In Goa, the child of a manual scavenger, tanner, waste picker or hazardous cleaner studying in Class I to X can draw Rs 3,500 a year from this scholarship, or Rs 8,000 as a hosteller from Class III, and no income certificate is on the document list (CM Scholarship Portal, scheme details).

What trips Goan families up is paperwork that disagrees with itself. The Directorate of Social Welfare now takes the scheme on the National Scholarship Portal (NSP) (Department of Information and Publicity, Goa, May 2026), yet its own scheme page still says to apply on the CM Scholarship Portal and still prints the monthly rates that the 2022-23 consolidated allowance replaced (Directorate of Social Welfare, Goa, scheme page; CM Scholarship Portal, scheme details).

Goa runs this as Component II of the centrally sponsored Pre-Matric Scholarships Scheme for Scheduled Castes & Others. On NSP's Goa list it sits beside Component I, Goa's scholarship for SC students in Class IX and X, and both listings link the same ministry guidelines as their specification (National Scholarship Portal, schemes for the State of Goa; Pre-Matric Scholarships Scheme for SC & Others, guidelines, Ministry of Social Justice and Empowerment).

The same scheme carries several names in Goa, and a family searching for the myScheme title will not find it word for word. NSP lists it as "Pre-Matric Scholarship To The Children Of Those Engaged In Occupations Involving Cleaning And Prone To Health Hazards - Goa" (National Scholarship Portal, schemes for the State of Goa). The Directorate's May 2026 notice calls it "Others (Component II)" (Department of Information and Publicity, Goa, May 2026), and the CM Scholarship Portal's statistics page calls it "Grant of Scholarship to children of parent/guardian involved in unclean/hazardous occupation" (CM Scholarship Portal, category-wise statistics). That row appears in the portal's SC, OBC (Dhangar) and OBC/EBC tables and leaves the 2023-2024 application count blank in all three, so Goa publishes no count of applicants for this scheme.

The CM Scholarship Portal's category-wise list files the scheme only under the Scheduled Caste, OBC and OBC (Dhangar) menus, each time marked "Apply on NSP Portal", and leaves it out of the Scheduled Tribe, PwD, General and BPL menus (CM Scholarship Portal, category wise list of eligible schemes). Those menus are how the portal is arranged, not the rule: the eligibility text further down the same page admits a child irrespective of caste or religion, so a Scheduled Tribe or general-category waste picker's child in Goa can apply on NSP as well.

Goa has moved this scheme between portals and shifted its deadline from cycle to cycle:

The May 2026 notice adds that no further extension will be entertained. In between, a June 2025 notice put Goa's pre-matric and post-matric scholarships for SC students on NSP with a 30 September 2025 student deadline and 15 October 2025 for school verification, without naming Component II (Department of Information and Publicity, Goa, June 2025).

NSP has not caught up with the notice. As read on 27 September 2026, NSP's Goa list showed this scheme as "NOT YET OPENED" at every stage, from student application through district, state and ministry verification, while the Goa scholarship for SC students in Class IX and X beside it showed as open from 3 August 2026 (National Scholarship Portal, schemes for the State of Goa). The Directorate's May 2026 notice, as read the same day, still gave 30 November 2026 as the students' last date (Department of Information and Publicity, Goa, May 2026). If the NSP listing is still closed when you check, ask the Directorate how Component II applications are being taken this year before that date passes.

Eligibility criteria

Goa's eligibility text on the CM Scholarship Portal copies the ministry's Component 2 wording and names four occupations: manual scavengers and persons engaged in hazardous cleaning, both as the Manual Scavengers Act 2013 defines them, plus tanners and flayers, and waste pickers (CM Scholarship Portal, scheme details). The myScheme eligibility list shown under this section names only the first two, while the myScheme FAQ on this page lists all four, so the child of a Goan tanner or waste picker is covered and should not read the shorter list as a refusal.

The Directorate's own scheme page states the target group in plainer words, "Children of Safai Karmachari" (Directorate of Social Welfare, Goa, scheme page).

