Post-Matric Scholarships for Scheduled Castes Students- Gujarat(PMSSCS-G)

Gujarat announces the window on the Gujarat State Scholarship Portal, and it is category-specific rather than a single state-wide date. For the 2026-27 academic year, form filling for post matric scholarships on Digital Gujarat is open to SC and OBC students from 06/07/2026 until 30/09/2026, and the department repeats that same window in its own instructions to SC applicants; the Scheduled Tribe window for the same year runs separately, from 01/09/2026 to 30/11/2026 (Gujarat State Scholarship Portal, instructions for SC students).

A missed year is not always lost. For students left over from the 2025-26 academic year, the state reopened post matric form filling for SC students from 19/08/2026 to 02/09/2026, which is the pattern to watch for rather than a date to rely on (Gujarat State Scholarship Portal).

Payment runs on a separate clock the student cannot see from the portal. The central guidelines fix the release dates by the period in which the application was received, not by the date it was sanctioned, so an application filed late in the year is scheduled late by design (scheme guidelines).

The test is a status test, not a merit test: Scheduled Caste status in Gujarat, a passed matriculation or higher examination, and a family income inside the ceiling. The department writes its own criteria in three lines and then binds the applicant to everything else in the Government of India's post matric scholarship guidelines, so the short list on the scheme page is the beginning of the conditions rather than the whole of them (Director, Scheduled Caste Welfare, Gujarat).

One further gate now sits in front of the form and has nothing to do with caste or income. The Centre requires an Aadhaar-based biometric eKYC for every student under its post matric schemes, both the Freeship Card version of BCK-6.1 and the version without a card, and Gujarat takes that eKYC from the ration card database maintained by the Food and Civil Supplies Department rather than running one of its own. A student can only submit the online application once that eKYC reads Yes, which in practice means holding a ration card, being named on it, and having the Aadhaar number seeded into it (instructions for SC students).

The refusal that costs the most in Gujarat is not about the course. Filling in wrong details or hiding information on the Digital Gujarat form ends the student's access to the scheme outright: the state's own instructions to SC applicants say such a student will not be allowed to fill the scholarship form again in any way, and that a student who tries to obtain the scholarship by concealing information is blacklisted for the scholarship. The same instructions rule out any offline route as a remedy, because the whole of the scholarship work runs online and no student is paid the scholarship offline (instructions for SC students).

Holding a Freeship Card is not itself an application, and the state is blunt about who carries the loss. A card holder who does not apply online, and therefore does not receive the scholarship, is told the responsibility for that lies with the student and the institution, not with the department. On the scheme's own side the bars are the central ones: a seat filled through management quota, NRI quota or spot admission is outside the scheme, and so is a second qualification taken at the same stage of education in a different subject (scheme guidelines).

A student who drew the scholarship last year does not file again. Gujarat puts that year's application into Renewal mode automatically for anyone who applied in the previous academic year and received the scholarship as per the rules, and says in as many words that such students are not to apply fresh. The student presses Renewal, checks the registration, bank, academic and disability details already carried over, uploads the attachments that apply and sends the application online (instructions for SC students).

The failure case has its own instruction, and it is worth knowing before the window closes. Where a student who was paid last year finds no form waiting in Renewal mode, the state does not ask them to wait for one: they are to use Request a New Service, select the current academic year, and file a fresh form under whichever scheme applies to them.

The academic allowance is paid by course group, and the hosteller rate runs roughly double the day scholar rate at the top of the scale. Gujarat prints the same four slabs on its own scheme page, labelled A to D.

The allowance is not the whole benefit. Approved tuition fee and approved other fees are admissible on top of it, and a disability allowance is admissible where the student is disabled (Director, Scheduled Caste Welfare, Gujarat); the guidelines put the Divyang addition at 10% extra allowance (scheme guidelines).

Where the fee money goes is the part that surprises Freeship Card holders. Under the Centre's revised guidelines, Gujarat tells SC applicants that a card holder's tuition fee is now credited into the student's own bank account as well, rather than settled with the college directly (instructions for SC students). The card gets the student through admission without paying; the student still has to hand the fee over afterwards.

The record lists what to produce. Gujarat's instructions to SC applicants are about the state each document has to be in before the form is ever opened: everything is to be scanned in advance, and on the caste and income side only a certificate actually issued by the competent authority may be uploaded (instructions for SC students).

Two items behave differently from the rest of the checklist. A break in studies after matriculation is covered by an affidavit saying that no course was pursued and no scholarship drawn during the gap, which is uploaded and also handed over with the printed application. And the fee receipt asked for is the annual one, which a Freeship Card student does not have to produce at all, since the card is what stood in place of the payment (instructions for SC students).

Registration comes first, and it is not the scholarship form. A new applicant opens Digital Gujarat, goes to Login/Register, chooses Citizen Login and completes New Registration with an email address, a mobile number and a password of their own; anyone who has used the portal before, for any scheme, logs in with the old credentials instead of registering again (instructions for SC students).

Inside the portal the scheme has to be picked from under the right department's name. Gujarat lists SC schemes under a Director Scheduled Caste Welfare heading, and BCK-6.1 appears there twice, once as the ordinary entry and once marked for Freeship Card students only, so picking the scheme is a two-step decision and not a one-step one. Two verifications then sit inside the form and both are done by the student: the Aadhaar-based biometric eKYC, fetched against the ration card database, and an OTR number that has to be generated on the National Scholarship Portal first and then entered on the Digital Gujarat form (instructions for SC students).

Submitting online is only half of it. An application that was never final-submitted, or whose printout was never handed to the institution with the documents attached, cannot be taken up at all, and the state asks students not to sit on the form until the closing date but to file it early under the institution's guidance.

There is nowhere public to look the application up afterwards. Its state sits behind the student's own Digital Gujarat login, under My Applications (Digital Gujarat FAQ). For a form that will not move or money that has not landed, the department prints a single number in its SC instructions for help while the form is being filled, 18002335500 (instructions for SC students).

Nothing here is scored, ranked or shortlisted. The course chosen inside the form is what routes the application to a desk in the first place. Gujarat warns SC applicants to choose the course detail with real care, because an application filed against the wrong institution or the wrong course travels online to that other school, college or university instead, and the consequence of that belongs to the student; where a genuine course is missing from the menu, the student reports it to the institution, which adds the course in its own login, after which it can be selected (instructions for SC students).

The office that finally sanctions is district-level, not central and not the college: the department names the District Deputy Director (SCW) Office as the implementing office for the scheme (Director, Scheduled Caste Welfare, Gujarat).

The condition that binds a Freeship Card student to their college is the one most often discovered late. The card carries the student's undertaking to pay the institution's charges within 7 working days of the scholarship reaching their account (scheme guidelines), and Gujarat adds the consequence its own instructions carry: a student who does not pay the college the fee due within that time can be proceeded against by the college under the rules (instructions for SC students).

Two housekeeping conditions decide whether the money can arrive at all. The state asks the student to confirm at the bank that the account's KYC formalities are complete, and to keep the registered mobile number working until the scholarship has actually been received, because the one-time password and every subsequent instruction go to that number.

Behind those sit the central recovery clauses, which outlast the year of study: a scholarship obtained on a false statement is cancelled and recoverable, changing the course subject or the institution without the state government's prior approval can cancel the award, and a student who discontinues the course is liable to refund (scheme guidelines).

The scheme is administered district by district: the implementing office is the District Deputy Director (SCW) Office for the district the student belongs to (Director, Scheduled Caste Welfare, Gujarat).
