About TSHMCY

The Theka Shramik, Gharelu Mahila Kamgar Evan Hamaal Shramik Ke Bachcho Hetu Chhaatravrtti Yojana is a Chhattisgarh scholarship for up to two children of a parent registered as a contract worker, a domestic woman worker or a hamaal. It pays a fixed yearly amount by class, from Rs 500 for a boy in Class 1 to Rs 5,000 for a girl doing a PhD or research.

The myScheme record reproduced on this page describes it as help for sanitation workers' children. The Labour Department notification that created it names contract workers, domestic women workers and hamaals instead, and sanitation workers' children have a separate scholarship with its own rates (Labour Department notification; Board scheme page).

The Labour Department notified the scheme on 11 March 2015 under section 3(4) of the Unorganised Workers' Social Security Act, 2008, and the Hindi title it chose spells out the three groups the money is for: theka shramik, gharelu mahila kamgar and hamaal shramik (Labour Department notification). It is run by the Chhattisgarh Asangathit Karmakar Rajya Samajik Suraksha Mandal, the state's board for unorganised workers, and appears on that board's own scheme page with a benefit of Rs 500 to Rs 5,000 (Board scheme page).

The three worker groups in its name are separate registration categories on the Board's list. Contract labour ("theka shramik") is one, domestic work ("gharelu") is another, and hamaals, the porters who carry loads, share a category with kuli and reja workers; hamaals who work in timber depots have a row of their own further down the same list (Board registration categories).

The payment is a lump sum for the year, set by the child's class, and a girl is paid more than a boy at every level. Although the myScheme description speaks of higher education, the notification's table starts at Class 1 (notification). The Labour Department's scheme list, filtered to the Unorganised Workers Board, marks the scheme as currently running (Labour Department scheme list).

The scheme took effect on the date of its notification, 11 March 2015, and the Labour Department's scheme list gives the same start date (Labour Department scheme list; notification). The myScheme record gives 15 March 2015 as its opening date, four days after the notification (myScheme record). Neither the notification nor the Board's scheme page gives an annual opening or closing date, and the state's July 2025 release on scholarships for worker families named none either (Chhattisgarh DPR release).

The first eligibility line in the myScheme record below asks for a parent registered as a sanitation worker. The Labour Department's notification gives the scholarship to the studying sons and daughters of registered contract workers, domestic women workers and hamaals, and the Board's entry for the scheme requires registration in one of those three categories (notification; Board scheme page). A parent registered as a safai karmakar belongs under the sanitation workers' own scholarship instead.

Form 19 asks for an annual income figure and wants an income certificate from the patwari, sarpanch or parshad attached, but the only income ceiling in play is the Board's registration test, which admits workers earning up to Rs 66,000 a year, or up to the minimum wage the Labour Commissioner notifies for unskilled work (Form 19; Board registration rules). The scholarship notification adds no income limit of its own (notification).

For the child, the notification sets two alternative tests: a pass in any examination at the levels its table lists, or a qualifying result in an entrance test conducted by the Vyavsayik Pariksha Mandal, the state's professional examinations board, followed by admission to that professional course (notification). The Labour Commissioner's entry for the scheme describes the span as Class 1 through postgraduate study and PhD (Labour Commissioner scheme list).

Form 19's tenth field takes marks obtained, total marks and a percentage or grade, yet the notification attaches no minimum to them (Form 19). The 75 per cent condition quoted in the state's July 2025 release belongs to the construction board's Noni Babu incentive for Class 10 and 12 results, not to this scheme (Chhattisgarh DPR release; Labour Department scheme list).

Exclusions

Three situations shut a child out even when a parent holds a Board card:

• A third child. The notification caps the benefit at two children per family (notification; Board scheme page).
• A parent whose contract job already has cover. Contract labour engaged under the construction workers' board, or already inside ESI or the Provident Fund, is kept out of the Board's contract-labour category, so that parent cannot hold the contract-labour registration this scholarship relies on (Board registration categories).
• A second government scholarship. A student eligible under another department's scheme may choose whichever one suits them, but can never draw two at once (notification). The Labour Commissioner's entry words it as ineligibility for a student already receiving another scholarship (Labour Commissioner scheme list), and Form 19 ends with a declaration that no benefit has been taken under a parallel scheme of another department (Form 19).

