About SKSSGIS

Nobody applies for this scheme, and no student is ever paid a rupee of it for studying. The Shahidvir Kinariwaala Student Security Group Insurance Scheme is a group personal accident cover that the Gujarat government carries on college students, and it becomes money only when a family walks into a college office with a death certificate, a post-mortem report and a police panchnama, or when a student comes out of an accident permanently disabled. Everything that follows is written for the person making that claim, not for a student looking for fees.

The scheme does not run on its own. It is one of 14 beneficiary categories inside the Gujarat Samuhik Juth Janta Akasmat Vima Yojana, the state's consolidated group accident scheme administered by the Directorate of Insurance under the Finance Department, and the row is listed there under the shorter name Shahid Vir Kinariwala for students studying in colleges of Gujarat State. The nodal officer for that row is the Commissioner of Higher Education, and the claim has to reach him through the college principal (Gujarat Samuhik Juth Akasmat Vima Yojana category table, Directorate of Insurance, Government of Gujarat).

That table also carries the figure most families need, and the figure has moved. The cover on the college row now stands at Rs 4,00,000 in a case of accidental death (Directorate of Insurance, Government of Gujarat). What decides which figure a claim is read against is the date of the ACCIDENT, not the date of the death, the date of the claim or the date the family first hears of the scheme. The revised amounts were fixed by a Finance Department resolution approved on 18 August 2025, which states that they apply to an accidental death or disability occurring on or after 1 April 2025 and that every other condition of the earlier resolutions stands unchanged (Finance Department resolution raising the group accident insurance cover, Commissionerate of Higher Education, Gujarat).

An accident before that date is settled on the older scale, which is why two figures sit side by side wherever this scheme is listed. The Gujarat Government Gazette annexure that notified the scheme under the Aadhaar Act on 29 July 2024 records Rs 1,00,000 in a case of death, names the Commissionerate of Higher Education as the implementing agency, and states that the insurance amount is paid by the office of the Director of Insurance (Gujarat Government Gazette, Extraordinary, Part IV-A, Department of Science and Technology). The Education Department's own scheme page still prints that older figure too (Shahidvir Kinariwaala Student Security Group Insurance Scheme, Education Department, Government of Gujarat). Neither surface is wrong for an accident that happened while that was the ruling scale, and neither is right for one that happened after it changed.

The name on the file belongs to Vinod Kinariwala, a student of Gujarat College who was killed inside his own campus on 10 August 1942 during the Quit India Movement and whom the college remembers as the first student martyr of India (History of Gujarat College, Gujarat Arts and Science College, Government of Gujarat).

Important dates

This scheme has no opening date, no closing date and no application window, and the record carries none because there is nothing to apply for in advance. Three dates decide a claim instead.

The date of the accident is the one the policy is read against. Where the accident and the death fall on different days, the Directorate says the date of the accident is what matters, which protects a family whose student died in hospital weeks later (FAQs, Directorate of Insurance). The second is 1 April 2025, the line the revised cover starts from: an accident on or after it takes the higher scale, an accident before it takes the scale that was in force then (Finance Department resolution raising the group accident insurance cover, Commissionerate of Higher Education, Gujarat). The third is the day a complete file finally leaves the college, because that is when the nodal officer's thirty-day forwarding limit and the sixty-day payment limit start running. A file handed over quickly but half-assembled does not start either clock; it comes back.

Who can apply

Eligibility criteria

There is no income ceiling, no caste category and no marks condition anywhere in this scheme, because it is a policy the state buys over a body of students rather than an award it hands to some of them. What it tests is where a student is on the rolls. The Commissioner of Higher Education's working circular takes in universities, government, non-government and self-financed colleges, Gram Vidyapeeths, GBTC colleges, technical education institutions and other higher education institutions of the state, and the students it covers there are those on diploma, degree and postgraduate courses alike (Circular on the Shahid Vir Kinariwala Vidyarthi Suraksha Juth Vima Yojana, Commissioner of Higher Education, Gujarat).

