About PMSSCPGEUHO

The Pre-Matric Scholarship Scheme for the Children of Parents/Guardians Engaged in Unclean and Hazardous Occupations is a central sector scholarship of the Department of Social Justice and Empowerment, Government of India. States and Union Territories run it with 100% central funding, and in Goa it is administered by the state Social Welfare Department, which handles applications and pays out the award.

The scheme provides financial help at the pre-matric stage to children whose parents or guardians work in occupations the government classifies as unclean or hazardous, such as manual scavenging and hazardous cleaning (as defined under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013), tanning and flaying, and waste picking. The purpose is to keep these students in school and reduce dropout during the move from primary to upper primary and secondary classes. Eligibility does not turn on caste or religion, and the scheme applies no family income ceiling.

The benefit is a cash award paid towards the student's schooling, with separate rates for day scholars and for those living in a hostel. To confirm the parent's or guardian's occupation, an applicant submits a certificate from the District Social Welfare Officer or another authority designated by the state government.

Who can apply

Eligibility criteria

The applicant should be a student.
The applicant should be a resident of Goa.
The applicant’s parents/guardians should be engaged in an unclean or hazardous occupation.
The student should be studying in Class I to X on a full-time basis.
Scholarship will be admissible to the children/wards of parents/guardians who, irrespective of their caste/religion belong to one of the following categories:
Persons who are Manual Scavengers as defined under section 2(I) (g) of Manual Scavengers Act 2013
Persons engaged in hazardous cleaning as defined in Section 2(1) (d) of Manual Scavengers Act 2013. For the purpose of classification in this category, the eligible candidates will be required to submit a certificate from District Social Welfare officer/ identified officer of Local body/ Civic Agency/any such authority as designated by the State Government.
There is no family income ceiling under this component of the Scheme.
A scholarship holder under this scheme will not hold any other educational scholarship for the purpose of studying in class I to X. If awarded any other educational scholarship for studying in classes I to X, the students can avail of either of the two scholarships as per his/her choice and should inform the awarding authority to the Head of the Institution about the option made.

  • Assistance: With effect from 2022-23, the students shall be given a consolidated academic allowance, as follows:
  • Day Scholar: ₹3,500/- per annum
  • Hosteller: ₹8,000/- per annum (For Class III-X)
  • Note: In addition, a 10% extra allowance shall be given to Divyang (Disabled) students. The disability as defined under the relevant Section of Right of the persons with Disability Act, 2016. The appropriate Government shall designate persons, having requisite qualifications and experience, as certifying authorities, who shall be competent to issue the certificate of disability.
