About BBMLSY
The Bhagwan Birsa Munda Lakshya Siddhi Yojana is a Government of Goa scholarship for Scheduled Tribe students of the state who are preparing for the NEET or JEE entrance examinations. Rather than a fixed grant, it reimburses the coaching fees a student pays, so the support is tied to what preparation actually costs.
Reimbursement is proportionate to the fees paid, up to a ceiling of ₹3 lakh, and runs across the two years of coaching. The benefit is paid in cash directly into the student's bank account through Direct Benefit Transfer (DBT) against submitted fee receipts, released in instalments as the student moves through the course.

Who can apply
Eligibility criteria
| The applicant must belong to the Scheduled Tribe Community of Goa. | |
| The applicant must have scored at least 65% in the Secondary School Certificate Examination (SSCE) Board Examination. | |
| The applicant must be a regular, full-time student studying in a Higher Secondary School. | |
| The Higher Secondary School must be recognised by the Central/State Goa Board of Higher Secondary Education. | |
| The applicant must apply for the benefit under the scheme in the XIth standard only. | |
| The Coaching institute through which the student desires to take admission must be a registered body or run by any organisation registered under the Societies Registration Act, 1860/Companies Act, 2014, or any other relevant Act of the State. | |
| The applicant must be precluded from availing benefits under any other coaching scheme of the Centre or the State Government. | |
| The applicant must provide a declaration to the effect that they are not availing benefits under any other coaching scheme of the Centre or the State Government. | |
| Selection Criteria (Post-Application) | |
| Selection shall be strictly done by drawing a merit list. | |
| The merit list shall be drawn up for each course from the marks secured at the Goa Board/Central Board Secondary School Certificate Examination (SSCE) Examination among eligible students. | |
| In case of two candidates having the same score for the National Eligibility cum Entrance Test (NEET) course, the score in the Science subject followed by the Mathematics subject shall be considered to decide the order of merit. | |
| In case of two candidates having the same score for the Joint Entrance Examination (JEE) course, the score in the Mathematics subject followed by the Science subject shall be considered to decide the order of merit. | |
| If students have secured equal marks in both the primary deciding subjects, then the score in English shall be considered for deciding the order of merit. | |
| A waitlist of students beyond 150 for each course shall be drawn up. | |
| If there are vacant slots after drawing the merit list, candidates shall be selected from those students who have applied for the other course, subject to a maximum total of 300 students seats. |
Who cannot apply
Exclusions
- Online coaching shall not be supported under the scheme.
- If the applicant fails to clear the XIth standard, then the student shall be ineligible to continue under the scheme.

- Financial Assistance
- Financial assistance for coaching fees for the National Eligibility cum Entrance Test (NEET) course, subject to a maximum limit of ₹3,00,000/- (Rupees three lakhs only).
- Financial assistance for coaching fees for the Joint Entrance Examination (JEE) course, subject to a maximum limit of ₹3,00,000/- (Rupees three lakhs only).
- 100% of coaching fees shall be reimbursed to students whose family income is up to ₹8,00,000/- (Rupees eight lakhs) per annum.
- 75% of coaching fees shall be reimbursed to students whose family income is above ₹8,00,000/- (Rupees eight lakhs) per annum, subject to the maximum limit.
- If the course fee exceeds the admissible amount, the student has to arrange for the remaining funds from his/her own sources.
- Duration: The benefit under the scheme shall be given for two years.- Mode of Payment: The course fee shall be released directly into the bank account of the students in two instalments through Direct Benefit Transfer (DBT) mode.- Frequency: Instalments are paid during the two-year course upon submission of fee receipts (First Installment in the XIth Standard and Second Installment in the XIIth Standard).- Advance Claim: If selected students have already paid registration, admission, or tuition fees in advance to the coaching institute for booking seats, they are eligible to claim such fees under the scheme, subject to the maximum benefit amount.
- The applicant must submit the passing marksheet of the XIth standard; failing this, the scholarship will not be awarded for the XIIth standard.
- The student shall attend at least 90% of the classes.
- If the student remains absent for more than 15 days without any valid reason or leaves the coaching midway, the entire amount released to the student shall be recovered.
- If the student opts out in the 2nd year (i.e., in the XIIth standard), the student shall refund the full amount released under the scheme within 30 days.
- If any student furnishes any false information/documents and it is established as false, action shall be initiated for recovery of the amount released, with 15% compound interest thereon.

The Coaching institute must be a registered body or be run by an organization registered under the Societies Registration Act, 1860, the Companies Act, 2014, or any other relevant Act of the State.
The maximum total financial benefit you are entitled to claim is ₹3,00,000/- (Rupees three lakhs only) for either the National Eligibility cum Entrance Test (NEET) course or the Joint Entrance Examination (JEE) course, spanning two years.
Students covered under the scheme shall attend at least 90% of the scheduled classes. Failing to meet this requirement, or being absent for more than 15 days without valid reason, may lead to recovery of the amount released.
Yes, the applicant must have scored at least 65% in the Secondary School Certificate Examination (SSCE) Board Examination to meet the basic conditions of eligibility for this scheme.
If your family income is up to ₹8,00,000/- (Rupees eight lakhs) per annum, you shall be reimbursed 100% of the actual coaching fees, subject to the maximum limit of ₹3,00,000/- defined in the scheme.
The tie will be broken by comparing the score in the Mathematics subject first. If scores are still equal, the score in the Science subject will be used, followed by the score in English if necessary.

No, the scheme shall be applicable for the offline mode of coaching only. Online coaching will not be supported or funded under the provisions of this specific financial assistance program.
No, students are precluded from availing benefits under any other coaching scheme of the Centre or the State Government. A mandatory declaration confirming this must be provided by the applicant.
If you opt out in the second year, meaning the XIIth standard, you shall be required to refund the full amount released under the scheme within 30 days of opting out.
Students whose family income is above ₹8,00,000/- (Rupees eight lakhs) per annum shall be reimbursed 75% of the Coaching fees, subjected to the maximum limit of ₹3,00,000/-.
