About SFLVISPHE

This is a state scheme run by the Social Security and Empowerment of Persons with Disabilities (SSEPD) Department, Government of Odisha. It supplies free laptops to visually impaired students who are pursuing higher education, so the cost of a personal computing device does not sit between them and their studies.

The benefit is in kind rather than a cash transfer: eligible students receive a laptop, distributed through camps organised in districts across the state in the presence of government officers. The machines are supplied with JAWS (Job Access With Speech) screen-reader software so that a student with a visual impairment can operate the laptop and read course material independently.

The scheme is meant for visually impaired students of Odisha who have moved beyond school into higher study, including professional courses taken after Class 12 and undergraduate or postgraduate programmes. Who can apply

Eligibility criteria

The applicant must be a resident of Odisha state.
The applicant must have a disability of 40% and above.
The applicant must be pursuing 1st year and above of the professional courses after +2, Under Graduate or Post Graduate course including M.Phill, Phd, Law, Management, Medicine and other Technical courses.

Who cannot apply

Exclusions

  • The applicant must not have received a free laptop before.

Award & benefits

  • The Director, SSEPD shall distribute the laptops to the students on proper identification in camps organized in different regions of the State in presences of public representatives and Government Officers.
  • The JAWS Software for visually impaired students will be installed in the laptops.
