About DRPDHMA
The Dr. Panjabrao Deshmukh Hostel Maintenance Allowance is a Maharashtra government allowance that helps students in health-science courses pay for hostel or paying-guest accommodation while they study. The Directorate of Medical Education and Research (DMER) administers it under the state's Medical Education and Drugs Department, and it covers admissions to MBBS, BDS, BAMS, BHMS, BPTH, BOTH, B.Sc Nursing, BUMS, BP & O and BASLP courses in government, government-aided, corporation and private unaided colleges, as set out in DMER's scheme document.
The name is where applicants trip. Maharashtra runs a family of schemes honouring Dr. Panjabrao Deshmukh, one per admissions stream: the Directorate of Technical Education and the Directorate of Higher Education each operate a Vasatigruh Nirvah Bhatta Yojana of their own, and the agriculture, art and animal-husbandry streams carry further versions on the MahaDBT portal. The Marathi name simply means hostel subsistence allowance. The DMER version alone serves the health-science courses named above; the others pay different amounts on different rules, so check which directorate stands behind the scheme card you open on the portal before you plan around a figure.

Important dates
The scheme has no fixed annual calendar of its own; the MahaDBT notice board is the binding one. For the current academic year the portal opened fresh and renewal applications on 30 June 2025 and holds the window open until 30 June 2026, with a re-apply provision for the two previous academic years running to the same date, per the MahaDBT scheme page. The myScheme record has carried the scheme as open since January 2020 with no close date, which reflects how the portal works: long windows announced year by year rather than a single national deadline. Colleges circulate the same dates, and the safe habit is to apply soon after your CAP admission is confirmed rather than waiting for the window to narrow.

Who can apply
Eligibility criteria
Eligibility runs on three alternative routes, and the route decides your slab. The first route is parentage: children of Alpabhudharak shetkari (marginal landholders) or of registered labourers qualify without an income test. The other two are income routes, one for families earning up to Rs 1 lakh a year and one for families within the Rs 8 lakh ceiling, and DMER's scheme document caps the Rs 8 lakh route at 500 selections per district on merit. That per-district cap is the detail most summaries skip, and it means the top income band is competitive rather than automatic.
Beyond the route, the seat itself matters. The scheme document admits only students who came through the state's Centralized Admission Process (CAP) on an OPEN (EBC and EWS) or SEBC category seat, and who have actually taken hostel accommodation. Students in a private hostel or as a paying guest stay eligible, but the scheme document asks for a rent agreement with the owner as proof of residence. Maharashtra domicile and Indian nationality sit underneath all of it.

Who cannot apply
Exclusions
The disqualifiers are sharper than the eligibility list suggests. A seat in a deemed or private university is out entirely, whatever the family income. So is any admission taken through the management quota or at institute level, because the scheme document recognises only CAP allotments. A student already drawing any other scholarship or stipend cannot stack this allowance on top. A gap of two years or more during the course ends eligibility, and attendance below half of the previous semester's classes does the same for continuing students. Families also hit a sibling limit: the benefit reaches at most two children per family in an academic year.

Renewal conditions
Renewal is an annual re-application on the MahaDBT login, not an automatic rollover. The previous year's mark sheet goes in with the renewal, and the 50 percent attendance floor from the scheme document is what a renewal is actually tested on; fresh admits are exempt from it for their first application. The portal takes fresh and renewal applications in the same window, so a continuing student works to the same MahaDBT dates as a new applicant rather than a separate renewal calendar.

One honest caution: the two official sources disagree on the income routes. The MahaDBT scheme listing shows Rs 3,000 a year for institutes in Mumbai, Pune, Nagpur and Aurangabad and Rs 2,000 elsewhere for income-route students, while DMER's own scheme document carries the higher slabs in the table above. The labourer and marginal-landholder amounts match everywhere. Treat the figure shown inside your MahaDBT application, and sanctioned through your institute, as the operative one; the higher income-route slabs stand only where the sanction actually shows them.
What to prepare
Documents required
Two documents decide which route you enter, so they carry the most weight. For the parentage route, the scheme wants a proof letter approved by the tahsildar establishing the parent as a registered labourer or Alpabhudharak; for the income routes, the parents' income certificate does that work. Alongside the route-decider, the scheme document lists the usual identity and academic set, and adds one item the aggregator summaries rarely mention: a student living in a private hostel or as a paying guest needs the rent agreement with the owner, since hostel residence is itself an eligibility condition. First-time applicants also submit both board mark sheets, which continuing students do not.
Step by step
How to apply
Everything runs through the MahaDBT portal; the scheme has no offline mode. Registration is Aadhaar-based: with a mobile number linked to Aadhaar the portal verifies you by OTP, without one it falls back to biometric authentication, and your personal, address and bank details then auto-fill from UIDAI. After creating a username and password, the working sequence is to complete the profile, run the portal's eligible-schemes search, pick the Directorate of Medical Education and Research as the department, and apply under this scheme. Since the money moves by direct benefit transfer, the bank account must be Aadhaar-seeded; the portal publishes an NPCI mapping form and a bank-mapping check for exactly this step, and an unseeded account is a common reason a sanctioned allowance never lands.
Tracking is built in. The portal's Track Your Application view shows the stage a submitted application currently sits at, MahaDBT has added granular stage-by-stage tracking, and its Citizen Charter lists the expected timelines for approval. A submitted application sits under scrutiny, and a desk officer who finds a defect sends it back to your login for correction rather than rejecting it outright, so a file that has stopped moving is worth checking for a send-back before anything else; the portal also runs a separate institute login, and your college's scholarship desk is the practical place to chase one from the other side.

Selection process
The scheme document attaches no merit test to the parentage route or the Rs 1 lakh route: for those, document scrutiny is the whole selection. The Rs 8 lakh route is different, because the scheme document limits it to 500 candidates per district chosen on merit. The scheme publishes no rule for how that merit is computed, so treat district-level competition as real and apply early with clean documents. Sanctioned amounts reach the student's Aadhaar-linked bank account directly.

Terms & conditions
The conditions that granted the allowance keep running underneath it. Hostel residence has to continue through the period the allowance covers, attendance has to stay above the floor for the next renewal, and the bar on drawing a second scholarship or stipend applies for as long as the money flows. The legal base is a run of state government resolutions, of which the scheme document reproduces the February 2018 and June 2018 GRs of the Higher and Technical Education Department, and MahaDBT also operates a Right to Give Up mechanism through which a student can surrender a benefit, reversible through the institute principal's login.
