Academy Of Scientific And Innovative Research

Ghaziabad, Uttar Pradesh Est. 2011 Official site Updated
NIRF Research
#9

By its own 2026 prospectus, the Academy of Scientific and Innovative Research is the largest educational institution in India for doctoral research in STEMM, and it awards more PhD degrees a year than any other, 958 of them in 2025. None of that research happens in Ghaziabad, where the academy keeps nothing but a headquarters office. An AcSIR admission is decided by a laboratory somewhere else in the country, which is why the application starts with picking the laboratory and the supervisor rather than the university.

Overview

AcSIR is an Institution of National Importance, a different statutory category from a deemed-to-be university. Its founding date is on record two ways and neither is wrong: the statute is the Academy of Scientific and Innovative Research Act, 2011, numbered Act 13 of 2012 and assented to on 6 February 2012, while the academy dates its own establishment to 2011 and had been running on an interim footing since 2010, before Parliament acted. Its academic standing rests on listings rather than a grade: the Ministry of Education's Institutions of National Importance page, plus membership of the Association of Indian Universities and the Association of Commonwealth Universities. There is no NAAC grade behind any of it: the academy's own NIRF 2026 filing answers "no" to whether it holds a valid NAAC accreditation. Nothing below the postgraduate line exists here either: the only sanctioned intakes in that same filing are one-year and two-year postgraduate ones, and no bachelor's degree appears anywhere in the programme list.

Everything else about AcSIR follows from the shape of that network. The prospectus counts 78 associated research institutes, most of them national laboratories that were running long before the degree-awarding body existed: 38 belonging to the Council of Scientific and Industrial Research, 28 to the Indian Council of Medical Research, and 12 others drawn from the Department of Science and Technology, three other ministries, the Uttar Pradesh government and three non-government bodies. A selected student never reports to Ghaziabad at all; the student handbook sends them straight to the institute that picked them, for orientation on dates that institute's own AcSIR coordinator notifies.

Courses & Fees

Doctoral study is the centre of gravity, but the academy also runs taught master's degrees and one-year diplomas, and nearly every one of them sits at a single institute, the one whose day job that subject already is. The Master of Public Health is the exception, taught at both PHFI-IIPH in Delhi and Max-SMAIR. The programme list pairs Wildlife Science with the Wildlife Institute of India at Dehradun, Leather Technology with CSIR-CLRI in Chennai, and Sports Nutrition with the ICMR National Institute of Nutrition in Hyderabad.

PhD (Science)3 to 6 yearsAny associated institute, though the fellowship and staff routes exclude the ICMR ones
PhD (Engineering)3 to 6 yearsAny associated institute, though the staff route excludes the ICMR ones
PhD (Medical Research)3 to 6 yearsICMR institutes, MAX-SMAIR and TIGS only
IDDP (M.Tech plus PhD)5 to 8 yearsCSIR engineering laboratories

M.Sc2 to 3 yearsCSIR-CFTRI, PHFI-IIPH, MoEFCC-WII, ICMR-NIN
PG Diploma1 to 2 yearsCSIR-NPL, CSIR-URDIP, CSIR-CLRI, CSIR-NBRI, CSIR-CSIO, CSIR-CECRI, MAX-SMAIR

Fees are charged per semester and pegged to the cohort you join, so the rate you are quoted at admission never rises with the next intake's. Sponsored candidates, meaning people whose employer is putting them through the degree, pay double on every doctoral programme.

Programme, 2026 cohortRegular, per semesterSponsored, per semester
PhD (Science) and PhD (Engineering)Rs 14,000Rs 28,000
PhD (Medical Research)Rs 14,000Rs 28,000
Integrated MSc-PhD (Science) and IDDP (Engineering)Rs 14,000Rs 28,000
M.Tech and M.ScRs 32,000Rs 64,000
PG DiplomaRs 15,500Rs 15,500

One rule does move the doctoral rate. Stay unsubmitted for more than six months after clearing the Pre-Thesis Open Colloquium and the semester fee doubles until the thesis goes in, charged for the full semester either way. Submitting the thesis itself costs Rs 12,000 for a regular scholar and Rs 30,000 for a sponsored one, payable before the synopsis. A scholar who will not finish inside six years must apply to re-register at least a month before that deadline, paying Rs 10,000. Going the other way, a PhD Science or Engineering scholar who has cleared the colloquium and never drawn any financial support at all can claim one-time thesis-writing assistance of Rs 10,000.

