Pre Matric Scholarship Scheme (Saral Vidya Sahay) for SC and OBC (V to VIII)(PMSSSO)

Dates on this portal are set department by department, not scheme by scheme, so the Directorate of Social Welfare's calendar is the one that binds every Saral Vidya Sahay application.

Ten days separate the closing date from the verification deadline, so a school handed a form on 15 November has that long to clear it. No dates for the 2026-2027 year have been posted for this directorate, even though the tracker already offers that academic year (Chief Minister Scholarship Portal home).

Reading a date off the wrong row is easy on this page, because the other departments publish their own. Tribal Welfare opened on 15 June 2025 and closed on 30 November 2025, the Department for Empowerment of Persons with Disabilities on 18 August and 15 December 2025, and Skill Development and Entrepreneurship on 1 September and 30 October 2025 (Chief Minister Scholarship Portal home).

The department prints three tests, and it sets the income one lower for Saral Vidya Sahay than for any other scheme listed on this portal.

The class test is worded on the department's page as studying in class Vth and VIIIth on a full time basis, while the scheme's own title and its myScheme record both read V to VIII and 5th to 8th. It is the four-year band, not the two end classes.

Rs 1.20 lakh a year is where the parent or guardian's income has to stop, and the guidelines write that test on the parent or guardian rather than on the household as a whole. The centrally sponsored stipend scheme that the same directorate administers for classes IX and X sets its bar at Rs 2.50 lakh, so a family that clears the higher one may still sit outside this scheme by a wide margin (Directorate of Social Welfare scheme page).

The category test is the one the department lists second, and the paper that proves it is narrower than families expect: the caste certificate has to be issued by the Sub-Divisional Magistrate, while the income certificate on the same list starts at the village panchayat (Directorate of Social Welfare scheme page). A fourth condition belongs to the school rather than the child, because verification runs at institute level and only a school already on the portal's register can perform it (Chief Minister Scholarship Portal home).

The bar most often assumed to apply here belongs to a different scheme printed on the same page. The condition stopping a holder from taking any other educational scholarship while studying in classes I to X is written only under the pre-matric scheme for children of parents engaged in unclean and hazardous occupations, so a Saral Vidya Sahay child holding a separate award is not caught by it (Directorate of Social Welfare scheme page).

Under Saral Vidya Sahay itself the department prints no bar list, and neither does the myScheme record, which leaves the three eligibility tests doing all the filtering.

The entitlement is not the same in year two, and that is the part worth planning for. The meritorious component steps up from Rs 900 to Rs 1,000 between class 6 and class 7, so the figure a family banks in the first year is not the figure it should expect later in the band (Directorate of Social Welfare scheme page).

What the department does not print for this scheme is a renewal instrument. The Tribal Welfare pre-matric block on the same page separates fresh applicants from renewal applicants and gives renewals a shorter document list; the Saral Vidya Sahay block draws no such distinction (Directorate of Social Welfare scheme page). The portal is organised by academic year instead, and its tracker will not look anything up until it is told which year, offering 2024-2025, 2025-2026 and 2026-2027 as separate entries (Chief Minister Scholarship Portal home). A child in class 5 this year therefore meets a fresh window in class 6.

The rates have been fixed since 2022-23, and the department prints the two components as separate lines rather than as a single total.

The 11-month count is the department's own, and it is what turns Rs 325 a month into the Rs 3,575 a year printed beside it. The twelfth month is not paid.

Two entitlements printed under the scheme directly below it do not attach here. The centrally sponsored stipend scheme for SC and OBC pupils in classes IX and X pays Rs 3,500 a year to a day scholar and Rs 7,000 to a hosteller, and adds 10 per cent for a Divyang student under the Rights of Persons with Disabilities Act, 2016 (Directorate of Social Welfare scheme page). Saral Vidya Sahay has no hosteller rate and no disability top-up.

The list is short, and one item on it moves through three desks while the rest are copies a family already holds.

