A Scheduled Tribe student in Uttarakhand changes scholarship files at Class 11. Up to Class 10 the award is pre-matric and is published as a monthly figure, Rs 350 a month for a hosteller in Classes 9 and 10 (Pre-Matric Scholarships 9-10, Directorate of Tribal Welfare). From Class 11 it becomes dashamottar, the state's word for post-matric, and the amount is published once a year against whichever of four course groups the programme falls into (Post-Matric Scholarships, Directorate of Tribal Welfare).

The Directorate of Tribal Welfare describes its Post-Matric Scholarship as a centrally sponsored scheme for ST students in higher education, including professional and technical courses, running from Class XI to post-graduation (Post-Matric Scholarships, Directorate of Tribal Welfare). The dashamottar entry is that scheme as Uttarakhand delivers it, which is why eligibility opens at a class rather than at a course level.

The scheme record names the Department of Social Welfare, and that is not a contradiction. The department's own scholarship list carries three service pages, for Scheduled Caste students, for PM-YASASVI and for students with disabilities, and no tribal one (Scholarship Schemes, Social Welfare Department Uttarakhand). The tribal line's rules are published by the directorate instead, and the directorate's own officer list puts its Director under the Secretary of the Social Welfare Department (All Offices Detail, Directorate of Tribal Welfare). One administrative line, two names on the internet.

Who it covers is a short and very specific list. The directorate recognises five Scheduled Tribes: the Jaunsaris of the Jaunsar-Bawar tract between the Tons and the Yamuna in Dehradun and Tehri, the Bhotiyas of the Darma, Byans and Chaudans valleys in Pithoragarh, the Niti and Mana valleys in Chamoli and the Nelang and Jadung valleys in Uttarkashi, the Tharus around Khatima, Sitarganj and Nanakmatta in Udham Singh Nagar and in parts of Champawat, the Buksas of the Terai and Bhabar belt across Udham Singh Nagar, Nainital, Haridwar and pockets of Dehradun, and the Rajis, a Particularly Vulnerable Tribal Group in the Dharchula and Didihat blocks of Pithoragarh and in Champawat (Scheduled Tribe List, Directorate of Tribal Welfare).

The same page carries a comparison table with no reference year printed on it, on a page that dates its Raji population count to the 2011 Census. That table sets 2,91,903 Scheduled Tribe residents against a state population of 1,00,86,292, and Scheduled Tribe literacy at 73.88 percent against 78.8 percent for Uttarakhand as a whole (Scheduled Tribe List). A programme aimed at a group that size is run by a small number of officers, and knowing which one holds the file is most of the practical problem.

Uttarakhand also does not run one post-matric scheme with a category box inside it. On the National Scholarship Portal the state lists four separate post-matric entries, for SC, ST, OBC and EBC students, and the tribal one is named Post-Matric Scholarship For ST Students-Uttarakhand (Uttarakhand state schemes, National Scholarship Portal). The entry chosen at the start of the form is the one thing worth checking twice.

Neither the scheme record nor the directorate's page publishes a window. The National Scholarship Portal does, and for the 2026-27 academic year the Uttarakhand tribal post-matric entry closes every stage on the same day.

That single closing date is what makes a late filing risky, because the institution's own verification window shuts on the day the student's does. The state's SC, ST, OBC and EBC post-matric entries all run on these dates, while the minority pre-matric entry runs on its own calendar, opening on 3 July 2026 and closing student applications on 31 August 2026 (Uttarakhand state schemes on NSP). The dates are reset each academic year, and the portal is the only place the state publishes them.

Eligibility criteria

The directorate attaches two conditions the scheme record does not spell out. An applicant must belong to a Scheduled Tribe as recognised in the domicile state or union territory, and cannot hold another scholarship at the same time (Post-Matric Scholarships). The first matters more here than the wording suggests, because Scheduled Tribe lists are drawn state by state and a certificate issued on another state's list does not carry into an Uttarakhand claim.

The money test is a household one. The directorate states a family income ceiling of Rs 2.5 lakh a year (Post-Matric Scholarships), and the scheme record reads the same ceiling as the combined annual income of parents or guardians from all sources. It is settled by the income certificate rather than argued inside the application.

One point is worth resolving before filing. The scheme record requires enrolment in a recognised institution in Uttarakhand, while the directorate's own scheme page asks only for enrolment in a recognised institution (Post-Matric Scholarships). A student from an Uttarakhand tribal family who has taken a seat outside the state should put that question to the district office while the window is open, not after a file is returned.

Exclusions

The scheme record's exclusions field is blank, and the directorate publishes no list of disqualifications alongside its scheme page either. What does the work of one is a single line inside the eligibility rules, that a student cannot receive any other scholarship simultaneously (Post-Matric Scholarships). A central merit award and this one therefore cannot both run on the same course year.

Renewal conditions

Uttarakhand sanctions this award one academic year at a time, so the next year is a fresh application rather than a continuation. The state's portal entries open once a year and carry a single set of dates for that year (Uttarakhand state schemes, National Scholarship Portal), and a student who has already registered applies again against the same One Time Registration number (National Scholarship Portal). The portal itself marks a renewal cycle where one exists, printing a second opening date labelled for renewal against the central PM-YASASVI entries (Schemes on NSP); the Uttarakhand tribal entry prints one set of dates and nothing labelled renewal at all.

