Uttar Pradesh files this award under a rulebook whose title carries an exclusion most applicants never read: the U.P. Other Backward Classes, excluding minority backward classes, Post-Matric Scholarship and Fee Reimbursement Rules, in force since academic session 2012-13 and amended six times, most recently on 23 November 2021. Everything below sits inside that scope. An OBC student in Uttar Pradesh files one form on the state scholarship portal and, if the file clears, two different payments come out of it.

The Backward Welfare Department runs this scheme for Other Backward Classes students who have crossed matriculation and are studying inside Uttar Pradesh, in state institutions that are government, government-aided or recognised. What makes it unusual is that a single cleared application produces a monthly maintenance rate and an annual fee refund, and the two are funded from different places. The department describes the post-matric scholarship as hundred percent aided by the central government, and the fee reimbursement running alongside it as fully aided by the state government. They appear as two schemes with two departmental pages; they share one rulebook, one online form and one student bank account.

The second thing to understand is that qualifying is not the same as being paid. The department attaches the phrase "subject to availability of the budget" to its own eligibility text, so the scheme rations a fixed pot rather than settling every valid claim. That single clause explains most of the confusion students report about approval without money.

The annual rhythm is fixed by the department; the exact windows are fixed by the portal.

Against that rhythm, the operative document each session is the timetable the portal issues. The post-matric timetable covering the SC, ST, General, Minority and OBC categories for 2026-27 was issued on 20-07-2026, and it, rather than any aggregator's date, fixes the fresh and renewal windows for the session. The portal keeps previous years' timetables beside it, which is the cleanest way to see how far a given stage has moved from one session to the next.

Eligibility criteria

Three published tests decide entry, and a fourth sits in the portal's plumbing.

The published three are domicile plus place of study, both of which must be Uttar Pradesh, an annual parental or guardian income of up to Rs 2 Lakh, which is a flat ceiling with no second slab and no relaxation for a government college, and Other Backward Classes status in a state institution that is government-aided or recognised, as the departmental page read when archived.

The fourth test is your college rather than you. Every institution has to enter itself and its courses into the portal's master database each year, and the master database closes on 31 July, with the recognition and affiliation behind each course required by 15 July. Only students in institutions and courses that made that cut may apply at all. A student whose college registers late is not rejected on merit; there is nothing on the portal for the application to attach to.

Attendance carries a condition with money attached. The rules make the award available to students with 75 percent or more attendance in the academic session, place the burden of certifying it on the institution, and require a student below that line to return the fee amount already paid.

Exclusions

The state rulebook opens this ground with a scope line: the award is payable for study in every recognised post-matriculation or post-secondary course taught at a recognised institution, apart from the exceptions it then names one by one. Each of those exceptions is a course, not a class of student. The award is not available for the Aircraft Maintenance Engineer course, the Private Pilot Licence course, courses of the Training Ship Dufferin (Rajendra), training courses of the Sainik Mahavidyalaya Dehradun, courses at all-India and state-level pre-examination training centres, correspondence courses and courses of distance and continuing education, and the Commercial Pilot Licence course. A catch-all closes the list: a course run by a private-sector institution for which no university, affiliating board or competent department issues a certificate or marksheet, and for which no agency is authorised to conduct the examination, is outside the scheme because nothing competent controls it.

One conflict inside the department's own paperwork is worth naming before it costs somebody a session. The rate table sets a hostel and day scholar rate for C.P.L. courses inside Group-1, while the rulebook's exception list bars Commercial Pilot Licence courses from the award altogether. Neither page says which text a district committee applies, so a flying-school applicant is better off putting the question to the District Backward Classes Welfare Officer before filling anything in.

The distance and correspondence bar catches the most students, because those courses are otherwise recognised and otherwise post-matric. Separately, the portal publishes a running list of blacklisted institutes by district, almost all of them private ITIs and colleges in Mathura and most recently ordered on 09-08-2023. An institution off the master data has nothing on the portal for a form to attach to, so an application routed through one of those goes nowhere.

