The scheme card puts the application window on the student's own calendar rather than on a fixed state date: it opens when the student takes admission and closes with the last date of the examination, which is why it moves every academic year. The portal-level dates are fixed, and those are the ones to watch.

The admission route decides this claim far more than marks do. A student has to be in post-matric education, belong to the VJNT category, be a resident of Maharashtra, and hold a seat in a course the government has approved for post-matric benefits, per the scheme card on MahaDBT. On a professional course the card requires admission through the Centralised Admission Process, and it asks for the CAP allotment letter as a document, so the route is proved on paper before anything else is examined.

Which route qualifies depends on the department the course belongs to.

The income test is where the three records part company. The live MahaDBT card sets out its eligibility clauses without an income line at all. The department's citizen charter does set one: parents' annual income of Rs 2.50 lakh to Rs 8.00 lakh, held inside the creamy layer limit. That figure has a floor as well as a ceiling, which is unusual, and the same charter explains why: it caps the VJNT post-matric scholarship at parents' income of Rs 2.50 lakh under a revised Government Resolution applied from 20 June 2025, so on the department's own numbers this freeship begins where that scholarship stops. The myScheme card carries a narrower and older range than either. Because the income certificate is examined at scrutiny rather than accepted on trust, a family sitting near a boundary should have the operative figure confirmed by the institute's scholarship section before the certificate is drawn.

The exclusion field on the scheme's public card is not an exclusion at all. It says students carrying one failure, and students not covered by the Government of India scholarship, remain eligible for the reimbursement, and several secondary write-ups have inverted that sentence into a disqualification it never was.

The bars that do bite sit elsewhere on the card. A professional-course admission at a deemed university draws neither scholarship nor freeship. In a private unaided or permanently unaided professional course, failing the examination two or more times inside the course duration ends the claim outright. Direction matters when a course changes: moving from a non-professional course to a professional one keeps the benefit, moving the other way ends it, and leaving a course part-way through a year that has already drawn the benefit leaves the next course unfunded.

Renewal is annual and evidence-led. The previous year's marksheet is what reopens the claim, the freeship is held for one educational course at a time until that course is completed in its stated duration, and no student may draw it for more than two professional courses in all.

One discretion sits outside the portal. A student who could not sit the annual examination has to satisfy the head of the institution, not the department, that they would have passed had they appeared; the head's certificate, and the medical or other proof placed in front of them, is what carries the renewal.

The award is a fee bill, not a figure. Compulsory heads including tuition fee and examination fee are reimbursed to the institution at the rate the Education Fee Committee has approved for that course, so the sum tracks the course and the college rather than the student. No per-student ceiling in rupees and no annual count of awards is published anywhere in the scheme's records. Applying costs nothing: the citizen charter records both the fee for this scheme and the method of paying it as nil.

D.Ed and B.Ed get their own clause on the card. The tuition and examination fee benefit is full there too, and in an aided or unaided college the reimbursement follows the government's rate for that same course rather than the college's own.

Two items on the list belong to this scheme rather than to scholarships in general. A professional-course applicant must produce the CAP allotment letter, the paper that proves the admission route the whole claim turns on. The caste validity certificate, which is a different document from the caste certificate, is demanded only for professional degree and professional postgraduate courses, which is where applicants on non-professional courses lose time chasing one they were never asked for.

A ration card appears for a single purpose, counting the children in the family who are drawing a benefit, and the parent or guardian signs a declaration to the same count. The charter adds two easings worth knowing: a caste certificate issued by a competent Maharashtra authority is accepted as proof of residence in its own right, and a gap certificate is required only where the education record actually breaks.

Everything runs on MahaDBT, the state's direct benefit transfer portal. Registration is Aadhaar-based, the profile is built once, and the scheme is then applied for from the welfare department's list; the institute verifies the application and forwards it, and the district office issues the sanction. Later years are renewals on the same login.

Sanction and payment are separate events, which is why tracking is a habit worth forming. The portal's track application page opens without a login and returns the stage a given application has reached, and the MahaDBT notice board records that granular tracking is now live, so the file can be watched stage by stage rather than guessed at. A file parked at the institute stage is fixed at the college scholarship desk, not on the portal.

There is no merit list and no interview. Selection is an eligibility test: the institute verifies the documents and the admission route, and the sanctioning authority is the Assistant Director of the district Other Backward Bahujan Welfare office. That office is committed to a decision within 30 days of the date the student files, the only service timeline this scheme publishes, in the department citizen charter.

A failed year is not a cancelled year, but it does freeze what comes after it: the fees for that academic year still stand, and nothing further is released until the student is promoted. The freeship attaches to finishing one course rather than to a category entitlement, so a second qualification at a level already funded falls outside it while a professional postgraduate course taken after a degree can still qualify. Being at a Maharashtra institution, on an approved course, through the accepted route, is a condition of every year of the claim and not only of the first.

The college is the first call, because the institute holds the application before anyone else sees it. Beyond that, the citizen charter names the district Assistant Director of the Other Backward Bahujan Welfare office as the sanctioning officer and the Regional Deputy Director of the same department as the grievance officer for this scheme.
