Overview

About PM-USP SSSJKL

Of the 5,000 fresh scholarships this scheme funds every year, 2,830 are set aside for professional and engineering courses and only 100 for the medical stream. That split matters more than the headline amount, because under this scheme a student does not win money and then go looking for a college. AICTE allots the seat, and the scholarship travels with it.

The other condition is geographic. The award exists to fund study in an institution outside the Union Territories of Jammu & Kashmir and Ladakh, so a student who takes admission at home cannot draw on it.

The Special Scholarship Scheme for the students of the Union Territories of Jammu & Kashmir and Ladakh sits under the Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana, and AICTE is the body that runs it: the registration, the merit list, the choice filling and the seat allotment all happen on AICTE's own SSSJKL portal. The National Scholarship Portal is not absent from the scheme, but it comes in later, at the maintenance payment (FAQs for Aspirants 2025-26, AICTE) and at renewal (Scholarship schemes on NSP, scholarships.gov.in). The scheme traces to an Expert Group constituted by the Prime Minister on 18th August 2010, whose recommendations included 5,000 fresh scholarships a year for students of the two UTs to study outside them, and the scheme was launched in 2011 (Methodology 2025-26, Scholarships Division, Department of Higher Education).

The 5,000 slots are not a single pool. The guidelines fix 2,070 for General Degree courses, 2,830 for the professional and engineering group, and 100 for the medical stream, with the engineering and medical numbers kept flexible inside the 5,000 ceiling and drawing on any shortfall in General Degree take-up (Methodology 2025-26). A student competing for a general degree seat is therefore competing in a fixed pool; an engineering aspirant is competing in one that can grow.

What separates this component from the rest of the PM-USP family is that the money and the admission are the same transaction. The academic fee never reaches the student, the student never picks a college freely, and both follow from the design: the scheme buys a supernumerary seat, created by the government outside the college's normal intake and outside medical courses, at an institution on AICTE's list.

Important dates

No date on this page is a standing one. The scheme has no fixed annual opening or closing date, and each cycle instead runs on a calendar of events that AICTE publishes on the scheme's year page and revises during the cycle, which is why the year page is worth opening even when a date is already written down.

For 2026-27, online registration commenced on 16.07.2026 for 10+2 students and on 17.07.2026 for engineering diploma students, with document verification at the Facilitation-cum-Document Verification Centres opening from 18.07.2026 (Advertisement, PM-USPY SSSJKL 2026-27). AICTE then published separate revised calendars of events for HSC and for diploma candidates on the 2026-27 page (PM-USPY SSSJKL 2026-27, AICTE).

As this page is written in early September 2026, that cycle is past its application stage and into seat confirmation: Round 2 seat allocation results for both HSC and Diploma candidates went up on the student portal on 31st August 2026, with a notice telling students to log in and freeze the allotted seat immediately (SSSJKL, AICTE).

Renewal runs on a different clock. On NSP the scheme opened for renewal on 01-06-2026 and accepted student applications until 30-09-2026, a window that has nothing to do with the AICTE counselling calendar (Scholarship schemes on NSP).

Who can apply

Eligibility criteria

Domicile is the first filter and it is not the only one. A candidate has to hold domicile of the UTs of J&K or Ladakh, have passed Class 12 from a JKBOSE or CBSE affiliated school located in the UTs, come from a family earning Rs 8.00 lakh a year or less, and register online on the AICTE portal and then verify documents at a Facilitation-cum-Document Verification Centre inside the time frame (Methodology 2025-26).

Registration itself is stricter than it looks. The portal issues a username and password only when the particulars entered match the board record AICTE already holds, so a name spelt differently from the way it was furnished to the board stops the process at the first screen (Methodology 2025-26). JKBOSE candidates must put their board prefix code in front of the roll number, and CBSE candidates a two-digit code for the year they passed; anyone who registered for the previous year's counselling has to register again with a new email address and a new mobile number (SSSJKL registration portal). Aadhaar authentication is mandatory before application submission and document verification, and AICTE's aspirant FAQ is explicit that the income certificate must come from a Tehsildar or equivalent and be no older than six months (FAQs for Aspirants 2025-26, AICTE).

