About BBMLSY

The Bhagwan Birsa Munda Lakshya Siddhi Yojana is Goa's coaching-fee scholarship for Scheduled Tribe students preparing for the National Eligibility cum Entrance Test (NEET) or the Joint Entrance Examination (JEE). The state repays the fee of an offline coaching course taken across Class XI and Class XII, up to Rs 3,00,000 per student, and caps the scheme at 300 students, half for NEET and half for JEE. The Directorate of Tribal Welfare issued the notification, dated 6 June 2025, after the Chief Minister announced the scheme in the Budget Speech 2025-26, and it came into force when the Official Gazette of Goa, Series I No. 11 carried it on 12 June 2025.

The notification is frank about why Goa needed it. It records that one tenth of Goa's student population aged 18-25 belongs to Scheduled Tribe communities, that reserved seats in professional colleges once went unclaimed for want of eligible candidates, and that tribal aspirants now outnumber the reserved seats available inside the state, so a capable student can lose out for lack of coaching or money (Official Gazette of Goa, notification DTW/STAT/2025-26/1168). The stated target is wider than Goa: seats reserved for Scheduled Tribe candidates under the All India Quota in professional colleges across every state.

In practice this is a Class XI decision. The state's Economic Survey 2025-26 describes it as open to students in Std XIth Science, who then keep the benefit for the entire two-year course.

Important dates

No closing date for an application round has been published for this scheme. The notification says only that applications are invited through a press release, and the Directorate's form notice of 13 June 2025 carries the notification without a deadline. The dates that are fixed are these.

Who can apply

Eligibility criteria

Family income decides how much comes back, not who gets in. On the student, clause 7 asks for membership of a Scheduled Tribe community of Goa, at least 65% in the SSCE board examination, and regular full-time study at a higher secondary school recognised by the Central or Goa board; on the coaching side, the institute must be a registered body and the classes must be offline (Official Gazette of Goa, clause 7).

A family earning up to Rs 8.00 lakh a year gets 100% of the coaching fee repaid and a family above that line gets 75%, both within the same ceiling, so a student from a household earning above Rs 8.00 lakh is still inside the scheme. The Annexure A form names the three communities the Directorate expects to see, Gawda, Kunbi and Velip, and asks for the ST certificate number and its date (Official Gazette of Goa, clause 7(e) and Annexure A).

A Central Board student can apply on the same footing. The merit list is drawn from marks secured at the Goa Board or Central Board SSCE examination, so a Class X result from either board counts toward the 65% bar and the ranking (Official Gazette of Goa, clause 9).

Who cannot apply

Exclusions

The notification shuts out more students than the two exclusions on the myScheme record suggest. A student already drawing on any other coaching scheme of the Centre or the State cannot join, and must sign a declaration to that effect in Annexure A (Official Gazette of Goa, clause 7(f)). That bar reaches Goa's own Eklavya Prashikshan Yojana, which the same Directorate runs as its other coaching scheme for tribal students (Goa Legislative Assembly reply, Annexure II).

A coaching centre that cannot show registration under the Societies Registration Act, 1860, the Companies Act, 2014 or another relevant Act of the State also sinks the application, because its registration certificate is one of the documents filed with the form. A student who reaches Class XII without having applied is outside the scheme as well, since applications are taken in Class XI only.

Renewal conditions

Class XII brings no second application and no re-ranking on marks. One selection covers both Class XI and Class XII, and what carries the award into Class XII is a pass in Class XI, the Class XI marksheet, fee receipts and an attendance certificate submitted for the second instalment (Official Gazette of Goa, clauses 10, 11 and 15).

A place that falls vacant in Class XII does not lapse. If a selected student withdraws or opts out in Class XII, the scholarship is awarded to the next student in line on the waiting list (Official Gazette of Goa, clause 9(c)). The coaching institute has a part in this too: in Annexure B its head undertakes to report at once to the Directorate if the student leaves, discontinues or accepts any other assistance, so that payment stops and the money already released can be recovered.

Award & benefits

The benefit is a reimbursement of the actual coaching fee, and the Rs 3,00,000 figure is a ceiling for the whole two-year course, not a yearly amount. The table sets the two courses side by side.

The money goes to the student, not to the coaching institute. It is paid by Direct Benefit Transfer into the student's bank account in two instalments, the first in Class XI and the second in Class XII, each against fee receipts (Official Gazette of Goa, clauses 12 and 15). Registration, admission or tuition fees already paid to book a seat can be claimed within the ceiling, and whatever the institute charges above the admissible amount is the family's to pay.

