A Scheduled Caste student in a Puducherry professional college can have the tuition and examination fees they have already paid refunded by the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry, after clearing two separate bars. One is a mark: above 75% in the Higher Secondary Course examination. The other is a rank the department names and never explains, a place in what it calls the 'Top 20 Rank', held together with selection through CENTAC (scheme page, Adi Dravidar Welfare Department). The mark is checkable off a mark sheet. The rank is not, and it is the bar that decides who gets paid.

The department's entire published rule set for this scheme sits on one page under three headings: an objective, a two-clause eligibility test, and a list of five enclosures to attach to the application. There is no separate rulebook PDF, no application portal of its own, and no notification cycle published against it. The page's own stamp puts its last update at 15-04-2020 (scheme page).

What it does fix, it fixes precisely, on three points. The student must have been selected through CENTAC for admission to a professional college. The college must be a government or government recognised private professional college. And the parent's annual income carries, in the department's own words, no limit (scheme page). A household that earns too much for the department's own post-matric line is still inside this one, provided the rank holds.

CENTAC is the Centralised Admission Committee under the Directorate of Higher and Technical Education, and it describes itself as the common online admission portal to all colleges in the union territory of Puducherry (CENTAC). Making it a condition does a lot of quiet work: it fixes where the student studies, how the seat was obtained, and, because CENTAC classifies its own courses, which stream counts.

The department's notice board year-stamps the full-fees scheme, down to a phase-wise sanction trail and a notice titled Grant of Full Fees Scheme for the year 2022-23, and never once names this reimbursement (notice board). The myScheme entry agrees: both of its date fields sit unfilled (myScheme record). The dates that actually bind are the student's own, because the enclosure list demands the original receipt for fees already paid: the Higher Secondary result, the CENTAC allotment and the fee payment all have to have happened before a claim exists (scheme page). CENTAC notifies its admission schedule separately for each course group and republishes it every academic year (CENTAC).

Eligibility criteria

Caste, nativity and the 75% mark are all documentary questions. A certificate from the Revenue Department and an attested Higher Secondary mark list settle them, and the enclosure list asks for exactly those (scheme page). The rank is the one condition a student cannot check against their own paperwork.

The department writes it as finding a place in the 'Top 20 Rank' in the Higher Secondary marks, alongside selection through CENTAC, and stops there (scheme page). It never publishes the population that ranking is drawn over. It does not say whether the list is cut per course, per college, per region of the union territory or across Puducherry as a whole; whether Scheduled Caste candidates are ranked among themselves or against every candidate; or whether the ordering follows the Higher Secondary board result or the merit list CENTAC itself compiles. Nothing else the department has put online closes that gap: its Programmes and Schemes page lists the scheme by name and adds not one line (programmes and schemes), its Orders section currently lists no orders at all (orders), and its Citizen Charter is posted as a scanned image with no readable text layer (citizen charter). Put the question to the Students Wing in writing before assuming an outcome; the answer is administrative and is held inside that office.

The CENTAC condition also settles which courses are in scope, which the scheme text leaves implicit. CENTAC draws that line itself. Its undergraduate non-NEET notices, merit lists and allotment lists run under one heading for professional courses and a separate heading for arts, science and commerce courses, and its information brochure splits along the same seam: professional parts for engineering and architecture, for biology-based degree and diploma courses, and for law and vocational courses, against a separate part for arts, science and commerce (CENTAC UG non-NEET). NEET-based admissions, covering medical, dental, Ayurveda and veterinary courses, run as their own series (CENTAC UG NEET). A Scheduled Caste student allotted a commerce seat through CENTAC has been admitted through the right route into the wrong group.

Exclusions

The department publishes no exclusion clause for this scheme, and the myScheme record leaves the exclusions field blank (myScheme record). Exclusion here is done entirely by the eligibility text: a student under the mark, a student outside the ranked list, a student holding a seat obtained outside CENTAC, and a student in a course CENTAC groups as arts, science or commerce all fall out of the scheme without a clause having to name them.

