Stipends to Students of Economically Backward Class for Technical and Vocational Courses after SSC is the economically backward class (EBC) row of a Gujarat stipend worth Rs 400 a month, paid for no more than 12 months to a Class 10 pass student training at a Government ITI. The family income ceiling is Rs 6 lakh a year, and the form is filed once a year on the Digital Gujarat portal.

What the listings leave out is the directorate's own count. Its March 2024 spending statement prints an achievement of 13 against a target of 3,000 for the EBC row in 2023-24, and the statements for the next two years print 0 (March 2024 expenditure report, March 2025 expenditure report, March 2026 expenditure report).

Gujarat's Director, Developing Castes Welfare runs the stipend, and its own website never uses the long title myScheme gives it. The English scheme page files it among the educational schemes as "Scholarship for Technical and Professional Courses", and the Gujarati version of the same page calls it the Swami Vivekanand Yojana (scheme page in English, scheme page in Gujarati).

The EBC version is one of four parallel rows. The directorate's rate table for 2026-27 prints the same stipend separately for SEBC, EBC, minority and nomadic and denotified tribe students, and ties the EBC row to Government ITI courses at Rs 400 a month for at most 12 months, within a Rs 6 lakh income ceiling (Developing Castes Welfare guidelines for 2026-27, state scholarship portal, scheme page in English).

Important dates

The window opens once a year, and for 2026-27 the directorate's guidelines and the state scholarship portal's notice for SC and OBC students give the same dates. The stages look like this:

The previous year's guidelines ran the same kind of window, from mid-July to the end of September 2025 (previous year's guidelines). A late reopening is not something to count on: the only reopening on the portal's notice board, as read in September 2026, was for Scheduled Caste students' 2025-26 forms (state scholarship portal).

Eligibility criteria

The myScheme record sets five tests: Gujarat residence, the category, an SSC pass, enrolment in a qualifying course and income. Three of them read differently depending on which official page you open.

Which Category

myScheme words the category test as "Economically Weaker Section category" (myScheme record). The directorate does not use that phrase for this row. Its 2026-27 rate table files the row under "આ.પ.વ.", the same abbreviation its Gujarati scheme page prints against the spending line that its English page labels EBC, and the guidelines ask for a caste certificate issued by a competent authority (Developing Castes Welfare guidelines, state scholarship portal, scheme page in Gujarati, scheme page in English). A student holding an EWS certificate rather than an EBC one should ask the district office which of the two it accepts before filing.

Which Courses Count

Government ITI trainees are named in every rate the directorate currently prints. Its English scheme page carries a single rate line, "Rs. 400/- for Government ITI" (scheme page in English), and the 2026-27 rate table writes "સરકારી આઇ.ટી.આઇ." (Government ITI) in the remarks column against the EBC row (Developing Castes Welfare guidelines, state scholarship portal).

The wider wording comes from the scheme descriptions. Gujarat's Mari Yojana listing says the stipend is given for recognised one-year vocational courses and for Government ITI courses (Mari Yojana scheme list), and the myScheme record likewise names recognised professional courses alongside Government ITIs. The directorate's Gujarati page adds to the muddle by heading the scheme "(આઇ.ટી.આઇ. સિવાય)", meaning "other than ITI", and then printing a Government ITI rate directly beneath that heading (scheme page in Gujarati).

A trainee at a Government ITI meets every version of the rule. A student at a private ITI, or in a one-year course outside an ITI, should get the district office's answer in writing before counting on this stipend.

The Income Ceiling

The ceiling is Rs 6 lakh a year. The Mari Yojana listing states it in Gujarati as "વાર્ષિક આવક મર્યાદા રૂ.૬ લાખ છે" (the annual income limit is Rs 6 lakh), and the directorate's 2026-27 rate table prints the same ceiling against the EBC row (Mari Yojana scheme list, Developing Castes Welfare guidelines).

The directorate's two scheme pages disagree with that, and with each other. The English page lists Rs 47,000 for rural families and Rs 68,000 for urban families, next to spending figures that stop at 2018-19 (scheme page in English). The Gujarati page prints a third pair in Gujarati numerals, a rural limit of "૧,૨૦,૦૦૦/-" rupees, that is, one point two lakh rupees, and an urban limit of "૧,૫૦,૦૦૦/-" rupees, that is, one and a half lakh rupees, both above the English page's figures and both below the ceiling in the guidelines (scheme page in Gujarati). Neither page is dated. The dated source is the 2026-27 guidelines, and they agree with the Mari Yojana listing, so Rs 6 lakh is the figure to plan around, proved by an income certificate from a competent authority (Developing Castes Welfare guidelines, state scholarship portal, Mari Yojana scheme list).

Marks

The only academic condition in the listings is a pass in the SSC examination. The same rate table sets a Class 10 marks bar for one of its other rows, a tuition-help scheme, and sets none against this stipend (Developing Castes Welfare guidelines).

