About NIPUNBMUK

Search for the NIPUN Bharat Mission in Uttarakhand and it comes back filed among grants and scholarships, which sends a parent hunting for a form, an amount and a last date. None of the three exists. The Secondary Education Department runs this inside the Samagra Shiksha project as a classroom programme, and the whole of its promise to a household is that the school a young child already attends is meant to teach reading and arithmetic better than it has been.

This page covers the Uttarakhand arm of a national mission, and the distinction matters because most of the published numbers belong to the national side. Not every row in that table is moneyless: the free-uniform entry further down hands government-school students either the uniform itself or the equivalent amount through direct benefit transfer. The classroom problem behind it is measurable in Uttarakhand's own Grade 3 results. Between the National Achievement Survey rounds of 2017 and 2021, the state's Grade 3 language score fell from 347 to 311 and its Grade 3 mathematics score from 330 to 291, while the all-India means over the same two rounds went from 336 to 323 in language and from 321 to 306 in mathematics (NITI Aayog, School Education System in India). Read across those two rounds, Uttarakhand sat above the national mean in both subjects in 2017 and below it in both by 2021, which is the gap the state's foundational-stage work now has to close.

The foundational stage the mission targets therefore sits mostly in standalone primary schools rather than in the composite campuses that carry a child through to Class 10 or 12.
