Group 1 is degree and postgraduate level professional courses, Group 2 the other professional courses leading to a degree, diploma or certificate, Group 3 graduate and postgraduate courses not covered by those two, and Group 4 every post-matriculation non-degree course. The rates behind those groups have been in force since 2023-24, and the top of the table is the Group 1 hosteller at Rs 13,500 a year, with each lower group and every day scholar drawing less (Social Welfare Department, Uttarakhand).

The fee side is not a state rate at all. It is built from the demand letter of prescribed non-refundable fees that the institution supplies for the course, which reaches the District Social Welfare Officer through the District Education Officer, which is why the same programme at a private college and at a government one will not settle at the same total. Beyond the certificates that carry the caste and residence tests, two things decide whether the money actually moves. The first is a bank account that is Aadhaar seeded rather than merely open: the department publishes lists of students whose payments failed on the portal for Aadhaar not seeding and other reasons (Social Welfare Department, Uttarakhand). The second is not filed by the student at all. How to apply

The application is made on the National Scholarship Portal, where the scheme is listed as Post-Matric Scholarship For SC Students-Uttarakhand and marked a welfare based scheme (National Scholarship Portal). That routing was a departmental decision rather than a portal default: the department's government orders record pre-10th and post-10th scholarships being moved to the Government of India portal from the 2017-18 financial year (Social Welfare Department, Uttarakhand).

The department's rule is that students apply for the scholarship at their own institute, so the file starts moving at the college rather than at the district office (Social Welfare Department, Uttarakhand).

Tracking splits into three questions with three different answers. Application Status, behind the student login, says whether the file is moving (National Scholarship Portal). Whether a sanctioned amount was actually released is a different system, and the portal's own Track Your Payment link points straight at Know Your Payment on the Public Financial Management System (PFMS).

The third question, whether the failure sits at the bank end, is where Uttarakhand does something most states do not. Selection process

No marks threshold appears anywhere in the department's post-matric rules. A scholarship sanction committee formed at the institution approves the scholarship for all eligible students and prepares the sanction list, after which the District Social Welfare Officer transfers the scholarship and the fee to a CBS account of a nationalised bank operated in the student's own name (Social Welfare Department, Uttarakhand). On the portal side, the closing dates for defective application verification, institute verification and officer verification for 2026-27 all fall on the same day as the student's own closing date, so a form filed at the very end leaves the institution no separate window in which to verify it (National Scholarship Portal).

The award is dated from admission rather than from the start of the session, and a first year admission completed after the 20th of a month is counted from the following month, which quietly costs a late entrant one month of allowance (Social Welfare Department, Uttarakhand).

One rule is easy to misread. From AY 2026-27 the portal lets a student apply for one merit based scheme and one or more welfare based schemes (National Scholarship Portal). That loosens nothing here.
