Research (PhD) Scholarship for SC/ST Students(RPHDSSCSTS)

A research scholar hunting for a deadline will not find one attached to this quota: the places are fixed for the year, the dates are not. The only date that ever binds is the last date printed inside the Directorate of Higher Education's advertisement for that session (Higher Education Department, Government of Madhya Pradesh). Between two advertisements there is nothing to file. A scholar who is already registered for the PhD is therefore watching the department's own notices, not an admission or examination calendar that might otherwise set the rhythm of the year.

Domicile is the first cut and it is absolute: the applicant has to be a native of Madhya Pradesh, and the research itself may sit at any recognised university in the country.

The income test is written as a reference rather than as this department's own number. Parental annual income must not exceed the limit fixed by the Madhya Pradesh Tribal Welfare Department, which the scheme page records as Rs 3 lakh at present (Higher Education Department, Government of Madhya Pradesh). The phrasing matters, because the figure moves when that department revises its scale, not when this page is reprinted.

The academic bar is a reference too. The postgraduate degree has to carry the minimum qualifying marks the University Grants Commission prescribes for SC and ST candidates, so the number worth checking is the UGC's relaxed category minimum rather than a percentage the state publishes. The caste certificate has to come from the Collector or another competent authority.

There is no disqualification list to read here, so every barrier sits inside the eligibility text, and one of them is not a test of the applicant at all. On the merits, a scholar domiciled outside Madhya Pradesh, a PhD registration that did not follow the Research Degree Committee interview, a caste certificate signed by anyone other than the Collector or a competent authority, and parental income above the Tribal Welfare Department's ceiling each close a file (Higher Education Department, Government of Madhya Pradesh). The quota closes others on arithmetic alone: the year's places are set in advance, and a file that answers every condition can still finish outside them.

What the scheme states about continuation is a ceiling, not a procedure: it runs for a maximum of 3 years and only while the holder keeps meeting the prescribed conditions (the scheme record on myScheme). No annual re-application form, no progress report and no supervisor's certificate is published as a condition of the next year's instalment, which leaves the university registration that opened the file as the document a scholar may reasonably expect to be asked for again.

The money is maintenance for the scholar, not funding for the research. No contingency head, no house rent allowance and no equipment or fieldwork component is published, so laboratory consumables and travel are not covered by it.

One caution about the monthly figure, because Madhya Pradesh does not publish it identically everywhere. The Higher Education Department administers the scheme and states Rs 16,000 on its own page, and the Government of India's myScheme record agrees with it. Mera Yuva, a youth portal run by the state's Sports and Youth Welfare Department, republishes the same fellowship under a longer name and at a smaller monthly rate; that page does not serve a valid security certificate, so its figure cannot be verified and is not treated here as the scheme's. The administering department's page, and the advertisement that follows it, are what bind.

The payment path skips the university. The sanction is signed at the Commissioner's level in Bhopal and the amount lands in the scholar's own account, so an account detail written wrong on the form is something only the Directorate can unpick.

Neither of the two documents that actually decide this file is written by the applicant. The university has to have issued the PhD registration certificate after the Research Degree Committee interview, and the Collector or another competent authority has to have issued the caste certificate (Higher Education Department, Government of Madhya Pradesh). Both are drawn at somebody else's desk, one at the university that registered the research and one at the district administration. The domicile certificate, income certificate, previous marksheet, Aadhaar card, photograph and bank passbook are the ordinary paperwork arranged around those two.

The published list closes on a catch-all about any other documents as required, so the binding set is the one printed in the Directorate's advertisement for the session rather than the one on the record.

A round begins in print. The Directorate of Higher Education advertises the scholarship for the session, applications are filed against that advertisement, and the Directorate examines what arrives before fitting the successful files into the year's quota (Higher Education Department, Government of Madhya Pradesh). The scheme's record carries no application link and the department's own page describes no online step, so a site inviting a research scholar to register and apply is not reproducing this process.

Tracking the Application and the Payment

This scheme has no status screen, which catches out scholars whose earlier scholarships all lived on a portal. Since the sanction and the release are both decided in Bhopal rather than at the university, the address for a follow-up is the Directorate: the Commissioner's Office, Higher Education Department, 5th floor, Satpura Bhavan, Bhopal 462004, on 0755-2551698 (Higher Education Department, Government of Madhya Pradesh). The other thing to watch is the account written on the form, because the credit arrives in it without passing through the university or the college.

A sanction that has been approved and still shows nothing in the account is a payment complaint rather than a scholarship query. Madhya Pradesh routes departmental grievances through its CM Helpline, which carries a complaint-status lookup (CM Helpline, Government of Madhya Pradesh).

The department describes the process in two steps and no further: the applications that arrive are examined, and the selection is made inside the year's fixed quota. No merit formula, weightage, cut-off or waiting list is attached to it, and no interview happens at the department's end. The only interview in this scheme is the one the university's Research Degree Committee has already held.

The quota is therefore the binding constraint rather than a score: 100 Scheduled Caste and 56 Scheduled Tribe places stand for the year whatever the volume of eligible files (Higher Education Department, Government of Madhya Pradesh). The central fellowship is arranged the other way around, with the National Testing Agency preparing the cut-offs and the implementing agency having no role in picking candidates (Department of Social Justice and Empowerment).

Everything binding here is embedded in the eligibility and process text; there is no separate conditions document to read. Four lines carry the weight: the PhD registration has to follow the Research Degree Committee interview and be certified by the university, parental income has to stay under the Tribal Welfare Department's ceiling, the award exists only inside that year's quota, and payment is released on the Commissioner's approval into the applicant's own account (Higher Education Department, Government of Madhya Pradesh).
