About FAECB

Two different payments in Manipur go by this name. The Manipur Building and Other Construction Workers' Welfare Board runs a standing education benefit that pays a fixed rate per child per year, and it separately notified a one-time grant in 2023 for labour card holders whose families were living in relief camps. The rate, the form, the office that receives it and how often it can be claimed differ between the two, and telling them apart is the first thing a parent has to do.

The standing benefit is one of the Board's listed welfare schemes, tied on the Board's own scheme page to clause (e) of sub-section (1) of section 22 of the Act, and its rates are published per annum per child rather than per family, running from Rs 5,000 to Rs 37,500 depending on what the child is studying.

The second payment came out of the Board's 19th meeting. An office memorandum dated 10 July 2023 created a special scheme of one-time assistance of Rs 5,000 for every family holding a valid labour card and staying in a relief camp set up by the Government of Manipur after the violence that followed the Tribal Solidarity March on 03.05.2023, and the Board advertised it by notification on 31 August 2023 asking camp residents to file in the prescribed format.

Education is the busiest thing this Board does, and the most audited. The Comptroller and Auditor General's performance audit of the Manipur board, laid before the state assembly, records that only seven of the eleven schemes in the Manipur Building and Other Construction Workers' Welfare Scheme 2016 were being implemented as of March 2023, and that Rs 36.47 crore went out during 2019-22 against education claims submitted for one year alone, 2016-17. Of the 991 beneficiaries its surveyors reached, 64.68 per cent had never heard of the education benefit, and that was the lowest unawareness of any of the seven.

The benefit is running, under a newer rulebook than the one the auditors examined. The department's annual administrative report for 2025-26 files it under Section 4(e) of the Manipur Building and Other Construction Workers' Welfare Scheme, 2022, and records the Board preparing and processing 26,338 application forms for education assistance and sending them to the district administrations to be placed before the District Planning Committees for recommendation.

Important dates

Nothing dates the standing benefit at the front end. What paces it is the Finance Department's office memorandum on the annual action plan, under which the Board prepares that year's education application forms and moves them to the District Planning Committees, per the department's 2025-26 report. The date the claimant controls is the one written on the form, the financial year being claimed for.

The relief camp scheme has firmer dates at the front and a soft one at the back. It was issued on 10 July 2023, notified for public application on 31 August 2023, and its own text says the scheme shall end as and when the relief camps are closed by the Government of Manipur.

What no notice states is how long payment takes. The audit's answer for education is that disbursement made during 2019-22 pertained to claims submitted for the year 2016-17, a gap a family planning around fees should assume rather than hope against.

Who can apply

Eligibility criteria

Which of the two payments applies turns on where the family was living, not on the child's marks. The relief camp condition, the reference to displacement and the 03.05.2023 date belong to the 2023 special scheme, whose text limits it to families with a valid labour card staying in the relief camps set up by the state government. The standing benefit carries no camp condition.

For the standing benefit the deciding fact is the course. The Board words its first slab as covering a child studying upto Higher Secondary or equivalent, with separate higher rates named for a first degree or diploma, a post graduate degree or diploma, and an engineering or medical degree. Nothing on the Board's page caps the number of children in one family, because the rate is written per child.

Who cannot apply

Exclusions

The Board publishes no exclusion list for this benefit. The nearest thing to one is the declaration printed on the claim form, in which the worker states that he or she has not availed of similar benefits under any other scheme of the Government of Manipur or the Government of India.

Renewal conditions

There is no renewal step, because the standing benefit is not a rolling sanction. The claim form asks the worker to write in the financial year for which benefit is claimed along with the amount, so a fresh claim is filed for each year the child is studying.

Whether a year is actually paid has not been automatic. The audit records that the Board cancelled financial assistance for education of children of the beneficiaries for 2018-19, 2019-20 and 2020-21, stating that there was an extreme financial crisis and that clearing the education backlog would leave nothing for other schemes. That was decided at the Board's 15th meeting in October 2021 and it did not settle into a permanent stop: the district table in the department's 2025-26 report has education applications moving district after district, and marks those from Imphal East, Imphal West, Thoubal, Bishnupur and Kakching as already approved by their District Planning Committee. The 2023 relief camp grant has the opposite problem and the opposite design: it is one-time by its own terms and ends when the camps close.

