About BPLSCS

Chhattisgarh has run this award since 2005, and the amount is deliberately small: Rs 300 a month for an undergraduate and Rs 500 for a postgraduate, across a maximum of 10 months in the year. Whether a student draws all 10 of them turns on the date printed on the admission receipt, not on marks. The application never asks what the family earns either. A guardian's BPL card settles that question on its own, which is unusual among state awards of this size.

Read this as pocket money for the academic year rather than as help with a college bill. The Department of Higher Education pays it so that a student from a BPL household can meet part of the day-to-day cost of studying, and the payment lands in the student's own bank account by Direct Benefit Transfer rather than passing through the college Department of Higher Education, Chhattisgarh, scheme guidelines, July 2023.

The scope is narrower than the name suggests. Only Graduate and Post Graduate students at government colleges of Chhattisgarh that are run by the Higher Education Department fall inside it, which leaves out private and aided colleges in the state along with government institutions that report to a different department.

The July 2023 guidelines answer the deadline question by declining to fix one, and say only that the applicable date is published on the National Scholarship Portal scheme guidelines, July 2023. The pattern is a window announced for each academic year rather than a standing deadline: the earlier edition of the guidelines printed its own window on the page, 1 November 2021 to 31 December 2021 August 2021 edition of the guidelines, while the portal has been open for academic year 2026-27 since 1 June 2026 National Scholarship Portal. A closing date specific to this scheme is not published in either edition, so the portal announcement is the only date that binds.

Eligibility criteria

The means test is documentary and binary. A guardian either holds a BPL card or the application does not stand. The July 2023 guidelines never name a rupee figure for family earnings, and no certificate of income appears in the scheme's document list scheme guidelines, July 2023.

Where that test actually bites is the card itself. Govt. The academic conditions are just as blunt. The annual examination has to be cleared at the first attempt, and attendance must not fall short.

Three bars are written into the guidelines even though the scheme's public record carries an empty exclusions field. A student already drawing any other scholarship is out. Nothing beyond the calculated monthly figure is paid, with tuition fee, admission fee and caution money named as the heads that stay with the student. Renewal conditions

A student who received the scholarship in the first year applies again under the Renewal category on the National Scholarship Portal in the second and third years, not as a fresh applicant. Renewal is worth more than most fresh awards because it is never prorated: Rs 3000 for UG classes and Rs 5000 for PG classes, paid in full scheme guidelines, July 2023.

How long that can go on is answered in one edition of the guidelines and not the other. The August 2021 edition attached a ceiling to each rate, up to 30 months at graduate level and up to 20 months at postgraduate level August 2021 edition of the guidelines; the July 2023 rewrite states the same two rates with no month limit beside them. Award & benefits

The qualifying window runs from July to April, and a month is credited only when admission was taken on or before the 21st of it. Instead of stating a formula, the guidelines print four dated worked examples, and those four rows are the clearest thing published about this award.

The last two rows carry the whole rule. A postgraduate who enrolled on 22 July loses July, while one who enrolled on 21 August keeps August, because the 21st sits inside the cut-off and the 22nd sits outside it. Late admission, not weak marks, is what shrinks this award.

One warning about what is written elsewhere. Govt. Shaheed Gendsingh College, Charama, states the monthly cut-off as the 20th and works its own example out at Rs 2700 for an admission taken on 21 July Government Shaheed Gendsingh College, Charama. Under the department's own rule an admission on the 21st falls inside the cut-off, so that same student keeps July and the full Rs 3000. The guidelines are the instrument that governs the calculation; a college note summarising them is not.

• The rate of scholarship for Post Graduate Level (PG) students is ₹500/- per month.
• The rate of scholarship for Graduate Level (UG) students is ₹300/- per month.
• The renewal applicants will get a full scholarship i.e. ₹3000 for UG Classes and ₹5000 for PG Classes.
• Note 01: The scholarship amount is transferred directly to the student's bank account using the Direct Benefit Transfer (DBT) method.
• Note 02: The students are required to seed the Aadhaar with the bank account.

What to prepare

Documents required

The portal list and the counter list are not the same list, and the second one is longer. Beyond what the online form asks for, the checklist published by Govt. Shaheed Gendsingh College, Charama, expects a printed hard copy of the submitted application, a self-attested BPL or ration card copy, an Aadhaar copy, a domicile certificate issued by a competent authority, the class 10 marksheet, the marksheet of the last examination passed, a passbook copy of the student's own account carrying the student's photograph, the admission fee receipt including the Janbhagidari receipt, and a recent passport-size photograph Government Shaheed Gendsingh College, Charama, scholarship page. How to apply

The college that publishes the change dates it to the 2022-23 academic session: from then on the application is made on the National Scholarship Portal, and a college counter no longer starts the process Government Shaheed Gendsingh College, Charama. A first-time applicant registers on NSP as a fresh student and enters every detail exactly as printed on the documents, and the guidelines add one instruction students routinely ignore: do not change the mobile number for as long as the scholarship runs scheme guidelines, July 2023. Documents then go to the college for verification.

A household with no computer at home does not have to give up at that first step. NSP services run through Common Service Centres, where the reference number, the biometric authentication, the One Time Registration and the filing of the complete application together are capped at Rs 30 per candidate, taxes included National Scholarship Portal. That One Time Registration has been the gate to every NSP scholarship since academic year 2024-25, so a first-time applicant clears it before this scheme's form is reachable at all.

The portal opened for academic year 2026-27 on 1 June 2026, and from that year a student may apply for one merit-based scheme along with one or more welfare-based schemes National Scholarship Portal.

Two systems have to be watched afterwards, because this scheme's verification and its disbursal are run by different offices. Until the college and then the state office have both acted, the only place the application's position is visible is the student's own NSP account NSP application status login. After sanction the question becomes whether the transfer left the treasury, which the Public Financial Management System answers against a bank name and account number under Know Your Payment, with Track NSP Payments as the scholarship-side view of the same release PFMS Know Your Payment. Where a sanction produces no credit, a dormant account or an unseeded Aadhaar is the more common cause than a rejection, and the seeding check is linked from the portal itself National Scholarship Portal.

Selection process

Nothing here is competitive. The award is not rationed by a rank or a qualifying mark; the only test is whether the paperwork survives two verifications. Every online application is checked first by the college where the student studies and then by the state government office, and one that either level leaves unverified is treated as Invalid scheme guidelines, July 2023. Since the supporting papers reach the college and not the state, the college is where a defective application is either repaired or quietly lost.

Terms & conditions

Most of the conditions are banking conditions. Payment runs by Direct Benefit Transfer, so the guidelines require the student to seed Aadhaar with the bank account before disbursal can work scheme guidelines, July 2023, and the Charama checklist adds that the account must be the student's own, Aadhaar-linked and active.

The submission itself carries conditions of its own that no portal screen warns about. Original documents have to be carried to the college for verification when the papers are handed in, or the application is not accepted, and the student has to appear in person, since a submission made through someone else is refused Government Shaheed Gendsingh College, Charama. Whether every college in the state enforces both is not something the guidelines settle, so ask before you send a relative with the file.