Renewal conditions

Renewal is a different door, not a repeat of the same one. The portal keeps separate fresh and renewal logins, and on the renewal side the post-matric stream alone opens three doors: Postmetric students, Postmetric Other than Inter students, and Postmetric Other State students. A continuing student picks the renewal login for the stream already on record, and the session timetable sets renewal windows that do not coincide with the fresh ones.

The rule that catches people governs a change of course. A student who drew the scholarship or fee reimbursement last year and then abandons the course midway to join another is ineligible in the first year of the new course; if the guardian establishes the reason by affidavit and study continues, eligibility returns from the second year of the new course, as a new applicant, and a further change of course ends it. Leaving a course after the money has been drawn therefore costs a year that dropping out before applying does not.

What actually reaches the account is the lowest of the annual compulsory non-refundable fee you entered on the form, the fee approved for that course by the competent authority, the amount the institution collected from you, and the group ceiling above. Hostel and mess charges are not compulsory fees for this purpose. The latest amendment narrowed one line of that rule so the wording now reads on Group-3 courses rather than on Groups 3 and 4 together.

Documents required

The paperwork list holds few surprises. What each document decides is where students lose time.

The caste certificate has to place you in Other Backward Classes as the state notifies them, and because the rulebook's own scope excludes minority backward classes, a certificate that reads as a notified minority community routes the file to a different department rather than to this one.

The bank passbook is the document that decides whether money moves at all. The portal tells students who have not seeded Aadhaar in their operating bank account to do it immediately, and puts a UIDAI bank mapper link beside that notice so the seeding can be checked before the money stage rather than after it. Before any of this, One Time Registration is mandatory on the UP portal from academic session 2025-26, and no application form opens without it.

Keep the current-year fee receipt or admission letter honest to the rupee. It is one of the four figures the refund is measured against.

Step by step

How to apply

The form starts in the Student Section for OBC students on scholarship.up.gov.in, where you register, complete the application and print it. The printed form and its enclosures go to your educational institution, not to a district office, and the institution both verifies and forwards them. From there the file passes to the education officer, then through data matching at the state National Informatics Centre level, then to the District Approval Committee, which approves or disapproves it. Approved data is locked with a digital signature by the District Backward Classes Welfare Officer, the directorate raises the demand against it, and the money is paid straight into the student's bank account through the PFMS e-payment system of the treasury at the state headquarters.

A file found doubtful during examination is not dead, but the repair carries a clock. The doubt is answered online inside the stipulated time, the supporting papers go back to the educational institution, and the institution is the one that sends the amended application on to the District Backward Classes Welfare Officer of that district.

Tracking splits in two, because approval and payment are separate events. Application status is read by logging into the portal with your registration credentials, where the status updates as the file moves through its stages, and the portal keeps a session-wise Application Status menu going back several years. Payment is the other lookup: the portal home carries a direct link to the Know Your Payment page of PFMS, which answers whether the transfer was actually made rather than whether the application was cleared.

How winners are picked

Selection process

There is no entrance test and no interview. What stands in for selection is a merit cut plus budget rationing, and the department sets it out under the heading Permissibility on its own page.

The first call goes to Other Backward Classes students of classes 11 and 12 in government, government-aided and recognised private institutions who fall within 50 percent merit on the previous year's examination, subject to budget availability; if budget remains, eligible students of other groups at that same merit level are paid, and if it still remains after that, class 11 and 12 students below 50 percent merit are paid, provided the budget limit is not exceeded.

Two consequences follow. A school student with strong marks is the safest applicant in this system, and a degree or diploma student is paid out of whatever survives the school layer. Approval itself is a district-level act by the District Approval Committee, so two identical files in two districts can clear at different times.

Budget availability is written into the eligibility text itself, so a qualifying application is a place in a queue rather than an entitlement. The department states two consequences plainly: dues of previous years are not payable, because the fund for the scheme is limited, and a doubtful application has to be corrected within the stipulated time or it lapses.

On the institution's side the rules cut both ways. An institution that surrenders its recognition, or whose closure is notified, has its name removed from the master data, with that removal passed on in writing by the Social Welfare Department to the District Backward Classes Welfare Officer and to the Director of Backward Classes Welfare. Students enrolled there lose the route, which is why the blacklist is worth reading before an admission rather than after one.
