The dependable pattern inside that rhythm: results first, then application and college verification on the portal, then the beneficiary list, then payment after the July-to-June session is reckoned. You qualify by holding a position, not by filing a needy application. The scheme reads your status in one of three ways: as a year-wise position holder in your faculty, where first-year entrants are ranked on their Class XII performance and later years on the previous year's university examination; as a member of the merit pool, a capped share of each faculty's appearing students who clear both a marks floor and an attendance floor across the year; or as a completion topper, ranked on the degree or postgraduate final result. The gate in front of all three routes is institutional. The myScheme record names regular students of government colleges and state university campuses of Uttarakhand, which is why students of private universities, self-financed institutes and correspondence courses do not appear anywhere in the criteria. Regular enrolment and physical attendance are load-bearing here, because one of the three routes cannot be scored at all without an attendance register behind it.

myScheme's exclusion field for Uchcha Shiksha Protsahan Chhatravriti Yojana is blank, and the rules that actually knock students off Uttarakhand's faculty merit lists travel as notes under the eligibility criteria. There is nothing to renew, because there is nothing carried forward. Each academic session produces fresh faculty-wise merit lists from that session's results, so a student who drew the scholarship as a first-year position holder must earn a position again in the second year to draw it again. That cuts both ways: missing the list once does not disqualify you from topping the next year, and holding it once settles nothing about the year after. The scheme pays out in three shapes. Position holders in each faculty draw a monthly scholarship, at undergraduate and again at postgraduate level, with the amount stepping down from first to third position. The merit pool students draw a flat monthly amount for the year they qualified in. Completion toppers, the students who finish the graduation or postgraduate examination at the top of their faculty, receive a one-time lump sum, and the postgraduate lump sums are the largest amounts in the scheme. Timing matters more than most applicants expect. The guidelines count the academic session from the start of July to the end of June and release the money to the student's bank account in installments after that period is reckoned, so this scholarship reimburses a year you have already studied rather than funding the months as they pass.

The list itself is short, Aadhaar, bank details and the marksheets of the examination that put you on the list, and it is printed in the record below. What the record's last line changes in practice is who does the paperwork: every document must be certified by the college's Nodal Officer and the Principal or Registrar, so the file is built inside your institution, not uploaded from home and forgotten. Since the money lands directly in the account you declare, the bank detail is the one entry worth triple-checking, and the name on the bank record should match the name on the marksheets before verification begins, not after it stalls.

The route runs through Samarth, the application portal the Directorate of Higher Education, Uttarakhand operates for this scheme at cmheiss.samarth.ac.in. Once your results are declared and the merit position is known, you register on the portal, log in, fill the application for the active session and submit it with the certified documents. Your college then verifies the application on the same portal before it moves to the directorate.

Deadlines here are announced, extended and closed on the portal itself rather than fixed in the scheme text. The portal's announcement board is the binding source: it is where the directorate published, for example, that the CM Scholarship verification window had been extended till 31 December 2025 so that no topper was left out of the form-filling, per the Samarth portal. Checking that board once a week during your application season costs a few minutes and protects the whole award.

Tracking works through the same login. Sign back in to see what stage your application sits at, and note that the portal's home page publishes a running dashboard of applications submitted, pending and forwarded for the session, which tells you whether verification is moving at your college. After colleges finish verification, the department publishes the list of eligible beneficiaries, per the myScheme record. If your application sits pending while others move, the Nodal Officer who certified your documents is the person to meet, because verification runs through that office.

Selection is arithmetic, not discretion. Each government college and university campus prepares faculty-wise merit lists from the relevant examination results, the positions on those lists map directly to the award slabs, and the merit pool is filled from students who crossed the published marks and attendance floors. There is no interview, no statement of purpose and no separate scholarship test anywhere in the process described by the myScheme record. The only human checkpoint is document verification at the college, after which the department publishes the beneficiary list and payment follows.

Two conditions in the notified guidelines deserve more attention than they get. A student who qualifies for more than one state government scholarship chooses which one to draw, and does not draw two in the same year, so a topper who also holds a category or means scholarship should compare slabs before opting. And the scheme is administered by the colleges under the government order that created it, which means circulars from the Directorate of Higher Education can adjust process details between sessions, and the portal's announcements, not third-party summaries, are where those adjustments appear.