The income certificate is issued by the Village Panchayat Secretary, attested by the Sarpanch, and counter-signed by the Block Development Officer, the Municipality or the Mamlatdar (Directorate of Social Welfare scheme page). Nothing else on the list needs three signatures, so it is the item to start with when the portal opens rather than the one to chase in November.

The previous class marksheet is asked for as an attested copy rather than a plain one, which is the department's own wording, and the bank passbook is a document in its own right on the list. For the Aadhaar side of that account, the portal publishes an Aadhaar consent form and an Aadhaar linking to bank account form on its Downloads page, alongside a self declaration for Economically Backward Community (Downloads, Chief Minister Scholarship Portal).

Applications are accepted online only, through the Chief Minister Scholarship Portal, and the myScheme record lists no separate application URL for the scheme.

The portal sets out four stages. A student registers with a minimum set of details, logs in and fills the application form, scans and uploads the required documents, and then submits the application to the school, institute or directorate for verification (Chief Minister Scholarship Portal home). The user id and password for that login are not chosen at the counter; they are sent by SMS once the registration goes through (student and school user manual).

One decision at stage one cannot be undone. The portal's own confirmation notice warns that once a student is registered, the Aadhaar number and the name as it appears on the Aadhaar card can no longer be changed, so a spelling that differs from the Aadhaar record has to be caught before the form is submitted, not after (registration page).

If the school is not on the register, the school is the one that has to act, and the chain runs in two steps. Its UDISE or AISHE code, name and address, contact number, email, and the principal's name and number go to the National Informatics Centre's Goa office (registration page). Only then can the principal register a nodal officer, whose registration goes on to the directorate for approval, and only after that approval can the officer verify anything (student and school user manual). A family can check where its school stands first: 764 schools are on the register, which is searchable by name, UDISE code, district and taluka (Chief Minister Scholarship Portal home; list of registered schools).

Checking Where a Filed Form Has Reached

The tracker sits on the portal's front page and asks for no login at all. Its Track Application box wants the academic year first, then the Aadhaar number and the date of birth, and it returns the status held against the year chosen (Chief Minister Scholarship Portal home; student and school user manual). The year has to match the year the form was filed, because 2024-2025, 2025-2026 and 2026-2027 are held as separate records rather than as one running history.

The department describes the schemes on this portal as end to end digitized from application till payment of scholarship or stipend, so the record a family tracks is the same one that carries the sanction through to the transfer (Chief Minister Scholarship Portal home). The Directorate of Social Welfare's calendar names only one verification level, so once the school has cleared a form there is no second desk below the directorate for the status to be sitting at.

The word Meritorious in the second component does not bring a merit test with it. The department's Saral Vidya Sahay block attaches no marks condition to the Rs 900 and Rs 1,000 amounts, while the Tribal Welfare pre-matric block on the same page ties its own meritorious amount to 50 per cent marks and above and prints it in a bonus column (Chief Minister Scholarship Portal scheme details). Beyond the three eligibility tests the block prints nothing that would rank one applicant above another, and it caps no number of awards.

What decides a Saral Vidya Sahay application is therefore the verification chain, and here that chain is one step shorter than the portal's other large one. The Directorate of Social Welfare's calendar carries a single last date for institute level verification, while the Directorate of Tribal Welfare's carries both an INO level date and a district level date after it (Chief Minister Scholarship Portal home). For a Saral Vidya Sahay applicant that means the school is the checkpoint that matters.

The conditions that decide most outcomes here are the ones the portal enforces mechanically rather than anything written into the scheme text. The Aadhaar number and the Aadhaar name are frozen at registration and cannot be edited afterwards (registration page), and an institute level verification cannot begin at all until the school is on the portal's register (Chief Minister Scholarship Portal home).

The rates carry the department's own effective date, with effect from 2022-23 (Directorate of Social Welfare scheme page). The benefit is classified as cash on the myScheme record, which does not flag the scheme as a Direct Benefit Transfer scheme.

The portal is a single window rather than a scheme site: it was set up to bring the scholarship and stipend schemes of several Goa departments under one roof, and it now carries 24 schemes across 6 departments (Chief Minister Scholarship Portal home).
