The calendar moves with the round rather than repeating annually. The first round ran on an autumn rhythm instead: application forms online from October 4, 2021, a free registration deadline of October 17, 2021, the Mega IAS Scholarship Exam on October 24, 2021 at 11 AM, and results on October 27, 2021, as reported when the Ukhrul centre opened. Working from a remembered month is how aspirants miss it.

Residence and age are the two things the state tests before anyone reaches the exam hall. The announcement of the 2025-26 round fixes both: a candidate must be a permanent resident of Manipur and must be at least 20 years of age on or before 1 August 2025, with an Aadhaar card, a passport size photograph and a graduation certificate or mark sheet to produce, per the Government of Manipur announcement. The same notice adds a condition no listing carries: a candidate who availed the scholarship in a previous year is not eligible again.

The graduation document is the gate most listings skip over, and the notice does not say whether a final year student may register on a provisional mark sheet, so anyone still short of a degree should settle that with the directorate while the window is open. The scheme's own language about meritorious and brilliant aspirants decides nothing on its own: merit here means the scholarship exam and only the scholarship exam.

Age is worth checking before an application, because the published result carries a Special Remarks column and 12 of the ranked candidates are recorded there as having claimed age relaxation, in the IAS Scholarship Exam 2025-26 result. The government's announcement states the age floor and leaves the relaxation rule unexplained, so an aspirant relying on one should get it confirmed by the directorate rather than assumed.

One flat bar is printed in the 2025-26 notice, and it catches the people the scheme has already helped: candidates who availed the scholarship scheme in previous years are not eligible, as the state set out. A discount taken in an earlier round is therefore spent, not a foothold for a better one.

Everything else that ends an application here is a failed condition or a missed date. Residency outside the state ends it. So does falling short of the age floor on the cut off date. So does missing the registration window, which in the 2025-26 round closed on 12 December 2025 for a paper written on 14 December 2025, in the same notice; registration was free, so the only cost of missing it was the year.

Finishing below the last funded slab has the same effect as not qualifying. The ranked list for 2025-26 stops at 400, and every scholarship entry on it sits at or above that line, in the published result.

There is no renewal form, and in the 2025-26 round there was no second helping either: the notice rules out candidates who availed the scholarship in previous years, as announced, so a cohort's support ends when its coaching phase ends and sitting the paper again is not a route back.

What one cohort did get was an extension inside its own year. The first round's phase one ran from November 8, 2021 to April 30, 2022, with a free Mains crash course and test series from June 10 to August 14, 2022 for aspirants who cleared the Civil Service Preliminary Examination held on June 5, 2022, as the Chief Minister set out at the announcement. That extension was tied to clearing Prelims, not to a renewal application.

The 2025-26 round opened a new exam and a new merit list rather than extending the earlier cohort, and its training was set to start on 5 January 2026 for the UPSC Prelims 2026 attempt, in the same notice. An aspirant planning a multi year preparation should treat the sponsored year as one year and budget for the rest.

The benefit arrives as coaching fees paid on the candidate's behalf, never as money in hand. A rank buys a percentage off a seat, and the percentage is fixed in bands rather than negotiated. The 2025-26 notice fixes the bands and the result sheet counts the heads in each:

Which classroom a discounted rank reports to is worth settling before accepting one. The notice prints all four bands as face to face, then names Imphal as the face to face venue and Churachandpur as an online one, in the same announcement, so ask the helpline which of the two your rank buys.

The first round split the same idea between two payers. The top 200 ranks were given 100% scholarship from the Government of Manipur along with face to face classes at SAT, while ranks 201 to 500 were given scholarships ranging from 40% to 75% by the ALS Institute depending on rank, under an ALS corporate social responsibility initiative for the youth of Manipur covering 300 aspirants, announced at the same function by the institute's national sales head. A partial slab is therefore a concession on the institute's fee, not a transfer to the candidate.

Living costs sit outside all of this. The announcements describe coaching and, for one cohort, a Mains crash course; a hostel was a stated plan, with the government saying it was planning to construct a permanent complex with hostel accommodation for UPSC coaching classes, in the same announcement. Budget for room, board and travel to the centre as your own.

The 2025-26 round asked for three things at registration, and the state's announcement lists them as an Aadhaar card, a passport size photograph and a graduation certificate or mark sheet. The scheme's older record carries a wider set, residence and income and caste papers included, and those are worth having ready even when the registration form does not ask: the merit list is built with category slots, so the category an aspirant claims has to be provable. Category names appear against the ranks they fill in the published result.

Registration has been free in both rounds and has closed only days before the paper. In the 2025-26 round the form went up on 1 December 2025 and closed on 12 December 2025, for an exam on 14 December 2025 at 11:00 AM, and the notice carried a QR code to register through rather than a printed web address, alongside one enquiry number, +91 70050 91169, in the state's announcement of the programme. Eleven days is the whole window, so the thing to watch for is the announcement, not the form.

The one registration address the scheme's public record carries is hosted by ALS rather than on a state portal, and the host does not resolve at all between rounds. Treat the state announcement and the directorate's notice board as the authoritative pair, and any ALS address as the thing that comes alive only while a window is open.

Tracking an Application

The outcome arrives as a published list rather than as a status page, and no application number is issued to check in the meantime. The Directorate of University & Higher Education posted the 2025-26 result as a downloadable ranked file under its Notification page on 24 December 2025, naming every selected candidate with rank, marks and scholarship percentage. Watching that page after the announced result date is the only tracking the scheme offers, and the directorate's own contact details are the fallback when a list is late.

The whole ranking comes out of a single objective paper. The state sets it as a two hour multiple choice test on current affairs, NCERT material and Manipur general knowledge, in its announcement of the round, and the result sheet then shows the arithmetic: for each candidate it records the questions attempted, the right, wrong and blank counts, a positive score and a separate negative score before the final total, with the counts on every row adding up to a hundred questions, in the 2025-26 result. Wrong answers cost marks and blanks do not, so blind guessing is the expensive habit in this hall.

The ranked list is not a straight descending order of marks. In the same result, rank 200 finished on 48.06 while rank 201 finished on 62.26, because selection under the state's scheme runs on Manipur reservation norms, as the notice states, with Scheduled Tribe, Scheduled Caste, OBC (Meitei) and OBC (Meitei Pangal) counters printed against the ranks they fill. A candidate comparing scores with a friend and finding the lower total ranked higher is looking at that roster, not at an error.

The paper decides the size of a coaching subsidy and settles nothing about the Civil Services Examination itself. Where it is written has shifted between rounds: the 2021 exam ran at Imphal, Churachandpur and Ukhrul, as reported then, while the 2025-26 paper was set for Imphal, Churachandpur and Senapati, per the state's announcement. That is a travel question, not a preparation one, but it is worth confirming before booking anything.

The first round had two funders, which is why an offered candidate could end up under two different sets of rules. Full scholarships were funded by the Government of Manipur with classes at SAT, while the 40% to 75% concessions were ALS Institute scholarships given under its own corporate social responsibility initiative, covering 300 aspirants, as announced at the launch. Questions about a state seat go to the department; questions about a discounted institute seat go to the institute.

Two conditions in the 2025-26 notice decide who keeps an offer. Selection under the state's scheme is made on Manipur reservation norms, and admission formalities had to be completed by 3 January 2026, two days before training began on 5 January, as the notice states. The fortnight between the result and the first class is where a seat is actually taken up.

Attendance rules, withdrawal consequences and any bond attached to a sponsored seat are not set out in the public announcements, so an offered candidate should ask for them in writing from the directorate before the coaching phase starts.