• Financial assistance for coaching fees for the National Eligibility cum Entrance Test (NEET) course, subject to a maximum limit of ₹3,00,000/- (Rupees three lakhs only).
• Financial assistance for coaching fees for the Joint Entrance Examination (JEE) course, subject to a maximum limit of ₹3,00,000/- (Rupees three lakhs only).
• 100% of coaching fees shall be reimbursed to students whose family income is up to ₹8,00,000/- (Rupees eight lakhs) per annum.
• 75% of coaching fees shall be reimbursed to students whose family income is above ₹8,00,000/- (Rupees eight lakhs) per annum, subject to the maximum limit.
• If the course fee exceeds the admissible amount, the student has to arrange for the remaining funds from his/her own sources.
• Duration: The benefit under the scheme shall be given for two years.- Mode of Payment: The course fee shall be released directly into the bank account of the students in two instalments through Direct Benefit Transfer (DBT) mode.- Frequency: Instalments are paid during the two-year course upon submission of fee receipts (First Installment in the XIth Standard and Second Installment in the XIIth Standard).- Advance Claim: If selected students have already paid registration, admission, or tuition fees in advance to the coaching institute for booking seats, they are eligible to claim such fees under the scheme, subject to the maximum benefit amount.
• The applicant must submit the passing marksheet of the XIth standard; failing this, the scholarship will not be awarded for the XIIth standard.
• The student shall attend at least 90% of the classes.
• If the student remains absent for more than 15 days without any valid reason or leaves the coaching midway, the entire amount released to the student shall be recovered.
• If the student opts out in the 2nd year (i.e., in the XIIth standard), the student shall refund the full amount released under the scheme within 30 days.
• If any student furnishes any false information/documents and it is established as false, action shall be initiated for recovery of the amount released, with 15% compound interest thereon.

What to prepare

Documents required

The paperwork comes in two rounds, and the first round is built around the coaching institute as much as the student. The institute's registration certificate and the fee structure of its courses go in with the student's SSCE marksheet, ST certificate and income certificate, and Annexure A asks for the name of the preferred coaching institution, so the institute has to be chosen before the form is filed (Official Gazette of Goa, clause 11 and Annexure A).

The second round repeats with each instalment: fee receipts and an attendance certificate both times, Annexure B with the first claim and the Class XI marksheet with the second. Annexure B is filled in and sealed by the head of the coaching institute, who certifies the admission and the course.

The income certificate is the one document that changes the amount, because it places the family on one side of the Rs 8.00 lakh line or the other. Annexure A also asks whether the student's Aadhaar is seeded and carries a consent allowing the Directorate to use the Aadhaar number to authenticate the student's identity.

How to apply

The scheme runs offline. Applications are invited through a press release, and the prescribed Annexure A form is available at the Office of the Director, Tribal Welfare, Panaji and the Office of the Deputy Director, Tribal Welfare, Margao (Official Gazette of Goa, clause 11). The route from choosing a coaching centre to the second payment runs in five steps.

1. Choose a registered offline coaching institute for NEET or JEE, and collect its registration certificate and the fee structure of its course.
2. Fill in Annexure A: personal and community details, the declarations, the Aadhaar consent, the course and preferred institute, and the student's bank details, signed by the student and a parent or guardian.
3. Attach the application documents and submit the form to the Directorate of Tribal Welfare in Class XI, as the press release for that round directs.
4. Once selected, claim the first instalment in Class XI with Annexure B, the fee receipts and an attendance certificate.
5. Claim the second instalment in Class XII with the fee receipts, an attendance certificate and the Class XI marksheet.

Checking the Sanction and the DBT Credit

There is no status page to check, because nothing is filed online. The Directorate's Gagan Bharari, Merit Based and pre-matric scholarships are listed on Goa's Chief Minister Scholarship Portal; this scheme is not. The Director of Tribal Welfare scrutinises every application, sanctions the benefit and conveys the approval of sanction to the student (Official Gazette of Goa, clauses 13 and 14). The first sign of success is that communication; the next is a DBT credit in the student's own bank account after each set of fee receipts goes in, which the passbook will show.

How winners are picked

Selection process

Selection is a merit list on Class X board marks, with no entrance test and no interview. The Directorate ranks eligible applicants separately for the NEET course and the JEE course, and keeps a waiting list beyond 150 for each; ties are broken on subject marks, in an order that differs between the two courses (Official Gazette of Goa, clauses 6 and 9).

Seats one course cannot fill go to applicants of the other course, as long as the total stays within 300. Scrutiny and sanction rest entirely with the Director of Tribal Welfare, and a grievance goes to the Secretary (Tribal Welfare), whose decision the notification makes final and binding (Official Gazette of Goa, clauses 13 and 17).

Fine print

Terms & conditions

Money under this scheme can be taken back, and the notification runs two refund clocks. A student who drops the coaching programme must refund the fees reimbursed before the end of the academic year, failing which the Director of Tribal Welfare recovers them, while a student who opts out in Class XII has 30 days to return the full amount released. Attendance is the other trigger: at least 90% of the classes must be attended, and leaving midway or staying away for more than 15 days without a valid reason means the entire amount released is recovered (Official Gazette of Goa, clause 15).

Selected students should expect to be checked. The Directorate reviews how beneficiaries do in the competitive exams from the information they give about their results, and its Field Assistants physically verify at least 25% of the students, chosen at random (Official Gazette of Goa, clause 18).

The Government can relax any clause where a genuine requirement arises. The scheme itself is valid for an initial period of three years and is to be extended based on its performance, with amendments made as needed.