Two guideline conditions sit outside the Goa text. The school must be a government school or a private school recognised by the state or a central board, and the scholarship is awarded by the state where the child is domiciled, so a child studying in Goa but domiciled in another state applies through that state (ministry guidelines on NSP).

Exclusions

myScheme publishes no exclusion list for this Goa listing. Three bars apply in practice, each from Goa's own documents:

• A second school-level scholarship. Goa's scheme text bars holding any other educational scholarship for Class I to X; a family offered two picks one and tells the head of the school (CM Scholarship Portal, scheme details). Two Goa overlaps are the likely ones: an SC child in Class IX or X, who may also qualify for Component I on the same NSP list, and an SC or OBC child in Class V to VIII, who may also qualify for the state's Saral Vidya Sahay stipend on the CM Scholarship Portal (National Scholarship Portal, schemes for the State of Goa; CM Scholarship Portal, scheme details).
• Filing under two schemes. The Directorate's May 2026 notice records that some students applying on NSP also apply under the other scheme, and it holds the school's Institute Nodal Officer responsible for catching it (Department of Information and Publicity, Goa, May 2026).
• A bank account not seeded with Aadhaar. A 2025 circular from the Director of Social Welfare tells Directorate staff to accept an application only once the applicant's bank account is seeded with Aadhaar (Directorate of Social Welfare, Goa, circular on the Aadhaar Based Payment System).

Renewal conditions

The guidelines Goa links make renewal automatic: a child promoted to the next class with 75% attendance in the year carries on until Class X on the school's confirmation, with no fresh application, and Aadhaar authentication becomes compulsory at renewal if it was skipped at admission (ministry guidelines on NSP).

Goa's own notices say nothing separate about renewals for this component. The May 2026 notice gives a single student deadline, 30 November 2026, for every centrally sponsored scheme it moves to NSP (Department of Information and Publicity, Goa, May 2026), so a returning student should ask the school's Institute Nodal Officer, before that date, whether the renewal has actually gone through.

Goa's portal reproduces the consolidated yearly allowance the ministry fixed from 2022-23:

The guidelines NSP links for Goa are the March 2022 edition, written for 2021-22 to 2025-26, and NSP's Goa list still links that edition for the current cycle (ministry guidelines on NSP; National Scholarship Portal, schemes for the State of Goa).

The Directorate's own scheme page still prints the older monthly card: Rs 225 a month for ten months plus a Rs 750 ad hoc grant for a day scholar, and Rs 700 a month for ten months plus Rs 1,000 for a hosteller (Directorate of Social Welfare, Goa, scheme page). Worked through, the old day-scholar card comes to less than today's Rs 3,500, and the old hosteller card adds up to exactly the Rs 8,000 now paid as one yearly sum (CM Scholarship Portal, scheme details).

In Goa the money moves only through the Aadhaar Payment Bridge. The Director's 2025 circular says payments under the Directorate's schemes will be made only through the Aadhaar Based Payment System (Directorate of Social Welfare, Goa, circular on the Aadhaar Based Payment System), and the May 2026 notice repeats that Aadhaar seeding is mandatory before the scholarship is released (Department of Information and Publicity, Goa, May 2026).

Goa's 30 November 2026 student deadline falls well after the April to July intake that the guidelines build their payment calendar on (Department of Information and Publicity, Goa, May 2026). For an application received after that intake, the guidelines give the state two months from submission to release its 40% share, and the Centre one further month to pay its 60% directly into the account (ministry guidelines on NSP).

• Assistance: With effect from 2022-23, the students shall be given a consolidated academic allowance, as follows:
• Day Scholar: ₹3,500/- per annum
• Hosteller: ₹8,000/- per annum (For Class III-X)
• Note: In addition, a 10% extra allowance shall be given to Divyang (Disabled) students. The disability as defined under the relevant Section of Right of the persons with Disability Act, 2016. The appropriate Government shall designate persons, having requisite qualifications and experience, as certifying authorities, who shall be competent to issue the certificate of disability.