Renewal conditions

Neither the notification nor the Board's entry for the scheme has a renewal clause, so no published rule says whether a Form 19 filed for one class carries into the next (notification; Board scheme page). The amount does move as the child climbs the table: a girl going from Class 8 to Class 9 rises from Rs 1,000 to Rs 1,500, and a boy going from Class 12 into a BA rises from Rs 1,000 to Rs 1,500 (notification; Chhattisgarh DPR release).

The parent's registration is what the claim hangs on, and the Labour Department handles it, renewal included, through its Shramev Jayate website and mobile app (Shramev Jayate portal).

The state's July 2025 release lists the Unorganised Workers Board's rates from Class 1 to postgraduation at exactly the first five rows above, without naming the scheme; the two professional rows appear only in the notification (Chhattisgarh DPR release; notification).

Say a registered domestic woman worker has a daughter in Class 11 and a son doing an MA. The daughter's rate is Rs 1,500 and the son's Rs 2,500, so the family's two claims come to Rs 4,000 for that year, each paid in one instalment (notification; Chhattisgarh DPR release).

Form 19, the Board's application form for this scheme, asks for five attachments, and they overlap with the myScheme list only in part:

The Labour Department's scheme list shows the same five documents against this scheme (Labour Department scheme list). The birth certificate and Aadhaar card on the myScheme list are not among them, though Form 19 has a field for an Aadhaar number, beside fields for an RSBY (Rashtriya Swasthya Bima Yojana) card number and the bank's name, branch, account number and IFSC (Form 19).

Step by step

How to apply

The paperwork passes through three hands: the registered parent, the child's principal and the district labour office. In order:

1. Fill Form 19. Its first fields belong to the registered parent: name, old and new Board registration numbers, father's or husband's name and marital status, with the child's name, institution, class and result after them (Form 19). The notification has the son or daughter submit it (notification). The Board's forms page lists it under the scheme's Hindi name, a few entries below the form for the sanitation workers' scholarship, so check the heading before printing (Board forms page).
2. Take it to the principal. The principal or head of the institution verifies the form, and the verification has to quote the identity card number the Board issued to the child's mother or father (notification).
3. File it. The state's July 2025 release on the Labour Department's scholarships says registered worker families can apply online through a Choice Centre, a Lok Seva Kendra or a Shram Sansadhan Kendra run in the Janpad Panchayat (Chhattisgarh DPR release).
4. Wait for the district sanction. The Assistant Labour Commissioner, Labour Officer or Assistant Labour Officer of the district checks eligibility and sanctions the amount (notification).

Tracking the Application and Payment

Status is looked up by application number, not by the child's or parent's name, so the number issued at filing is the one thing to keep (Board status search). Hindi runs through the whole online trail, and the Board's application form rejects entries typed in anything else (online scheme application). In the status page's scheme drop-down, the entry to pick is ठेका श्रमिक,घरेलू महिला कामगार एवं हमाल श्रमिक के बच्चो हेतु छात्रवृत्ति योजना, and the sanitation workers' and the general unorganised workers' scholarships sit in the same list under their own names.

A sanctioned amount is credited to the student's own bank account or to a parent's, whichever account the form named, so the passbook for that account is where the payment first shows (notification; Form 19).

How winners are picked

Selection process

Nobody is ranked against anyone else. What the district officer checks before sanction is the principal-verified form and the parent's Board identity card number quoted on it; the notification names no marks threshold, quota or award count beyond two children in a family (notification; Board scheme page). A dispute over how the scheme applies goes to the Board's Secretary, whose decision the notification makes final.

Besides registration and the two-child cap, the one condition the Board's own summary of this scheme repeats is the year of study in a professional course (Board scheme page). Once a student has used this scholarship to join an engineering or medical college, a polytechnic or any other course, the notification requires a minimum of one year's study in it, and stopping in the middle of that year's session makes the scholarship refundable (notification). A son who joins a polytechnic diploma at the graduation-row rate of Rs 1,500 and drops out in his first term would owe that Rs 1,500 (notification; Chhattisgarh DPR release).

The notification sets no waiting period after registration. The state's July 2025 release, which lists Unorganised Workers Board rates identical to this scheme's first five rows without naming it, says the benefit goes only to children of workers whose registration is more than 90 days old (Chhattisgarh DPR release). The Labour Commissioner's list attaches a 90-day registration condition to the skill-training and serious-illness schemes for the same three worker groups but prints none against this scholarship (Labour Commissioner scheme list), so a family that registered recently can ask the district office which reading it applies.
