About PESMP

The department behind this scholarship spent Rs 25.35 crore in 2023-24, the last of the three years set out in Table 1.1 of CAG Report No. 3 of 2026 on the Government of Madhya Pradesh, against Rs 9,732.82 crore by the state's Tribal Affairs Department and Rs 1,223.15 crore by its Scheduled Caste Development Department. Of the 25 departments in that table it spent less than any other, in all three years. What it pays a primary-school child is Rs 150 for the year, and the harder question for a parent is not the amount but which office in Madhya Pradesh is on the hook for it.

The Primary Education Scholarship is a flat state stipend of Rs 15 a month, paid for 10 months, to a child in Classes 1 to 5 who belongs to a De-notified, Nomadic or Semi-Nomadic community of Madhya Pradesh. The department's own scheme table numbers it 5509, calls the payment a consolidated scholarship, and says the distribution is done through the Directorate of Public Education rather than by the welfare department's own offices, on the scheme list of the Denotified, Nomadic and Semi-Nomadic Welfare Department.

That name is worth pinning down, because the official sources render it two ways for one body. Against scheme 5509 the department's table says Directorate of Public Education, and so does the scheme record. Directly under it on that same table, the Class 6 to 10 and Class 11 girls' schemes say Directorate of Public Instruction, and Madhya Pradesh's entry in the central board's compendium of state schemes uses Public Instruction throughout, filing this money under the plainer name State Scholarship for Class 1st to 5th and under the Consolidated Stipend Scheme, at the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities. The school education directorate is one office under either spelling; a parent reading both pages is not looking at two different routes for the money.

The paying department is also the smallest of four the state maintains for different categories. It was constituted by a state notification of 22 June 2011, and 51 castes are recognised under it, 21 De-notified and 30 Nomadic and Semi-Nomadic, per the department's own portal. Tribal Affairs, Scheduled Caste Development, and Backward Classes and Minority Welfare are three separate departments with their own budget heads in the CAG table, and this scholarship sits in none of them.

The open and close fields on the scheme record are both blank, and the department's forms library publishes nothing that would have to be filed by a date. The one period the scheme table does fix is a length, 10 months at Rs 15, which is why the yearly figure comes to Rs 150 rather than a full twelve months at the same rate; which ten months of the academic year they are is not named there or on the record.

Eligibility criteria

A child qualifies on two facts and no third: the community is on the state's De-notified, Nomadic and Semi-Nomadic list, and the child is studying in Classes 1 to 5. The department attaches no marks condition, and its eligibility note for this scheme ends with a line worth reading twice, that an income certificate is not necessary, on the same scheme table. Its own post-matric line for older students in the same communities does carry a family income ceiling of Rs 2.50 lakh, so the absence here is a deliberate difference between two schemes of one department, not an omission.

The community test runs off a list the state circulated on 29 November 1963, which is one of only five documents in the department's circulars library and is filed there under caste certificates. The De-notified list built from it carries 21 communities, and against each one the department prints the position that caste holds on another reservation list of the state. For a parent working out which office to approach, that column is the useful part.

The Nomadic and Semi-Nomadic list is arranged the other way round, 30 castes opened out into 60 caste and sub-caste rows, so a family whose certificate names a sub-caste such as Gadia Lohar, or one of the ten Joshi sub-groups, finds it there rather than under a parent name.

Exclusions

Scheme 5509 carries a five-point eligibility note on the department's table, and not one of those points is a bar; the scheme record leaves its exclusions field blank as well. The limits that do bite are boundaries rather than disqualifications. The rate stops at Class 5, and a caste that appears on neither of the two state lists is outside the scheme however closely the family's circumstances match the description the department gives of the communities it serves.

Renewal conditions

There is no annual form to file again while the child stays inside Classes 1 to 5, because the department renews within a rate band automatically, and a child who fails a year keeps the scholarship. Both conditions are printed in the eligibility note on the department's scheme table, and the second one is not a general courtesy of the department: on the same page, its post-matric scheme for Class 11 upwards states the opposite, that a failed year ends eligibility there. The renewal promise is therefore specific to the primary band, and it ends when the child crosses into Class 6 and a new rate applies.

