About PMVKY

Pradhan Mantri Vanbandhu Kalyan Yojana is a line in the Union Budget, not a form. The Union Budget carries it among the Centrally Sponsored Schemes in the Ministry of Tribal Affairs' Demand for Grants, as the block that pays for a group of Scheduled Tribe welfare schemes (Notes on Demands for Grants 2026-2027, Demand No. 100), and the party that approaches it is a State Government or a Union Territory administration. Nobody fills anything in for PMVKY itself. What a student can apply for is one of the schemes the block pays for, at the state, and the list of those schemes has been rewritten more than once since the programme was launched.

The programme was launched on October 28, 2014 and was later given a financial outlay of Rs 26,135.46 crore for the years 2021-22 to 2025-26, directed at integrated village development and at capacity building in education and livelihoods (Press Information Bureau backgrounder, October 28, 2024). That backgrounder described six steps under the umbrella: Pradhan Mantri Adi Adarsh Gram Yojana, development of Particularly Vulnerable Tribal Groups, support to Tribal Research Institutes, the pre-matric and post-matric scholarships for Scheduled Tribe students, and administrative assistance for project management units in the states.

The list has since changed. Answering Lok Sabha on March 12, 2026, the Minister of State for Tribal Affairs named the umbrella's welfare schemes as the pre-matric scholarship, the post-matric scholarship, development of Particularly Vulnerable Tribal Groups read together with Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan, support to Tribal Research Institutes, administrative assistance for project management units, and Pradhan Mantri Adi Adarsh Gram Yojana revamped as Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (PIB, March 12, 2026). A component list from before that restructuring is a historical list, not the working one.

Dates under this programme mark decisions, not deadlines. The yojana was launched on October 28, 2014, and its outlay period ran to 2025-26 (PIB backgrounder). Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan was launched on November 15, 2023, and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan on October 2, 2024, and both now sit inside the block (PIB, Lok Sabha reply). The Dharti Aaba mission is planned across the years 2024-25 to 2028-29 (operational guidelines).

None of these is an application window. The dates a student has to watch belong to the component scheme and to the state that runs it.

Who can apply

Eligibility criteria

Eligibility under this umbrella is a question about a village, a habitation or a state, and only then about a person. The village component sets a demographic floor: the abhiyan targets tribal-majority villages with a population of 500 or more where at least half the residents are tribal, and separately covers villages in Aspirational districts that have at least 50 tribal residents (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan operational guidelines, Ministry of Tribal Affairs).

For a state, eligibility is administrative rather than demographic. Grants under the umbrella's area-development route go to states that have notified Scheduled Tribes, on the strength of a proposal, not an entitlement.

Individual eligibility exists only inside the component schemes. The two scholarships set the Scheduled Tribe test, the class of study and the parental income ceiling, and the ministry publishes those tests scheme by scheme rather than at the level of the umbrella. Households in Particularly Vulnerable Tribal Group habitations are reached through the PVTG mission rather than through any counter of this umbrella.

Who cannot apply

Exclusions

Nothing is disqualified at the umbrella's own level, because the umbrella never faces an applicant. What keeps a village or a household outside is the threshold written into whichever component would have paid: a small settlement, or a village where tribal residents are a minority and which sits outside an Aspirational district, falls outside the village-development frame those guidelines draw.

There is a second, harder exclusion, and it is fiscal. Some of the block's sub-heads carry no allocation at all in the 2026-27 Demands for Grants: development of Particularly Vulnerable Tribal Groups, Pradhan Mantri Adi Adarsh Gram Yojana, and administrative cost to states and Union Territories (Demands for Grants 2026-27, Demand No. 100). Where a head carries no money, no fresh project can be sanctioned against it this year, whatever the older guidelines still say.

Renewal conditions

Renewal here happens to schemes, not to beneficiaries. The umbrella's own outlay was fixed for the years 2021-22 to 2025-26 (PIB backgrounder), and the block reappears in the next year's Demands for Grants at Rs 5,700.01 crore, so the programme continues into 2026-27 with its internal shares redrawn (Demand No. 100). The Dharti Aaba mission that now carries the village work runs from 2024-25 to 2028-29, and its guidelines state plainly that continuation beyond the current finance cycle is subject to Cabinet approval for the continuation of schemes (operational guidelines).

For a state, renewal is annual and is earned. What was spent last year sets what is credible to ask for next year, which is why the year-on-year movement inside the block is worth reading. The ministry set the component-wise numbers out in an annexure to a Lok Sabha reply.

What you get

Award & benefits

The umbrella's benefit is a transfer to a state, and the shape of that transfer is set every year in the Demands for Grants. The 2026-27 document lists the sub-heads that make up the Vanbandhu block, and several of them now carry nothing at all (Demand No. 100, Ministry of Tribal Affairs).