Who cannot apply

Exclusions

The myScheme record publishes no exclusion list. The directorate's guidelines supply four ways an EBC trainee's claim fails (Developing Castes Welfare guidelines):

• a family income above Rs 6 lakh a year
• a course outside a Government ITI, going by the current rate table
• a form left without the final submission, or a printout never handed in at the ITI with its documents, neither of which is considered
• a wrong institute or trade picked on the form, which sends the application into another institution's login at the student's own risk; a trade missing from the menu has to be added by the ITI from its own login, so the fix is to wait for it rather than pick the nearest-sounding one

Renewal conditions

myScheme's answer is that the stipend covers one academic year whatever the length of the course (myScheme record). The directorate's rate table does not settle the question either way: it prices the stipend as a yearly sum, Rs 400 a month for at most 12 months, and says nothing about a second year of a two-year trade (Developing Castes Welfare guidelines, scheme page in English). The same guidelines place a student who applied the previous year and was paid under the rules in an automatic Renewal mode on Digital Gujarat. A second-year trainee who finds the form waiting there should confirm with the district office that this stipend, and not only the portal, allows a second year before relying on it.

What the Directorate's Own Reports Show

The directorate publishes a year-end spending statement, and the EBC line of this stipend sits under budget head BCK-83, which the statements name "State Scholarship for students in Technical Diploma and Professional courses" and the 2026-27 guidelines use for the Swami Vivekanand rows (March 2026 expenditure report, Developing Castes Welfare guidelines, state scholarship portal). The March 2024 statement is in Rs lakh; the two after it are in Rs crore. The EBC row's own columns read:

The row is still in the 2026-27 guidelines, so an eligible trainee can apply. The statements record the money and the count; they give no reason for either.

• Stipend: A monthly stipend of ₹400/- is given to socially and economically backward class students for one year of recognized professional and Government ITI courses.

What to prepare

Documents required

The myScheme list stops at four papers. The directorate's guidelines ask for more, uploaded as scans of the originals, with a copy allowed only where an original cannot be produced (Developing Castes Welfare guidelines). Grouped by what each proves, the extra papers are:

• Income: the guardian's income certificate from a competent authority; the father's death certificate where he has died; the divorce order where the mother's income certificate is the one filed.
• Study record: mark sheets year by year from Class 10 onward, and an affidavit for any gap after Class 10 saying no course was taken and no scholarship drawn in that time.
• The rest: the year's fee receipt, a passport-size photograph, the Aadhaar number, a marriage or disability certificate where it applies, and anything else the district officer asks for.

The income certificate can itself be requested on Digital Gujarat, which the portal's FAQ describes as a service filed with proof of income such as salary slips or bank statements (Digital Gujarat FAQ).

Step by step

How to apply

The application is online only, on Digital Gujarat, and the guidelines say a scholarship form cannot be filed from anywhere else (Developing Castes Welfare guidelines, Digital Gujarat). The sequence the directorate sets out is:

1. Register as a new citizen user with a mobile number, an email ID and a password, then log in with the mobile number as the user ID and complete My Profile; the form stays locked until the profile is updated.
2. Open Services, then Scholarship Services, then Request a New Service, choose the current year in the Select Financial Year menu, and pick the stipend from the schemes listed under the heading "Director Developing Caste Welfare".
3. Click Continue to Service, fill in the registration, bank, academic and disability details with the ITI and trade exactly as enrolled, and upload the scanned documents and a recent passport-size photograph.
4. Verify the mobile number with the OTP and click Confirm & Final Submit. The form then waits in the ITI's own login, and it is taken up only after its printout, with self-attested copies of every upload, reaches the ITI office.

Students in villages can file through the e-Gram centre.

Tracking the Application and the Payment

Status is read from the student's own login. Digital Gujarat's FAQ says a submitted application is tracked by logging in and opening the "My Applications" section, and the portal's citizen manual shows every service a user has applied for on the screen that opens after login (Digital Gujarat FAQ, Digital Gujarat citizen manual).

Until the ITI acts on the application, the student can use the Withdraw option to pull it back, correct it and send it again; after that, only the ITI can return it for changes. Payment goes only to the account on the form, so check with the bank that the account is active and its KYC is complete before applying; a dormant account cannot take the credit (Developing Castes Welfare guidelines).

How winners are picked

Selection process

There is no merit list. The guidelines describe an eligibility check: the application lands in the ITI's login, the ITI receives the printed copy with the documents and can send the form back for correction, and the district officer may ask for any further proof (Developing Castes Welfare guidelines). The directorate's statements set a yearly target for the EBC row, 3,000 students in 2023-24, 1,041 in the year to March 2025 and 0 in 2025-26, but it publishes no ranking rule or cut-off for choosing among eligible applicants (March 2024 expenditure report, March 2025 expenditure report, March 2026 expenditure report).

Terms & conditions

Three conditions in the directorate's guidelines decide how the stipend is paid and what happens when something on the form is wrong (Developing Castes Welfare guidelines):

• It is paid once per academic session, following the ITI's recognised academic session, and only online; the directorate pays no scholarship offline.
• False or concealed details lead to blacklisting from the directorate's scholarships, and the guidelines ask students not to file duplicate applications.
• The guidelines call their rate table guidance only and leave the final reading of any rule to the Government's resolution, which matters here because the directorate's own pages disagree on courses and income.

The directorate's contact page lists one for every district: most are headed by a District Deputy Director (Developing Castes Welfare), while Anand, Amreli, Kutch and several others have a District Social Welfare Officer (Developing Castes) instead, each with an address and phone number (directorate contact page).
