A Scheduled Caste student in Silvassa, Daman or Diu who opens this scholarship on the National Scholarship Portal is not applying to a scheme the Union Territory wrote. The rates, the income limit and the course groups come from the Ministry of Social Justice and Empowerment. What the UT Administration decides is when the form opens, when it shuts, and how fast the file moves after that. Only one of those halves is negotiable locally, and confusing them is what makes a missed deadline look like a rejection.

This is the Ministry of Social Justice and Empowerment's Post Matric Scholarship Scheme for SC Students, run in the Union Territory by its Social Welfare Department. The portal carries it under Centrally Sponsored Schemes as "Post Matric Scholarship To SC Students -DNHDD", filed against the UT of The Dadra Nagar Haveli and Daman and Diu rather than against the ministry, which is why searches for a "DNHDD scholarship" and searches for the central scheme both land on the same application form. The ministry's own description of the scheme is a Gross Enrolment Ratio instrument: financial assistance at the post-matriculation or post-secondary stage, aimed at SC students from the poorest households, as set out in the Department of Social Justice and Empowerment Annual Report 2025-26.

The Union Territory it runs in is younger than the scheme. It dates from 26 January 2020, when two older territories were joined into one; Dadra and Nagar Haveli sits inside it today as a district, alongside Daman and Diu, as the administration's own introduction records. The scholarship reaches students in all three. The Social Welfare Department's notice for the academic year addresses principals and head masters of schools, institutes, ITIs, polytechnics and colleges in Dadra Nagar Haveli, Daman and Diu together, and routes every one of them through the same portal, in its NSP notice for 2025-26.

Money moves the other way. Under the scheme guidelines the Centre and the States and UTs share the year's demand in a fixed 60:40 ratio, with 90:10 for the North-Eastern States, and the annual report records no separate ratio for a Union Territory without a legislature under this scheme, although it does record one for the pre-matric SC scheme and for the PM-YASASVI schemes, where the Centre funds the whole of a legislature-less UT's share. That asymmetry sits in the same annual report, which does not say why this scheme is written differently from the others.

Those figures are the uncomfortable part of this page. Nationally the Centre released Rs 4370.22 crore of its share to 34.42 lakh beneficiaries in Aadhaar-seeded accounts during FY 2025-26. Against the same table, as on 31.12.2025, the entry for Dadra and Nagar Haveli and Daman and Diu reads "Not Released yet during FY 2025-26", which is a different entry from the "Not implementing the scheme" that Andaman and Nicobar Islands, Arunachal Pradesh, Ladakh, Lakshadweep, Mizoram and Nagaland carry, in Annexure-1 of the annual report. The department's earlier report puts the UT at 0 in the post-matric annexure against a national total of 47,38,578 students, in its Annual Report 2023-24. So the application window is live and the disbursal record is thin. Apply on time, keep the acknowledgement, and expect to follow the file. The binding text behind all of it is the ministry's own scheme guidelines for post-matric scholarships for SC students, published as a scanned document on the department's site and linked from the scheme's official references.

Important dates

The Centre fixes the scheme; the Union Territory fixes the calendar. On the portal, each state and UT publishes its own dates for the same centrally sponsored scholarship, and the spread is wide: Delhi's post-matric SC application ran to 15-02-2027 for the same year in which Uttarakhand shut on 30-09-2026. The UT's own dates are below.

That end-of-October cut-off is a settled habit rather than a one-year decision. The Social Welfare Department set 30.10.2022 as the last date for both the pre-matric and post-matric SC scholarships in its 2022-23 advertisement, and its notice for 2025-26 carried an annexure giving the post-matric SC scheme a 31.10.2025 closing date with the same verification chain behind it, circulated to every institution in the UT. All eight of the UT's schemes on the portal now run on one common calendar, on the portal's listing for the UT, so a household filing a younger child's pre-matric form and an older one's post-matric form is working to a single set of dates.

Who can apply

Eligibility criteria

The student side of the test is short. An applicant must belong to a Scheduled Caste, hold the UT domicile, have passed matriculation or higher secondary from a recognised board or university, and come from a household whose parent or guardian income does not cross Rs 2.5 lakh a year, the ceiling the ministry states for the scheme in its Annual Report 2025-26. Domicile is the clause that decides which government pays, not which college the student attends.

The institution side is where applications actually die. A school, college, ITI or polytechnic can only accept applications if it holds a valid DISE or AISHE code and has completed its KYC registration on the portal, and its Institute Nodal Officer and Head of Institute have to clear Aadhaar face authentication through the portal's own app before they can verify anything. An institute that has not done this cannot verify a single student, and the UT's notice says so plainly to principals. State scholarship portals are also wired into the AISHE and UDISE databases specifically to strip out institutions that do not exist on paper. Both points are in the UT's scholarship notice and the ministry's annual report respectively. Before filling anything, a student should ask the office whether the institute is registered and verified for the current year.

