures to any of them. No placement rate, salary or recruiter list for KSOU learners can be quoted from a primary source.

Seat Matrix

The only intake figure on KSOU's own site comes from the School of Education, which records that KSOU got recognition from NCTE to start B.Ed. and M.Ed. with an intake of 500 students and 475 students respectively, and that the M.Ed. ran only up to 2014-16; the page gives no later B.Ed. intake. For doctoral admission, the university has posted a Seat Matrix for Ph.D. Program January Cycle 2025 as a separate document on its admissions page, and B.Ed. places are filled round by round through the selection lists posted there.

Facilities & Infrastructure

For most KSOU learners, the facility they actually use is a regional centre, not the Mysuru campus. The university's list of regional centres now runs from Bidar and Kalaburgi in the north to Chamarajanagar and Madikeri in the south, with separate centres at Malleshwaram, Yalahanka, Madiwala, K.R. Puram, Sunkadakatte, Bapujinagara and the Haj Bhavan in Bengaluru.

KSOU Radio is an internet radio heard through a mobile app, launched on 07th April 2022, with shows from 6pm to 10pm re-broadcast the next day from 8 am to 12 noon. The admission notification also points learners to the KSOU Digital Academic Platform App for study material soft copies and assignments.

Accommodation on campus is limited, and the university advises other learners to arrange their own. The women's hostel has accommodation for 56 students, two to a room, at Rs. 150 + GST per head with Rs. 250 as a refundable caution deposit, while the men's side is seven small hostels of three rooms each at Rs. 150 + GST per student per day, allotted first come, first served. The campus also has a guest house with 75 rooms for visiting academics, a gym and a ground for basketball and cricket, a health centre and campus-wide Wi-Fi covering labs and hostels.

Faculty

Academic work is organised into six schools: Languages, Management, Social Science, Science, Commerce and Education. The School of Sciences started functioning in 2012 and has so far designed 16 PG Programmes and 5 UG Programmes, with departments running from botany and zoology to computer science and information technology. The School of Education is older than the university itself: its department was started in the year 1973 in ICC & CE of University of Mysore with B.A. in Education, and it says KSOU was the first university to run an M.Ed. through distance mode.

The school pages name directors and departments but publish no staff count, qualifications table or student-to-teacher ratio, so no faculty strength for KSOU can be given from its own site.

official-report

KSOU's admission and fee notices carry a NAAC A+ emblem on their letterhead. The university also links its UGC 2f letter and UGC 12B certificate from its home page.

For KSOU the NAAC grade settles nothing about recognition, which has changed year by year. The bureau's list labels KSOU's programmes year by year, ODL (Recognised) for 2020-21 to 2024-25, Online (Entitled) for 2023-24 and 2024-25, and Open and Distance Learning (ODL) or Online(OL) for 2025-26, and the gap years are covered in the recognition history above.

Teacher education carries its own approval. The School of Education states it was recognised by NCTE for the B.Ed., and that a B.Ed. in Special Education ran up to 2014-16 with RCI recognition. That special education degree does not appear in the university's current July admission notification.

Scholarships

KSOU learners claim state scholarships through Karnataka's post-matric State Scholarship Portal, which the admission portal links alongside a published eligibility sheet. The main schemes on that sheet are fee reimbursements run by different departments.

SchemeWho qualifies
Social Welfare Department fee reimbursementScheduled Caste learners, annual income below 2.5 lakhs
Tribal Welfare Department fee reimbursementScheduled Tribe learners, income below 2.5 lakhs
Minorities Welfare post-matric and merit-cum-means scholarshipsMinority learners, income below 2.0 lakhs (post-matric) or 2.5 lakhs (merit-cum-means), previous year passed in all subjects with 50% aggregate
Defence scholarshipChildren of serving non-commissioned officers, junior commissioned officers and other ranks

Two arrangements apply at admission rather than after it. Eligible SC and ST candidates may get the admission under FES scheme by paying the prescribed fees subject to reimbursement from the Social Welfare Department through State Scholarship Portal. And for minority students there is a scheme where the Minority Welfare Department pays the fees to the KSOU on behalf of the student, with its own deadline, which for the July 2026 cycle was extended till 10.08.2026.

Student Reviews

Anonymous reviews of KSOU rarely say which year or which centre the writer studied through, and for this university the more useful check is whether the page being read is official. Search results for the university include several look-alike sites; the university's own domain is ksoumysuru.ac.in, and its admission portal, linked from that site, is ksouportal.com. The admission notification is explicit that the University has not authorized any person or institution or firms etc. to act on behalf of the University.

Reviews posted before 2018 need extra care, because a satisfied learner from a partner institute outside Karnataka may be describing a course whose degree the UGC has told KSOU not to issue. The admissions page also shows how support centres can change: it carries a notice on the cancellation of the learner support centre at Sri Sai Evening College, Mathikere, Bangalore, so a centre named in an older review may no longer be authorised.