What to prepare

Documents required

Goa's list departs from the guidelines on the paper that matters most, the occupation proof. The CM Scholarship Portal asks for a "Certificate from the employer" (CM Scholarship Portal, scheme details), while the guidelines name the District Social Welfare Officer, an identified officer of the local body or civic agency, or another authority the state designates as the issuer (ministry guidelines on NSP). A self-employed waste picker or flayer has no employer to sign, so that family should ask the Directorate which certificate it will accept well before the deadline.

The bank proof has a Goa condition too. The Directorate's scheme page asks for a copy of a nationalised bank passbook that is Aadhaar-seeded (Directorate of Social Welfare, Goa, scheme page).

Uploads must be scans of the originals. The May 2026 notice says most students upload photocopies of the mandatory documents, that photocopies will not be accepted, and that the school's nodal officer must check each upload against the original (Department of Information and Publicity, Goa, May 2026).

A Divyang student claiming the extra 10% also needs a disability certificate from a certifying authority the government designates, with disability read as the Rights of Persons with Disabilities Act, 2016 defines it (CM Scholarship Portal, scheme details).

Step by step

How to apply

For 2026-27 the Directorate takes this scheme on NSP, while its state schemes stay on the CM Scholarship Portal (Department of Information and Publicity, Goa, May 2026). The filing runs in four steps:

1. Get a One Time Registration (OTR) number on NSP. NSP has required the 14-digit OTR for applications since 2024-25. Its face-authentication notes cover the student, a parent or a legal guardian, which matters when the applicant is a Class I child (National Scholarship Portal).
2. Find the Goa listing under its NSP name, "Pre-Matric Scholarship To The Children Of Those Engaged In Occupations Involving Cleaning And Prone To Health Hazards - Goa", and check that its student application stage shows as open; see Important Dates for what it showed in September 2026.
3. Fill the form and upload scans of the originals before the student deadline.
4. Make sure the school verifies it. The school's nodal officer must verify and forward the application before the institution deadline, or it goes no further.

Families without a computer can use a Common Service Centre, where NSP fixes the charge for the whole process, from OTR to a filed form, at Rs 30 (National Scholarship Portal).

Tracking the Application and the Payment

NSP's student menu carries three checks that matter here: Application Status, Track Your Payment (which opens the PFMS "Know Your Payment" page) and Check Aadhaar Seeding Status (National Scholarship Portal; PFMS, Know Your Payment). The Aadhaar seeding check is the one Goa families should run first, because the Directorate releases nothing to an unseeded account. The CM Scholarship Portal's Track Application box is the wrong place to look, since that portal marks this scheme "Apply on NSP Portal". When an application stalls at the school stage, the Institute Nodal Officer is the person to chase, because the Directorate's May 2026 notice makes the INO answerable for verification and resubmission by 5 December 2026 (Department of Information and Publicity, Goa, May 2026).

Selection process

There is no merit list, exam or interview: a child who meets the occupation test and whose papers survive verification is paid. NSP's Goa listing shows the order of checks, from institute verification and a round for defective applications at the school, to verification by the district, state or ministry nodal officer (National Scholarship Portal, schemes for the State of Goa). In Goa the school stage carries the weight, because the Directorate's May 2026 notice puts the check of every upload against its original on the school (Department of Information and Publicity, Goa, May 2026).

The guidelines cap how many scholarships a state funds in a year at its best year among the last three with data (ministry guidelines on NSP); Goa does not publish that cap for this component.

Fine print

Terms & conditions

Because Goa's occupation proof is an employer's certificate, the guidelines' rule on false statements is the one to take seriously. A scholarship obtained by a false statement is cancelled forthwith, the state may recover what was paid, and the student is blacklisted from scholarships under any scheme for good; a child who stops studying during the year can also be asked by the state to refund that year's amount (ministry guidelines on NSP).

On identity, the guidelines let an applicant whose Aadhaar authentication fails prove identity by other means (ministry guidelines on NSP), but that relief stops short of the payment in Goa, where the scholarship is released only into an Aadhaar-seeded account (Department of Information and Publicity, Goa, May 2026).

The May 2026 notice binds the schools as well: an Institute Nodal Officer who lets a double filing through is held responsible, and school verification closes on 5 December 2026 with no further extension (Department of Information and Publicity, Goa, May 2026).