Rs 15 a month for 10 months makes Rs 150 in a year, and the rate does not move between a boy and a girl. It is the only band of the department's school ladder where it does not.

Nothing else rides on the primary band. The department's other education lines on the same table are separate schemes with their own conditions, and the distance between them and Rs 150 is the point: its free caste hostels run 140 institutions with 6,550 approved seats and pay Rs 1,230 a month for boys and Rs 1,270 for girls over the same 10 months, and its house-rent line for post-matriculation students living away from home pays Rs 2,000 a month in Bhopal, Indore, Jabalpur, Gwalior and Ujjain. A Class 1 to 5 child draws none of that by drawing this.

What to prepare

Documents required

The department's note for scheme 5509 names exactly one document, and it is not the marksheet: an attested photocopy of the permanent caste certificate of the Sub-Divisional Officer (Revenue). That officer is authorised for De-notified, Nomadic and Semi-Nomadic castes specifically, under instructions issued by the General Administration Department, with the certificates made through Public Service Centres, as the central board's account of the Madhya Pradesh schemes records. A certificate signed by any other authority, or a provisional one, is the usual reason a claim of this kind stalls.

The rest of the list on the scheme record is household identity and school enrolment rather than merit, and the Samagra ID and bank account are what the payment is actually keyed to, so a family that has changed districts should get the Samagra family record corrected before the school enters anything.

How to apply

The record lists the application mode as online, and the department's portal does carry a registration and login, but nothing behind it is specific to this scholarship. Its public forms library publishes no form at all, and the circulars library beside it holds five documents, none of them under the scholarship heading that page offers as a filter. What the scheme table does state is that distribution runs through the school education directorate rather than through the welfare department, so in practice the claim moves with the school's own record of the child, and the attested caste certificate goes to the school with it.

Where a Class 1 to 5 Payment Can Be Traced

The department's portal carries no application-status or payment-status screen. The CAG's inventory of departmental IT applications shows why that is not an oversight of the website: 147 applications are in use between 17 of the 25 departments audited, and against the Denotified Nomadic and Semi Nomadic Department the entry reads Nil, while the School Education Department's nine include Samagra Scholarship, in Appendix 1.1 of the same audit report. The trail for this money therefore sits in the school education system and in the bank account behind the Samagra ID, not on any dashboard the welfare department runs.

Where a payment does not arrive, the route the department does operate is its village camps, and it publishes the counts. Its camp dashboard showed 228 registered camps and 1,798 registered complaints and problems when it was read on 6 September 2026, of which 1,784 were marked locked, each logged against a district, block and village.

Selection process

The department publishes an eligibility test and a rate, and nothing between them. There is no marks condition, no income certificate, no ranking of one child against another and no published ceiling on how many children in a school can be paid, so a child who meets the two conditions is paid the same Rs 150 as every other child who meets them.

The conditions are the eligibility note itself: a permanent caste certificate from the Sub-Divisional Officer (Revenue) in attested photocopy, no income certificate, continued eligibility through a failed year, and no fresh application within the same rate band. One further caution on the portal is not the department's own. Every page of it closes with the National Informatics Centre's standard disclaimer, that the data displayed needs to be verified by and supplemented with documents issued finally by the concerned authorities, which leaves the sanction order held at the school, rather than the web page, as the document that binds.

A government order of 12 September 2011 declared the Director the head of this department, and samarth.mp.gov.in is its public channel; the pages that carry this scheme publish no office address and no telephone number for the directorate. For this scholarship the two offices that matter locally are the Sub-Divisional Officer (Revenue), reached through a Public Service Centre, for the caste certificate, and the school, which carries the claim into the school education directorate's distribution. Grievances are also taken at the department's camps, held at panchayat and block offices and logged on its public dashboard.