Renewal conditions

The department publishes nothing on renewal, and the shape of the claim is what makes that a live question. The application is built around an original fee receipt for fees already paid (scheme page), so it is filed against a payment rather than sanctioned once for the length of a degree. Whether the rank qualification carries into the later years of the same course or has to be re-established each year is stated nowhere the department has published, and the Students Wing is the only office that can settle it.

Set against those two, the ranked scheme pays the least, and it is the only one of the three that can turn away a student who satisfies every other condition.

What to prepare

Documents required

The enclosure list is short: a caste or residence certificate issued by the Revenue Department, a certificate from the head of the institution, the original fee receipt, an attested copy of the Higher Secondary mark list, and copies of the bank account and Aadhaar (scheme page).

The original fee receipt is what makes this a refund and never a waiver: the family pays the college first and recovers afterwards. The certificate from the head of the institution puts the college's signature on the claim before the department sees it, which is why a stalled application has usually stalled in a college office rather than at Thattanchavady.

How to apply

The scheme page itself says nothing about how to apply, so the answer has to be pulled from elsewhere on the department's site. Its published answer on where scholarship forms come from is the head of the school or institution where the student is studying (department FAQ), and its scheme notes add that all scholarship applications are to be sent through the heads of institutions and that the amount is disbursed through that head of institution (programmes and schemes). The college is therefore the filing route and, on the department's own description of how it pays, the paying route as well, even though the enclosure list also asks for the student's own bank account details.

Once filed, a claim is chased in that same sequence, college first and department second. Scholarship and fee files sit with the Students Wing at the Thattanchavady office, a post the department lists at Deputy Director level (student section); files from the other two regions are handled by the Assistant Directors at the Karaikal and Yanam sub-offices (departmental contact page). There is no status screen to refresh, and no form of the department's own to download either: its Downloadable Forms page offers application forms for pre-matric scholarship, fresh post-matric scholarship, hostel admission, vocational training and its housing lines, and carries nothing for this reimbursement (downloadable forms).

The department's public notices are the second place to watch, and they tell an applicant more than a counter enquiry will. When a sub-office finishes scrutinising a batch of fee applications it publishes the provisionally considered list by name, then gives anyone five working days to object in writing before the assistance is extended. The Yanam sub-office did that for the 156 applications it had received under the department's separate Grant of Full Fees scheme for the year 2020-21, enclosing the school-wise list of students (Yanam sub-office notice).

How winners are picked

Selection process

Selection is the rank list, and the department has never published one. It states the qualification and nothing about the method: no formula turning marks into a rank, no scrutiny committee, no order of preference between courses, and no period inside which a sanctioned claim is paid (scheme page). The nearest evidence of how the office actually moves a fee file is the Yanam notice on its full-fees batch: scrutiny, then a provisionally considered list, then the objection window, then sanction (Yanam sub-office notice). That is the department's fee-sanction habit, not a rule written for this scheme, and it deserves no more weight than that.

This scheme has no budget line of its own, and the demand for grants shows that the department does give one to the schemes it funds visibly. In the vote on account for 2024-25 under Demand No. 1, Adi Dravidar Welfare, the department's other fee scheme, the grant of full fees to eligible SC and ST students irrespective of family income covering higher and professional courses in colleges and universities, holds its own head at 01/789(43) and 18,68,76 in thousands of rupees across the Pondicherry, Karaikal and Yanam regions. The centrally sponsored post-matric scholarships hold their own heads too. This reimbursement holds none. The only line it can sit inside is 01/789(32), "Award of various scholarship, stipend and incentive to SC students", a pooled head of 1,87,50 in thousands of rupees across the same three regions (Vote on Account 2024-25, Demand No. 1). That pooling is why no sanctioned amount, count of beneficiaries or year on year trend exists for the scheme in the public record.

On documents, the department's shorthand for the caste proof it works from in professional-college cases is the SC certificate of the 1964 Act, with nativity or residence certified by the Revenue Department (Dr. Ambedkar Financial Assistance; scheme page). A certificate issued in another state will not substitute, and residence is read strictly here: the department's post-matric line asks for native or resident status of not less than five years (Post-matric Scholarship).
