The scheme has no fixed annual calendar, and its record publishes neither an opening nor a closing date; a cycle exists only once the Directorate notifies it. The most firmly documented recent window shows the pattern: for 2022-23, the last date of online submission for both fresh and renewal applications was extended to 30 November 2022 by a Directorate notification dated 3 November 2022. Watch the Directorate's website and the NSP announcements rather than working from a remembered date.

The guidelines put four gates in front of a fresh application. You must hold Manipur domicile. You must have passed Class XII or an equivalent examination from a recognised board, which includes the Central Board of Secondary Education (CBSE) and the Indian Certificate of Secondary Education (ICSE), with at least 60% marks; the same 60% floor applies to Science, Arts and Commerce alike, and to postgraduate applicants, who must have passed their degree with it. You must have secured admission in a general degree course, integrated courses included, or in a postgraduate discipline at an institution recognised by the University Grants Commission (UGC). And your parents' income from all sources must not exceed Rs 4.5 lakh a year.

Two consequences of those gates are easy to miss. Fresh applications belong to the year you qualify and take admission, so a delayed start costs the chance entirely. And since awards go by merit ranking rather than by meeting the floor, 60% only earns a place in the queue; the top of the marks list takes the seats.

The exclusion list in the guidelines is short but strict. A gap academic year before admission excludes a student outright, which is the rule underneath the apply-in-your-qualifying-year requirement. Open university and distance-mode students are out, as are those admitted through management quota and those enrolled in private or deemed universities. Technical and professional courses sit outside the scheme entirely, whatever the marks. Already drawing another scholarship for the same course closes the door, and parental income above Rs 4.5 lakh fails an application no matter how strong the marksheet.

First-year selection is meant to carry through the whole course, but the guidelines are explicit that renewal is not automatic. A renewal application goes in on NSP every year of the course, with the previous year's marksheet or pass certificate uploaded. Drawing the first renewal requires passing the first-year examination or being promoted to and admitted in the second year; a student promoted while carrying backlog papers can still be considered, provided no additional backlog from the previous year is pending. Failing promotion, or carrying backlogs pending for more than one year, ends the scholarship for the remaining years of the course. The award also stays where it was granted: the guidelines' own FAQ, asked whether the scholarship transfers when an awardee changes institution or course mid-tenure, answers a flat no. A line on the scheme's myScheme entry does allow renewal for a shifted course, but it sits among the schools-side award's conditions; for the undergraduate and postgraduate scholarship, the guidelines' no is the answer that counts.

The guidelines fix the rates in monthly terms and route the money by Direct Benefit Transfer: Rs 500 a month for a fresh degree student and Rs 750 a month for a fresh postgraduate, paid for 10 months in the fresh year. Renewal years run for 12 months, with the renewal amounts stated as Rs 6,000 a year for degree students and Rs 9,000 a year for postgraduates. A student on an integrated course receives the undergraduate rate. The money reaches the student's own bank account through the Public Financial Management System (PFMS); an account in a parent's name does not meet the requirement.

None of it approaches a college year's costs: the guidelines attach no fee waiver, book grant or hostel allowance, and their objectives clause frames the scheme as equal opportunity for meritorious students from economically weaker sections, not as cost coverage.

Two details separate a clean application from a returned one, both from the guidelines. The Permanent Residential Certificate (PRC) and the income certificate, each issued by the Deputy Commissioner, Additional Deputy Commissioner or Sub-divisional Officer of the applicant's district, are mandatory for fresh applicants only, and the PRC must be of the current year; an older certificate does not meet the guideline. The bank passbook copy must show the front page clearly and the account must be in the applicant's own name. Beyond those, the guidelines' own upload list stays short: the qualifying examination marksheet, an Aadhaar card copy, and the admission receipt matched to the year of study, first year for a fresh application, second or third year for renewals.

There is no rolling window. The Directorate invites applications by advertisement in leading local newspapers, on its own website and on NSP, and an application can be filed only after that notification and within its timelines, per the guidelines. The online route runs on scholarships.gov.in: a fresh applicant registers through the student login, works under a temporary ID while the form is open, and receives a permanent ID on submission, which serves for every later renewal and for tracking. Renewal applicants log in with the previous year's application ID and date of birth. One layer now sits on top of that walkthrough: NSP has required One Time Registration for fresh and renewal applications portal-wide since the module's July 2024 launch, so expect that registration step before the scheme form opens. The form can be completed over several sittings, and details stay editable until the window closes.

Verification then runs at two levels: an Institute Nodal Officer (INO) nominated by the principal checks the uploaded documents against the admission records and can return an application for correction, and a State Nodal Officer verifies at state level. Applying early leaves room for that correction loop, and the guidelines encourage exactly that.

Tracking the Application and the Payment

The status trail stays on NSP. Logging in with the registration ID and password opens the portal's check-your-status option, which the guidelines name as the way to follow an application. Once selected, payment moves by DBT through PFMS to the account given in the form; the guidelines require that account to stay operational for the full tenure and state that the Directorate is not responsible where a credit fails at the bank level.

Selection is a merit list and nothing else. The guidelines draw the list from finally verified applications, ranked purely on marks secured in the qualifying examination, and state that there is no reservation or quota on the basis of category, religion or gender. The practical cutoff is therefore a moving line, sitting wherever the last selected applicant's marks fall in a given year, at or above the 60% eligibility floor. Disbursement follows to the verified bank accounts by DBT.

The terms that bite are the continuity ones. The scholarship is tied to the course and institution where it was granted, is not transferred if either changes, and is not renewed after a failed year, per the guidelines. Only one scholarship can be held for the same study, and Manipur's education administration has enforced that rule in the past: the schools directorate's scholarships page carries a notification deleting 40 students from the Merit Scholarship Scheme, 2015 for enjoying dual scholarship. The bank account stays the student's responsibility until the tenure completes, since a payment that fails at the bank level is not made good by the Directorate, and both the rates and the seat numbers remain open to modification by the government from time to time.

The scheme sits with the Directorate of University & Higher Education, Government of Manipur, at Imphal, whose Director signed the 2022 deadline extension.