The directorate publishes the maintenance stipend as an annual figure in four course groups, split by whether the student lives in a hostel.

Those group labels are short, and the scheme record spells the same four rates out by course instead. What the directorate calls Group III, the vocational band, is where the record puts ITI courses and the three-year polytechnic diploma; the non-professional Group II is where it puts BA, BSc and BCom and their postgraduate equivalents.

Two items sit beside that table which the scheme record leaves out. Tuition is reimbursed separately from the stipend, capped at Rs 2.5 lakh a year for engineering and Rs 6 lakh a year for medical courses, and a student with a disability draws a further Rs 9,600 a year as a hosteller or Rs 7,200 as a day scholar (Post-Matric Scholarships).

The hosteller rate is worth checking against where the student will actually live. The directorate runs five hostels for tribal students, each with 50 places and offering free accommodation and food: boys' hostels at Gopeshwar in Chamoli, Dharchula in Pithoragarh, and Khatima and Kashipur in Udham Singh Nagar, and a girls' hostel at Dhanpo Lakhwad in Dehradun that opened in the 2021-22 academic year (Hostels, Directorate of Tribal Welfare).

• Group 2: For all non-professional recognized courses that lead to Graduate, M.Phil/Ph.D. degrees, and which do not fall under Arts, Science and Commerce group, such as: BA/BSc/B.Com or MA/MSc/M.Com:
• Hostellers: ₹820/- monthly; (₹8,200/- per annum) - Day Scholar: ₹530/- monthly; (₹5,300/- per annum)
• Group 3: For professional streams, ITI courses, 3-year diploma courses in polytechnic, etc.: Hostellers: ₹570/- monthly; (₹5,700/- per annum) - Day Scholars: ₹300/- monthly; (₹3,000/- per annum)
• Group 4: All post-matric level non-degree courses for which the entry qualification is high school (10th), for example, Senior Secondary Certificate (Class 11 and 12)
• Hostellers: ₹380/- monthly; (₹3,800/- per annum) - Day Scholars: ₹230/- monthly; (₹2,300/- per annum)

Documents required

The scheme record asks for the caste, residence, income, identity, banking and academic papers, and the certificate that does the specific work here is the Scheduled Tribe one, because the domicile-state test is decided on it. The bank passbook carries the other risk. Payment runs by Direct Benefit Transfer linked to Aadhaar and is monitored on the Ministry of Tribal Affairs DBT portal (Post-Matric Scholarships, Directorate of Tribal Welfare), and the directorate is explicit on the pre-matric side that the account has to be linked to Aadhaar rather than merely open (Pre-Matric Scholarships 9-10). The National Scholarship Portal carries a standalone Aadhaar seeding check, and a page on how to seed Aadhaar with a bank account, for exactly that reason (National Scholarship Portal).

How to apply

Applications are submitted through the National Scholarship Portal or a state portal and are verified at institute, district and state level (Post-Matric Scholarships, Directorate of Tribal Welfare). For the tribal dashamottar line the working route is the national portal: a One Time Registration first, then the application form against that number (National Scholarship Portal), then the entry named Post-Matric Scholarship For ST Students-Uttarakhand rather than the SC, OBC or EBC entries sitting beside it (Uttarakhand state schemes on NSP).

Verification starts at the institution, and the scheme record routes the verified file onward to the District Social Welfare Officer. Where a district has one, the Directorate of Tribal Welfare also posts a District Tribal Welfare Officer, and it names only four: Udham Singh Nagar in Room 219 of Vikas Bhawan in Rudrapur, Pithoragarh in Room 302 of Vikas Bhawan, Dehradun at Survey Chowk near the ITI, and Chamoli at the district social welfare office in Hariom Colony, Gopeshwar (All Offices Detail, Directorate of Tribal Welfare). A tribal family anywhere else in the state deals with the district social welfare office.

Once the form is in, the file is followed from the portal's own student menu: application status behind the student login, the Track Your Payment link for whether a sanctioned amount was actually released, and the Aadhaar seeding check for whether the account can receive it (National Scholarship Portal). Behind all three sits the Ministry of Tribal Affairs Direct Benefit Transfer portal, on which every state has to upload its DBT transactions for a month by the fourth day of the month after (Direct Benefit Transfer, Ministry of Tribal Affairs). A file that cleared the district in one month and shows nothing by the middle of the next is a file worth asking about.

Selection process

The portal labels every Uttarakhand post-matric entry a welfare-based scheme rather than a merit-based one (Uttarakhand state schemes on NSP), and that label is the selection rule in plain form: an eligible file is sanctioned, not ranked against other files. What stands in for a merit list is the verification chain of institute, then district, then state (Post-Matric Scholarships, Directorate of Tribal Welfare). Neither the directorate nor the scheme record publishes a cut-off mark, a district quota or a fixed number of awards.

The award is sanctioned for one academic year at a time and reaches the student's own account by Direct Benefit Transfer, which is why the bank record and the Aadhaar have to agree. A state programme management unit runs the state portal, grievance handling and institution onboarding, while a central unit runs the DBT portal and the data checks behind it (Post-Matric Scholarships, Directorate of Tribal Welfare). That central portal publishes what the post-matric scheme has actually paid out across all states, Rs 3854.38 crore in FY 2025-26 (Direct Benefit Transfer, Ministry of Tribal Affairs). Beyond the income ceiling and the bar on a second scholarship, the scheme record sets out no further conditions.
