Prime Minister’s Scholarship Scheme for the Wards of States/UTs Police Personnel(PMSSWS/UTPP)

The source record publishes no closing date for this scheme, because the date is not a property of the scheme. It is set each year in the schedule of activities that WARB issues with the guidelines and that the forces then circulate. For the 2026-27 academic year that schedule runs as follows.

The order in which those dates reach a family is the opposite of what most expect. The portal had been open for more than six weeks before the paperwork moved down the chain: WARB forwarded the year's guidelines to the forces on 16 July 2026 and the Director General's office at CISF passed them to its own formations on 17 July 2026, while registration had opened on 1 June (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force). Waiting for a notice to arrive through the police welfare channel is therefore a way to lose most of the window rather than a way to be told when it starts.

The stages after verification carry no dates at all. The merit list and the lot generation follow the completion of verification by the institute and the police nodal officer and the portal's own validation, the sanction and the payment file follow the merit list, and the personal letters from the Prime Minister are dispatched once the disbursement is finished (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force).

The qualifying condition belongs to the parent and it is absolute. Only the dependent ward of a State or UT police officer martyred in terror or Naxal violence enters through this door, and rank is irrelevant on the way in: the guidelines lift the rank restriction entirely for this category, so a constable's child and an officer's child stand on the same footing (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). Read the clause closely and one difference from the CAPF side shows up in the wording: that clause names wards and widows, while this one names dependent wards.

Marks decide the rest, and the number that counts is the one in the Minimum Entry Qualification rather than the one in the current semester. A new applicant needs at least 60% in the MEQ, and the MEQ itself changes with the course: 10+2 for MBBS, 10+2 or a diploma for BE and B.Tech, graduation for B.Ed and MBA. A student who passed Class XII from CBSE has the percentage computed on the best of five subjects out of 500, and a diploma holder admitted straight into the second year of an engineering degree through lateral entry is eligible rather than excluded (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs).

Two limits catch families rather than students. The award is admissible to only two children per family, a cap the beneficiaries and the respective State Government are both told to enforce, and marital status changes nothing either way (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). There is no household income test anywhere in the guidelines, which is unusual for a scheme running on NSP and follows from what the scheme is for: this is compensation for a service death, not a means-tested benefit.

The exclusion that ends the most applications has nothing to do with the family and everything to do with the college. A student admitted on their own to an institution not approved under the UGC Act, not recognised by AICTE, without NBA accreditation for an engineering degree, or without Medical Council of India approval for a medical degree, is outside the scheme however genuine the martyrdom certificate is (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). Studying abroad puts a student outside it too, as does a correspondence or distance-learning route to the same degree.

The second trap arrives after the award, not before it. A selected student who changes course or college and takes fresh admission in a following academic year loses the scholarship permanently, so a switch that looks like an upgrade is a decision to give up the money for the rest of the degree (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). The guidelines also shut out the wards of civilian employees of the police, anyone who has already drawn PMSS once, and anyone reading a diploma or a master's programme other than MBA or MCA taken as a first professional course.

One item on the published exclusion list has since moved, and it is the one most likely to stop a family applying at all: the bar on a student who is drawing another scholarship or a stipend. The guidelines the Board issued for the 2026-27 academic year no longer carry that exclusion. They instead sort portal schemes into merit-based and welfare-based, classify PMSS as a merit-based scheme, and state that a student already receiving a welfare scholarship is not to be denied a merit one, or the other way round, so long as it is one from each category (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force). A student holding a second merit scholarship is still outside the scheme.

Renewal is annual, and it is a pass mark rather than a fresh contest. A student already on the scholarship has to clear each subsequent academic year of the professional course with at least 50%, and where a candidate is late in filing the renewal, a grace period of one year may be allowed (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs).

The paperwork is lighter on this side of the scheme than on the CAPF side, and that is written into the guidelines rather than left to practice. A CAPF renewal needs a service certificate from the head of office; for the wards of state police personnel, the certificate issued by the educational institution is sufficient on its own (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). Renewal cases are also handled apart from the annual competition: the portal generates a merit list for fresh cases and a final list for renewal cases, so a continuing student is not re-ranked against that year's new applicants.

The rate is fixed by gender, not by course or by college. A girl receives Rs 3,000 a month and a boy Rs 2,500, released annually after selection as Rs 36,000 and Rs 30,000 respectively, and the support runs up to five years depending on how long the course actually is under its regulator (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). The 250 places for boys and the 250 for girls are not interchangeable, so a shortfall of applications on one side is not moved across to the other (Frequently Asked Questions on the Prime Minister's Scholarship Scheme, National Scholarship Portal).

That rate has been revised twice since the scheme began, and the table below is the Home Ministry's own account of it.

Because the state police category was only created in 2019-20, it has never been paid at any of the earlier rates. Every ward selected under it has drawn the current one.

There is a non-cash part as well. Every applicant selected under the fresh category is sent a personal letter from the Prime Minister in the appropriate language, dispatched by WARB through the respective State or UT government once the disbursement is complete (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs).

One document carries this category, and without it the form cannot be processed at all: a certificate issued by the State Government concerned stating that the police officer was killed in terror or Naxal violence. The guidelines call it mandatory for applying, and it is the only category-specific paper they name for a fresh application on this side, alongside the attested mark sheet of the qualifying examination (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs).

