About RTA2009
The Right to Education Act 2009 is a central law that guarantees free and compulsory education to every child aged 6 to 14 years in India. It was passed by Parliament in August 2009 and came into force on 1 April 2010. One of its provisions, Section 12(1)(c), requires private unaided schools to set aside a quarter of their entry-level seats for children from economically weaker and disadvantaged sections, with the government reimbursing the school for the cost of educating them.
In Uttarakhand, this provision is carried out by the state's Department of Education, with school education overseen by the Director of School Education in Dehradun. The state notified its own rules under the Act in 2011, and complaints are handled by the Uttarakhand State Commission for Protection of Child Rights. The benefit is delivered in kind rather than as cash: a child admitted under the scheme receives free education, textbooks, and a uniform up to Class 8 at a private school.
The scheme is aimed at children from weaker and deprived sections in both rural and urban parts of Uttarakhand who might not otherwise afford a private school. Admission is offered at the entry level, and separate eligibility categories cover children from low-income households, scheduled castes and scheduled tribes, non-creamy-layer other backward classes, orphans, and children with disabilities.

Eligibility criteria
| Children from the following categories will be eligible for admission up to Class 8 in private schools: | |
| Children from weaker sections: Those whose parents/guardians have an annual income of ₹55,000/- or less, or are BPL card holders. 1. Children from disadvantaged classes: SC, ST, and children belonging to the non-creamy layer of OBC, with a family annual income of up to ₹4.5 lakh. 1. Orphan children. | |
| Children with physical disabilities. | |
| Children living with HIV/AIDS or those dependent on parents who are HIV/AIDS positive. | |
| Children dependent on disabled parents or parents affected by leprosy, with a family annual income of less than ₹4.5 lakh. | |
| Children dependent on a divorced or widowed mother, with an annual family income of less than ₹80,000/-. |

Award & benefits
- Under Section 12(1)(c) of the Right to Education Act, children from weaker and disadvantaged sections in rural and urban areas of Uttarakhand are provided free education, textbooks, uniforms, and the benefits of the PM Poshan Yojana up to Class 8 in private schools.
- In private schools, 25% of the total seats in the entry-level class are reserved for children from weaker and disadvantaged sections under Section 12(1)(c) of the Right to Education Act.
