About CWSN

The scheme listed as Children With Special Needs Under Goa Sarva Shiksha Abhivan (the listing's spelling of Abhiyan) is no longer run under the Sarva Shiksha Abhiyan name. Since 2018 the same support has come through the inclusive education component of Samagra Shiksha, which Goa's own reports now file under Goa Samagra Shiksha. It is not a scholarship with a fixed yearly amount: a child is assessed, and the help is matched to the disability, from aids and therapy to an escort allowance, a transport allowance and, for girls, a monthly stipend.

Sarva Shiksha Abhiyan stopped being a separate programme on 1 April 2018, when the Centre folded it, Rashtriya Madhyamik Shiksha Abhiyan and the Teacher Education scheme into Samagra Shiksha, an integrated scheme for school education first approved for 2018-19 to 2020-21 and then extended up to 2025-26 (Samagra Shiksha Framework for Implementation). Support for children with special needs survived the merger as the Inclusive Education component, and Goa's Economic Survey 2025-26 reports the escort, transport, aids, stipend and therapy lines under the heading Goa Samagra Shiksha (Economic Survey 2025-26, Government of Goa).

The Directorate of Education's scheme sheet, the document behind the myScheme listing, still carries the older Goa Sarva Shiksha Abhiyan heading (Goa Sarva Shiksha Abhiyan scheme sheet, Directorate of Education). The sheet describes the benefit as a cash grant released for activities, which is why the listing reads like a cash scheme. Much of what the component pays for is delivered at school or block level: assessment camps, therapy services, special educators, Braille material and equipment for resource rooms. Only three lines are paid out for individual children: the escort allowance, the transport allowance and the girls' stipend.

Eligibility criteria

The component is written for children with one or more disabilities from the schedule of the Rights of Persons with Disabilities (RPwD) Act, 2016, from the foundational stage to the secondary stage, studying in Government, Government-aided and local body schools (Samagra Shiksha Framework for Implementation). That schedule is broad. It takes in locomotor, visual and hearing impairment, speech and language disability, intellectual disability (including specific learning disabilities and autism spectrum disorder), mental illness, chronic neurological conditions, blood disorders such as thalassemia and haemophilia, and multiple disabilities. The home-based education line is meant for children with severe and multiple disabilities who cannot go to school, and the stipend line is for girls only.

Some lines are narrower than the component. Goa pays the escort and transport allowances to children with severe disability, and gives therapy to children with severe and profound disability in categories such as speech and language disability, multiple disability, cerebral palsy and autism (Economic Survey 2025-26, Government of Goa). Neither the framework nor Goa's yearly approvals attach a family income limit to any of these lines.

The framework names Government, Government-aided and local body schools, and a private unaided school is not on that list (Samagra Shiksha Framework for Implementation). A child whose disability is not severe is unlikely to be picked for the escort or transport allowance, because Goa ties both to severe disability (Economic Survey 2025-26, Government of Goa).

Renewal conditions

A family renews nothing. Each year Goa's Annual Work Plan and Budget goes to the Ministry of Education's Project Approval Board, and the component is appraised on the children with disabilities that schools report in UDISE+ (Samagra Shiksha Framework for Implementation). The Board met on Goa's plan on 19 January 2024 for 2024-25 (PAB minutes 2024-25, Samagra Shiksha Goa) and on 4 March 2025 for 2025-26 (PAB minutes 2025-26, Samagra Shiksha Goa).

The step that matters is at school. Because the appraisal runs on UDISE+ data, keeping the child enrolled and correctly recorded as a child with a disability there is what gets them counted in the next plan. Home-based education carries one extra check: the framework asks states to audit it for efficiency and effectiveness (Samagra Shiksha Framework for Implementation).

Goa's 2024-25 approval set the rates for the support given child by child, and the state's Economic Survey reports how many children each line reached in 2025-26. The 2025-26 minutes do not restate the rates.