Aadhaar is the other hard requirement, and it is not waived for a school-leaver who has never held one. The portal accepts either an Aadhaar number or an Aadhaar enrolment ID, and a minor applicant who has neither can be registered against a parent's Aadhaar instead (Frequently Asked Questions on the Prime Minister's Scholarship Scheme, National Scholarship Portal). A registration made on an enrolment ID stays provisional until Aadhaar-based eKYC is done, that eKYC is a precondition for the money being released, and a student who registered as a minor has to complete their own eKYC on turning 18 for the scholarship to continue (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force).

Bank details deserve a warning of their own, because the rule has changed and the scheme record has not caught up with it. The record still asks for the number of a nationalised bank account seeded with Aadhaar. The guidelines for the current academic year say the portal has stopped collecting bank details in a fresh application altogether, and that payment reaches the Aadhaar-linked account of the selected beneficiary automatically (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force). What that leaves the family to do is the seeding itself, at the bank, before the window closes rather than after a payment fails.

The application is online only, and it is submitted by the student on the National Scholarship Portal, not by the police unit and not through a district office (Frequently Asked Questions on the Prime Minister's Scholarship Scheme, National Scholarship Portal). Nothing moves on paper and no hard copy is filed anywhere.

The first step is not the scheme form. An applicant reaches the PMSS application only after generating a One Time Registration on the portal against their own Aadhaar or a parent's (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force). Once the form is submitted no change or amendment is accepted, and an incomplete form or a missing document is a rejection rather than a query, so the upload is the moment to be slow (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs).

From there the file passes through hands rather than sitting in a queue. The college or institute verifies the credentials and recommends the application to the state police; the State Government's nominated Board of Officers checks the martyrdom certificate and the rest of the eligibility; WARB consolidates what the states send in; and MHA processes the sanction with the Prime Minister's Office before the payment file is generated (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). A mobile number and an email address are mandatory precisely because that chain communicates by SMS and email when something is wrong.

There is one escape hatch and it closes early. An application can be withdrawn at any time up to the closure of second-level verification, which is the force nodal officer's stage, using a standard reason from a drop-down; after a withdrawal the student may correct the details and apply again, in the same scheme or another one, while the portal is still open (Frequently Asked Questions on the Prime Minister's Scholarship Scheme, National Scholarship Portal).

Where the Application and the Money Show Up

The tracking credential is created for you at submission. A system-generated registration number becomes the user ID, and with the password it opens the status of both the application and the receipt of the scholarship on the portal (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). A confirmation text lands on the registered mobile number when the application goes in, and again when a candidate is selected, so a silent phone through a cycle is itself information (Frequently Asked Questions on the Prime Minister's Scholarship Scheme, National Scholarship Portal).

Two routes sit outside the login. The National Scholarship Portal publishes a public list of applicants processed for scholarships, which answers whether a sanction exists at all (List of Applicants Processed for Scholarships, National Scholarship Portal), and where a sanction exists but the credit does not, the portal hands that question to the PFMS Know Your Payment page instead of answering it itself. The portal's helpdesk takes the technical failures on 0120-6619540 and at helpdesk@nsp.gov.in, staffed 8 am to 8 pm on all days except government holidays (NSP helpdesk); a question about the martyrdom certificate or the category belongs with the state police nodal officer instead.

Only fresh applications are ranked. The guidelines set four criteria in order: the category under the order of preference, the percentage obtained in the MEQ examination, the age of the candidate with preference to the higher age, and the rank of the parents with preference to the lower rank (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force).

For this category the first criterion does no separating work at all, because there is only one category on this side of the scheme and no rank restriction inside it. In practice that means the MEQ percentage decides the list, age breaks the ties it leaves, and the parent's rank breaks whatever survives that. A student sitting just under the cut-off is competing on a Class XII or diploma result that was already fixed before the parent's death was certified.

There is no state-wise reservation inside the block either. The guidelines state that no particular State or UT government holds a fixed quota in the scholarship, so the 500 places are contested nationally and a state with more casualties in a given year does not draw a larger share by right (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). The merit list itself is generated on the portal once the institute and the nodal officer have both confirmed the application.

Eligibility is the applicant's own responsibility, and the guidelines say so before they say anything about consequences. If ineligibility is detected at any stage, before or after applying or during verification, the scholarship is cancelled without notice, disciplinary action follows, and the student is blacklisted from opting for any Central Government-sponsored scholarship for a period of five years (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs). A scholarship secured through false information or suppressed facts is rejected automatically and the entire amount has to be refunded with interest.

Two administrative clauses are worth reading before an appeal is attempted. The decision of the Joint Secretary (Police-II) on whether the scholarship is admissible for a ward of CAPF, Assam Rifles or States and UTs police personnel is final, and the Ministry of Home Affairs may modify the guidelines from time to time, which is why the current year's schedule and the current year's rules have to be read from the current year's document rather than from an older copy (PMSS guidelines, Welfare and Rehabilitation Board, Ministry of Home Affairs).

The guidelines print a table of force nodal officers with names, addresses, telephone numbers and email IDs, and every entry in it belongs to a central force: Assam Rifles, BSF, CISF, CRPF, ITBP and SSB. No equivalent table is published for the State and UT police forces, although WARB addresses its circulars to a PMSS nodal officer in each of them (PMSS guidelines for the academic year 2026-27, circulated by the Directorate General, Central Industrial Security Force). For a ward of a state police officer the first door is therefore the welfare branch of that state's own police force, which nominates the Board of Officers that verifies the application.

Above that sits the Board itself.
