About CMCSRS

When the Directorate of University and Higher Education closed the first CMCSRS application window, it approved 938 students, of whom 781 were in the Directly Affected category and 157 had asked only to move college, according to its notification of 17 September 2023. The department's own scheme document had put the number of college-going students affected directly or indirectly at as many as 2000. Neither marks nor family income appears anywhere in the scheme document; what an application turns on is a certificate signed by a sub-divisional officer.

CMCSRS is a rehabilitation measure rather than a merit award, run by the Directorate of University and Higher Education, Government of Manipur, and launched at Imphal by the state Education Minister on 7 July 2023. It exists to keep a displaced or affected undergraduate from dropping out, by moving the student to a college the student asks for, waiving what admission there would have cost, and putting a cash grant in the student's own bank account.

The scheme is bounded by a named list. The scheme guidelines count 51 Government and Government Aided colleges in Manipur alongside 30 odd private colleges, and only the 51 are inside CMCSRS. The list published with the scheme sets all 51 out district by district, from Biramangol College in Imphal East and Manipur College in Imphal West out to Pettigrew College in Ukhrul, Rayburn College in Churachandpur, Jiri College in Jiribam and Moreh College in Tengnoupal. Kangpokpi, Ukhrul, Tamenglong, Noney, Jiribam and Tengnoupal each carry a single college on it.

The scheme sorts applicants into two categories that behave differently. A Directly Affected student gets the transfer, the admission waiver and the money. An Inter-College Transfer applicant, who is moving for safety rather than because of a loss at home, gets the transfer and the admission waiver only.

Important dates

CMCSRS has no annual calendar, and the scheme record carries no closing date, because each round opens when the department notifies one. The first cycle is the only one the Directorate documented end to end. The scheme was launched on 7 July 2023 and a public notice followed on 11 July 2023. Applicants were approved on 17 September 2023, and that notification set two deadlines that mattered more than the application date: students had to contact their principal for admission or transfer by 30 September 2023, with no complaint entertained after it, and principals had to report the students they had admitted by 4 October 2023.

Rounds after that were announced through colleges rather than through the department's notification page, which carries no CMCSRS posting later than March 2024. The practical answer for a current round is the college office and the principal's notice board.

Who can apply

Eligibility criteria

The eligibility clause is one sentence long. Only students reading in any semester of the Undergraduate Programme at a Government or Government Aided College of Manipur may apply, per the guidelines, which set no income ceiling and no marks requirement anywhere in the document. Semester does not matter, and a first-semester entrant is as eligible as a final-year one.

The test that actually sorts applications is documentary. An applicant has to produce a certificate from the SDO or SDC of the subdivision or circle where the applicant is staying at the time of applying, so the certificate follows the address the student is living at now, not the one the student left.

The categories are printed as two tick boxes on the application form circulated for the 2024 round. The first covers those affected directly, which the form defines as displaced from home permanently, or whose house was destroyed, or who, or whose parent or guardian, was affected physically. The second is for a student who wants to move to a new college because of a security issue.

Who cannot apply

Exclusions

CMCSRS was never given a published exclusion list, so what falls outside it comes from the eligibility clause and from how each round was worded. A private college student is out, because the guidelines name only Government and Government Aided colleges and the list of 51 is the whole field. A postgraduate is out, because the clause is written for the Undergraduate Programme. And a student already paid is out of the next round: the notification Manipur College circulated for the 2024 round addressed itself to internally displaced students who had not availed benefits under CMCSRS in the earlier session.

Renewal conditions

CMCSRS has no renewal cycle, because the rehabilitation grant is paid once per beneficiary. The guidelines describe the scheme itself the same way: one time, implemented in 2023-24, subject to continuation in the following years as the Government deems fit. Each later round therefore took fresh applications from students who had not been paid before, instead of re-paying the students an earlier round had already covered.

What does carry forward is academic, and it comes with a condition. A student admitted under the scheme can move into the next semester only on having passed the preceding semester examinations at the previous college, and the receiving college has to enrol the student on N-LIST and Moodle LMS so the e-resources and online classes follow them.

The admission waiver is worth whatever admission would have cost at the receiving college, which the guidelines put at between Rs 5,000 and Rs 9,000 depending on the stream and subjects offered. The cash is a single grant of Rs 10,000, built as Rs 5,000 for books and stationery, Rs 2,000 for uniform and Rs 3,000 for miscellaneous expenditure, and it reaches the student by DBT rather than through the college.

