About VSSY

Vishesh Shiksha Sahaayata Yojana pays no scholarship of its own. It is the route by which the Chhattisgarh Building and Other Construction Workers Welfare Board keeps the first two children of a deceased registered worker inside its education schemes, by issuing each child a separate special registration card.

The latest notification on record, issued in December 2022 to replace the 2018 original, is narrower than the scheme's myScheme summary suggests: both parents must have died, and the family has one year from the death to apply. The summary printed lower on this page carries neither condition.

The board runs the scheme under the Building and Other Construction Workers Act, 1996 and Chhattisgarh's 2008 rules made under it. The first notification, dated 10 July 2018, was superseded by a revised notification dated 9 December 2022, which carries the Chhattisgarh Labour Department's approval and took effect across the state from the day it was issued (board notifications of 2018 and 2022). The same name is also spelt Vishesh Shiksha Sahayata Yojana in English, a transliteration of the Hindi title.

What the scheme does is administrative rather than financial. Once an application is accepted, the board issues two separate special worker registration cards, one for each of the deceased worker's first two children. Holding that card makes the child eligible, on each scheme's own conditions, for the provisions of three board schemes the notification names: the Naunihal Chhatravritti Yojana, the Medhavi Chhatra-Chhatra Shiksha Protsahan Yojana and the Takniki Shiksha Yojana.

The Labour Department's own scheme table describes it the same way: a special card for the deceased worker's first two children, so that they can benefit from the scholarship schemes the board runs (Labour Department scheme table).

Eligibility criteria

Under the 2022 notification, a child qualifies only when all of these hold at once (2022 notification):

• Both parents have died. The eligibility clause covers the son or daughter of a registered construction worker whose mother and father are both dead.
• One of them was a registered worker for at least one year. Either deceased parent must have been registered with the board as a construction worker for a minimum of one year.
• The child is one of the first two children, and an adopted child counts: the notification defines the applicant as the deceased worker's son, daughter, adopted son or adopted daughter.

Where the myScheme summary below differs from the notification, the notification is the board's own text:

• Both parents dead. The summary says only that the parents should be registered. The both-parents condition is in the 2022 notification's eligibility clause; the 2018 notification, printed in the same PDF, did not have it.
• The one-year registration rule. One summary line reads as though the parent must have died within a year of registering. The notification says the opposite: a deceased parent must have completed at least one year of registration, and its opening clause covers workers who die after the first year. The summary's own benefits line says the same ("pass away after one year of registration"), and so does the department's scheme table, which asks for a registration dating back at least one year before the death (Labour Department scheme table).
• The deadline. The summary names no closing date. The 2022 notification requires the application within one year of the registered parent's death.

Who cannot apply

Exclusions

The notification's conditions shut several children out (2022 notification). A child with a living parent falls outside the 2022 wording, which requires both deaths; the 2018 text had no such condition, so a family that read an older summary may find the scheme has narrowed. A third or later child is out, since only the first two are covered. An application filed more than one year after the registered parent's death is out, and so is one where neither deceased parent had completed a year on the board's register.

It also bars the children if, besides the parent who died, another registered worker is among the parents. Read alongside the both-parents rule, the notification does not say how this bar treats orphans whose mother and father were both registered.

Renewal conditions

The 2022 notification sets no renewal rule and no expiry for the special card; it says only that the linked schemes' benefits are given according to eligibility. Ordinary worker registrations have their own renewal track on the Labour Department portal (registration and renewal services), and the notification does not say whether a special card follows it, so confirm this with the labour office that issues the card. Each year's scholarship claim is made under the linked scheme and follows that scheme's own conditions.

The scheme itself fixes no rupee amount; its benefit is the card. The money reaches the child through the linked schemes at their own rates, and the notification's payment clause sends any sanctioned amount to the applicant's bank account by RTGS, NEFT or DBT (2022 notification). The applicant is the child, so the child needs a bank account in their own name.

Two of the three schemes the notification names have since been renamed, and the amounts sit in the Labour Department's current table under the new names:

The board's October 2022 notification gave the Naunihal scheme its "Mukhyamantri" title (Naunihal notification), and its June 2023 notification renamed the Medhavi Chhatra-Chhatra Shiksha Protsahan Yojana as the Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana (Noni Babu Medhavi notifications). What now stands for the Takniki Shiksha Yojana is worth asking the labour office when the card is issued.

• For registered workers who pass away after one year of registration, the Board will issue special registration cards.
• These children will be eligible for the benefits of the Naunihal Scholarship Scheme, Meritorious Students Education Incentive Scheme, and Technical Education Scheme.
• Benefits will be granted to the first two eligible children of the deceased worker.

What to prepare

Documents required

Beyond the list in the summary below, the scheme's self-declaration is the board's own printed format (self-declaration form). It asks for the names and dates of death of both the father and the mother, each parent's board registration number and date, the applicant's place among the parents' first two living children, the school or college, the current class and the previous year's result, the bank account number and IFSC, whether the applicant is a native resident of Chhattisgarh, and the category (SC, ST, OBC or general).

A footnote on the form repeats that at least one parent must have been registered with the board. The document list itself names no death certificate, although the form asks for both dates of death.

The notification's Hindi list words the first item a little differently from the summary's English: it asks for the original of a "jivit" (live) registration card of either parent (2022 notification). If the parent's card had lapsed before the death, raise it with the labour office before filing.

How to apply

The 2022 notification accepts applications only online, filed by the applicant, through a choice centre, or through the labour office with jurisdiction, within one year of the registered parent's date of death (2022 notification).

1. Fill in and sign the self-declaration form, with both parents' death dates and registration details.
2. Scan the original of every document on the list, the signed self-declaration included.
3. File the application online yourself, or have a choice centre or the labour office file it.
4. Once the application is accepted, the board issues a separate special registration card to each of the two children; each child then applies under the linked scheme that fits their class or course.

On the Labour Department's scheme table, checked in September 2026, this scheme's row shows no apply link and no status, unlike running rows such as the Naunihal scheme (Labour Department scheme table). Until that changes, the labour office or a choice centre is the practical starting point.

Tracking an Application

The portal's search for scheme status by application number lists the Naunihal and Noni Babu Medhavi schemes, but has no entry for Vishesh Shiksha Sahaayata Yojana (scheme status search), and the board's second status page leaves it out of its drop-down too (board scheme status page). The card application itself therefore has to be followed up with the labour office that received it, or through the Mukhyamantri Shramik Sahayata Kendra on 0771-3505050 (Labour Department contacts). Once the card is issued and the child applies under Naunihal or Noni Babu Medhavi, that application can be looked up on the same status search.

How winners are picked

Selection process

Nothing is ranked here: the notification sets no merit list and no cap on cards other than the first-two-children rule. What an officer decides is whether the orphaned children get special cards at all, and the 2022 text widened who may decide it. In 2018 that power sat with the district's senior labour officers alone, from the Assistant Labour Commissioner down to the Assistant Labour Officer; since December 2022 the inspector and sub-inspector at the local labour office can approve an application too, after checking eligibility (2022 notification). Marks come in only later, if the linked scheme a card-holder claims has a marks test of its own.

Terms & conditions

A case the 2022 conditions leave open, such as orphans whose parents were both on the register, is settled by the Secretary of the Chhattisgarh Building and Other Construction Workers Welfare Board, and the notification makes that decision final (2022 notification).

The self-declaration is signed by the orphaned child as applicant, not by a worker, so its liability clause lands on the child: a false detail makes the child personally answerable, lets the board recover whatever was paid under the scheme, and opens the child to legal action (self-declaration form).
