About TSYUC

Tuition Sahay Yojana (Unreserved Category) pays a non-reserved Gujarat student for the private tuition taken outside school while studying science in Class 11 and Class 12. The corporation that runs it files the scheme under more than one label. Its scheme menu and one homepage tile say "Coaching Help Scheme", the page address and a homepage scheme card say "Tution Help Scheme", and the Gujarati name on the scheme page is "કોચીંગ સહાય" (GUEEDC scheme page; GUEEDC home page). The Social Justice and Empowerment Department's e-Samaj Kalyan portal lists it as "Tution Sahay Scheme" (e-Samaj Kalyan, Tution Sahay Scheme page). All of these are one grant.

The grant is a yearly "ટયુશન પ્રોત્સાહક સહાય", a tuition incentive, of "રૂા.૧૫,૦૦૦/-" (GUEEDC scheme page).

The body behind it is the Gujarat Unreserved Educational & Economical Development Corporation (GUEEDC), in Gandhinagar (GUEEDC contact page). Its charter covers communities of the unreserved class and leaves out scheduled tribes, scheduled castes and the socially and economically backward classes, which is why a student from those groups has to look to a different directorate for a similar grant (GUEEDC, About Us).

Important dates

GUEEDC announces no fixed application window or closing date for this grant, and the scheme record carries none either. In late September 2026, e-Samaj Kalyan's notification list carried notices for "વર્ષ ૨૦૨૬-૨૭", the year 2026-27, but none for this grant (e-Samaj Kalyan, Tution Sahay Scheme page). The dates that do exist are the resolutions and the notice that built the scheme's present rules.

Three time limits sit with the student: a claim for Class 11 is made during Class 11, the hard copy follows "અરજી કર્યાના દિન-૩૦ માં", within thirty days of applying, and a returned application is put right "પરત કર્યા તારીખથી દિન-૧૫ માં", within fifteen days of its return (e-Samaj Kalyan, Tution Sahay Scheme page).

Who can apply

Eligibility criteria

Three of the tests concern the student, one the family's income and one the tuition class. The student must belong to the non-reserved class, must have "ધો-૧૦ માં ૭૦ ટકા કે તેથી વધુ", that is seventy per cent or more in Class 10, and must be in the science stream of Class 11 or Class 12 (GUEEDC scheme page). The seventy per cent is worked out on the total marks of all subjects, and a percentile is not accepted in its place (e-Samaj Kalyan, Tution Sahay Scheme page).

The family's income may not exceed "રૂ.૬.૦૦ લાખ", Rs 6 lakh a year, the ceiling the Social Justice and Empowerment Department set for "કોચીંગ સહાય (ટ્યુશન)" in its resolution SJED/ASO/e-file/172022/0052/G of 2 November 2022 (Resolution of 2 November 2022, scanned copy; SJE resolution page). The Gujarat State Commission for Unreserved Classes and the e-Samaj Kalyan page for the scheme both print Rs 6.00 lakh (GSCUC, Tution Help Scheme; e-Samaj Kalyan, Tution Sahay Scheme page). GUEEDC's own scheme page and its portal FAQ still show the lower limit that an earlier resolution had set for coaching help, so a family whose income falls between the two should go by the 2022 resolution (GUEEDC scheme page; GUEEDC portal FAQ; Resolution of 25 January 2019, scanned copy; GSCUC, Government GR).

The last test sits on the tuition class. The e-Samaj Kalyan page sets minimum standards for it: registration under an Act such as the Trust Act, the Shops and Establishments Act (Gumasta Dharo), the Companies Act or a cooperative law; at least three years of private tuition for Class 11 and 12 science; income tax returns for the last three years that show the tuition income; and a GST number, with proof of that registration (e-Samaj Kalyan, Tution Sahay Scheme page). The corporation's portal FAQ adds the class's registration number as proof that it is actually running, and a receipt for the fee paid to it (GUEEDC portal FAQ). A one-person home tuition with no registration, no GST number and no receipt leaves the student nothing to upload, so ask the tutor for all three before paying.

Who cannot apply

Exclusions

The largest exclusion is written into the scheme itself: fees paid to the school or college, whether education fees or the school's own tuition fees, are not covered. Only the amount for extra tuition taken outside the school or college counts (GUEEDC scheme page).

Beyond that, the conditions cut out four groups. Students of the communities the corporation's charter leaves out are not its applicants (GUEEDC, About Us). Commerce and arts students are outside the science-only rule, and a student below the Class 10 mark falls at the first test (GUEEDC scheme page). An applicant who files online but never sends the signed printout to the district office is not considered at all: the portal FAQ says such an application "ગ્રાહ્ય રાખવામાં આવશે નહી", will not be accepted (GUEEDC portal FAQ).

Renewal conditions

GUEEDC publishes no renewal procedure for this grant. What it does publish is a frequency rule, "દરેક વર્ષમાં માત્ર એક જ વાર સહાય મળવાપાત્ર થશે", assistance only once in each year (GUEEDC scheme page). Since the grant is tied to Class 11 and Class 12, a student who stays eligible can claim it at most twice, once per class.

Treat the Class 12 claim as its own application rather than a carry-over. The online application has to be made within the year it is for (e-Samaj Kalyan, Tution Sahay Scheme page), and the portal FAQ ties the grant to a receipt for fees actually paid to the tuition class, so the second year's claim is likely to need that year's receipt, not the one from Class 11 (GUEEDC portal FAQ).

