About PMATCS
One scheme name, two income ceilings. The Post Matric and Top Class Scholarship of Madhya Pradesh's Higher Education Department pays a monthly subsistence allowance and refunds compulsory fees for college students who have 40 percent or more disability. The "Post Matric" and "Top Class" halves of the name are not two separate applications; they are two income slabs inside the same departmental scheme, and which one you fall under depends on what your guardian earns.
Most schemes with "post matric" in the name are caste-based welfare schemes run by a social justice or tribal welfare department. This one is different on both counts. It sits in the Higher Education Department's own list of departmental schemes, on the same page of highereducation.mp.gov.in that carries Gaon ki Beti, Pratibha Kiran and the Vikramaditya Yojana, and its qualifying test is disability plus guardian income, not caste category.
The money is a cash benefit paid as direct benefit transfer, and the scheme is open to individual students of Madhya Pradesh studying at graduation or post-graduation level, per the myScheme record. Applications travel through the Government of India's National Scholarship Portal rather than any state-built portal, which trips up a lot of applicants who go looking for it on the state's welfare systems.

The scheme's own record publishes no opening or closing date. The window it depends on is the National Scholarship Portal's annual cycle: the portal opened for academic year 2026-27 from 1 June 2026, and scheme-wise closing dates are announced on the portal itself, typically in stages, with the student deadline first and institute-level verification deadlines after it, as the current NSP announcements show. Track the NSP announcements rather than waiting for a date on the state site.

Eligibility criteria
Three conditions operate together, and a student must clear all of them. You must be enrolled in a graduate or postgraduate course, you must have a disability of 40 percent or more, and your guardian's annual income must sit under the ceiling for the component you are claiming.
The income test is where the twin structure shows up:

The department prints both ceilings in lakh rupees on its own criteria page; where a listing elsewhere carries a shorter figure, that is a transcription slip and the departmental page is the binding text.
Note the course-level restriction: the scheme starts at graduation. A class 11 or class 12 student with a disability is post-matric in the ordinary sense of the word but is outside this scheme's published criteria, which name graduate and post-graduate courses only. The official myScheme answer to "is this only for Madhya Pradesh" is yes, so students from other states cannot carry an application here.

Who cannot apply
Exclusions
Two of the conditions behave as cliffs rather than sliding scales, which is the work an exclusion list would otherwise do here. Disability is the first: the criteria fix the bar at 40 percent and publish no partial award for an applicant assessed below it. Course level is the second cliff, with graduation as the floor and no tapering for a student one year short of it. Past those two, the record simply says nothing: no barred course list, no bar on a particular kind of institution, and no stated rule about holding another award at the same time.

Renewal conditions
The departmental page for Post Matric and Top Class stops at who qualifies, what is paid and where to apply; how the second or third year of the same degree is claimed is simply not on the record. Only the portal mechanics are settled. NSP runs fresh and renewal applications behind one login, so a student who already holds a 14-digit OTR number reuses it instead of registering again, and NSP announces renewal rounds with closing dates of their own rather than folding them into the fresh-application window, per the portal's student page.

The hosteller rate is nearly double the day-scholar rate, so a student moving into a hostel mid-course has a real financial reason to update that status in the application record. The guidelines as published do not state a tenure cap, a number of awards, or whether the fee reimbursement is capped at a rupee figure; what the source does fix is the test the refund is measured against, which is the fee your college certifies as mandatory and non-refundable.

Documents required
The myScheme record lists the usual identity, income, age, address and academic proofs, so the practical point is not the list but what two of the items decide. The income proof is load-bearing here in a way it is not in flat-ceiling schemes: it determines whether you are assessed against the Rs 2.50 lakh Post Matric slab or the Rs 6.00 lakh Top Class slab on the department's criteria. The second is the disability certificate, because 40 percent is the qualifying threshold and nothing in the record substitutes for it; the portal keeps a UDID lookup for exactly this class of applicant, and checking that the disability record reads correctly there is worth doing before the file goes in rather than after a rejection.

How to apply
The application is online only, on the National Scholarship Portal at scholarships.gov.in, and the state page directs applicants there by name. One Time Registration is mandatory before any application; the OTR number stays with you for your whole academic career, per the portal's student page. Once submitted, your application does not go to a district office first; the state page says the college you study in verifies it online.
Tracking sits behind that same login, and the labels on the portal mislead people. The student page states that the OTR ID and password are what you use to fill and check a fresh or renewal application from AY 2024-25 onwards, while the standalone Application Status tile next to it still serves only academic years 2022-23 and 2023-24, so a current applicant who clicks it concludes the application has vanished. Disbursement is a third trail again: Track Your Payment hands the query to PFMS. If the status reads sanctioned and nothing reaches the account, the bank account's Aadhaar seeding check on that page is the first thing to rule out.

Selection process
The department publishes no merit list, quota or ranking rule for this scheme; the one process fact on record is that the college verifies the application online. On the published material, clearing eligibility and institute verification is the whole gate.

Terms & conditions
Beyond the eligibility rules, the record discloses little by way of conditions. Two portal-level rules still bind every applicant here: the benefit is DBT cash to the student per the scheme record, and from academic year 2026-27 the NSP permits one merit-based scheme alongside one or more welfare-based schemes per student, as stated on the portal's student page, so plan any scheme-stacking around that rule.

No helpline or nodal officer is published for the scheme itself, and the only number printed on the department's scheme page is its anti-ragging line, which is no use to an applicant chasing a scholarship file. Two addresses do work. The college is the first, because verification happens there and that is where a file usually stalls. The second is the portal: NSP's student page carries scheme-wise nodal officers, grievance redressal officers and separate NSP and PFMS helpdesks, and the PFMS desk is the right door when the sanction exists but the credit does not.