Read down the last column and the programme's centre of gravity is visible: the post-matric scholarship remains the single largest claim on the block, and the village work has moved wholesale to the Dharti Aaba head. Under the older village scheme each identified village drew Rs 20.38 lakh to close gaps in road and telecom connectivity, schools, Anganwadi centres, health sub-centres, drinking water, drainage and solid waste management, against a planned spend of Rs 7,276 crore, and about 16,000 villages had been approved with Rs 2,283 crore released by July 2024 (PIB backgrounder, October 28, 2024).

What to prepare

Documents required

Ask what documents Pradhan Mantri Vanbandhu Kalyan Yojana needs and the answer is a district file. Under the Dharti Aaba mission the District Level Committee prepares Detailed Project Reports, seeks approval for the projects, provides suitable land for the construction of roads, Anganwadi centres, hostels and multipurpose centres, and complies with Public Financial Management System requirements (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan operational guidelines, Ministry of Tribal Affairs). The same guidelines make reporting a precondition of payment: linking a ministry's own monitoring system to the mission portal on the PM GatiShakti platform is described there as compulsory for drawing money under the programme.

A student's documents are the component scheme's documents. Whatever a pre-matric or post-matric claim needs is asked for by the state government or Union Territory administration that runs that scholarship, at the point the claim is made there, and nothing is ever collected against the umbrella itself.

Step by step

How to apply

There is no application counter for Pradhan Mantri Vanbandhu Kalyan Yojana, and no portal that accepts a person's name against it. The state route is a proposal. Under the special area programme of Special Central Assistance to Tribal Sub-Scheme, grants are released to the 27 states having notified Scheduled Tribes on proposals that a State Level Executive Committee headed by the Chief Secretary has approved and the Project Appraisal Committee in the ministry has then considered (Ministry of Tribal Affairs, ST Welfare Grant). Read that page against the budget before acting on it: this is the route that became Pradhan Mantri Adi Adarsh Gram Yojana, and it is one of the heads carrying nothing in 2026-27.

The live route is the district one. Under Dharti Aaba a District Level Committee chaired by the District Collector plans, executes and monitors the mission's interventions, and it registers and processes the applications of eligible beneficiaries under each scheme the mission covers (operational guidelines). A household's paperwork therefore reaches that committee, never an office of this umbrella.

What can be followed here is a project, not a person. Progress against a village is updated on the PM GatiShakti platform at three points, sanctions, instalments and physical completion (operational guidelines). Money moving under the wider Development Action Plan for Scheduled Tribes is watched on a separate online system integrated with the Public Financial Management System at stcmis.gov.in, which titles itself the Scheduled Tribe Component Monitoring System, while what states put in from their own Tribal Sub Plan is published at statetsp.tribal.gov.in (PIB, March 12, 2026). A student will find nothing about a personal claim on any of the three. A scholarship credit under the pre-matric and post-matric schemes is followed on the ministry's own Direct Benefit Transfer portal at dbttribal.gov.in.

How winners are picked

Selection process

Selection is an appraisal of proposals, and it runs through committees. On the special area grant the Project Appraisal Committee in the ministry considers what a state sends up (Ministry of Tribal Affairs, ST Welfare Grant). On the Dharti Aaba side a State Level Apex Committee sits under the Chief Secretary with the Secretary of the Tribal Welfare Department as its convener and nodal department, oversees the District Magistrates, recognises the best performance among them, and meets monthly and quarterly to assess progress and clear obstacles (operational guidelines). Nobody is scored as an individual anywhere in that chain.

Performance is also audited from outside. NITI Aayog's Development Monitoring and Evaluation Office had KPMG Advisory Services evaluate the Centrally Sponsored schemes under Package 9 for FY 2020-21 to FY 2024-25, covering seven schemes under the yojana, and the ministry has separately commissioned evaluation of eight Central Sector schemes with NABET, IIT Delhi and IIPA (PIB, March 12, 2026). The findings placed before Lok Sabha were not uniformly flattering. On the two scholarships the evaluation recorded that delays in fund release and scholarship disbursement remain a major challenge, alongside limited awareness among beneficiaries and difficulties in the application and renewal process; on the yojana as a whole it recorded variations in implementation across states, delays in fund utilisation and limited monitoring at the grassroots level (PIB, March 12, 2026).

Fine print

Terms & conditions

The conditions attached to this money are about where it may go and how it must be reported. Every obligated ministry has to place its earmarked tribal funds under Minor Head 796, below the relevant major head, so the money cannot be diverted to another scheme, and 41 ministries and departments besides the Ministry of Tribal Affairs allocate a share of their scheme budgets for tribal development each year under the Development Action Plan for Scheduled Tribes (PIB, March 12, 2026).

States carry a matching obligation of their own: they are expected to earmark Tribal Sub Plan funds in proportion to their Scheduled Tribe population as recorded in Census 2011 (PIB, Lok Sabha reply). The Dharti Aaba mission does not bring fresh money to that pool. Its guidelines state that funding for the interventions comes from the existing Development Action Plan allocations of the central ministries, with shortfalls met by reallocation inside a ministry's own tribal allocation (operational guidelines).
