About PMSSRPF

The Prime Minister's Scholarship Scheme for the Railway Protection Force is not a single all-India merit list. The Security Directorate of the Railway Board splits 150 fresh awards into a fixed quota for each zonal railway and for the Railway Protection Special Force, so an applicant competes against the other wards of their parent's zone rather than against every RPF family in the country (PMSS guidelines for 2024-25 and onwards, Railway Board). A ward posted under RPSF sits in a pool of 22 seats. A ward in South Western Railway sits in a pool of 04.

That quota is also why the scheme pays far more students than it admits. The force's own PMSS chart records 484 scholarships paid in 2023-24 against 90 in 2008-09, the first year it ran, because every fresh award carries renewals behind it (PMSS chart, Railway Protection Force).

This is the Ministry of Railways branch of the Prime Minister's Scholarship Scheme, run by the Security Directorate at Rail Bhawan and sanctioned on the approval of the Director General of the Railway Protection Force. The Railway Board's guidelines place it under the aegis of the National Defence Fund, trace it to the Prime Minister's address of 15 August 2005, and date its first RPF session to 2008-09 (PMSS guidelines for 2024-25 and onwards, Railway Board). The Prime Minister's Office describes the same fund as carrying scholarships for 5500 wards of forces under the Ministry of Defence, 2000 under the Ministry of Home Affairs and 150 under the Ministry of Railways (PIB, Prime Minister's Office, 31 May 2019). The 150 is the whole of the railway share.

Half of those 150 seats are reserved for female candidates, and the reservation does not flex. If fewer than 75 girls apply, the guidelines forbid moving the shortfall to boys, and an unallocated quota in one gender may not be used for the other. Here is how the rest of the ration is drawn.

The shape of the ration has moved slightly over the years. In the 2017-18 edition of the same guidelines, Eastern Railway and Northern Railway each held 17 seats and South East Central Railway held 3; the totals were rebalanced without changing the figure of 150 (PMSS guidelines for 2017-18 and onwards, Railway Protection Force). A family that reads an old circular and assumes their zone's number is unchanged can misjudge how tight the field is.

The Railway Board publishes a tentative schedule that runs from the student's deadline through to the Prime Minister's letters, and the dates that matter to a family are the first two, because the institute's confirmation window is only a fortnight long.

Three of those stages carry a next-year marker in the guidelines: the sanction from the PMO on 15 January, the disbursal on 30 January and the Prime Minister's letters on 15 February all fall in the calendar year after the October filing, so a ward who applies in the autumn of one year is normally paid early in the next (PMSS guidelines for 2024-25 and onwards, Railway Board). The schedule is labelled tentative throughout, and an applicant who files on the last evening of October has no cushion if the institute nodal officer is slow.

Eligibility criteria

The parent's service record decides this, not the family's income. The scheme is open to the dependent wards of ex or serving RPF and RPSF personnel and to widows, in each case where the personnel are below the rank of gazetted officer (PMSS guidelines for 2024-25 and onwards, Railway Board). The National Scholarship Portal's own question list for the railway scheme puts the same test more plainly: a dependent ward of serving or retired RPF or RPSF personnel, including death during service, may register (PMSS frequently asked questions, National Scholarship Portal). There is no income ceiling anywhere in the rulebook.

The student's side of the test is a mark and an admission. It takes 60% or an equivalent grade in the minimum entry qualification, and the admission has to be a regular one taken in the academic year being applied for, at an institution carrying an AISHE code. A lateral-entry route is explicitly allowed: the portal's FAQ confirms that a student who joins B.Tech in the second year after a polytechnic diploma may apply, provided the polytechnic aggregate is 60% or better (PMSS frequently asked questions, National Scholarship Portal).

Who cannot apply

Exclusions

Nothing in the myScheme record lists exclusions, but the guidelines carry several, and each has ended real applications. A course studied abroad is out. A distance-learning course is out. A master's degree is out unless it is an MBA or an MCA. An institution without AISHE regulation is out, whatever its reputation. The guidelines cap the award at two wards per family and make the beneficiary and the zonal railway jointly responsible for enforcing it; the portal's question list words the same cap as a maximum of two wards of an RPF or RPSF employee, which is the version to quote when a zonal office asks. One student may hold the scholarship for one course only (PMSS guidelines for 2024-25 and onwards, Railway Board; PMSS frequently asked questions, National Scholarship Portal).

The rank bar is stated once and never elaborated. The guidelines put the line at gazetted officer and do not print a list of which RPF ranks fall on which side of it, so the place the question actually gets answered is the Annexure-II proforma, which carries a Rank field filled in by the RPF post and a countersignature above it; the Zonal Nodal Officer checks that certificate at the second level of verification (PMSS guidelines for 2024-25 and onwards, Railway Board).

Renewal conditions

Renewal is filed by the student on the National Scholarship Portal using the One Time Registration number generated at the start, not by starting a new application. What has to be uploaded is a certificate from the college or institute showing the result of the previous class or semester and confirming that the student is still pursuing the course (PMSS guidelines for 2024-25 and onwards, Railway Board).

Failure ends it. A student who does not pass the current class in the same academic year, or who discontinues the course, becomes disqualified for further renewal. The scholarship runs two to five years according to the length of the course, so a five-year MBBS student files this four more times after the first sanction, and each filing is a fresh chance to lose the award. The force's chart shows the renewal ladder in operation: in 2023-24 alone it records 69 boys and 72 girls on a first renewal, and 05 boys and 08 girls on a fourth (PMSS chart, Railway Protection Force).

