About PMSC

One in every five people in Madhya Pradesh belongs to a Scheduled Tribe. The state's Tribal Affairs Department puts the number at 153.16 lakh in the 2011 Census, or 21.10 percent of the state, and the same 21.10 percent of the state's plan head is provisioned separately under the Tribal Sub-Plan (Department of Tribal Affairs, Madhya Pradesh).

The scholarship has run since 1945, and the state's entitlement register carries it as scheme 2676, a state-sponsored scheme of the Tribal Affairs Department whose stated object is to push Scheduled Tribe students further into higher education (CM Helpline scheme register, Government of Madhya Pradesh). The national scheme directory files the same record under the Tribal Welfare and Scheduled Caste Department, the combined administrative name the state uses for its tribal and Scheduled Caste wings (myScheme record). The scholarship itself belongs to the tribal wing, and every rate and condition set out below is written for Scheduled Tribe students.

Two things are paid, not one. The register describes the entitlement as the whole of the compulsory non-refundable fees plus a maintenance allowance, running to the academic session and according to what the student is eligible for. The fee side is what makes a private-college seat survivable; the maintenance side is what pays for living away from home, and it is the side the department's rate table settles to the rupee.

The register fills the scheme's time-limit field with a period rather than a date, entering July to December (CM Helpline scheme register). No opening or closing date for a particular session appears on the scheme's national record, so those months are the pattern the department works to and not a commitment; the session's real window surfaces on the portal and at the district office.

Who can apply

Eligibility criteria

The gate is category, domicile and enrolment: a Scheduled Tribe student who is a native of Madhya Pradesh and is on the roll of Class 11, Class 12, a college, a PhD programme or a professional course. That span is unusually long for a single state award, since it opens the year after the Class 10 board and does not close at graduation.

Where it turns is the institution. For Scheduled Tribe students in government and government self-financed institutions the department records that the income bar has been removed and free tuition arranged, so the student is entitled to the full scholarship. A student in a non-government institution is tested instead on parental income of up to Rs 6.00 lakh (Chhatravritti Yojana, Department of Tribal Affairs, Madhya Pradesh).

Inside that ceiling the award is not all or nothing. Scholarship Portal 2.0, which is where the department's page sends applicants, publishes the Scheduled Tribe scheme's own slab: families earning up to Rs 5,00,000 a year qualify for 100 percent of the scholarship, and families between Rs 5,00,001 and Rs 6,00,000 qualify for 50 percent (Post Metric Scholarship for ST, Madhya Pradesh Scholarship Portal 2.0).

That slab is worth holding next to the two official statements of what the fee component covers, because they do not read alike. The department's scheme page says the actual tuition fee fixed by the Admission and Fee Regulatory Committee and the Private University Regulatory Commission is paid into the student's bank account. The entitlement register, describing the non-government non-professional case, records payment of half the non-refundable compulsory fees, including tuition, at the rates prescribed for government-institution courses (CM Helpline scheme register). The portal's reduced slab is the clearest published statement of when a half share is what arrives, and a private-college applicant should still put the question of which rate governs their own course to the district office before budgeting against a figure.

Exclusions

Neither the department's scheme page nor the state entitlement register opens an exclusions field for this scholarship, and the national record leaves the same field blank.

One hard bar exists all the same, and it sits on the portal rather than in the scheme text. Scholarship Portal 2.0 runs three post matric scholarships beside each other, for Scheduled Caste, Scheduled Tribe and Other Backward Class students, and prints against that group of three that the benefit of only one scheme is allowed (Madhya Pradesh Scholarship Portal 2.0). Beyond that, the only recorded bar is the parental income ceiling on students at non-government institutions.

Renewal conditions

No separate renewal form appears anywhere in the scheme's record. The register frames the benefit as fees and maintenance allowance up to the academic session, which makes this a claim to be filed session by session rather than a standing award (CM Helpline scheme register).

The portal narrows the second year further. Renewal there reopens only to students whose earlier claim was actually sanctioned, not to everyone who filed one in the previous session (Madhya Pradesh Scholarship Portal 2.0), so a claim that lapsed unapproved starts again as a fresh application.

The rate is attached to the course, not to the student, so continuing is rarely continuing at the same amount. A student who finishes Class 12 and joins a BA moves out of the Class 11 and 12 group into the general graduate group; the same student joining an engineering or medical course lands in the top group instead.

The department divides every eligible course into four groups and publishes one monthly maintenance rate per group, split between students living in a hostel and students who are not.