The part of the offer that changes decisions is the joint doctorate. AcSIR funds about 80 cotutelle fellowships a year for enrolled PhD scholars to spend up to 12 months at Melbourne, RMIT, the University of Western Australia, Deakin, Murdoch or Agder, with a monthly living fellowship, return airfare, health insurance and a full tuition waiver at the host university. The scholar finishes with two doctorates, one from the foreign university and one from AcSIR.

Admissions

Applications open twice a year, for the January and August sessions, through a single online portal that issues an AcSIR Application Number you quote in every later exchange. One application costs Rs 1,000, halved to Rs 500 for SC, ST and PwD applicants and for every woman applying. You may apply to more than one programme, but filing twice for the same programme gets the whole candidature rejected.

The screening and the interview belong to the institute, not to Ghaziabad. Shortlisted candidates are told electronically and have to appear at a designated centre for a test, an interview or both, and the final selection is made on that. Nothing about the number of places is uniform: the prospectus says only that the seats available in each programme at each institute may vary.

No date in that sequence is fixed for good. AcSIR resets the whole timeline for each intake and posts it as an admission process and calendar page for that session alone, with a separate closing date for the PhD and for the IDDP and M.Tech applicants, so check it against the session you are applying to rather than against last year's.

What decides eligibility is money as much as marks, because AcSIR does not itself pay a stipend. The routes are these:

  • A valid national fellowship (JRF or SRF from CSIR, ICMR, UGC, DBT or DST, or an equivalent such as INSPIRE, DBT-BET or RGNF). For PhD Science this route is tenable at every associated institute except the ICMR ones.
  • An institutional fellowship, open to applicants with no national fellowship and to GATE or JEST qualifiers. On the Science side it is tenable only at DST-CeNS, DST-IASST, DST-IIA, MoEFCC-WII and TIGS; PhD Engineering attaches no such list to it.
  • Existing staff of an associated institute: project assistants, senior research fellows, Group-IV scientists and Group-III technical staff, with a no-objection certificate from the employer. For PhD Science and PhD Engineering this route excludes the ICMR institutes; for PhD Medical Research it is how ICMR's own staff apply.
  • Industry-sponsored candidates, again on an employer's no-objection certificate, tenable across the network. PhD Engineering and the IDDP additionally admit self-sponsored applicants.

A project assistant faces one extra bar. Unless they have already cleared NET, GATE, BET or JEST, they need at least one filed patent or one SCI-journal publication with a substantial contribution by the day they apply, and a year of continuous work on a sanctioned project at that same institute.

There is also a rule worth knowing before you pay anything. If you are selected at more than one AcSIR institute, the tuition fee you have already paid is transferable to the other one, subject to seats, right up to the start of the session.

Cutoff

The only published bar is a marks threshold in the qualifying degree, applied without rounding off. Nobody is ranked against a national pool, so no closing rank or merit list exists to compare yourself against; the rest of the decision is the institute's own assessment of you.

If your degree is marked in percentage, the application form wants a CGPA, and the academy gives its own conversion: percentage plus five, divided by ten. Anyone at 95% or above simply enters 10. Final-year students may apply and are admitted provisionally, with continuation depending on the result they eventually produce.

Placements

AcSIR reports no placement figure of any kind for its doctoral programmes. The taught master's and diploma cohorts are the only ones its submission to the National Institutional Ranking Framework puts placement numbers against, and those numbers are small enough to read one by one.

2024-25 outcomeOne-year PG programmesTwo-year PG programmes
Graduated in the minimum stipulated time9122
Placed561
Went on to higher study029
Median salary of placed graduatesRs 3,60,000Rs 6,00,000

For a doctoral candidate the honest measure is throughput and output rather than salary. PhD awards climbed from 476 in 2021 to 958 in 2025, and student publications rose over the same five years from 2,853 to 3,738 research papers a year. A scholar finishing here leaves with a publication record built inside a working national laboratory.

