Asangathit Karmakar Ke Bachcho Hetu Chhatravriti Yojana is the Chhattisgarh Labour Department's yearly scholarship for the studying children of workers registered with the state's Unorganised Workers State Social Security Board. It is meant for the barber, the auto driver, the vegetable seller or the Mitanin who holds that Board's card. A parent on the same Board's register as a contract worker, a domestic woman worker, a hamaal or a sanitation worker is sent to a different scholarship, and construction workers register with another board altogether. The amount climbs with the class, a daughter gets more than a son at every level, and each year's sum is paid in one instalment.

Everything the scheme requires sits in two pages of a Labour Department notification issued from Mahanadi Bhavan, Nava Raipur, on 10 April 2018 under the Unorganised Workers' Social Security Act, 2008; a third page only lists the offices sent a copy, and the scheme ran from the date of issue (Labour Department notification). It fixes five things: the class-wise rates, which families qualify, where the application is filed, who sanctions it, and who settles a dispute. It names no cap on the number of awards: the test is eligibility, not competition with other applicants.

The family's route in is the parent's registration card. The Board's registration page lists 57 kinds of work, from dhobis, tailors, cobblers and weavers to rickshaw and auto drivers, street vendors, fishers, farm labourers, kotwars, newspaper hawkers, Anganwadi workers and delivery persons (Board registration criteria). A child of any of those workers is who this scholarship is for, unless the parent's card falls in one of the four excluded groups.

On the Labour Department's Shramev Jayate portal the scheme appears as "असंगठित कर्मकारो के बच्चे हेतु छात्रवृत्ति योजना", listed beside two other children's scholarships run by the same Board, one for sanitation workers and one for contract, domestic and hamaal workers (application status page). The three share an office and a portal but not a rulebook, so the parent's registered category decides which one the child applies under.

The scheme took effect on 10 April 2018, the date of its notification, and each year's claim follows the child's result or admission for that year (Labour Department notification). Neither the notification nor the 2025 release sets a yearly window, and the scheme's row on the Labour Department's list pairs its 2018 start with the status "योजना वर्तमान में संचालित है" instead of a last date (Labour Department scheme list).

Eligibility criteria

Two sets of conditions apply, one to the parent and one to the child. For the parent, eligibility starts with the Board's own registration test: the worker must be above 14 years of age, sign a self-declaration of unorganised work, own 2.5 acres of land or less if registering as a farm labourer, and fall within an income line of Rs 15,000 a month in urban areas or Rs 10,000 a month in rural areas, backed by an income certificate from the ward councillor in a town or the sarpanch or patwari in a village (Board registration criteria). That is the page the portal's registration button opens.

For the child, the notification ties the money to progress. A child qualifies after passing the examination of the relevant class, or after clearing an entrance test held by the state's Vyavsayik Pariksha Mandal (Professional Examination Board) and taking admission to the professional course it leads to (Labour Department notification). A child entering Class 1, who has no examination behind them yet, qualifies on the school's admission documents.

How old the parent's card must be is not settled in one place. The 2018 notification sets no minimum period of registration, and the Labour Commissioner's entry for this scholarship names none either (Labour Commissioner scheme list). The state public relations department's release of 23 July 2025, which prints this Board's class-wise rates beside the construction board's, says the benefit reaches only children of workers registered for more than 90 days (DPR Chhattisgarh, 23 July 2025).

Who cannot apply

Exclusions

The notification opens the scheme to registered unorganised workers of every category in every district, and then removes four: contract workers, domestic women workers, hamaals and safai karmakars (Labour Department notification). Those children are not left out of the Board's help; they apply under the sanitation workers' or the contract, domestic and hamaal workers' scholarship instead. A parent registered as a construction worker belongs to a different body altogether, the Building and Other Construction Workers Welfare Board, which runs its own Naunihal scholarship (Labour Department scheme list).

Getting the category right changes the money, not just the form. The Labour Commissioner's list gives this scholarship a range of Rs 500 to Rs 5,000 a year (Labour Commissioner scheme list); on the Board's own scheme page the contract, domestic and hamaal workers' version carries the same Rs 500 to Rs 5,000, while the sanitation workers' version runs from Rs 1,000 to Rs 15,000 (Board scheme page). For a sanitation worker's child, the correct scheme is also the one with the higher scale.

One distinction on the registration list is easy to miss. Waste pickers (category 9) and sanitation workers (category 22) are separate kinds of work on the Board's list, and the notification's exclusion names sanitation workers only (Board registration criteria). A third or later child is outside the scheme whatever the parent's category.

