BPL (Below Poverty Line) Student Welfare Scholarship - Technical Education(BPLSWS)

The scheme has been open since 1 December 2007 and the record publishes no closing date, with applications taken in both semesters of the year. The real calendar is set by each college's notices. Government Engineering College Raipur's notice log shows the pattern: BPL scholarship notices for session 2023-24 went up on 27 September and again on 17 October, while a renewals notice for continuing students appeared on 26 February 2022. Watch your own institution's notice board from the start of each semester, since the scheme's record publishes no statewide application window to wait for.

Five conditions have to hold at once: Chhattisgarh domicile, General category, regular enrolment in a government engineering or polytechnic institution in the state, a BPL card issued by the state government in the parent or guardian's name, and no other scholarship running at the same time, per the scheme record. The card requirement is stricter than it first looks, because the student's own name must be printed on it, not just the parent's.

There is a merit screen on top of the welfare screen. Eligibility gets you into the applicant pool; the rank or marks you bring decide whether you are picked from it, and the yardstick changes with your stage of study, as the Selection Process section sets out.

An exclusion list is one field the myScheme record leaves blank for this scholarship. In practice the eligibility tests do the excluding: a student at a private or self-financed institute, a reserved-category student, a family without the BPL card, or anyone already drawing another government scholarship falls outside before merit is even considered.

The scholarship is sanctioned semester-wise, and continuation rides on clearing the previous semester's examination, according to the scheme record. A failed semester interrupts the money rather than ending it for good: once the student passes in a later attempt and moves into the next semester, consideration resumes. There is no separate renewal portal or fresh registration; the college simply takes the next semester's application with the updated mark sheet.

Two figures are published on the websites of the government polytechnics that run the scheme day to day. Government Polytechnic Narayanpur lists a provision of Rs 500 a month for BPL-cardholder students, and Government Polytechnic Bhatapara puts the full-year figure at Rs 5,000, paid by the Directorate of Technical Education against a merit list.

B.E. students at government engineering colleges are set a higher monthly rate, which the official record lists alongside the diploma rate. Payment covers a maximum of 10 months in an academic year, shrinks to the actual study period when that is shorter, and reaches the student as a cheque handed over by the institution, not as a bank transfer.

The offline form asks for more than the short document list suggests. The application form, a single Hindi page kept on Government Polytechnic Khairagarh's site, wants the BPL card number with an attested photocopy that the principal countersigns, a confirmation that the student's name appears on the card, bank account, branch and IFSC details, the Aadhaar number, a mobile number, the parents' occupation and annual income, and a declaration of any other scholarship or government assistance being received. First-year applicants also enter their entrance-exam roll number and rank. The form closes with a certificate the principal signs, vouching that the student is a regular General-category student of that institution.

Nothing about this scheme lives on a portal. The scheme record shows an empty application-URL field and offline as the only mode, so the college's own notice is the starting gun: the scholarship section announces the window, students hand the filled form with attachments to the office, the principal verifies, and the institution forwards its batch to the Directorate of Technical Education.

Tracking works the same way, through people rather than a status page. Because payment comes back to the college as cheques, the scholarship in-charge at the institution is the one desk that knows where an application stands; Government Polytechnic Bhatapara names a faculty member holding exactly that charge. Students used to checking NSP applications online should note the contrast: the Higher Education Department's BPL scheme for degree colleges registers its applicants on the National Scholarship Portal and points them to the portal's applicant FAQ for anything further, per its guidelines on scholarships.gov.in. This technical-education scheme never touches that portal.

Merit is read differently at each stage of study, per the scheme record. A first-semester B.E. applicant is judged on the rank obtained in the PET, the Pre-Engineering Test conducted by the Chhattisgarh Professional Examination Board. A first-semester polytechnic applicant is judged on the percentage scored in the qualifying examination for admission, and the application form accordingly carries a field for the PET or PPT roll number and rank. A diploma holder entering B.E. laterally is measured on final-year diploma marks, and everyone in later semesters on the previous semester's result.

The institution compiles the applications into a merit list and the Directorate of Technical Education sanctions against it, as Government Polytechnic Bhatapara describes; that page also shows how narrow the funnel is at a single college, reporting two eligible recipients in session 2023-24. Selection, once made, holds only while academic progress and attendance stay satisfactory.

Three conditions follow the money after selection, per the scheme record: academic progress must stay satisfactory, attendance must stay regular, and no second scholarship may be drawn alongside this one. The amount is also self-adjusting: a study period shorter than the standard year trims the payout to the months actually studied.

The scholarship's myScheme record names its owner department but carries no helpline number, email address or office contact. The working contact is the scholarship section of the student's own institution, since applications, verification and cheque handover all happen there; government polytechnics assign a designated scholarship in-charge from the faculty for the purpose, as Government Polytechnic Bhatapara records.