Moving up the table is worth more than moving into a hostel. A Class 11 day scholar draws Rs 230 a month and a hostel resident on a medical or engineering course draws Rs 1500, a gap no hostel premium inside a single group comes near. Maintenance is also not the whole award: the compulsory non-refundable fee component sits on top of it, which is why a government-college student facing no income test can end up better off than the monthly rate alone suggests.

What to prepare

Documents required

The department's own scheme page asks for a transfer certificate and an income certificate alongside the previous class marksheet, the caste certificate and the domicile certificate (Chhatravritti Yojana, Department of Tribal Affairs, Madhya Pradesh). The income certificate is the paper to read against your own case first: it settles nothing for a government-institution student, whose income bar has been removed, and it decides which of the two slabs a private-college student is paid on.

Two further items belong to the portal rather than to the scheme. The Scheduled Tribe scheme's page on Scholarship Portal 2.0 asks a registering student for the current college code and the branch code, along with the Samagra ID and a photograph (Post Metric Scholarship for ST, Madhya Pradesh Scholarship Portal 2.0). Those two codes come from the institution rather than from the student, and they have to be right before anything else on the form matters.

The Samagra ID and the bank account decide whether money arrives, not whether the form is accepted, and both need to be in order before the claim is filed.

How to apply

Which portal takes the form depends on what you are studying, and this is where most applicants lose time. The state's entitlement register routes Class 11 and Class 12 applications to the Samagra portal and college applications to MPTAAS (CM Helpline scheme register). The department's own scheme page, which covers all three levels together, sends any student of the category to Scholarship Portal 2.0 instead, and that portal does list a Post Metric Scholarship for ST among its schemes (Post Metric Scholarship for ST, Madhya Pradesh Scholarship Portal 2.0). The two official pages therefore name different front doors for the same scholarship; work from the register's split by class, and take the disagreement to the district office rather than guessing.

MPTAAS is the Madhya Pradesh Tribal Affairs and Scheduled Caste Welfare Automation System, and nothing happens on it until a beneficiary profile exists; the new beneficiary profile registration link sits beside the login box, and the scheme application follows from the profile rather than replacing it (MPTAAS portal, Department of Tribal Affairs, Madhya Pradesh). The officer designated for the scheme is the district Assistant Commissioner or District Coordinator of the Tribal Welfare Department, so a claim that stalls after submission is a district-office matter and not a portal one.

Tracking the Application and the Payment

MPTAAS was built so that a beneficiary can read the state of their own application off their own dashboard, and the login box carries separate recovery links for a forgotten user ID and a forgotten password, which is the ordinary reason a returning applicant never gets far enough to look (MPTAAS portal, Department of Tribal Affairs, Madhya Pradesh). Scholarship Portal 2.0 keeps its own status report on the Scheduled Tribe scheme's page, behind the student login, so checking a claim and filing one are the same account (Post Metric Scholarship for ST, Madhya Pradesh Scholarship Portal 2.0).

The payment trail is not in the same place for everyone. The register pays Class 11 and Class 12 students out of the Samagra portal into the student's bank account, and pays every college student by DBT straight into an Aadhaar-linked, NPCI-active account (CM Helpline scheme register). A school student chasing a credit is looking at the Samagra side; a college student is looking at the bank. The department's homepage states the condition without softening it: the amount can reach an account only once that account is linked to Aadhaar and active (Department of Tribal Affairs, Madhya Pradesh).

Selection process

No merit test, quota or cut-off is published for this scholarship in any of its official records. It is written as an entitlement, checked against the eligibility conditions by the designated district officer, with the Assistant Commissioner of the Tribal Affairs Department or the District Coordinator named as the appeal authority (CM Helpline scheme register). The practical consequence is that a refusal has to be traced to a failed condition rather than to a ranking, and the record names the desk that has to answer for it.

Filing costs the student nothing, the register carrying a nil entry against the application fee. The same record fixes the two payment routes set out above and pins the entitlement to the compulsory non-refundable fees plus maintenance for the academic session, as per eligibility (CM Helpline scheme register). For a student in a private college the fee that comes back is the one the state's fee regulators approved for that course rather than the one the college billed, and the family's income slab decides whether the approved figure arrives whole or halved.

The tribal wing runs a toll-free helpdesk on 1800-2333-951 at helpdesk.tribal@mp.gov.in, and the department notes that it works from 10:00 in the morning to 6:00 in the evening on office days (Department of Tribal Affairs, Madhya Pradesh).