Seat Matrix

The only consolidated intake AcSIR publishes covers its taught programmes; doctoral seats are notified laboratory by laboratory, and the prospectus says as much in one line, that the number of seats in each programme at each institute may vary.

Taught programmesSanctioned intakeAdmitted
One-year PG, 2024-257017
Two-year PG, 2024-25306not reported in the filing
Two-year PG, 2023-24245129

Where the filing does pair the two figures, the admitted count sits far below the sanctioned one, 17 against 70 and 129 against 245, and AcSIR does not publish why. Read the sanctioned column as a ceiling approved programme by programme, not as a count of places waiting to be filled.

Rankings

AcSIR's only listing in the 2025 National Institutional Ranking Framework is in the Research category, where it stands 9th on a score of 67.15. It appears in no university or overall table for that year; the return it filed for the 2026 round, by contrast, went in under the Overall category.

Three international rankers reach a similar reading within India. The academy's student handbook records it 13th among Indian universities in the SCImago Institutions Rankings, 12th among Indian academic institutions for overall institutional output in the Nature Index, and 9th in India by the Center for World University Rankings.

Departments

Instead of departments, AcSIR organises itself into seven faculties of study: Agricultural Sciences, Biological Sciences, Chemical Sciences, Engineering Sciences, Mathematical and Information Sciences, Medical Research and Physical Sciences. A scholar enrols in a faculty, not a department, and may pick a faculty different from the supervisor's own as long as the intended research genuinely sits in that domain.

Facilities & Infrastructure

The Ghaziabad headquarters at the CSIR-HRDC campus is an administrative office; the working infrastructure a student uses belongs to whichever institute admitted them. That is an advantage in equipment and a real limitation in campus life, and both should be weighed before choosing.

Precision Measurement and Quality Control is taught at CSIR-NPL in New Delhi, a laboratory whose own listed research areas run to time and frequency metrology, vacuum metrology and quantum standards. Patinformatics is taught at CSIR-URDIP in Pune, which does patent analytics as its day job. Corrosion Science and Engineering runs at CSIR-CECRI in Karaikudi, an electrochemistry laboratory. In its NIRF submission the academy reports wheelchairs and inter-building transport for students with disabilities, with lifts or ramps and specially designed toilets in more than 80% of buildings, alongside solar panels and a storage-tank rainwater harvesting system.

Hostel

The academy's conduct rules assume hostels exist across the network, since one of the penalties they list for ragging is rustication from the Academy or the hostel for a fixed period. What AcSIR does not publish anywhere is a hostel policy, a room count or a rate card, and it has no residential campus of its own to publish one for. Whether you get a room, what it costs and how long the wait runs are decided by the institute that admits you. Raise it at the interview visit, because the answer changes from one laboratory to the next.

Faculty

Teaching here is done by serving scientists of the associated institutes, recognised as AcSIR faculty through the academy's own eligibility and upgradation process, and the 2026 prospectus counts 3,214 of them. A recognised faculty member may supervise in any faculty of study, whatever their own, and a co-supervisor may be drawn from a reputed institution outside the AcSIR network entirely.

Supervision follows tight rules. A supervisor must be allotted within three months of enrolment, by mutual consent and with the institute Director's approval, and no faculty member may supervise a student who holds a rank senior to their own. Each doctoral student then gets a Doctoral Advisory Committee: the supervisor as convener, two members from the same research area, and one nominated from a different area so that the work is questioned by somebody outside its own circle.

Notable Alumni

AcSIR publishes no roster of individually notable alumni, only a scale: more than 7,000 of them. Its ninth convocation was held on 22 November 2025, so the roll is nine graduating classes deep and most of it is still early in a research career rather than at the head of one. For a traceable individual record, the institute where the research was done is the place that holds it.

No fee here is paid over a counter: tuition, the thesis submission fee and the certificate fees all go through the academy's SBI Collect web portal, and the receipt it generates is the proof of payment you are told to keep. A request for a provisional or degree certificate must travel through the AcSIR Coordinator posted at your institute rather than go to Ghaziabad direct, and so must an academic break, a change of supervisor or an inter-institutional transfer.