Other support arrives in kind. The same 2024-25 approval funded home-based education for three children at elementary level and two at secondary level, Braille stationery, and in-service training for special educators already in post, 91 at elementary level and 10 at secondary level (PAB minutes 2024-25, Samagra Shiksha Goa). Nationally, the framework's funding norm for these student-oriented interventions is Rs 3,500 per child with a disability per year, a budgeting ceiling rather than an amount a family receives (Samagra Shiksha Framework for Implementation).

Aids and appliances follow the assessment. The state society's write-up on its website, from its Sarva Shiksha Abhiyan years, describes aids being provided after the yearly assessment camps with the help of ALIMCO, Jabalpur (Inclusive Education for CWSN, Goa Samagra Shiksha).

• Grant is released for activities for CWSN, medical assessments, resource rooms, home-based education, TLM, training of educators, volunteer educators, assistive aids, and corrective surgeries.

What to prepare

Documents required

The myScheme record asks for Aadhaar and any medical certificates. The document that does the real work is a plain application, from a parent, the head of the school or another person involved, setting out the child's case and specific individual needs; a medical certificate goes with it where one exists (Goa Sarva Shiksha Abhiyan scheme sheet, Directorate of Education). The girls' stipend is paid by Direct Benefit Transfer, so the family will need bank details on file for it (Samagra Shiksha Framework for Implementation).

A family that also means to apply for Goa's separate disability stipend should get certification done early. That scheme asks for a disability certificate and a UDID card (Stipend to Students with Disabilities, Department for Empowerment of Persons with Disabilities).

Step by step

How to apply

There is no online form. myScheme lists the application mode as offline, with no application link (Children With Special Needs, myScheme). The route runs through the child's school and block:

1. Put the child's needs in writing. The scheme sheet takes the plain application from a parent or from the head of the school, so a family can file it through the school or send it itself; the sheet names no receiving office, and its only time limit is "at the earliest possible" (Goa Sarva Shiksha Abhiyan scheme sheet, Directorate of Education).
2. Make sure the school records the child in UDISE+. The Ministry's 2025-26 review asked Goa to speed up screening, identification and certification of these children, map them correctly in UDISE+ and use the PRASHAST app for early screening (PAB minutes 2025-26, Samagra Shiksha Goa).
3. Take the child to the block-level identification and assessment camp. Goa's 2024-25 approval gave Rs 10,000 per Block Resource Centre for these camps across 12 centres, to be held with the Health and Social Welfare departments (PAB minutes 2024-25, Samagra Shiksha Goa).

Following Up on a Request

With no portal, there is no application number to track online. Follow-up runs through the head of the school first, then the Block Resource Centre, and then the Goa Samagra Shiksha office at Alto-Betim, whose details are under Contact. A girl's stipend shows up as a credit in the bank account it was sent to, which is the simplest way to confirm it has been paid.

Selection process

There is no merit list. The framework asks states to map what each child with special needs requires and to meet it through an individualised education plan (Samagra Shiksha Framework for Implementation). Goa's approval makes aids and appliances conditional on the identification and assessment camps, and lets the state seek further support through line departments and organisations (PAB minutes 2024-25, Samagra Shiksha Goa).

The year's approval also sets how many children each line can fund. For 2024-25 the Board approved 95 escort allowances and 95 transport allowances at elementary level and 95 of each at secondary level, with 3 of each for pre-primary sections, and stipends for 429 girls at elementary level, 318 at secondary level and 8 in pre-primary (PAB minutes 2024-25, Samagra Shiksha Goa).

Terms & conditions

Each paid line has a stated purpose. The escort allowance exists so that a child with severe disability can study alongside regular students, and the transport allowance so that the child reaches school on time (Economic Survey 2025-26, Government of Goa). The girls' stipend is meant to encourage girls with disabilities to complete school, and the framework requires it to be disbursed by Direct Benefit Transfer (Samagra Shiksha Framework for Implementation).

Goa's own write-up treats home-based education as something to move a child on from where possible: efforts are made to mainstream these children, and in 2015-16 it covered three children at home and brought two of them into school (Inclusive Education for CWSN, Goa Samagra Shiksha).
