About CMCSRS

The Chief Minister's College Students Rehabilitation Scheme (CMCSRS) is a Manipur state programme run by the Department of University and Higher Education, Government of Manipur, and administered through the Directorate of University and Higher Education. It was launched in 2023 under the theme "Education Knows No Barrier".

The scheme responds to the social unrest in Manipur that displaced students and interrupted their college studies. It sets out to keep affected undergraduates enrolled by easing the cost and logistics of continuing to study, including the option to transfer to a college away from an affected area, and to hold down dropout at the undergraduate level.

CMCSRS is a composite scheme, so it combines fee relief, a one-time rehabilitation grant and material support rather than a single cash payout. It is meant for undergraduate students already enrolled in any semester at a government or government-aided college in Manipur who were displaced or otherwise affected by the situation in the state. Students at private or unaided colleges fall outside its stated scope.

  • Transfer to a new college (as per request).
  • Free admission for 2023-24 (Admission amount ranging from ₹5,000 to ₹9,000 as per the stream/subjects offered).
  • One-time rehabilitation grant of ₹10,000/- (₹5,000/- as book/stationery grant and ₹2,000/- for uniform and ₹3,000 for miscellaneous expenditure)
  • Free Smart Phones under CMCMESS.
  • Provision for free sanitary pads and sports equipment under UHEHFS (for girl students)
  • Component 2: _Inter-College Transfer Facility_
  • Transfer to a new college (as per request).
  • Free admission for 2023-24 (Admission amount ranging from ₹5,000 to ₹9,000 as per the stream/subjects offered), wherever applicable.
