Naunihal Scholarship Yojana(NSYCH)

The scheme dates from 2017 on the myScheme record, and the calendar it runs on now comes from the Board's revised notification, which superseded the original and fixes one window a year: online applications from the day the academic session begins until 31 December. District notices repeat that date on the ground; Bilaspur's, reported in June 2025, named 31 December as the last date, per Patrika. Treat the local labour office's current notice as the binding word for your district rather than any national scholarship calendar.

The parent qualifies the child. The Board's notification requires the beneficiary to have worked as a construction worker for at least 90 days in the one year before the date of application, a criterion the scheme summary at Govt Schemes India repeats in the same terms; the son or daughter of any such registered Chhattisgarh worker qualifies. Nothing in the eligibility rules tests family income, and the record publishes no income ceiling.

On the child's side the bar is enrolment, not performance. Any class or course from school entry through graduation, post-graduation and doctoral research counts, and the record states plainly that no particular grade or marks are needed. The benefit stops at two children per family, and the Board's self-declaration form makes the worker list living children in birth order and confirm the child being claimed for falls within the first two.

The net has also been cast wider than the construction board. A Bilaspur district notice reported in June 2025 extends the scholarship to the first two children of workers registered with the Chhattisgarh Unorganised Workers State Social Security Board as well, per Patrika's report.

Naunihal's record prints a blank where an exclusion list would sit, and what actually shuts a family out is the demand the scheme makes of the parent. A third or later child has no claim, an unregistered worker has none however long the work history, and a registered worker who falls short of the qualifying days of work in the year before applying is out for that year under the published criteria.

One old exclusion has been lifted. Students already drawing a scholarship from another institution or department used to be refused by the Board; the assistant labour commissioner in Bilaspur, quoted in Patrika, says a Board notification now lets those students take this scholarship too.

There is no standing renewal register: the claim is rebuilt each session. The Board's notification opens a fresh application window with each academic session and pairs a principal's certificate confirming admission in the current year of study with the mark sheet of the previous class passed, so every new year of study means a new application through the same channel, and Patrika's report frames the amount as payable each year of study. A family that forgets to refile simply misses that year's payment; nothing accrues.

The slabs climb with the child, and the girl's column is higher at every rung. The state's Public Relations Directorate confirms the spread runs from Rs 1,000 at the bottom to Rs 10,000 at the top in its Bemetara release.

One caution when you cross-check the amount elsewhere: the legacy scheme table on the labour portal still shows an older Rs 500 to Rs 5,000 range on its application schemes page, while the February 2024 release and the myScheme record both carry the Rs 1,000 to Rs 10,000 slabs. The money arrives once a year, in lump sum, credited to the bank account named in the application.

The file is the worker's, not the student's. Its anchor is the surviving labour registration identity card, and around it go the child's Aadhaar, the principal's certificate in the notified format bearing its own number and date, the previous class mark sheet, and the bank passbook, each as an original scanned copy per the record. A lapsed registration card cannot anchor anything, so workers due for renewal sort the card out before the scholarship.

The paperwork has a printed shape, and it tolerates no substitutes: the notification's own note says only original documents, scanned, may be uploaded with the online application. District collectorates publish the prescribed application form and order format, as Mahasamund's has since 2018, and the Board's current self-declaration collects the registration number and date, the child's school and current year of study, the notified category, and the account number with IFSC, all in one page signed by the worker.

The registered worker files the claim, and the Board's notification writes the route down: the online application goes in either by the worker personally or through any Choice Centre or the labour office holding jurisdiction. The myScheme record still classifies the mode as offline because that labour-office machinery is the route; it lists no self-service application portal for the scheme.

The channels have multiplied around that skeleton. Bilaspur's notice, reported by Patrika in June 2025, directs workers to apply through the Shramev Jayate mobile app, the departmental website shramevjayate.cg.gov.in, the Mukhyamantri Shram Sansadhan Kendra in each development block, or a Choice Centre or Lok Seva Kendra, with 31 December as the closing date. A worker who wants a person rather than a screen walks into the block-level kendra or the labour office at the district collectorate instead; the Bemetara labour officer points workers to both for applications and information.

Tracking is built into the portal, not the bank queue. The labour department's scheme status page takes the application number against the scheme name, Mukhyamantri Naunihal Chhatravritti Yojana in its dropdown, and returns where the file stands. Since the payment lands in the account whose passbook went into the file, a status showing the claim cleared plus that passbook is the whole audit trail a family needs.

There is nothing to compete for: no merit list, no interview, no ranking of applicants. Sanction sits with the field officers, not a committee; the Board's notification vests approval in the assistant labour commissioner, labour officer, assistant labour officer, labour inspector or labour sub-inspector at every labour office in the state, and once one of them clears the file the amount moves to the worker's or the child's account by RTGS, NEFT or DBT. An eligible claim is paid, which follows from a scheme whose record sets no marks requirement to begin with.

Scrutiny is real, though. Between December 2019 and December 2024, Bilaspur district cleared 48,412 applications, rejected 8,800, and had 15,230 still in process, per the figures the assistant labour commissioner gave Patrika. Nearly one decided file in six was refused, so the certificate format and the registration card's validity are worth getting right the first time.

The scheme claws back money from a student who does not stay the course. For college, polytechnic, engineering or medical study, the record requires a minimum of one year in the course; a first-year dropout has to return the scholarship amount. A bank account is mandatory since that is where the money goes, and the two-children cap applies at the family level, not per parent.

The declaration carries teeth of its own. On the Board's form, the worker accepts personal responsibility for every detail given, with recovery of the amount paid and legal action if any statement turns out false. Disputes end at the top of the Board, not in a tribunal: the notification makes the decision of the Board's Secretary final on any discrepancy in implementation.
