About POTM

Promotion of Tiatr Music is not a stipend or a merit scholarship. It is the Tiatr Academy of Goa's offer to anyone, young or adult, who wants to learn a blowing instrument for tiatr bands: the Academy sets and meets your tutor's fee, and once you finish the full course it refunds half the cost of a medium-priced saxophone, trumpet or clarinet. In return you sign an undertaking to play in a tiatr band or musical group for at least a year.

The Tiatr Academy of Goa (TAG) wrote the scheme because it saw trumpet and saxophone players declining day by day while both instruments are very important to tiatr music, as its published scheme rules state; myScheme files it under Goa's Art, Culture and Museums Department.

The scheme has a thin but real record. TAG's report of activities for 2009 to 2012 counts one trumpet learner in 2009-10 and 13 learners in 2010-11, and those 13 played Konkani film melodies on stage at Margao and Panaji in September 2011. The 2015 to 2018 report lists 21 students, every one of them on saxophone or trumpet. By 2022-23 the Academy said it had taken an initiative to re-start the scheme, and that year's report names a single learner, on trumpet.

A year later the Academy was reworking it. TAG's 2023-24 report states that a revision was under progress: the Academy had obtained the government's administrative approval for a certificate course in trumpet, saxophone, clarinet and trombone, the State Council of Education Research and Training had approved the syllabus, and approval to fill a music teacher's post was still being processed. The tutor-and-refund rules described here are the ones the Academy still posts on its website; whether they or the certificate course now govern new learners is a question only its office can answer.

A would-be tiatr musician has no intake season to watch: TAG names no last date, and Rule 12 takes applications first come, first served while funds last (TAG rules). The dates that bind you are counted from your own purchase and course.

Who can apply

Eligibility criteria

The rules set no age, income, marks or caste test. They open the scheme to any interested person, young or adult, but make that subject to Rule 9, under which TAG finalises names on the merit report your tutor submits (TAG rules). The real first test, then, is finding a tutor whose credentials TAG will verify and accept, and earning a good merit report from that tutor.

Rule 11 of the same rules gives preference to applicants who already know music, and the application form asks whether you can read and write music and what prizes you have won for singing or music. A beginner is not barred, and the rules do not say how that preference is weighed against the first come, first served order of Rule 12.

The rule sheet sets no Goa-residence condition. Every paper in the scheme, from the form to the refund claim, is handled by TAG's office in Panaji, and myScheme lists the scheme for Goa alone, so check with the office before applying from outside the state.

Exclusions

The rules publish no exclusion list. What removes a learner in practice is Rule 13: periodical tests check progress, and a student who cannot cope with the syllabus or is found not serious can be terminated after an evaluation report from TAG's expert panel (TAG rules). The rules tie the instrument refund to completing the full course and make no provision for a partial one.

Renewal conditions

There is no yearly renewal form. The course runs at two levels spread over 2 years, or as the expert panel decides, and staying in it depends on clearing the periodical tests rather than on reapplying (TAG rules). The rules do not say whether someone who completes the course on one instrument can return for a second.

TAG publishes no rupee figure for any part of the benefit.

The medium-price rule is the one that can leave a learner out of pocket. You buy the instrument yourself, ideally on your tutor's advice about brand and make, and TAG later refunds half of its approved medium-priced rate. Buy a costlier instrument and the refund is still half that medium rate, not half your bill; buy a cheaper one and TAG pays half of the lower amount (Rules 5 and 6 of the TAG rules). Because the approved rate is not published, ask TAG for it before you pay a shop.

On the tutor's fee, the current rules say only that TAG decides it (Rule 3). That the Academy also bears it comes from its 2009 to 2012 report, which says the tuition fees will be paid by TAG, and from myScheme, which records the benefit as a reimbursement of fees paid to the tutor. Neither says how often the tutor is paid.

What to prepare

Documents required

The prescribed form, as printed in TAG's citizen charter, has a box for your photograph and asks for your date of birth, the instrument you will learn, and your tutor's name, address and phone number, with a brief note of experience, so it cannot be filed until the tutor is fixed. Self-attested Aadhaar and PAN copies go with it (Rule 16 of the TAG rules).

The instrument bill is the paper most likely to cost you. Hand TAG a self-attested photocopy as soon as you buy, then keep the original safe for the whole course, because the original is what you surrender at the end to claim the 50% refund (TAG rules).

Step by step

How to apply

The application is on paper, at the Academy's office in Panaji, and the steps run in this order.

1. Choose the instrument and a tutor, and confirm TAG will accept the tutor's credentials (Rule 2 of the TAG rules).
2. Collect the prescribed form from TAG's office (Rule 15). The rule sheet on the Academy's website carries the same form on its last page, so ask the office whether a printout of that copy is accepted.
3. Fill it in, attach the photograph and the self-attested Aadhaar and PAN copies, and submit it at the office.
4. Wait until TAG has finalised your name, which Rule 9 ties to your tutor's merit report, before you spend; then buy a medium-priced instrument and lodge the bill copy at once.
5. Attend lessons; your tutor keeps the attendance record and submits it to TAG (Rule 4), and you sit the periodical tests (Rule 13).
6. On completing the course, submit the original bill and your undertaking to serve the tiatr stage, and claim the refund.

Tracking Your Application and Refund

No portal exists for this scheme: myScheme lists its application mode as offline, with no online link, so progress is chased with TAG's office directly (details under Contact), quoting your name, instrument and tutor. Ask the office to date its acknowledgement of your bill copy. The rules make you report the purchase immediately and claim the refund only when the course ends, which can be two years later (TAG rules), and that dated acknowledgement is the proof you reported on time.

How winners are picked

Selection process

Three rules decide who gets in. TAG finalises names on the tutor's merit report (Rule 9), prefers applicants with knowledge of music (Rule 11), and takes applications first come, first served as funds allow (Rule 12), per the TAG rules. A panel of expert musicians appointed by TAG frames the syllabus and examines progress (Rule 10), and it is the same panel whose evaluation can end a learner's place. No interview or audition is written into the rules.

The condition with the longest reach is the undertaking: after the course you must play in any tiatr band or musical group for at least one year (TAG rules). Blowing instruments recur across TAG's other funding rules: a Khell-Tiatr band it funds, and the band for a Konkani musical show under Promotion of Tiatr Related Activities, must each include at least two (TAG citizen charter).

Your tutor must keep and submit an attendance record, and the refund depends on funds being available. Rule 17 of the TAG rules reserves the Academy's right to change any rule, which matters more than usual here, because the revision set out in TAG's 2023-24 report could reshape the scheme.

For a learner, the Academy's Campal Trade Centre premises in Panaji (403001) do double duty: the office there issues the form and takes the bill copy and refund claim, and TAG's Conference Hall in the same Block A is where Rule 8 lets it run blowing-instrument classes of its own (TAG citizen charter; Tiatr Academy of Goa).