The year you passed matters as much as the marks. AICTE reopens the scheme to two passing cohorts at a time and no further back: for the 2025-26 cycle only candidates who passed 10+2, or the polytechnic diploma, in the academic year 2023-24 or 2024-25 could submit an application at all (Methodology 2025-26).

Lateral entry has a recency rule the scheme summary leaves out. For the 2025-26 cycle AICTE accepted an engineering diploma from a J&K or Ladakh polytechnic passed no earlier than AY 2023-24, and seats came only from those vacant in the preceding academic year in the engineering stream (FAQs for Aspirants 2025-26). Commerce and arts candidates asking about engineering are told to check the course eligibility first, and general stream admission to a Central University runs through CUET.

Who cannot apply

Exclusions

The published exclusion list bars open university courses, management quota admissions, diplomas, postgraduate study, family income above Rs 8.00 lakh, admission through agents or NGOs, and holding any other government scholarship. What decides most rejections in practice is narrower than that list.

Holding a second scholarship is caught mechanically. AICTE releases money only after checking for duplication against the National Scholarship Portal, and the guidelines carry a warning in capitals that a student enrolled on NSP as a beneficiary, or already drawing a scholarship, is not eligible for SSSJKL (Methodology 2025-26). The aspirant FAQ says what follows: an application from a student found availing another scheme is summarily rejected with no further correspondence, and both awards can be cancelled (FAQs for Aspirants 2025-26). The registration portal repeats the warning before you can begin, adding that AICTE may forfeit the scholarship and the admission (SSSJKL registration portal).

Then there are the quiet ones. Taking admission at a college that is not on the list shown in your portal login means no scholarship is paid at all. A wrong category certificate discovered later cancels the admission and the scholarship together. And the award is once only, so a student who has already drawn it cannot apply again for another undergraduate degree; a student who abandoned the course is considered in a later year only if the admission was cancelled well before registration opened and no money had been taken (FAQs for Aspirants 2025-26).

Continuation

Renewal conditions

Renewal is not automatic and it does not run where the fresh application runs. Continuation depends on good conduct and the attendance the institution prescribes; a student who fails to be promoted still receives the scholarship the following year, but a second failure forfeits it for good, and a scholar who could not sit the annual examination through illness or an unforeseen incident may be renewed on a medical certificate satisfying the Head of the Institution (Methodology 2025-26). The same year of study is never paid twice.

The renewal paperwork moves to the National Scholarship Portal. NSP lists this scheme under AICTE with a renewal-only window, open from 01-06-2026 with student applications accepted until 30-09-2026, institute and defective-application verification until 15-10-2026, and nodal officer verification until 30-10-2026 (Scholarship schemes on NSP, scholarships.gov.in).

Award & benefits

The academic fee never passes through the student's hands, because AICTE pays it into the institution's account. The maintenance allowance travels the other way, into a bank account in the student's own name.

The fee ceiling is an upper limit, not an entitlement. AICTE pays the institution's claim or the rate fixed by the State Fee Regulatory Authority, whichever is lower, and the ceiling covers all admissible components taken together. Where a college's fee exceeds the ceiling, AICTE does not reimburse the excess and the college may not recover it from the student (Methodology 2025-26).

The maintenance allowance is a fixed Rs 1.00 lakh for every stream, released through DBT on the PFMS gateway. One figure in the published benefit note is worth reading with the guidelines beside it: the ten equal instalments describe the pattern from the second year onwards, while the guidelines release the first year in nine instalments, Rs 20,000 first and eight monthly instalments of Rs 10,000 (Methodology 2025-26).

