About NIPUNBMUK
NIPUN Bharat, the National Initiative for Proficiency in Reading with Understanding and Numeracy, is a mission the Union Education Minister launched on 5 July 2021 to give young children a firm grounding in reading, writing and arithmetic. It runs under Samagra Shiksha, the centrally sponsored school-education scheme, and follows from the National Education Policy 2020. In Uttarakhand the state Department of Education runs the mission.
The aim is foundational literacy and numeracy: that every child reaches the reading, writing and numeracy competencies expected by the end of Grade 3, with 2026-27 set as the target year. It is built around children in the 3 to 9 age band, the foundational stage of schooling when these skills either take hold or fall behind. The national programme uses a five-tier structure that runs from the centre down through state, district, block and school levels.
This is not a cash scholarship. The support is in kind, aimed at strengthening how schools teach these skills rather than paying money to a family. A child in Uttarakhand receives it through the classroom, as learning material, teacher training and a curriculum built around foundational skills. It is not a benefit a family applies for.
