The award belongs to the Directorate of Soldier Welfare and Rehabilitation, Uttarakhand, which is the executive arm of the State Sainik Board. The directorate keeps two announcement feeds, one general and one budgetary, and as it stands both return nothing at all, so there is no dated notice to watch for and no cut-off written down to miss. Treat the academic year as the clock instead: the claim depends on a bonafide or admission certificate for the year in progress, so the sensible window opens as soon as the institution will issue one and closes whenever the district office says its own list must go up to Dehradun. That date is a district answer, not a state one.

Eligibility here is a matter of record-keeping before it is a matter of merit. The state's entry for this scholarship carries no marks threshold and no family income ceiling, which is unusual for an Indian state award and is the clearest difference between it and the two look-alikes above.

What the department does need is a documented chain from the veteran to the student. The state soldier welfare services portal lists its online work in a fixed order: registration of the ex-serviceman, then registration to add the names of his family members, and only then registration for a scholarship for an ex-serviceman's children. Reading that order literally, a household whose veteran has never registered with his district office, or whose child was never added to that record, has no dependant to attach a claim to, and the first two steps are the ones to finish early.

The handbook's item 9 is a rate line, not a rulebook, and the scheme record leaves the exclusions field empty, so the only published way to lose this award is to fail the eligibility test itself. Take that silence to the counter rather than reading it in your favour: the Sainik Punarvas Sanstha attaches an explicit no-double-benefit condition to parts of its own scholarship table, and only the district office can say whether an award a student already holds will be treated the same way here.

The handbook writes the rate as a per-year figure rather than a lump sum, so the payment is built to follow a degree through its length instead of landing once. No separate renewal form or renewal window is published by the directorate. In practice that puts the yearly proof back on the family: a fresh bonafide or admission certificate for the current academic year, filed through the same district office that handled the first claim, is what keeps the chain intact.

They are annual figures rather than monthly ones, and that is the practical difference from the Kendriya Sainik Board award families most often compare them against.

The rates are also modest against the Sainik Punarvas Sanstha's own engineering and medical rows, which sit in the same handbook behind a 70 percent bar and pay considerably more per year to a student who clears it, per the state handbook's scholarship tables. A student with the marks is worth putting up for both.

Documents required

Every document the scheme asks for is a link in the same chain, and each one comes from a different place. The discharge book and the ex-serviceman identity card come out of the veteran's registration with his district office, so a family that has let that registration lapse cannot produce them on demand. The course certificate comes from the institution and has to name the current academic year. The bank account and Aadhaar are what the transfer runs on.

The name is where claims quietly fail. A discharge book records a soldier's name as the service wrote it, abbreviations, initials and all, while a bank account is usually opened in the form the Aadhaar record carries. Where those two differ the department treats the pair as unmatched, so the cheapest fix is to reconcile the bank record with the discharge book before the file is submitted rather than after it is returned.

How to apply

Uttarakhand does not run a standalone soldier welfare application domain. Its services sit inside the national ServicePlus platform, under the state's own path at the soldier welfare and rehabilitation services portal, which the department maintains for exactly three online services, the scholarship registration among them. The service list is written in Hindi and the portal carries a citizen login for filing.

Tracking is the part most families miss. The same portal offers a Track Application Status service that does not need a login, and the department describes it as the way to find out where a file has actually reached and, if it is delayed, why. Use the acknowledgement number the portal issues at submission.

Two escalation routes exist when tracking shows a file has stopped moving. The directorate points ex-servicemen to the central Public Grievance portal at pgportal.gov.in, which issues a registration number you can follow, and to the Uttarakhand CM Helpline on 1905, a toll free line that returns a grievance identifier of its own, both set out on its grievance redressal page. The portal's own advice is blunter and usually faster: for the detail of any facility, ask the District Sainik Welfare and Rehabilitation Office.

How winners are picked

Selection process

There is no rank list. The handbook entry publishes a rate and a fund and no merit rule, no award quota and no reservation split, so a complete and verified file is the whole test rather than a score that has to beat other applicants.

Verification is two-tier and physical. The district office checks the veteran's record, the dependant link and the course certificate against what it already holds, and the directorate at Dehradun is the state-level authority above it. That structure is why a small documentary defect costs weeks: the file travels back down to the district that raised it.

The binding terms are administrative rather than published. The handbook entry is a single line naming the rates and the fund, which means the conditions a family will actually be held to, the proof accepted for dependency, the treatment of a broken academic year, the point at which a course change ends the payment, live in the district office's file notes and in the Sainik Welfare Directorate's internal instructions.

One structural condition follows from the source of the money. The scholarship is paid out of a named state assistance fund rather than an open-ended budget line, so the pace of payment depends on what the state releases to that fund in a given year.
