The application cannot be made until the college fee has been paid and the receipt is in hand, and it covers the first year only, so the window is the first year of the course.

The scheme is still listed as current, and that is all that can honestly be said of it. As of 8 September 2026 the federation carries it on its welfare schemes page and myScheme still publishes the record, but no application window has been announced for this session, and the newest dated item anywhere on the federation's site is a tender invitation posted 29 Jan 2020 (Chhattisgarh State Handloom Federation). The Rural Industries Department's outcome budget for 2026-27 sets targets for four handloom schemes run by the Handloom Directorate, and this award is not among them (Outcome Budget 2026-27, Rural Industries Department, Government of Chhattisgarh), which fits the guidelines putting the money on the federation rather than on a directorate line. Read the income line carefully, because it is a composition test and not a poverty test. The rules set no ceiling on what a weaver household may earn. They ask instead that weaving be the main source of it, so a family that farms in the season and weaves the rest of the year can fail the test while a family earning more, all of it at the loom, passes it.

The membership condition has a wording worth checking at the society counter. Nothing is published as an exclusion list. The CM Helpline record leaves the ineligibility field blank, so the disqualifications have to be read out of the award definition itself (Incentive for higher education for weavers' children, CM Helpline 1076).

Four of them end an application outright. A seat at a private college does not count, whatever the course or the score. A course outside the four named streams does not count either, so a BSc, a BA or a polytechnic diploma is out even at a government institution. Any year other than the first is out, which puts second-year and lateral-entry students beyond the scheme. And a claimant who is not the member's own child is outside it as well.

One more sits inside the applicant's own declaration. Form 1 closes with a certificate that the information given is true and states that if it is found false, the Managing Director of the federation at Raipur keeps full authority to act under the rules (Uchch Shiksha Puraskar Yojana application form).

Renewal conditions

The award is written for one academic year and expires with it. The guidelines tie the payment to the first year of the course and give it for that year alone, so a second-year student cannot return to the same society with the same file.

One field exists to keep that boundary visible. What the rules leave open matters as much. They fix no annual budget, no district quota and no count of how many students may be recommended in a year, and they place the payment on the federation itself rather than on a directorate scheme head. A district office therefore cannot tell an applicant that the awards for the year have run out, and it also cannot commit to when a recommended file will be paid.

The enclosures are short. The paperwork around them is not, because two certificates inside the form set are filled in by other people (Uchch Shiksha Puraskar Yojana application forms).

Form 1, the prescribed application, carrying the applicant's details, the board examination passed with total marks or percentage, the school, the college joined, the year of admission and the admission fee deposited.
The society certificate printed with the form set, signed and sealed by the president or manager of the primary weaver cooperative society, which fills in the membership number and the kind of cloth production the member works in.
The district block, completed by the District Handloom Office, recording when the application reached it, when the selection committee took it up and what it recommended.

Carry more than the guidelines ask for. The state's scheme directory lists an Aadhaar copy for the student, the student's bank account details and a photocopy of the parent's society membership register, none of which the guidelines name (Incentive for higher education for weavers' children, CM Helpline 1076). Marksheet and fee receipt go in as verified photocopies, not originals, and no income certificate or caste certificate appears in either list.

Two questions on Form 1 catch applicants off guard. Item 7 asks what the applicant wants to become, and the form itself explains that the question is there to make the student think about the future. Item 12 asks for any awards the applicant's father has won for his weaving. Neither carries marks, but both are printed fields and an incomplete form comes back.

How to apply

Nothing about this scheme happens online. myScheme records the application mode as offline and publishes no application link, and the federation's own web page for the scheme loads its heading and stops there, so the guidelines document is where the form actually lives.

Take Form 1, which is printed inside the scheme guidelines, and fill in the college and fee details.
Hand it to the primary weaver cooperative society your mother or father belongs to. The society completes its certificate, adds its remarks and forwards the application; it does not go straight to a government office.
The society sends the file on to the District Handloom Office for your district.
That office compiles the applications it has received, convenes the selection committee, and sends the selected names in Form 2 to the Managing Director, Chhattisgarh State Handloom Development and Marketing Cooperative Federation, Raipur.

Following the file afterwards is a phone job, because no reference number is issued anywhere in that chain. What the paperwork does create is three dates sitting with three different people: the date Form 1 was handed to the society, the date the district office received it, and the date of the selection committee meeting that considered it. Ask the society for a copy of the forwarded Form 1, then put the other two questions to your district office. The federation's staff list publishes 13 District Handloom Offices, every one of them except Balodabazar with a number against it, Raipur on 0771-2243460 and Janjgir-Champa on 07819-201556 among them (Chhattisgarh State Handloom Federation, staff list).

Check that list before dialling, because four districts do not have a line of their own on it. Gariaband is reached on the Raipur number, Balod on the Durg number 0788-2211098, and Korba on the Bilaspur number 07752-250121, so a caller from those districts is talking to an office that also holds another district's files (Chhattisgarh State Handloom Federation, staff list). Once a name has gone up in Form 2, the release is a head office matter and Raipur is the number to use.

How winners are picked

Selection process

Selection happens in the district, not at Raipur. The guidelines propose a committee of two: the Deputy or Assistant Director posted at the District Handloom Office, and the president or a representative of one nominated weaver society of that district.

Nothing in that clause asks the committee to compare one applicant with another. It examines each application against the eligibility rules and recommends the ones it finds correct, and the guidelines publish no score matrix, no merit list and no tie-breaker. The district certificate the committee signs does record the percentage the student scored in the board examination, next to the college joined, so the percentage goes on file without ever being measured against a bar.

Terms & conditions

The award turns on certificates rather than on an undertaking from the student. The society's signature attesting membership, the weaving share of income and the admission, plus the district committee's recommendation, are what convert an application into a payment.

Three of the conditions in the text are absolute. The payment covers the first year only, the college has to be a government college, and the enclosures have to be verified photocopies. The declaration on Form 1 also leaves the Managing Director free to act under the rules if the information turns out to be false.