Renewal conditions

The notification sets out no separate renewal form. What it fixes instead is the basis of every year's payment: a pass in the relevant examination, or admission papers for a Class 1 child, with the amount labelled a yearly incentive for that class (Labour Department notification). Each year's claim rests on that year's result and on the parent still being a registered worker; the Shramev Jayate portal handles renewal of worker registrations alongside new ones (Shramev Jayate portal).

The yearly amount depends on the level of study and on whether the student is a son or a daughter. From Class 1 to postgraduation, the 2018 notification's table and the state's release of 23 July 2025 give the same figures, in rupees a year:

For a family with a daughter in Class 7 and a son in Class 4, that works out to Rs 1,000 for her and Rs 500 for him for the year (DPR Chhattisgarh, 23 July 2025).

The scholarship does not stop at a master's degree. The Labour Commissioner's entry covers study up to PhD (Labour Commissioner scheme list), and the notification's table has two further rows, one for a graduate-level professional course and one for postgraduate professional study, PhD, MPhil or research, which the 2025 release does not repeat. Their amounts are printed only in the scanned notification and in the myScheme table reproduced on this page.

The notification makes each amount payable as a single lump sum rather than in monthly parts (Labour Department notification). It is not linked to fees, so a student in a costly private course draws the same figure as one in a government college.

Documents required

The notification itself names just two documents: a certificate issued by the principal or headmaster, and the bank account details (Labour Department notification). The Labour Department's current scheme list asks for more for this scholarship: the worker's registration card, the bank passbook, an income certificate issued by the patwari, sarpanch or ward councillor, a study certificate from the principal or institution, and the marksheet (Labour Department scheme list). Keep the income certificate and the last marksheet ready even though the myScheme list leaves them out; a Class 1 child's admission papers take the place of a marksheet.

How to apply

Everything runs online through the Board's page on the Shramev Jayate portal, in two stages (Unorganised Workers Board page):

1. Register the parent, if the family has no card yet: choose the service "असंगठित श्रमिक पंजीयन" and the action "आवेदन", which opens the Board's registration page with its eligibility conditions.
2. Apply for the scholarship: choose the service "योजना" and the action "आवेदन". The form locates the worker's record by district and by the beneficiary's name or old or new registration number, and it warns that entries must be made in Hindi or the application will be rejected (scheme application form).

No computer at home is needed. The 2018 notification lets a family file through any Choice Centre or computer centre, or at the desk of the area's Assistant Labour Commissioner, Labour Officer or Assistant Labour Officer (Labour Department notification), and the state's July 2025 release adds Lok Seva Kendras and the labour resource centres run in Janpad Panchayats (DPR Chhattisgarh, 23 July 2025).

Checking the Claim on Shramev Jayate

Under the same "योजना" service, the action "स्थिति देखे" opens the status page. Pick "असंगठित कर्मकारो के बच्चे हेतु छात्रवृत्ति योजना" from the scheme list and enter the application number; the list also carries the sanitation workers' and the contract, domestic and hamaal workers' scholarships, so choose the entry that matches the parent's card (application status page). If the labour office has marked a document missing, the third action, "अपूर्ण दस्तावेज पूर्ण करे", takes the same application number and lets the family upload it (incomplete documents page). The menu has no separate payment tracker, so a sanctioned claim that has not reached the bank is a question for the district labour office.

That upload step is not a formality. Read on 27 September 2026 with no date range chosen, the Board's scheme report showed 5,926 claims under this scholarship stuck for want of documents, beside 84,979 settled and 42,803 rejected (Board scheme report). Missing papers hold up far more claims here than on the Board's two sister scholarships, where the same report shows 16 such claims for the contract, domestic and hamaal workers' scheme and 3 for the sanitation workers'.

How winners are picked

Selection process

There is no merit list and no quota. The claim is checked against the conditions and sanctioned by an officer authorised by the district Collector, or by the Assistant Labour Commissioner, Labour Officer or Assistant Labour Officer of that district (Labour Department notification). In practice, the tests that decide a claim are the parent's registered category, the first-two-children limit and the child's pass or admission record.

Terms & conditions

The refund clause reaches beyond degree colleges. It covers a student who joins a college, a polytechnic or any other course for engineering or medical education and takes this scholarship: that student must study at least one year, and stopping mid-session within that year means paying the money back (Labour Department notification). Where a child also qualifies under another department's scheme, the family may pick whichever is more beneficial, but never both at once. Any question the rules do not answer is settled by the Secretary of the Chhattisgarh Unorganised Workers State Social Security Board, whose decision is final.