Who cannot apply

Exclusions

The hard bar the UT states is single-benefit: a student is eligible for only one scholarship out of all the Central Government scholarships meant for SC, ST, OBC, EBC and disability categories, which rules out stacking this award on top of the PM-YASASVI post-matric scholarship or the disability post-matric scholarship the same administration lists on the same portal. That instruction is printed for students in the UT's own notice. The second bar is institutional rather than personal, and it disqualifies by accident: a student enrolled at an institute with no valid code, or at one whose nodal officer never completed registration, has no route to verification and therefore no award, however clean the certificates are.

Renewal conditions

Renewal is a separate button, not an automatic carry-forward. The portal opens fresh registration and renewal registration side by side each year, and a continuing student picks the renewal option rather than applying as new, as the UT's advertisement instructs. Once an award has been made payable it stays payable up to the completion of the course, subject to performance and attendance under the scheme guidelines, which is the condition the UT restates to institutions every year in its notice. The One Time Registration number issued at the first application stays with the student for the whole academic career on the portal, so a renewal reuses it rather than generating a new identity. Renewal applications run on the same UT calendar as fresh ones; there is no later window for continuing students.

Compulsory non-refundable fees, tuition included, are reimbursed at the rate the Fee Fixation or Rationalization Committee of the State or UT government has fixed, not at whatever a college happens to charge. Sitting on top of that is a flat yearly academic allowance, and which of four course groups a programme falls into is the only thing that decides it.

A Divyang student draws a further ten percent on top of the group rate, listed by the ministry as a component of the scholarship in its own right alongside the fee reimbursement and the allowance, in its Annual Report 2025-26. Payment reaches the student directly: the central share has been released into students' bank accounts in DBT mode through the Aadhaar Payment Bridge since 2022-23, which is why an unseeded account stops a sanctioned award as effectively as a rejected certificate.

What to prepare

Documents required

The document list is standard across the portal; what is local is who is competent to sign each one. In this UT the Mamlatdar issues the Scheduled Caste certificate and the domicile certificate. For income, Daman and Diu allow a certificate from the Panchayat Secretary once the Sarpanch has attested it and the Block Development Officer has countersigned it, and the Mamlatdar may issue it too; in Dadra and Nagar Haveli the Mamlatdar issues it. A caste certificate obtained in another state has to be certified by the Mamlatdar of the district before it will hold. These routings are set out in the department's 2022-23 scholarship notice.

Upload habits cause avoidable rejections here. Compulsory documents have to be uploaded in original only, and a Divyang applicant needs a UDID number, which can be applied for through a Common Service Centre or a Saral Seva Kendra if the family does not already hold one. Both instructions are in the UT's current notice.

Step by step

How to apply

No paper route survives here. The UT's notice sends every fresh and renewal claim for this scholarship through the National Scholarship Portal, and the student's own work on it starts with identity rather than with the form. A One Time Registration number comes first, generated from an Aadhaar number or an Aadhaar Enrolment ID and confirmed by face authentication in the portal's OTR app; the biometric lock on Aadhaar has to be open for that to succeed, and a locked one is a common cause of a failed registration. The scholarship form is then filled under that OTR. Rs 30.00 is what a Common Service Centre may charge for the entire job, reference number through to submitted form, which is the fallback for a household with no phone or computer of its own, under the UT's notice. The head of institution or principal then approves the application against the eligibility criteria and forwards it to the district and UT authority.

The Fortnight After the Form Closes

An application marked defective goes back to the student for correction, and in this UT the correction window and the institute verification window shut on the same day, a fortnight after the form does. A student who first opens the portal after that day has nothing left to work with, whatever the defect turns out to be. Application status is visible on the portal by logging in with the OTR credentials at the student corner on scholarships.gov.in, and payment is tracked separately from status through the portal's Track Your Payment login rather than the application screen.

The payment leg is the one students misread. Once the UT sanctions an award, the credit travels through the Public Financial Management System, and a sanctioned application can sit unpaid because the bank account is not Aadhaar-seeded rather than because the sanction failed. Seeding can be checked and corrected in self-service mode through NPCI's Bharat Aadhaar Seeding Enabler platform, and a released payment can be traced on the PFMS Know Your Payment page using the account details. Institutes with portal problems have a separate line: the UT runs a scholarship cell on WhatsApp at 9537500045, given in its notice.

How winners are picked

Selection process

Selection here is verification, not ranking. The head master or principal approves each application against the published eligibility criteria and forwards it to the district or UT authority, after which the District, State and Ministry Nodal Officers clear it in sequence, and the portal publishes a closing date for each of those stages rather than a merit cut-off. The UT's notice describes the institution's role in exactly those terms, in the 2025-26 circular. Nothing in the scheme documents published for this UT sets a marks threshold or a rank order for fresh applicants, so an eligible, correctly verified application is not competing against other students for a fixed number of seats.

Terms & conditions

Some conditions bite only after the award has been sanctioned. Attendance and academic performance govern continuation, so a payable award is not a settled entitlement for the rest of the course. The single-scholarship rule applies across central schemes, and a second application filed in the same year puts both at risk. And the whole benefit is conditioned on the institution staying verified on the portal: if the institute's nodal officer changes and the new officer's Aadhaar details are not updated and re-authenticated through the district or state nodal officer, verification stalls for every student on that roll.
