The board announces this benefit by marquee rather than by calendar. Its home page carries a standing line telling active labour card holders of the Union Territory that Education Assistance application forms for Financial Year 2025-2026 have been started, and asking them to keep visiting the site (J&K BOCW Welfare Board). No opening or closing date is recorded against the scheme on myScheme either (Academic Education (JKBOCWWB) on myScheme).

So a "last date" quoted on a social media post or a coaching blog is not a board notice, and there is no published annual deadline for it to be quoting. What binds is that line on the home page and the district Assistant Labour Commissioner office.

The worker files it and the student is the subject of it, so the scheme is tested at both ends of the household in the same year.

The parent's test is the registration test written into the central Act as the board publishes it: the worker is between 18 and 60 years of age, has been engaged in building or other construction work for not less than 90 days during the preceding 12 months, and holds a registration that is renewed every year (worker registration rules, J&K BOCW Welfare Board). Renewal is not a formality here. It needs a freshly attested employment certificate and the monthly contribution of Rs 10 to have been paid.

The student's test is the study level. Class 9 is the floor for this scheme because everything below it belongs to a different slab on the same board page: Schooling Education covers nursery to Class 5 at Rs 2,500 and Class 6 to Class 8 at Rs 3,500 (J&K BOCW Welfare Board scheme list). A Class 8 pupil is not rejected by this scheme so much as routed to the neighbouring one.

Academic Education carries no printed bar list, so the disqualifiers are the two conditions themselves. Each of its four slabs is stamped "Regular Students" on the board's list, which is the line a part-time enrolment fails (J&K BOCW Welfare Board scheme list). The other is the card: board membership has to be renewed every year, so a lapsed labour card stops the claim before the student's papers are read at all (worker registration rules, J&K BOCW Welfare Board).

There is no multi-year renewal clause attached to this benefit. What renews is the parent's registration, annually, against an attested employment certificate and the monthly Rs 10 contribution (worker registration rules, J&K BOCW Welfare Board).

Each year of study is therefore a fresh claim rather than a continuation of last year's. The board's own sanction search is organised the same way, by session, with 2022-2023 through 2026-2027 listed as separate cycles (scheme sanction search, J&K BOCW portal).

The larger numbers circulating under the "JK labour scholarship" name belong to Professional Education, a separate slab on the same page: Rs 10,000 for a paramedical or ITI diploma, Rs 30,000 for a three-year engineering or other recognised diploma, and Rs 50,000 for a professional or technical degree course (J&K BOCW Welfare Board scheme list). A BA student takes Rs 10,000 under Academic Education; a B.Tech student is looking at the professional slab instead. Read the course, not the year of study, before you decide which figure applies to you.

The worker's half is the heavier one. Age proof is accepted as a school certificate, a registrar of birth certificate, or a certificate issued by a district medical board where neither of the first two exists, and the employment certificate is not simply filled in: the board's registration steps have it attested by the issuing authority named on the form, and the annual renewal asks for a duly attested certificate all over again (worker registration rules, J&K BOCW Welfare Board). That certificate is what carries the 90-day work condition, so an unattested one leaves the registration itself unproven.

The student's half is thinner and comes from the school or college: the student's own ID card, a photograph and the latest marksheet. A ration card sits on the board's list as optional, and a caste certificate only where it applies, so their absence is not a defect in the file.

Everything runs through the worker's own account, not the student's. The parent signs in at the board's e-portal and files the claim from there; the same landing page carries new worker registration, the Get UserId and Password route for a card holder who has never logged in, and the user manual (J&K BOCW worker portal). The offline route is the Assistant Labour Commissioner office for the district, where the same form and attested certificates are submitted in person (worker registration rules, J&K BOCW Welfare Board).

Checking Whether It Has Been Approved or Paid

The board runs a public status search that does not need a login. Open the scheme sanction search, set the district, choose "Financial Assistance for Education" as the scheme name, pick the session, and switch "Search By" to Approval or to Payment (scheme sanction search, J&K BOCW portal). The two settings answer different questions. Approval tells you the case has been cleared; Payment tells you the money has actually moved. A name that appears under approval and not under payment is a sanctioned case still waiting in the disbursement queue, which is worth knowing before you make a trip to the district office.

No selection rule beyond the eligibility test is published, and no quota or ranked list exists for this benefit. What the board runs instead is a verification and objection sequence.

Claims that come in on paper are published district by district as a scheme worker name list, and the board's notice on that page is blunt about the window: the general public may file objections in person at the concerned Assistant Labour Commissioner office within 7 days of publication, and none are entertained after that (offline scheme objection list, J&K BOCW portal).

A cleared case then becomes a numbered government order naming the district and the worker's registration number, and those orders are published one by one. The board's order archive carried 1,499 records at the time of writing, with education assistance cases from districts including Kishtwar, Ganderbal, Srinagar, Doda and Kupwara among the most recent (government orders, J&K BOCW Welfare Board). If your case has been sanctioned, there is a document with a number on it that says so.

The conditions that govern this benefit are the registration conditions, because the benefit is an incident of registration rather than a contract with the student. Registration carries a fee not exceeding Rs 10 as prescribed under the Act, the annual renewal carries the monthly contribution, and a worker whose registration application is rejected has 30 days to appeal to the Secretary of the Board, with the Secretary empowered to admit a later appeal on sufficient cause (worker registration rules, J&K BOCW Welfare Board).