The edge that catches people is the day the cover ends. The Directorate of Insurance answers directly that where a student has already been given a school leaving certificate and then dies in an accident, the compensation is not payable (FAQs, Directorate of Insurance, Government of Gujarat). A student who has finished a course and collected the leaving certificate, or who left mid-year, is outside the group from that moment, however recently the fees were paid.

Age is handled category by category rather than by one rule. The Directorate says each category carries its own minimum and maximum age, fixed in the annexure to the Finance Department's resolution of 1 April 2013, and its published table prints an age band against the farmer, worker, safai kamdar, divyang, widow and diamond worker rows while printing none against the college row (FAQs, Directorate of Insurance).

Who is allowed to sign the claim is fixed as well, and it is not simply the nearest relative who reaches the office first. The Directorate sets an order of precedence among the legal heirs: husband or wife, then son or daughter, then parents, then grandchildren, then a dependent unmarried, widowed or deserted sister. Where nobody in that line survives, the person claiming has to obtain a succession certificate through the court before applying (FAQs, Directorate of Insurance).

The applicant must be a student, guardian or heir of the student.
The applicant must be studying in any university, government college, non-government college, Gram Vidyapeeth GBTC college, or technical education institute within Gujarat.
The student should have died in an accident or permanent disable.
The death must have been due to natural cause or suicide.

Who cannot apply

Exclusions

The scheme record publishes no exclusion list, and the silence hides the sharpest disagreement on the public record. A family can sign that disagreement away without ever seeing it, so settle it first.

The Education Department's scheme page states that deaths due to natural causes and suicide are also covered under this policy (Education Department, Government of Gujarat). The two offices that actually run the scheme say the opposite. The Directorate of Insurance, which releases the money, publishes in plain terms that death from a natural cause or from illness is not payable, and it names diarrhoea, vomiting and dengue as examples before adding that a death caused by illness, by a heart attack, or by a doctor's negligence carries no compensation either (FAQs, Directorate of Insurance). The Commissioner of Higher Education's own working circular, the document that set this row up, defines the covered event as the death or bodily injury of a student by any means OTHER than suicide or a natural death, subject to the conditions of the policy (Circular on the Shahid Vir Kinariwala Vidyarthi Suraksha Juth Vima Yojana, Commissioner of Higher Education).

The paperwork then settles the disagreement against the family in the harshest way available. The Finance Department's resolution of August 2025 replaced the older undertaking form with an indemnity bond, notarised on stamp paper (Finance Department resolution raising the group accident insurance cover, Commissionerate of Higher Education, Gujarat), and in that bond the person signing undertakes that if the death turns out to have been natural or by suicide, or if the supporting papers are found to have been got up, or if false information was given, the amount goes back to the government with compound interest running from the date it was received (Indemnity bond, prescribed form, Directorate of Insurance). So a family that files on the strength of the Education Department's line is signing a promise to repay everything, with interest, if the Directorate later reads the death as natural or as suicide. Ask the Commissionerate in writing which reading governs your case before the bond is executed, and keep the reply.

Two evidentiary bars work as exclusions in practice. Without a post-mortem there is no claim at all, and only where a post-mortem was genuinely not possible does a District Collector's certificate that the death was accidental take its place. The FIR, the inquest panchnama and the police panchnama are compulsory in every accidental death, not optional supporting paper (FAQs, Directorate of Insurance).

Renewal conditions

There is nothing for a student or a family to renew, and no annual form to file. The state renews the arrangement, not the beneficiary. When the Commissioner of Higher Education first issued working instructions for this scheme, the cover was written for one year running from the date the state paid the premium to the insurer (Circular on the Shahid Vir Kinariwala Vidyarthi Suraksha Juth Vima Yojana, Commissioner of Higher Education, Gujarat). The separate departmental policies were later folded into one consolidated group accident scheme and handed to the Directorate of Insurance from 1 April 2008, and it is amended by Finance Department resolution rather than re-applied for (Finance Department resolution raising the group accident insurance cover, Commissionerate of Higher Education, Gujarat).

