About CWSN
Children With Special Needs (CWSN) is a state scheme run under the Goa Sarva Shiksha Abhiyan and overseen by the Directorate of Education, Goa. Sarva Shiksha Abhiyan is the national programme for universal elementary education, and this component carries it to children with disabilities so they can learn in regular schools alongside other children.
The aim is to remove the practical barriers that keep a child with a disability out of school. Goa's programme runs yearly assessment camps to identify each child's needs and provides aids and appliances suited to them. It maintains school-based resource rooms, and arranges physiotherapy, speech therapy and corrective surgery for children who need them. Parental awareness sessions support families, and children whose disabilities are severe enough to prevent school attendance are covered through home-based education.
The scheme is for children with special needs in Goa through the elementary school years, broadly the 6 to 14 age group. It covers intellectual, physical, sensory and other disabilities that affect a child's ability to learn in a mainstream classroom. What a particular child receives follows from the assessment of their needs, so support is matched to the disability rather than fixed for everyone.