Two items on the benefit list are not paid for by CMCSRS. Smartphones are assured through the Chief Minister's College Maheiroi e-Support Scheme, and free sanitary pads and sports equipment for girl students come through the University and Higher Education Health and Fitness Scheme; CMCSRS routes an eligible beneficiary into those schemes rather than funding them itself.

The guidelines put the preliminary cost of the whole scheme at Rs 2 crore, of which Rs 50 lakh was to come from the Students Amenities head and the rest from an additional allocation. In the first year the money reached the scheme by re-appropriation, and the CAG State Finances Audit Report for the year ended 31 March 2024 lists the CMCSRS head among cases of expenditure incurred that way without the knowledge of the Legislature. From the following year it has carried its own numbered sub-head in the state's education demand, and the provision has not moved since:

• Component 2: _Inter-College Transfer Facility_
• Transfer to a new college (as per request).
• Free admission for 2023-24 (Admission amount ranging from ₹5,000 to ₹9,000 as per the stream/subjects offered), wherever applicable.

What to prepare

Documents required

The SDO or SDC certificate is the one document that decides the application; the rest establish identity and a place to pay. The form circulated in 2024 asked for that certificate together with photocopies of the Aadhaar card and of the front page of a self-operating bank passbook, plus the college admission slip for the academic session being applied for.

A second round of paperwork comes after selection, and it moves fast. On 12 March 2024 the Directorate named 610 displaced students for the rehabilitation grant and smartphones and gave them until 14 March 2024 to file bank account details, including account number, bank name and IFSC, and a self-attested copy of the identity card issued by the principal of the present college, in hard copy at the Director's office or scanned by email.

How to apply

The guidelines set an online route: applications through a portal to be notified later, with the notification to be published in major newspapers of the state and announced on All India Radio and local TV channels.

In practice the later rounds ran on paper through the college. Manipur College circulated the printed application form with its own notification and made its college office the submission point, with 08-01-2025 as the last date of submission. A student in another government college should expect the same shape, announced by the principal rather than by a portal.

Tracking is done by reading lists, because the scheme has no status page. The Directorate posts each stage as a notification on its own website, the approved applicant list first and the selected lists after it, and the 17 September 2023 notification also required principals to keep the list available at their offices for applicants to see. Payment is traced through the bank account you filed, since the grant arrives by DBT; anything that needs correcting goes back to the Director's office or to contact@highereducationmanipur.gov.in.

Selection process

Applications are screened by a committee named in the guidelines: the Director of University and Higher Education as chairperson, the Additional Director, the Senior Finance Officer and four principals of government colleges nominated by the chairperson. The committee screens everything received by the last date and establishes the genuineness of each application from the documents submitted and from enquiry made in the college or locality concerned, after which the recommended list is approved by the Administrative Department of Higher Education.

Benefits are then released in a fixed order rather than all at once: the transfer first, as far as seat vacancies allow, then free admission at the new college, then the rehabilitation grant by DBT, then the smartphone and the items for girl students.

Selection was published in tranches, so a name missing from an early list was not a refusal. Each notification said further lists could follow as principals returned their verified lists.

Terms & conditions

The conditions attached to the benefits are mostly about sequence and proof. A transfer is granted only as far as seat vacancies and feasibility in the requested college allow, so the choice of college is a request rather than an entitlement. Admission into the next semester at the new college depends on having cleared the preceding semester at the old one. The college has to register the beneficiary on N-LIST and Moodle LMS. The grant is transferred to the individual bank account of the student, which is why the paperwork asks for a self-operating account rather than a guardian's. And the scheme remains, on its own terms, a one-time measure for 2023-24 whose continuation is a decision for the Government.

The public notice issued days after the launch put a dedicated mobile number, 7085303429, on the record for CMCSRS queries between 10 AM and 4 PM on working days, and named the OSD (University and Higher Education) as the scheme's nodal officer.

The Directorate's contact page lists the office at Nityaipat Chuthek, near Raj Bhavan, Imphal, and repeats that number alongside edakuhe@gmail.com and contact@highereducationmanipur.gov.in. The second address is the one CMCSRS correspondence has already used, since selected students were told to send their bank and identity papers there.
