Overview
About A-GAINER
The Grant for Augmenting Infrastructure in North Eastern Region, known as GAINER, is a central scheme run by the All India Council for Technical Education (AICTE), the statutory body for technical education under the Ministry of Education. AICTE administers it through its Institutional Development Cell, in collaboration with IIT Guwahati. The support is a cash grant paid to the institution rather than to individual students.
Technical institutes in the North East often run short of reliable water, electricity, and internet, and GAINER funds work in these three areas so that campuses can keep their basic services running. The aim is to improve the functional efficiency of technical institutions across the region.
Government and government-aided technical and engineering institutions in the eight North Eastern states, including polytechnics, can apply for a grant against water, power, or connectivity projects, with priority for institutes in remote areas.

Who can apply
Eligibility criteria
| a. Government/ Government-aided technical/ engineering colleges/University Departments including Polytechnic Institutes of North East are entitled to the grant. | |
| b. The institute must be in existence for the last five years. |
What you get
Award & benefits
- The selected institutes will have to complete the sanctioned project as per the following guidelines:
- Project Name: Solving Water Problems Project
- Limit of Funding: ₹ 15,00,000
- Duration of Project: 2 years from the date of receipt of the first installment.
- Project Name: Power/ Solar Energy Project
- Limit of Funding: ₹ 20,00,000
- Duration of Project: 6 months from the date of receipt of the fund for the purpose.
- Project Name: Internet Connection Project
- Limit of Funding: ₹ 5,00,000
- Duration of Project: 6 months from the date of receipt of the fund for the purpose.
- Disbursement of the Funds
- The first installment is an advance of 80% of the sanctioned grant.
- The second installment is reimbursement on successful completion of the project and submission of requisite documents by the institute.
- Note: If the project is not initiated within six months, the institute shall have to refund the complete grant with accrued interest to AICTE with justification.