What does change between policy years is the amount, and that is the only renewal question worth asking. Because a claim is read against the scale in force on the date of the accident, a family should fix that date first and then find the figure that belonged to it, rather than reading the number off whichever listing page a search turns up.

One lump sum is paid out once, and on a death it reaches one heir. The gazette notification records that the insurance amount is paid by the office of the Director of Insurance rather than by the college or the Commissionerate, so the money arrives from Gandhinagar into the bank account named in the claim (Gujarat Government Gazette, Extraordinary, Part IV-A).

Which student row a family falls into decides the amount, and the four student rows of the group scheme are not worth the same. These are the amounts in force for an accident on or after 1 April 2025.

A student who survives is paid on a graded scale, and this is where a claimant needs to know that the rule itself is not stated the same way twice. The Directorate of Insurance, the office that settles the claim, pays the full amount for the loss of two limbs, or two eyes, or one limb and one eye, and also for total permanent disability from any other accidental injury, and pays half the amount for the complete loss of any one limb or one eye (FAQs, Directorate of Insurance). The Education Department's scheme page sets partial disability far lower than that, at five per cent of the cover for a partial disability rather than half of it (Education Department, Government of Gujarat). A student who has lost one limb or one eye is the person that gap falls on, so get the applicable rate confirmed by the Directorate before the disability certificate is filed, and keep the certificate from an authorised medical officer rather than only a hospital discharge summary. In a disability case the payment goes to the student rather than to an heir, and the circular leaves it to the Commissioner of Higher Education to settle who the legal heir is when the student has died (Circular on the Shahid Vir Kinariwala Vidyarthi Suraksha Juth Vima Yojana, Commissioner of Higher Education).

The Commissioner's working circular also allowed a reimbursement of hospital expenses for treatment of an accident during the policy period, and that is the only part of this cover that pays out while the student is alive. The circular fixes it as a flat per-person ceiling, not a proportion of the bill, and nothing published since restates or revises it, so the circular itself is the document to put in front of the Commissionerate before a hospital claim is assembled (Circular on the Shahid Vir Kinariwala Vidyarthi Suraksha Juth Vima Yojana, Commissioner of Higher Education).

  • Maximum financial assistance of ₹1,00,000/- is provided in case of accidental death or permanent disability.
  • Coverage includes accidental death, permanent total disability, loss of two limbs or two eyes, or one limb and one eye (100% coverage).
  • Partial disability such as loss of one limb or one eye may also be covered at 50%.

What to prepare

Documents required

The scheme record lists the papers a family is asked for, and the practical trouble is that the Commissionerate's own claim checklist is longer than that list. It asks for the prescribed annexures signed and stamped by the principal, the inquest or site panchnama, the police report of the investigation into the accidental death and then the police's final investigation report as a separate certified copy, the certified copy of the order by which the Sub Divisional Magistrate approved the case as an accident, the college's most recent fee receipt, the student's college identity card, an advance receipt signed over a revenue stamp, and an indemnity bond notarised on stamp paper and filed in the original (Claim checklist enclosed with letter NSS/SVKS/2021, Commissionerate of Higher Education, Gujarat).

Two small requirements on that checklist decide whether a file moves or sits. A mobile number on the claim application is marked compulsory, and the institution has to scan the block of papers the checklist numbers three to eleven, one PDF per document and each under a megabyte, and send them on a CD along with the physical claim, which travels in two copies through the college rather than one (Claim checklist, Commissionerate of Higher Education). Where a driving licence is asked for, it is asked for only in a case where the student was driving a vehicle, so its absence in any other case is not a gap.