The standing rates are set by course, and the same four figures appear on the Board's scheme page and in the audit's table of welfare benefits extended by the Board.

The 2023 relief camp grant sits outside that table. It is a flat Rs 5,000 for the family, released to the labour card holder's bank account as a Direct Benefit Transfer, and the office memorandum provides that a beneficiary who has lost all bank related documents and cannot withdraw money may be paid in cash once a Relief Camp Nodal Officer or Board Inspector certifies the loss.

What to prepare

Documents required

The papers listed against this scheme come from a single form the Board uses for every benefit it pays, so most of its fourteen numbered documents belong to other claims. Reading it as an education claimant, the entries that matter are the ones naming the child and the work: the admission and class reading certificate issued by the head of the institution, and the employer's wage slip. The same form also asks for the number and date of the certificate of registration, the rate of contribution paid per month and the period it covers, which is why an old receipt is worth keeping with the school papers.

The relief camp route uses a shorter set. Besides the labour card and a bank passbook copy where one exists, it needs a verification certificate in the Board's format, signed by a Relief Camp Nodal Officer or an Inspector, stating the name of the camp, the labour card number, the school and the class the child is studying in.

How to apply

The standing claim is a paper application addressed to the Secretary or Chief Executive Officer of the Board and delivered to its office. There is one such office. The audit found that welfare benefits were concentrated in the valley districts, with Imphal West at 33.46 per cent, Imphal East at 25.41 per cent, Bishnupur at 17.75 per cent and Thoubal at 14.37 per cent, together 90.99 per cent of benefits availed, and recorded the Board's own explanation that it had no branch offices in the other districts and was considering setting up field offices.

Where the form travels after it is handed in has since acquired a second stage. The department's report for 2025-26 records that the Board prepares the year's education application forms and sends them to the district administrations, for the Deputy Commissioner to place before the District Planning Committee for recommendation, so a file that has left the Board office is waiting in a district queue and the district is where to chase it.

For the relief camp grant the Board went the other way and sent people out. The notification asks camp residents to hand the filled format to Relief Camp Nodal Officers or Inspectors of the Board who visit the camps regularly, or to bring it to the Board office during office hours, or to send it by email, and it records that labour unions have been active in helping card holders file.

Tracking is where expectations need adjusting. The Board's online status page checks a worker registration reference number, not a benefit claim, so a parent following up on money asks the Board office directly and watches its notification list, where payment problems are published by name, including one notice covering 468 beneficiaries whose transfers were returned by the bank.

Selection process

Neither payment is a competition. There is no merit test, no income slab and no ranked list, and the Board publishes no scoring rule beyond the eligibility conditions. For the relief camp grant the decisive check is the Nodal Officer's or Inspector's certificate that the children are attending school, which is why that signature matters more than the rest of the file.

How well the Board checks the paper is a fair question to ask. Examining education payments for one claim year, the audit found 438 cases where the same registration number was paid twice and one where it was paid three times, an excess of Rs 43.93 lakh, and concluded that proper scrutiny of the claim forms had not been done.

The declaration on the claim form is signed under a real penalty. A worker whose information is proved incorrect accepts, in the words of the form, criminal proceedings under the named provisions of the Indian Penal Code, and agrees that all benefits already availed shall be summarily withdrawn or recovered.

Before any of that can bite, the registration underneath the claim has to hold, and the Board is specific about what breaks one. The Board's published reasons for rejecting a worker's application name an unidentifiable worker photo, invalid or insufficient documents, an invalid nominee and incorrect bank account information, and it tells the applicant to correct the missing or wrong data and submit again. Bank details are worth checking twice, since a wrong account is what turns an approved claim into a returned transfer.