Getting that money moving takes one step outside the AICTE portal that students routinely miss. AICTE's aspirant FAQ states that the maintenance allowance is paid to the student's Aadhaar seeded account by AICTE and NSP, and that the beneficiary must complete both One Time Registration and online registration on the NSP portal, failing which NSP does not disburse the amount (FAQs for Aspirants 2025-26). The account has to be a savings account in the student's own name with Aadhaar seeded against it; no-frill accounts, minor accounts, a parent's account, non-operative accounts and joint accounts are all ruled out (Methodology 2025-26).

• All the Institutions may note that the upper ceiling of the Academic Fee inclusive of all admissible components taken together is ₹1,25,000/- for the Professional / Engineering Stream; ₹30,000/- for General Stream and ₹3,00,000 for Medical Stream.
• Even if the total fee of the institute is more than the ceiling, neither AICTE shall reimburse the extra amount nor the institute can charge the same from the students.
• The fixed maintenance allowance of ₹1,00,000 per annum for all streams will be paid to the bank account of the student through NSP portal using the PFMS gateway in 10 monthly installments of ₹10,000/- each.
• Duration of Scholarships: The scholarships granted under the scheme are renewed in subsequent classes subject to good conduct and maintenance of attendance as prescribed by the respective institution.
• Students failing to get promoted to the next class/level would get the scholarship in the following year subject to the condition that if the student fails again for the second time, then he/she would forfeit the scholarship, and the scholarship would not be renewed for the subsequent years.
• If a scholar is unable to appear in the annual examination owing to illness and/or on account of any unforeseen incident, the scholarship may be renewed for the next academic year on submission of a medical certificate and other proof to satisfy the Head of the Institution who will also certify the same. The scholarship will not be paid twice for the same year of study.

What to prepare

Documents required

Beyond the domicile certificate, Class 10 and Class 12 certificates, diploma certificate, income certificate, category or disability certificate, joining report and Aadhaar that the scheme record lists, the upload specifications are where applications stall. Documents go up as JPG, PNG or PDF under 2 MB; the passport photograph is preferred at 200 x 230 pixels and the signature at 140 x 60 pixels. The application also asks for a photograph of the father or guardian and of the mother or guardian, which is easy to miss, and a single mother's photograph is uploaded in the guardian's place (FAQs for Aspirants 2025-26). Persons with disabilities are assessed at 40% disability and above under Central Government norms (Methodology 2025-26).

Later stages ask for paperwork of their own. From the verification centre you collect a stamped document verification report, the student copy, which the process depends on afterwards. At joining you upload a transfer or migration certificate, a character certificate, and the Class 10 and Class 12 passing certificates and marksheets, which the institute then verifies (FAQs for Aspirants 2025-26).

Step by step

How to apply

Register on the AICTE SSSJKL portal, complete Aadhaar authentication, and submit the online form (Methodology 2025-26). Print the submitted form and take it, with originals and one set of self-attested copies, to any Facilitation-cum-Document Verification Centre set up by the two UT governments. Verification there is free, originals are returned, and only verified candidates get the choice filling window (FAQs for Aspirants 2025-26). Corrections are made by the nodal officer at the centre against original documents, and only while the correction window in the calendar is open.

After allotment you choose Freeze, Float or Not Interested. Freeze accepts the seat, Float releases it into the next round with no claim on the current allotment, and Not Interested deregisters you from the portal. Failing to click any of the three cancels the seat automatically. A student who freezes downloads the provisional allotment letter and the institute's welcome letter, reports physically to the college, and has the joining report uploaded and verified by the institute (FAQs for Aspirants 2025-26).

There is a second route for students admitted on their own through JEE, NEET, CUET, NATA or CLAT. They must still register under SSSJKL, be declared eligible at a verification centre, and submit their admission details in the Entrance Examination tab of the student login. AICTE is candid that these candidates are considered only against seats left vacant after counselling is complete (FAQs for Aspirants 2025-26).