The rate is a flat monthly figure and it differs by gender, which is unusual enough to be worth stating precisely.

The increase between those two editions was not a railway decision. It was approved at the level of the Prime Minister's Office, which raised the rates across the scholarship scheme from Rs 2000 to Rs 2500 a month for boys and from Rs 2250 to Rs 3000 for girls (PIB, Prime Minister's Office, 31 May 2019). The railway guidelines have carried the higher figures since.

Two things come with the money. Payment is granted only after the approval of the DG of the RPF, in order of merit, in each year; and every applicant selected under the fresh category is sent a personal letter from the Prime Minister in an appropriate language, dispatched by the Security Directorate (PMSS guidelines for 2024-25 and onwards, Railway Board).

• The amount of the scholarship would be as follows: (i) ₹2500/- per month for male students
• (ii) ₹3000/- per month for female students
• Letter from Hon’ble Prime Minister - All applicants selected under the new category will be given a personal letter from Hon’ble Prime Minister in appropriate language.
• Duration of the Scholarship: Two to five years as per the duration of the course.
• Note: The payment of the scholarship will be granted after approval of the DG/RPF as per order of merit in each year.

What to prepare

Documents required

The document that takes longest to obtain is the one the applicant cannot produce alone. For a ward of serving personnel, the service certificate follows the Annexure-II proforma printed in the guidelines: it is signed by the RPF post in-charge or company commander with a stamp, countersigned by the DSC, Senior DSC, Commandant or Senior Commandant, and carries attested photographs of both the employee and the ward. It also carries a declaration that the ward has not availed the scholarship for any other course in the past (PMSS guidelines for 2024-25 and onwards, Railway Board).

Wards applying under the deceased or retired categories replace that certificate with a copy of the PPO, discharge certificate or discharge book. The bank side is a separate piece of preparation, and the guidelines are unusually specific about it: from the 2023-24 academic session all payment under this scheme is made using the Aadhaar Payment Bridge only, and submission of an Aadhaar number duly seeded on the NPCI Mapper with the bank account is mandatory (PMSS guidelines for 2024-25 and onwards, Railway Board). Seeding on the mapper is not the same act as having the branch link an Aadhaar number to the account, which is why the portal keeps a Check Aadhaar Seeding Status service of its own (National Scholarship Portal). A ward whose certificate and marksheet both clear verification can still go unpaid on that one step.

Step by step

How to apply

Everything runs on the National Scholarship Portal. The railway scheme has been implemented through NSP since the 2017-18 academic year, and the current edition of the guidelines adds the portal's One Time Registration number as a precondition, where the 2022-23 edition asked only for a mobile number capable of receiving an OTP (PMSS guidelines for 2024-25 and onwards, Railway Board; PMSS guidelines for 2022-23 and onwards, National Scholarship Portal). The portal reopened for the 2026-27 academic year on 1 June 2026 (National Scholarship Portal). Before filling anything, check that the college is registered with AISHE and has been allotted an AISHE code, because the guidelines admit no institution without one.

After submission the form passes two human checks. First-level verification is done by the Institute Nodal Officer, who has to be a permanent or regular employee of the institute. Second-level verification is done by the Zonal Nodal Officer at the zonal railway, who checks the service certificate, the PPO or discharge book, and the preference category being claimed.

Tracking is built into the same login. The guidelines state that an applicant can track the status of the application and the receipt of the scholarship through their own system-generated registration number and password, and the portal carries separate Application Status and Track Your Payment services for exactly that (PMSS guidelines for 2024-25 and onwards, Railway Board; National Scholarship Portal). The two halves fail in different places, so read the status before chasing the money: verification is the zonal railway's job and stops at 30 November, while validation of the Aadhaar-seeded account is the Public Financial Management System's own step and sits a month later at 30 December, ahead of the sanction and the credit (PMSS guidelines for 2024-25 and onwards, Railway Board). A cleared application with no credit against it is almost always sitting at the second of those, not the first.

How winners are picked

Selection process

Merit alone does not decide this one. Where applications exceed the seats, the guidelines apply a four-step order of preference before marks are looked at: wards and widows of ex-RPF or RPSF personnel who died in harness in an encounter with terrorists or criminals while protecting railway property, passengers and passenger areas, or during election work; then wards and widows of those who died while in service; then wards of retired personnel; and only then wards of serving personnel. Within a category, the final list is drawn on the percentage of marks obtained in the minimum entry qualification (PMSS guidelines for 2024-25 and onwards, Railway Board).

The zonal quota is applied on top of that, with one release valve: where a zonal railway's quota is left vacant, it is filled by excess candidates from other railways through a combined merit list. The gender split has no such valve, and the record shows it costing seats. Fresh awards to girls stood at 42 in 2020-21 and 64 in 2021-22 against the 75 reserved, and 2022-23 was the first session in which the girls' fresh quota was taken up in full (PMSS chart, Railway Protection Force).

Terms & conditions

The penalty clause is severe and it reaches the parent, not only the student. A student found at any later date to have given false information in the application forfeits all remaining instalments, has to refund what has already been paid, and no application from that ex or serving RPF person or widow will be entertained in future (PMSS guidelines for 2024-25 and onwards, Railway Board). A separate clause deals with fraud: where a scholarship is found at any stage to have been secured on false documents or suppressed facts, the candidature stands automatically rejected, the whole amount is refundable with interest, and further action follows.

Two further conditions sit in the same section. The decision of the DG of the RPF on the admissibility of a scholarship is final, and the Ministry of Railways may modify the guidelines from time to time, which is why the edition published on the force's own website is the one to read rather than a copy saved in an earlier year.