The scheme page puts the award "પ્રતિ વર્ષ વાર્ષિક", every year, at "રૂા.૧૫,૦૦૦/-" and adds no "whichever is less" clause, while the corporation's JEE, GUJCET and NEET coaching grant is capped at "રૂા.૨૦,૦૦૦ અથવા ખરેખર ફી", that sum or the actual fee, whichever is lower (GUEEDC scheme page; GUEEDC home page).

Payment reaches the student as a direct benefit transfer (GSCUC, Tution Help Scheme). The e-Samaj Kalyan page states the sum in figures, Rs 15,000 per student, and names the student's bank account as where it is paid (e-Samaj Kalyan, Tution Sahay Scheme page). That is why the portal FAQ lists a copy of the bank passbook among the papers: the account on it is where the money goes (GUEEDC portal FAQ).

• Monetary Assistance: ₹15,000/- per academic year is provided as tuition assistance to each eligible student.

What to prepare

Documents required

GUEEDC's portal FAQ asks for the application in the prescribed format, an undertaking (બાંહેધરી પત્રક), the non-reserved class certificate, an income certificate, proof of residence, a copy of the Aadhaar card, the school's bonafide or admission letter, the school leaving certificate, the Class 10 marksheet, the tuition class's fee details with receipt, and a copy of the bank passbook (GUEEDC portal FAQ).

Two rules on the e-Samaj Kalyan page change how those papers are handled. The school's bonafide certificate confirming the science stream has to be submitted in original, and every document uploaded with the online form is a scan of the original (e-Samaj Kalyan, Tution Sahay Scheme page).

The income certificate and the non-reserved class certificate count only when one of these officers signs them.

Step by step

How to apply

Two official addresses point at different systems, and the later instruction is the one to follow. GUEEDC's scheme page still sends its Apply Now button to the corporation's older online application system at gueedconline.gujarat.gov.in (GUEEDC scheme page). On 1 May 2025, though, GUEEDC posted a notice on the Social Justice and Empowerment Department's e-Samaj Kalyan portal that its tuition assistance, with its food bill, JEE-NEET-GUJCET coaching and competitive-exam training schemes, was going live there for student applications from that date; the portal's page for the scheme carries the current income limit (e-Samaj Kalyan, Tution Sahay Scheme page). In late September 2026 the older system's security certificate had also expired, so browsers warned before opening it. Start at e-Samaj Kalyan, and if the tuition scheme is not in your list after logging in, ask the district office before trying the older system.

The portal's citizen help manual sets out the sequence (e-Samaj Kalyan citizen help manual):

1. Register as a new user with the name exactly as on the Aadhaar card, gender, date of birth, Aadhaar number, caste, mobile number and a password, plus an email address if you have one. The user ID and password then arrive by SMS.
2. Log in with that user ID, the password and the captcha, and complete the profile the portal asks for on the first login.
3. Pick the scheme from the list the home screen shows; the list is built from the caste given at registration.
4. The form's first tab arrives filled in from the profile. The second takes the tuition claim's own details and the third every starred document, each a scan of the original as the Tution Sahay Scheme page requires, with the document's number where it has one; the fourth holds the terms, ticked before Save Application (e-Samaj Kalyan, Tution Sahay Scheme page).
5. Write down the application number shown on the next screen, and print the application from there.

The online step is only half of it. The printed application, with self-attested copies of the uploaded documents, goes to the office of the district where the student studies "અરજી કર્યાના દિન-૩૦ માં", that is, within thirty days of applying (e-Samaj Kalyan, Tution Sahay Scheme page). The corporation's FAQ names that office as the Deputy Director (Developing Castes Welfare) or the District Social Welfare Officer and accepts courier, post or delivery in person (GUEEDC portal FAQ).

After Save Application: Following the Claim

Keep the number noted at step 5: paired with the student's date of birth, it is the whole key to e-Samaj Kalyan's public status page, which shows where a Tuition Sahay claim stands without a login (e-Samaj Kalyan, application status). Inside the account, the application list shows every form filed; one the district office has sent back carries a correction button, so the student can fix what the note asks for and submit again (e-Samaj Kalyan citizen help manual). That correction has a clock of its own: the scheme page wants it made "પરત કર્યા તારીખથી દિન-૧૫ માં", within fifteen days of the date the application was returned (e-Samaj Kalyan, Tution Sahay Scheme page).

For a file that has stalled, the office holding the hard copy is the one to ask. Sanction of assistance in the corporation's schemes was handed to district-level officers of the Developing Castes Welfare wing by a resolution dated 4 February 2019, so the district office is where a claim is actually decided (GUEEDC resolutions; GSCUC, Government GR).

Selection process

GUEEDC publishes no merit list or rank for this grant: meeting the tests makes a student eligible. What orders a crowded year is the 2022 income resolution, which raised the ceiling without raising the schemes' physical targets, required priority for lower-income applicants among those received, and allowed beneficiaries still pending at the end of a financial year to be carried forward to the next one (Resolution of 2 November 2022, scanned copy). For a family near the top of the income band, that can mean waiting behind lower-income applicants, with the claim possibly paid out of the following financial year.

Terms & conditions

Four conditions carry most of the weight. The grant covers outside tuition only, never school or college fees, and is payable once in a year (GUEEDC scheme page). The online application counts only once the signed hard copy and the attested documents reach the district office (GUEEDC portal FAQ). The tuition class has to meet the registration, experience, tax-return and GST standards, and the school's bonafide certificate is produced in original (e-Samaj Kalyan, Tution Sahay Scheme page). And under the 2022 resolution, the number of students funded in a year is bounded by the scheme's physical target, with lower incomes first in line (Resolution of 2 November 2022, scanned copy).