Tracking the Application and the Payment

Almost nothing about this scheme is announced publicly at candidate level. The provisional merit list is displayed inside the student portal login rather than as a public list, and seat allocation results appear there round by round, with AICTE posting each round's status on the scheme page: the 2026-27 Round 2 seat allocation for both HSC and Diploma candidates was published on the student portal on 31st August 2026 (SSSJKL, AICTE). After freezing, the allotment letter and welcome letter are your record of the seat, and the institute's verification of your joining report is the step that starts disbursement.

The money is traced differently at each end. The academic fee lands in the institution's account, so a student chasing it is really chasing the college's claim. Maintenance arrives by DBT, and when it does not, AICTE's own advisory points first at the Aadhaar link rather than at the scheme: it directs beneficiaries to check the bank mapper status at the UIDAI resident portal, because an inactive Aadhaar makes the transaction fail (Steps to activate the inactive Aadhaar, AICTE). Registered candidates can also raise a grievance from inside their login, and AICTE routes queries through its Centralized Support System (SSSJKL, AICTE).

How winners are picked

Selection process

Selection is merit against choice, inside a reservation grid, capped by how many scholarships remain. The provisional merit list is generated from Class 12 or diploma results and shown only to candidates who cleared document verification; allotment then follows the choices filled, the merit position, the reservation policy of the UT of Jammu & Kashmir and the availability of scholarships (Methodology 2025-26). AICTE runs multiple allotment rounds on the choices a student has filled, purely on merit and subject to how many scholarships are still available, which is why a low preference filled carelessly can become the seat that is offered (FAQs for Aspirants 2025-26).

The reservation break-up is published in the guidelines rather than left to the counselling software:

Where that merit can land is itself restricted. The 26th meeting of the Inter-Ministerial Committee on 6th July 2023 decided that scholarships go only to students admitted to institutions holding NAAC accreditation at Grade 3.0, or ranked in the NIRF top 100, or AICTE-approved with 30% or more courses accredited by NBA, or with more than 80% admission for five consecutive academic years, with all government institutions additionally available for B.Sc. Nursing, B. Pharmacy and hotel management courses (Methodology 2025-26). Medical admissions follow the process specified by the national medical regulator, and AICTE does not conduct medical counselling at all.

Terms & conditions

Once a college and course are allotted, they are not changed, which is why the choice filling order carries more weight here than in counselling systems that allow upgrades on request. A candidate who neither freezes, floats nor opts out inside the stipulated period has the seat cancelled automatically, and a category certificate found to be wrong at any later stage cancels the admission and the scholarship with no further correspondence (FAQs for Aspirants 2025-26).

Some limits sit on institutions rather than students. Private dental colleges may not admit more than five students each under this scheme, following a Dental Council of India letter dated 23rd July 2021, and integrated law admissions count only at National Law Universities and only with a CLAT qualification (Methodology 2025-26). Oversight of the scheme rests with an Inter-Ministerial Committee chaired by the Secretary, Department of Higher Education, with Secretaries of Higher Education and School Education of both UTs as special invitees.

One warning is worth repeating because it is AICTE's own. The notice standing on the scheme page records fake email IDs, social media groups and individuals offering SSSJKL counselling or admission assistance, and states plainly that AICTE and SSSJKL ask for no payment, fee or amount (SSSJKL, AICTE).

Each cycle carries its own address of that shape, so a query sent to a previous year's mailbox may go unanswered; the scheme office takes calls on working days between 9.30 am and 5.00 pm (FAQs for Aspirants 2025-26). Registered candidates can raise a grievance from inside their portal login, and AICTE also directs queries to its Centralized Support System (PM-USPY SSSJKL 2026-27, AICTE).

Division-wise lists of Facilitation-cum-Document Verification Centres for Jammu, Kashmir and Ladakh are published each cycle on the scheme's year page, and those centres, not AICTE, are where an application is corrected (PM-USPY SSSJKL 2026-27, AICTE).
