About RESCAW

The Revised Education Scheme for Children of Artisans/Weavers of Handicrafts and Handloom Departments is a Jammu and Kashmir government scholarship. It is administered by the Department of Industries and Commerce through the Directorate of Handicrafts and Handloom, and it helps meet the education costs of children whose parents work as artisans or weavers registered with those departments.

The benefit is cash paid by Direct Benefit Transfer to the student, and it works at the level of the family rather than the individual: no more than two children of any one weaver or artisan can draw it. The rate follows the stage of study – ₹1,500 a year up to primary level, ₹2,000 a year for Classes 6 to 10, ₹3,000 a year for Classes 11 and 12, and the actual course fee fixed by the government for technical or professional courses.

Eligibility turns on two tests. The parent must be a weaver or artisan registered with the Handicrafts and Handloom Department and holding a valid registration card. The family must also meet a means condition: a Below Poverty Line, Antyodaya Anna Yojana or Priority Household ration card, an Economically Weaker Section certificate, or parental annual income of ₹90,000 or less. A student who has already taken a Pre-Matric, Post-Matric or Prime Minister's scholarship cannot claim under this scheme.

Eligibility criteria

The parent of the applicant should be a Weaver/Artisan.
The parent should be registered with the Handicrafts and Handloom Departments having valid registration car/certificate.
The applicant should not have availed benefits under the following schemes being implemented by the departments: Pre-Matric Scholarship Scheme; Post-Matric Scholarship Scheme; Prime Minister's Scholarship Scheme; Any other scheme. The applicant shall seek NOC from the concerned Zonal Educational Officer and Tehsil Social Welfare Officer.
The applicant should fulfill one of the following conditionsThe applicant should have a Below Poverty Line (BPL) Card, Antyodaya Anna Yojana (AAY) Ration Card, Priority Household (PHH) Card.
The applicant should fulfill one of the following conditionsThe applicant should have Economically Weaker Section (EWS) Certificate.
The applicant should fulfill one of the following conditionsThe total annual income of the parents of the applicant should be less than or equal to ₹90,000. The Income Certificate should be issued by 1st Class Magistrate/Tehsildar concerned.