Where the deceased was studying is proved by the principal, not by the family. A bonafide certificate confirming that the student's study was ongoing is a checklist item in its own right, which is the same document the cover itself turns on.

Step by step

How to apply

There is no online application and no portal login. The Education Department's scheme page carries N.A. against the Apply Online line (Education Department, Government of Gujarat), and the Directorate of Insurance says the claim application form is either downloaded from its own website or the Finance Department website, or collected from the nodal officer (FAQs, Directorate of Insurance).

The file travels in one direction. The family hands the completed claim with its enclosures to the college, the college principal sends it to the Commissioner of Higher Education as the nodal officer for this category (Directorate of Insurance category table), and the Commissionerate's NSS branch scrutinises it and passes it to the Directorate of Insurance, which makes the payment. A family cannot shortcut the college and lodge the claim directly at Gandhinagar.

The published clocks run on the office, not on the family. The Directorate's answer is that the claim goes to the district nodal officer, who must make the necessary verification and forward the file to the Directorate within thirty days, and that where the evidence and documents are proper and complete the compensation is paid within a maximum of sixty days. Both limits are printed in Gujarati numerals on the Directorate's own FAQ page, which is where to read them before counting days (FAQs, Directorate of Insurance). Neither clock starts until a complete file leaves the college.

Tracking is separate from applying, and it is the part almost nobody is told about. The Directorate of Insurance runs a Gujarat Akasmat Vima Yojana portal whose Check Your Application Status page asks only for the applicant's Aadhaar number or bank account number and a captcha, and returns the position of the claim (Check application status, Gujarat Akasmat Vima Yojana, Directorate of Insurance, Government of Gujarat). Keep the bank account used on the claim form to hand, since that is the number the status page recognises.

One practical point about language. Correspondence on a claim does not have to be in English, and the Directorate confirms that an applicant may insist on being corresponded with in Gujarati (FAQs, Directorate of Insurance).

How winners are picked

Selection process

Nothing is selected here on merit, income or a cut-off, because there is no competition for a fixed number of awards. What stands between a family and the money is scrutiny of the file, and the failure rate at that stage is a known problem inside the system rather than an unlucky exception. The Commissionerate's own circular to universities and colleges records that many colleges send claim applications with incomplete details and inadequate supporting papers, and instructs them to work through the enclosed checklist and send the claim in two copies so that time is not wasted and the beneficiary gets the benefit on time (Letter NSS/SVKS/2021 to registrars and principals, Commissionerate of Higher Education, Gujarat).

A refusal is not the end of the road. Where a claim is disallowed or not accepted, an appeal lies to a Review Committee made up of the insurance company's representative, an officer of the government's administrative department and the Director of Insurance (FAQs, Directorate of Insurance).

Fine print

Terms & conditions

Not a rupee of premium comes out of the student or the family. The Commissioner's circular states that the entire expenditure behind the scheme is borne by the State Government (Circular on the Shahid Vir Kinariwala Vidyarthi Suraksha Juth Vima Yojana, Commissioner of Higher Education), and the Directorate confirms separately that no premium is paid by the deceased or by the beneficiary (FAQs, Directorate of Insurance).

That free cover comes with a condition on how a dispute may be fought. Because the beneficiary pays nothing, the Finance Department's resolution bars an applicant from taking the matter to a consumer forum or a court without first putting it to the Review Committee, and any legal step needs the consent of the department that proposed the insurance (FAQs, Directorate of Insurance). The indemnity bond adds that the jurisdiction for any dispute rests only at Gandhinagar (Indemnity bond, prescribed form, Directorate of Insurance).

The hardest condition is the one against a second claim. A family may draw only once from the group accident scheme as a whole, and once the Directorate has paid under one category it cannot cancel that and pay again under another. The bond makes the claimant declare that no other heir has claimed or will claim under any other category, and agree to return one of the two amounts if a double benefit is later proved (Indemnity bond, prescribed form, Directorate of Insurance).
