No. The only applicant is the head of a Government or Government-aided school, and the reimbursement is paid to that head for the school's internet rent (Official Gazette, Series I No. 15). A student benefits only through a connected ICT laboratory at school.

Is There a Free Laptop Scheme in Goa, and Does This One Supply Computers?

This scheme supplies no laptop, desktop or tablet. It pays toward an internet line, and a school must already have at least three working computers in its lab before it can apply (Official Gazette, Series I No. 15). Goa's laptops for pupils come from separate schemes; the Directorate of Education's own is the Laptop-e Scheme, written for Class XI students (myScheme, Laptop-e Scheme).

Which Initiative Set Up the ICT Labs That This Scheme Connects?

Not this one. The notification credits "various initiatives" of the Government of Goa for the "top of the class" ICT infrastructure already in school laboratories, without naming them (Official Gazette, Series I No. 15). One Goa scheme whose stated mission covers lab equipment is Coding and Robotics Education in Schools (CARES): the Directorate of Technical Education, working with the Directorate of Education, aims to build hardware, software and technical resources in Government and Government-aided schools, starting with Standards VI to VIII (CARES Goa).

What Does the Scheme Expect a School to Do With the Connection?

The notification's objectives clause names the uses: digital educational tools, MOOC platforms, and content from national and international institutes and Digital India initiatives, made available free of cost in the school (Official Gazette, Series I No. 15). Its preamble adds the digital and computational skills students are meant to build.

Is This the Same as CARES or the Mhaji Lab, Bari Lab Award?

No, although all three appear on the CARES Goa website. CARES is the coding and robotics scheme of the Directorate of Technical Education (CARES Goa). "Mhaji Lab, Bari Lab" is a best-ICT-laboratory award that recognises school staff for keeping their labs running, with awards in North Goa and South Goa districts (CARES Goa, Mhaji Lab, Bari Lab). The Wired Internet Scheme is the only one of the three that reimburses a monthly internet bill.

Has the Government Named Which Schools Have Benefited?

Not in its Assembly answer. When an MLA asked in March 2025 whether the scheme was bringing free digital content into schools and, if so, which schools had benefited, the reply to that part read "Not Applicable" and named no schools (Unstarred LAQ No. 181). A head who wants to know whether the school's claim has been sanctioned asks the zonal Deputy Director of Education.

About TWISICTLSSG

The Wired Internet Scheme for Information and Communication Technology Laboratory in Schools in the State of Goa pays schools, not students. The head of a Government or Government-aided school can claim back up to Rs 2,000 a month of the rent on a wired internet line to the school's computer laboratory.

No pupil, parent or teacher applies for it or receives money from it. What a student gains is a working connection in the lab.

Goa's Directorate of Education notified the scheme in the Official Gazette of 13 July 2023, under the shorter title "Wired Internet Scheme for ICT Laboratory in Schools in the State of Goa". It covers Government and Government-aided schools under the Directorate, and its stated aim is to let teachers and students use digital tools, MOOC platforms and Digital India content in school at no cost to them.

The scheme buys connectivity and nothing else. It assumes the school already has a dedicated ICT laboratory with working computers, and it leaves the choice of internet provider to the school. Asked in the Legislative Assembly whether the government had appointed a provider, the Chief Minister, replying as Minister for Education, answered "No Sir" and said school heads are told to pick one that suits the school's location (Goa Legislative Assembly, Unstarred LAQ No. 181, answered 24/03/2025).

The notification's budget clause charges the cost to a Secondary Education sub-head titled "Wired Internet Scheme for Remote Schools" (Official Gazette, Series I No. 15), a name that fits its rule giving remote and rural schools priority.

Schools were never given a closing date. The notification is open-ended, and the circular of 4 July 2024 simply asked heads to take the service for their laboratories and send the proforma to their zonal office (Directorate of Education circular). Who can apply

Eligibility criteria

A school qualifies on four things: who manages it, what its lab holds, how many pupils it has, and whether its lab is already on a government-funded line. The notification fixes the lab test at a dedicated ICT laboratory with at least three working computer systems, and it leaves the enrolment floor to the Directorate of Education rather than printing a number (Official Gazette, Series I No. 15).

The connection has to qualify too, which makes the choice of vendor part of eligibility. The line must give 50 Mbps upload and download at a 1:10 contention ratio with unlimited data over optical fibre, the provider must commit to fault-repair times, and link uptime must not fall below 97.5% (Official Gazette, Series I No. 15). A head comparing quotes should get the speed, the contention ratio and the service level agreement in writing, because the application proforma asks for each of them and for the monthly charge (Directorate of Education proforma).

The Directorate's July 2024 circular calling for applications was addressed to the heads of Government and Government-aided middle, secondary and higher secondary schools (Directorate of Education circular with the scheme and proforma).

The applicant must be a Government School or Government-Aided School in Goa.
The applicant must have a dedicated Information and Communication Technology Laboratory.
The applicant must have at least 03 working Computer Systems in the Information and Communication Technology (ICT) Laboratory.
The school must have a minimum student enrolment as prescribed by the Directorate of Education.
The school Information and Communication Technology Laboratory must not have availed of any internet services through any other schemes of the State or Central Government agencies or bodies.
Required Internet Service Provider/Internet Vendor Conditions
The Internet Service Provider/Internet Vendor must provide 50 Megabits per second upload and download speeds at a 1:10 contention ratio and unlimited data through Optical Fibre Connection.
The Internet Service Provider/Internet Vendor must provide a Service Level Agreement for rectification time after a complaint is logged in the Internet Service Provider/Internet Vendor provided portal: Minor Fault (Last mile issue, device issue, etc.) rectification time must be 04 to 08 hours.

