Refund of Fees(ROF)

The department's record puts the scheme's start in 2012 and its last revision in 2022, and leaves the closing-date field empty, which is accurate rather than incomplete: a refund attaches to a cancellation, and cancellations do not run to an annual calendar of their own. The dates that bind a student are the session's, and for 2026-27 the Directorate set 18 to 31 August 2026 for cancellation and the refund that follows, announcing it on 18 August 2026. Those dates have since passed. Each session gets its own circular, so the window has to be read off the portal's notice board for the year in question rather than assumed from the last one.

Being admitted to a college and being a native of Madhya Pradesh are all the myScheme record asks for. Income, category and academic percentage stay out of it entirely, because the department is returning a student's own deposit rather than paying an award, so none of the ceilings that gate the state's scholarship schemes bite here.

A condition the record leaves unwritten is where the admission lives. Cancellation and the refund that follows it are handled on the online portal, so the fee being reclaimed has to be one paid into an admission the department's system holds a record of.

A first-year student who has picked up a seat elsewhere on a technical or vocational course sits in a separate lane. On producing the certificate of that admission, the college refunds the amount under the University Grants Commission's notification of October 2018, which the entitlement record names directly as the governing instrument for that case.

Expulsion is the situation the department names and then narrows. A student expelled during the academic session after admission receives the caution money and no other fee, and the department's record sets that down among the scheme's binding conditions rather than as a separate disqualification clause.

Timing does the work an exclusion clause would do elsewhere. The refund runs inside a window the Directorate of Higher Education fixes for the session, and its circular for 2026-27 made finishing a cancellation and the refund attached to it inside those dates the university's and the college's duty.

A refund claim ends when the money lands; nothing about it carries into the next academic year the way a scholarship instalment does. A student who cancels an admission in some later session starts again inside that session's own window.

What comes back depends entirely on which of the department's five situations a student is in.

The reason caution money survives even an expulsion is written into the instrument the department points at. Announcing that notification, the Ministry of Human Resource Development set out that the entire caution money and security deposit, being amounts that are not part of the fees chargeable, shall be refunded in full, and that refund of fees is to be made by the institution within 15 days of receipt of a written application from the student, per the press release on the notification. The same notification lets an institution deduct not more than 5% of the fees paid, subject to a maximum of Rs 5,000, as processing charges on a full-refund withdrawal, which makes the state scheme's Rs 100 look modest beside it.

The scheme record's list is an identity file. It settles who the applicant is and that the applicant belongs to Madhya Pradesh, and none of it, on its own, settles that a refund is owed. A caste certificate sits on the list even though neither the refund rule nor the eligibility test turns on category.

What decides a refund is the admission trail. The application identifier under which the admission fee was paid is the key the portal works on, the bank account is where the money lands, and for the technical or vocational transfer route the certificate of the new admission is the document the college asks for before it refunds anything.

The claim runs through the college, on the department's portal, inside a fixed window. For the 2026-27 session the Directorate of Higher Education issued a circular on 18 August 2026 requiring that cancellation of admission, the fee refund that follows cancellation, change of subject, course or faculty, college transfer for admitted students, and correction of faulty student data all be completed through the online portal between 18 August 2026 and 31 August 2026, and it placed the duty of finishing that work inside the deadline on the university and the college rather than on the student. The same circular blocks new admissions of any kind during those dates, per the Directorate's circular.

Tracking the money is a separate screen from tracking the admission. The portal's payment detail page takes an Application ID and returns the payment date and time, the amount, the remarks against it, the account number and the request status, and it carries a New Query Application route for raising a payment question the status line does not answer. A refund that has been approved but not received is checked there first, against the account number the portal holds.

One discrepancy is worth knowing before you go looking for a form. The myScheme entry lists the application mode as offline and publishes no application link, while the department's own record describes the process as fully online and its 2026-27 circular routes both the cancellation and the refund through the portal. The portal is what both of the department's own sources point at.

The entitlement record's beneficiary-selection field carries the expulsion condition and the technical-course route where a selection rule would sit, so a student who fits one of the department's situations is entitled rather than shortlisted. The decision that matters is the college's, taken inside the session's cancellation window, and the portal's request status is where it becomes visible.

Rs 100 comes off every claim as the admission-process fee, caution money travels back with the rest of the deposit, and an expelled student's entitlement shrinks to that caution money alone. For the first-year student moving to a technical or vocational course elsewhere, the UGC's October 2018 notification is what the college applies, not a separate state formula.

The boundary of all this is the department's own admission system. Outside it, an institution's own brochure terms decide the refund, and they can be far harsher: the Madhya Pradesh State Consumer Disputes Redressal Commission upheld an institute's retention of the fee, returning only the security deposit, on the ground that the seat vacated by the cancellation stayed unfilled, as reported by the Indian Express in February 2026.

The admission system that holds the record is also where a cancellation or a stalled refund is chased. The e-Pravesh portal publishes a helpline on 8000063632, and its student login page adds a toll free number, 1800 8908 399. The department's admission rules and guiding principles for 2026-27 give the e-mail mphe.pravesh@mp.gov.in and place the responsible office at the Office of the Commissioner, Directorate of Higher Education, Satpura Bhavan, Bhopal 462004. For a refund the college has not moved on, the principal is the first stop, since the circular puts the duty on the institution.