Who cannot apply

Exclusions

The notification publishes no separate exclusion list, but its wording shuts out several kinds of school (Official Gazette, Series I No. 15):

Private unaided schools, because the scheme is written for Government and Government-aided schools only.
Any school or institution that is not under Goa's Directorate of Education, colleges included.
A school whose ICT laboratory already gets internet through another State or Central Government scheme. The head declares on the application that it does not (Directorate of Education proforma).
A school without a dedicated ICT laboratory, or with fewer than three working computers in it.
A connection that is not delivered over optical fibre, since the notified specification names an Optical Fibre Connection.

Renewal conditions

Nothing in the notification makes a school re-apply each year, and nothing sets a date when the monthly rental reimbursement stops (Official Gazette, Series I No. 15). What it keeps going instead is oversight of the line. A committee constituted by the Directorate of Education, with the Government's approval, scrutinises and inspects the internet service schools have taken, and a head who finds the provider missing its fault-repair times may switch or discontinue that provider, telling the Directorate. The school's scheme accounts and registers stay open to check by the Director of Education or an authorised representative.

Award & benefits

The benefit is a reimbursement of up to Rs 2,000 a month, paid to the head of the school to cover the monthly rental of the internet service for the ICT laboratory (Official Gazette, Series I No. 15). The money travels through the Directorate of Education, and the Deputy Director of Education of each educational zone draws and pays it once a sanction order is received.

Three limits are worth knowing before a school signs a contract:

The notification speaks only of monthly rental. It does not mention installation or one-time connection charges.
Rs 2,000 is a ceiling, and the notification does not say how a monthly bill above it is to be met.
Nothing is supplied in kind; the scheme provides no equipment, computers included.

For scale, the same March 2025 Assembly answer records a budgetary provision of Rs 100.00 lakh made to implement the scheme (Unstarred LAQ No. 181). The notification ties the number of schools selected to the funds available, so the provision, not the eligibility test, caps how many labs are paid for.

Monthly rental reimbursement of up to ₹2,000/-.
The benefit is intended to avail internet service to the respective school's Information and Communication Technology Laboratory.
Financial support will be released to the Head of Government and Government-Aided Schools through the Directorate of Education.
The Deputy Director Education of each Educational Zone shall draw and disburse the financial support on receipt of the sanction order, based on the selection procedure.
The school shall maintain proper records/register.
The financial support shall be utilized for the purpose for which it is sanctioned and shall not be utilized or diverted for any other purposes.
Any portion of financial support which is not utilized or is not ultimately required for the purpose for which it is sanctioned, shall be remitted to the Government Treasury.
The accounts/registers and other records of this scheme shall be open to check by the Director of Education or his authorized representatives.

Documents required

Everything goes on a one-page proforma issued with the Directorate's July 2024 circular, signed by the headmaster (Directorate of Education circular with the scheme and proforma). It has two parts and a declaration:

Step by step

How to apply

Applications are made on paper by the school head, not online by any student (myScheme). The route set out in the Directorate of Education's circular of 4 July 2024 runs in four steps (Directorate of Education circular with the scheme and proforma):

Choose a local internet provider whose fibre plan meets the notified speed, contention and repair terms, and get its service level agreement.
Fill in the proforma with the school's details and the provider's details, and sign the declaration.
Hand the signed proforma to the Deputy Director of Education of the school's own zone, the officer the circular asks to sanction and disburse the support; its copy list reaches the zonal Deputy Directors at Mapusa, Margao and Panaji.
Once the zonal office receives the sanction order, the Deputy Director draws and pays the reimbursement to the head.

Following Up After the Proforma Is Filed

A proforma handed in at a zonal office cannot be followed online, and myScheme gives no application link for this reimbursement (myScheme). The zonal Deputy Director of Education is the one who receives the sanction order and then draws and disburses the money (Official Gazette, Series I No. 15), so the Mapusa, Margao or Panaji office is where a head asks whether the school has been sanctioned and when the rent will be reimbursed. A grievance about how the scheme is being implemented is heard and decided by the Director of Education, and the notification makes that decision final and binding.

How winners are picked

Selection process

Selection is a check on the school and on its connection, followed by a budget cut-off; the notification sets no marks and no merit list (Official Gazette, Series I No. 15). The Directorate of Education tells eligible school managements about the scheme, each head selects a provider that meets the specification, and a committee that the Directorate constitutes with the Government's approval scrutinises and inspects the internet service the schools have taken.

Two rules then decide who is paid. Remote and rural schools come first, and the number of schools selected depends on the funds provided. The notification does not define "remote" or "rural" or give an order of preference beyond that.

Fine print

Terms & conditions

Beyond the conditions attached to the money, the notification keeps wide powers with the Directorate and the Government (Official Gazette, Series I No. 15):

The Director of Education may frame guidelines for the scheme from time to time.
The Government may relax any clause or condition in genuine cases.
Any dispute over what a clause or word means is settled by the Director of Education, and that decision is final and binding.

The headmaster's declaration on the proforma also commits the school to conditions the Directorate imposes "from time to time", so later instructions bind a school that has already joined (Directorate of Education circular with the scheme and proforma).
